1 BEFORE THE CITY COUNCU. OF THE CITY OF LAFAYETTE IN THE MATTER OF: A Resolution of the City Council of the City ) of Lafayette Authorizing Closure of Certain ) Streets and Establishing No Parking Zones ) for Certain Special Events ) Resolution No WHEREAS, Section of the Vehicle Code provides that cities may temporarily close portions of any street for celebrations, parades, local special events, and other purposes when the closing is necessary for the safety and protection of persons who ai^e to use those portions of the street during the temporary closing. WHEREAS, closure of certain streets during the special events designated in this Resolution is necessary for the safety and protection of persons using the streets. WHEREAS, the City Council may also authorize a roadway to be designated as a "no parking zone" for a specified period of time for public safety upon recommendation of tlie City Engineer. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LAFAYETTE RESOLVES AS FOLLOWS: Section 1. The City Councilfindsthat each event identified in the Exhibits attached to this Resolution constitutes a celebration, parade, local special event, or other purpose for which the closing of streets is necessary for the safety and protection of persons who are to use streets during the events. Section 2. Each Exhibit attached to this Resolution is incorporated by this reference and identifies an event for which certain streets shall be temporarily closed and certain "no parking zones" shall be temporarily established. The City Council finds that the City Engineer has recommended the temporaiy no parking zones as set forth in each Ejthibit. Section 3. The following Exhibits are attached: Exhibit A: Temporary street closures and no parking zones for the 2016 Lafayette Reservoir Run; Exhibit B: Temporary street closures and no parking zones for the 2016 Lafayette Art and Wine festival; Exhibit C: Temporary street closures and no parking zones for the 2016 Dogtown Downtown; Exhibit D: Temporary street closures and no parking zones for the 2016 Earth Day Festival; Exhibit E: Temporary street closures and no parking zones for the 2016 Taste of Lafayette; and Exhibit F: Temporary street closures and no parking zones for the 2016 Rock the Plaza events; Section 4. The City Council finds that the above recitals are true and correct and hereby incorporates them as an operative portion of this Resolution. Secfion 5. If any one or more of the terms, provisions or sections of this Resolution shall to any extent be judged invalid, unenforceable and/or voidable for any reason whatsoever by a court of competent jurisdiction, then each and all of the remaining terms, provisions and sections of this Resolution shall not be affected thereby and shall be valid and enforceable. 3 Exhibit A 2016 Lafayette Reservoir Run Road Closures Between the hours of 6:00 a.m. and 11:00 a.m. on Sunday, October 30, 2016 (the roadway may be opened earlier, if a. Mount Diablo Boulevard (1) West Bound A. Close all lanes from the prolongation of the west curb line (WCL) of Moraga Road to the prolongation of the west curb line (WCL) of Happy Valley Road. B. Close one lane from the prolongation of the west curb line (WCL) of Happy Valley Road to the prolongation of the east curb line (ECL) of Paulson Court. (2) East Bound A. Close all lanes from the prolongation of the west cui b line (WCL) of Moraga Road to prolongation of the east curb line (ECL) of Mountain View Drive. B. Close all lanes from the prolongation of the north curb line (NCL) of Mount Diablo Boulevard to the prolongation of the south curb line (SCL) of the enti'ance to the Safeway parking lot. Temporary No Parking Zones Establish "No Parking Zones" between the hours of 1:00 a.m. and 11:00 a.m. on Sunday, October 30,2016 (or terminate earlier if safety allows): a. Mount Diablo Boulevard. Both east and west-bound lanes from the prolongation of the west curb line (WCL) of Moraga Road to the prolongation of the east curb line (ECL) of Paulson Court. b. Oak Hill Road. No parking restrictions required.

4 Road Closures Exhibit B 2016 Lafayette Art and Wine Festival Between the hours of 6:00 p.m. on Friday, September 16, 2016 to 11:59 p.m. on Sunday, September 18,2016: a. Mount Diablo Boulevard (1) Close both west-bound lanes from the prolongation of the west curb line (WCL) of Oak Hill Road to the prolongation of the east curb line (ECL) of Dewing Avenue. (2) Close both east-bound lanes from the prolongation of the east curb line (ECL) of Lafayette Circle (Oak Hill Intersection) to the prolongation of the east curb line (ECL) of Dewing Avenue. b. Lafayette Circle (Oak Hill Intersection) (1) Close both lanes from the prolongation of the south curb line (SCL) of Moxmt Diablo Boulevard to the prolongation of the eastern edge of the western driveway of the church parking lot. c. Lafayette Circle (Bank of the West) (1) Close the north-bound lanes at the north curb of the driveway that accesses the parking lot behind Bank of the West. (2) Close the south-bound lanes at the north curb line of the exit to the Mercantile Building. d. South Thompson (1) Close ah lanes of traffic from the prolongation of the north curb line (NCL) of Mount Diablo Boulevard to the south edge of the second driveway. Temporary No Parking Zones Establish "No Parking Zones" for all areas defined above as being closed during the festival between the hours of 6:00 p.m. on Friday, September 16, 2016 to 11:59 p.m. on Sunday, September 18, 2016.

Golden Gate Way (1) Close both lanes of traffic from the east curb line (ECL) of First Street to the prolongation of the western edge of the driveway for the book drop-off b. First Street (1) Establish a right turn only at the intersection of Golden Gate Way, directing vehicles onto westbound Golden Gate Way. c. Plaza Way Temporary No Parking Zones Establish "No Parking Zones" between 7:00 a.m. and 3:00 p.m. on Saturday, April 9, 2016: a. Golden Gate Way. For the time periods designated for the road closure. b. First Street (North of Golden Gate). Street parking along the east curb line (ECL) from Golden Gate to Mount Diablo Boulevard.
