1 PISMO BEACH COUNCIL AGENDA REPORT Agenda Item #8.F SUBJECT/TITLE: TRAFFIC SAFETY COMMITTEE RECOMMENDATIONS TO CITY COUNCIL RECOMMENDATION: Adopt a Resolution approving the Traffic Safety Committee s recommendation to paint the curb red on the south side of Longview Avenue and remove the existing No Parking signs. BACKGROUND: The Traffic Safety Committee (TSC) met on October 12, 2017, and the following summary outlines the results of this meeting. The Public Works Department will implement the Traffic Safety Committee's recommendations, unless otherwise directed by the City Council. Item 1 Stop Sign on Shamrock Lane and White Oak Boulevard at Ridge Road The TSC received a request from a resident to install a stop sign at the corner of Shamrock Lane and Ridge Road and at White Oak Boulevard and Ridge Road. Currently there are no stop signs at these two intersections. Resident has observed vehicles turning onto Ridge Road without stopping to check for oncoming traffic on Ridge Road. A stop sign would be used at these intersections to help drivers and pedestrians understand who has the right-of-way. TSC Recommendation: The Police Department does not have complaints regarding this intersection or data that supports installation of a stop sign at these locations. In addition, placing stop signs can result in increased vehicle emissions and it is difficult to justify placing them at this location over other intersections. The TSC recommendation was to not take action on this item. Motion by Jake Miller seconded by Paul Lee, to approve the TSC recommendation. Item 2 Parking Related to Pismo Preserve The TSC received a request from City staff to discuss potential parking and traffic related issues pertaining to the Pismo Preserve. This past summer, the Pismo Preserve was open to the public two days a month, typically on Saturdays or Sundays. The last Discovery Day of 2017 is Sunday, November 12, Parking is located at City Hall, with shuttle services to the Preserve. Requesting staff would like to ensure that parking does not become an issue in the local neighborhoods. 8.F-1

2 TSC Discussion: Dylan Theobald with the Land Conservancy of San Luis Obispo County attended the meeting to provide information and discuss with the TSC. Dylan informed the TSC that a sandwich board advertising for parking at shuttle at City Hall is placed on days in which the Pismo Preserve is open. Dylan also provided the TSC with information on the current plans for the Pismo Preserve parking lot which will include forty-nine (49) parking spots with four (4) additional parking spots for vehicles with horses, one park ranger will be onsite, a locking gate installed that is open from sunup to sunset, low lighting in parking lot, and the Land Conservancy has been working with Cal Fire regarding signage and emergency access. Furthermore, there was discussion regarding the City pursuing grant funding for construction of a sidewalk underneath Highway 101 to Highway 1/Price Street that would join with a section of sidewalk from the Pismo Preserve that will be constructed by the Land Conservancy. Dylan informed TSC that the Land Conservancy has not explored design for a section of sidewalk from the sidewalk dead end on Mattie Road heading south to the Pismo Preserve. The TSC did comment that having jurisdiction over Highway 1/Price Street in this vicinity would help with the possibility of adding additional parking and sidewalks. No action is required by City Council. An exhibit is provided as Attachment 3. Item 3 Parking Advisory Committee Clarification on Curb and Street Markings The TSC received a request from the Parking Advisory Committee (PAC) to clarify curb and street markings identified by the PAC as potential parking spaces. The following questions were identified by the Parking Advisory Committee to be answered by the Traffic Safety Committee: A. On blocks that have leftover parking space from standard marked parking spaces, can the extra space be used for motorcycle or smart car-only parking? B. Along the west side of Cypress Street between Ocean View Avenue and Park Avenue, the road narrows and the curb paint transitions to yellow (approaching Park Avenue). Should this curb be white? The striping atlas shows the curb marked as yellow. A yellow curb indicates commercial loading. This yellow curb is located in front of Orange Cat Café, and is approximately 67 feet long. The lane width in this area is 16 feet from the face of curb to the centerline on Cypress Street. Cypres Park Ocean View 8.F-2

3 C. There is a yellow curb painted on the east side of Price Street, north of Wadsworth Avenue, in front of Price Street Market. Should this curb be for commercial loading, or be modified to allow for parking? The yellow curb is approximately 22 feet long. The lane width, curb to centerline, is approximately 23 feet in this area. Wadsworth Price D. Is the red curb on the west side of Price Street, south of Harloe Avenue, no parking? There are parking tick marks painted in this area. There is a fire hydrant around the corner on Harloe Avenue. The red curb is approximately 22 feet long. The lane width, curb to center parking, is approximately 23 feet in this area. Price 8.F-3

4 E. Is the red curb on the west side of Price Street, south of Bay Street, no parking? There are parking tick marks painted in in front of the red curb. There is a fire hydrant around the corner on Bay Street. The red curb is approximately 22 feet long. The lane width, curb to center parking is approximately 23 feet in this area. F. What is the reason for the red curb on the east side of Price Street, north of Bay Street, in front of the pump station? This is where the road starts to narrow to one lane. The red curb starts at Bay Street and ends at the intersection of Price and Dolliver Streets. The lane width, curb to centerline, is approximately 27 feet along this section of curb. TSC Recommendation: After reviewing questions asked by the PAC, the TSC recommended that each item can be addressed between the Public Works Director and Police Chief while referring to the City of Pismo Beach Municipal Code. 8.F-4

Item 4 Lighted Crosswalk on Dolliver at Wadsworth Caltrans received a request from a citizen for a lighted crosswalk on Dolliver Street at Wadsworth Avenue and is evaluating the request. Caltrans requested TSC review the segment of Dolliver Street from the marked crosswalk at Dolliver and Price Streets to the marked crosswalk at Dolliver Street and Pomeroy Avenue as a corridor and submit a City Engineer recommendation that would have City Police concurrence for a lighted crosswalk location. TSC Recommendation: The TSC discussed that if the City were taking jurisdiction over Highway 1/Dolliver the installation of a lighted crosswalk in this corridor would be more conducive to the City and installation of a 4-way stop rather than a lighted crosswalk would be a less expensive alternative that could be effective. There was also discussion that with the pier reconstruction and addition of new hotels in the downtown core, tourism could increase and having only one signalized intersection on the Dolliver corridor may be a concern. The intersection of Dolliver and Main is a better candidate for a lighted intersection because of the s-bend in the roadway and parking lots in the vicinity. If a lighted intersection was installed at this location, it would be effective to sync it with the signalized intersection at Dolliver and Pomeroy. The TSC recommendation was for the Public Works Director to draft a letter to Caltrans to be reviewed by the Police Chief requesting full lighted traffic control at Main and Dolliver. If Caltrans disapproved, request installing a 4- way stop instead. Motion by Ben Fine seconded by Jake Miller, to approve the TSC recommendation. Item 5 Wayfinding Sign on Highway 101 The TSC received a request from a resident for the City to write a letter to Caltrans requesting a wayfinding sign be placed on Highway 101 directing traffic to exit at 4th Street to access the Pismo Dunes. Currently, vehicular traffic goes through downtown Pismo Beach to access the Pismo Dunes. Adding a wayfinding sign on Highway 101 before the Dolliver Street exit would direct traffic past downtown Pismo Beach and detour it to 4th Street. This item was included on the April 13, 2017 TSC meeting agenda, and 8.F-5

6 at the time the TSC did not recommend installing a wayfinding sign directing Pismo Dunes traffic to 4th Street. Refer to meeting minutes of April 13, 2017 meeting (Attachment 11). Staff requested that this be brought back to the TSC for further discussion. TSC Recommendation: After a brief discussion on impacts to downtown businesses, the TSC discussed that installing signs would not cause a significant change, visitors will still travel through downtown anyway as old comers enjoy travelling through downtown and new comers want to see what Pismo Beach has to offer. The TSC recommended that a letter be written to Caltrans requesting the wayfinding sign to be added which reads Dunes traffic use 4 th Street and placing an additional sign south of the Price Street on-ramp that states Oceano Dunes State Park next two exits. Motion by Jake Miller seconded by Paul Lee, to approve the TSC recommendation. Item 6 Red Curb on Longview Avenue Request from resident to paint the curb along the southern side of Longview Avenue red to further communicate parking restrictions in the area. During the 2014 paving project, the City Council adopted Resolution R to not allow parking on the southern side of Longview Avenue. Following the installation of No Parking signs, there has been a large number of vehicles parking along the restricted parking area. This item was included on the April 13, 2017 TSC meeting agenda and at the time the TSC recommended having citizens call the Police Department if they see a car parked illegally, and not altering the signs or curb marking at this time. Refer to meeting minutes of April 13, 2017 meeting. Staff requested that this be brought back to the TSC for further discussion. TSC Recommendation: The TSC discussed that there have been no recent accidents in this area; however, that is not a reason to wait until there is one. The TSC recommended that to reduce confusion and in the interest of traffic safety the City paints the curb red and removes the existing no parking signs. 7 Staff recommends that the City Council approve the TSC s recommendation by adoption of a Resolution (Attachment 1). An exhibit is provided as Attachment 6. Item 7 Red Curb at 1484 Ocean Boulevard The TSC received a concern from a resident about a section of red curb at 1484 Ocean Boulevard that was recently re-painted by staff just north of the Chapman Estate on the east side of the road. The resident claims that this is a new section of red curb that has never been painted before, questions the reason for the section of red curb and is concerned about the availability of parking in the area. Staff has reviewed the City striping atlas and a historic image (Google Earth dated April 2016) and both show that this is an existing red curb. TSC Recommendation: The TSC recommended that this item can be addressed between the Public Works Director and Police Chief while referring to the City of Pismo Beach Municipal Code. Item 8 Left Turn Yield on Green at Intersection of Oak Park Blvd. and James Way The TSC received a request from a resident request for a left turn yield on green at the intersection of Oak Park Boulevard and James Way, similar to the intersection of Branch Street and Oak Park Boulevard. The resident believes that reconfiguring to a left turn yield on green would improve signal efficiency at the intersection and reduce wait times. TSC Recommendation: The TSC discussed that the safest condition is a protected left turn, similar to the intersection of Five Cities Drive and the US 101 on/off ramps in front of the Pismo Beach Outlets. The TSC recommended that due to safety concerns caused by potential site distance and speed of traffic that the City leave the intersection signal as is. Motion by Ben Fine seconded by Karen Bangs, to approve the TSC recommendation. 8 Item 9 Bello Bridge and Sports Complex Safety The TSC received a request from staff for a discussion of safety for the Pismo Beach Sports Complex with the opening of the Bello Bridge and through traffic on Frady Lane. Once Bello Bridge is open, staff anticipates an increase in traffic on Frady Lane and the south end of Bello Street for motorists wanting to access Price Canyon Road and Dolliver Street/Highway 1 without going through downtown. During sporting events at the Pismo Beach Sports Complex, the dirt parking lots are frequently at capacity and families with young children are observed crisscrossing Frady Lane. Currently Frady Lane splits the parking lots for the ball fields at the Sports Complex with no crosswalks or curb, gutter and sidewalk, and access to and limits of the existing parking areas is not demarcated. In addition, there is a blind corner on Frady Lane just before and after passing underneath Highway 101 heading east and west, respectively. TSC Recommendation: The TSC discussed the existing configuration of Frady Lane and the location of the ball fields in relation to the new Bello Street Bridge. TSC recommended that Frady Lane be straightened to head directly towards the Bello Street Bridge after passing beneath Highway 101, rather than turning and splitting the ball fields. Item 10 Additional Bus Stop on Five Cities Drive This request is identified in the Santa Barbara County Association of Government's (SBCAG) Santa Maria San Luis Obispo Transportation Connectivity Study regarding bus stops on Five Cities Drive at the Pismo Beach Outlets. This study includes a Consultant's short-term recommendation for the construction of a westbound bus stop at Pismo Beach Premium Outlets to reduce travel time on SLO Regional Transit Authority (RTA) Route 10. The Consultant states: SLO RTA Route 10 currently serves Pismo Beach Premium Outlets along the south side of 5 Cities Drive in both directions. Adding a stop on the opposite side of Five Cities Drive would reduce the northbound travel time five (5) minutes by eliminating the need to loop around US-101. This reduction in travel time would add layover time in downtown San Luis Obispo to ensure connections with SLO RTA and SLO Transit routes. Adding the new stop would also provide an opportunity to improve bicycle and pedestrian safety at the intersection. 8.F-8

9 TSC Recommendation: The TSC discussed the RTA s request and is unsure how adding a bus stop on Five Cities Drive would significantly reduce travel time and that adding a bus stop directly across the street from the existing bus stop would cut off the existing bike lane and cause bicyclists to enter the travel lane creating a safety concern. TSC is aware of a meeting on October 19, 2017 between RTA and the Public Works Director and has concerns about congestion, right turn lane and bike lane, and will report back to TSC on this meeting and invite RTA to attend next TSC meeting if needed. R-2017-XXX A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PISMO BEACH APPROVING THE TRAFFIC SAFETY COMMITTEE'S RECOMMENDATION TO PAINT THE CURB RED ON THE SOUTH SIDE OF LONGVIEW AVENUE AND REMOVE THE NO PARKING SIGNS WHEREAS, the Traffic Safety Committee (TSC) received a request from a resident to paint the curb red on the south side of Longview Avenue; and WHEREAS, this item was included on the April 13, 2017 TSC meeting agenda and at the time TSC recommended having citizens call the Police Department if they saw a car parked illegally, rather than altering the signs or curb marking at this time; and WHEREAS, the TSC discussed that there have been no recent accidents in the area, but acknowledged that this is not a reason to wait until there is one; and WHEREAS, the TSC recommended that, to reduce confusion and in the interest of traffic safety, the City paint the curb red and remove the existing no parking signs. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Pismo Beach hereby authorizes the painting of the curb red on the south side of Longview Avenue and removal of the existing no parking signs. Traffic Safety Committee Agenda Report Status Update of Recommended items Approved by City Council. Agenda report briefing given by Madeline Kacsinta C. New Business: 1. Request from Caltrans to discuss the current status of the US 101 Pismo Congestion Relief Project. With regards to recent updates on the project, the cooperative agreement (for the Project Approval and Environmental Document (PA&ED) phase) between Caltrans and SLOCOG was fully executed on December 23rd and a PA&ED kick-off meeting with Caltrans and SLOCOG in attendance was held on January 19th. Caltrans is the Implementing Agency as well as the consultant of choice and SLOCOG is the Sponsoring Agency. The current schedule to complete PA&ED, which concludes the environmental phase, is 1/5/2021. The project development team (PDT) will look for any opportunities to expedite the environmental phase and potential early 8.F-21

22 delivery of PA&ED after the archeological phase 1 field review is complete later this year. Six alternatives were proposed in the Project Initiation Document (PID, approved on 12/15/2015) that will be further evaluated in the PA&ED phase. A brief summary and matrix of these alternatives are attached for informational purposes. Attachments: C.1A U.S. 101 Pismo Congestion Relief Fact Sheet C.1B Part-time Travel Lane Component C.1C Alternatives Summary TSC Discussion: Paul Valadao from the Caltrans District 5 attended the meeting. He asked the committee if there were any advisory committees that should hear about the Congestion Relief Project for input and education. The Police Chief asked what CHP s thoughts on the managed shoulder were. Paul let the TSC know that the CHP was in support of the project through early vetting. The Committee discussed why a managed shoulder was being proposed instead of a full lane. The managed shoulder is preferred because the current freeway width does not meet the minimum requirements for an additional lane and it substantially reduces the cost of the project. This item is for informational purposed only, no motion or recommendation needed. 2. Request from resident to move bus stop 3791 Route 21, currently on Price Street across from the Pismo Lighthouse Hotel, north towards Mattie Road. Resident requests to move the bus stop due to the lack of crosswalk at the current location. The proposed location near Mattie Road has an ADA compliant controlled intersection. SLO RTA believes this request has merit and would like the City s input. By moving the bus stop north on Price Street, this would remove about 80 feet of parking along the shoulder of Price Street. See attached exhibit for details. Staff Recommendation: TSC to discuss and make a recommendation to SLO RTA. Attachment: C.2A Bus Stop 3791 Relocation TSC Recommendation: Attachment 11 The TSC noted that the current bus stop is located at a curve in Price Street which impacts the line of sight for vehicular and pedestrian traffic. The proposed location for the bus stop would be closer to the marked, controlled intersection and is closer to the Pismo Preserve. Police does not have any collision data in this area, but believes this is an unsafe area to cross the road. RTA plans to talk to Caltrans about the how the new bus stop location would change the current parking. RTA is also taking this item to the Pismo Preserve to receive input. Once RTA has more data and input from the Pismo Preserve they will bring it back 8.F-22

23 to the City of Pismo Beach for final approval. The TSC motions that they are in support of the bus stop moving closer to the controlled intersection at Mattie Road and Price Street. Motion by Jake Miller seconded by Paul Lee, to approve the TSC recommendation. Passed: 6/0/1 Ayes: Jeff Winklepleck, Ben Fine, Jake Miller, Paul Lee, Debra Garcia, Karen Bangs Absent: Jim Lewis Attachment Request from resident to improve pedestrian safety, pedestrian traffic, vehicular traffic and accessibility at the intersections of Seacliff Drive and Shell Beach Road, Coburn Lane and Shell Beach Road, and down Seacliff Drive. The resident believes that crossing conditions are hazardous for pedestrians on Shell Beach Road crossing Seacliff Drive due to the poorly lit corner, impaired line of sight, and lack of sidewalk and crosswalk. The resident believes there is poor line of sight at the intersection of Coburn Lane and Shell Beach Road due to the incline of Shell Beach Road. In addition, resident has observed vehicles speeding on Seacliff Drive and has notified Pismo Beach Police Department of speeding vehicles. The resident has previously contacted the Police Department requesting that Police conduct extra patrols on Seacliff Drive. Staff Recommendation: TSC to discuss and make a recommendation to City Council. TSC Recommendation: Due to the lack of sidewalk on Shell Beach Road, there is currently a sign directing pedestrian traffic to use the sidewalk on Coburn Lane. Typically new developments are conditioned to install sidewalk at the frontage of their property when Building Plans are approved. Should the development at 2655 Shell Beach Road be approved in the future, the installation of a sidewalk along the north side of Seacliff Drive will likely be a condition of approval as well as any improvements on Shell Beach Road. Police does not have any collision data in the area to suggest there is a line of sight issue at the intersection in question. The line of sight from Coburn onto Shell Beach Road and from Seacliff onto Shell Beach Road is adequate due to the fact that vehicles legally can ease past the stop bar or crosswalk after making a full stop. The TSC understands the need for a crosswalk at the intersection of Seacliff and Shell Beach Road. This crosswalk would keep pedestrians from traveling to the north side of Seacliff Drive which currently has no sidewalk. The TSC recommends that the City install a crosswalk across Seacliff Drive at the intersection of Seacliff Drive and Shell Beach Road. Staff Recommendation: TSC to discuss and make a recommendation to City Council. Attachment: C.4A Longview Ave. Proposed Red Curb TSC Recommendation: The TSC discussed the reason for no parking on the south side of Longview Avenue. The City recently installed ADA compliant sidewalks along the north side of the street, and Longview Avenue is now too narrow to have 2 travel lanes with parking along both sides. The TSC discussed the number of vehicles parked in the no parking zone daily on Longview. City Staff has not witnessed a large number of vehicles parking in the restricted area. Staff estimates about 2 vehicles parking illegally per week. Red curb is easier to identify as a no parking zone for drivers not familiar to the area. Painting red curb creates more maintenance work on the Facilities Division. Typically drivers in the neighborhood are residents and have already become aware of the No Parking signs. The TSC discussed changing the signs orientation and wording to say, No Parking Entire Block. However, this might imply that vehicles cannot park on either side of the street. Due to the existing compliant No Parking signs, the Traffic Safety Committee recommends having citizens call the Police Department if they see a car parked illegally, and not altering the signs or curb striping at this time. Request from resident for the City to write a letter to Caltrans requesting a wayfinding sign be placed on highway 101 directing traffic to exit 4 th Street to access the Pismo Dunes. Currently, vehicular traffic goes through downtown Pismo Beach to access the Pismo Dunes. Adding a wayfinding sign on highway 101 before the Dolliver Street Exit would direct traffic past downtown Pismo Beach and detour them to 4 th Street. Staff Recommendation: TSC to discuss and make a recommendation to City Council. Attachment: C.5A Wayfinding Sign to Exit 4 th Street Attachment 11 TSC Recommendation: Without consulting the downtown business district, the TSC does not feel comfortable re-routing traffic away from the downtown core. From a traffic circulation point of view it might help congestion, however most visitors traveling to the dunes choose to go through Pismo Beach despite their knowledge of the fastest route. The TSC appreciates the request and understands the desire for congestion relief in the downtown core, however both Freeway 101 and Highway 1 are owned and maintained by Caltrans and this matter should be brought to them. The Traffic Safety Committee does not recommend installing a wayfinding sign directing Pismo Dunes traffic to 4th Street at this time. 8.F-24

Attachments: C.6A Proposed Wayfinding Sign on Bello Avenue C.6B Existing Sign at Wadsworth and Price Street TSC Recommendation: Without being able to talk to the drivers who are making U-turns, it is hard to understand why vehicles are making U-turns in front of the Freeway entrance. Drivers could think Bello is a through street. A no outlet sign could be installed at the intersection of Bello and Wadsworth, however there is an outlet to the freeway. The Police noted that there is nothing illegal about making a U-turn before the Freeway entrance. The TSC discussed sign pollution and how the City would encourage vehicles to use Price Street to get to the freeway on-ramps. The City has not received any issues from drivers about confusion in the area. A sign at the proposed location is not an ideal location because there is a retaining wall and the sidewalk is not particular wide in the area. Typically people using Bello Avenue to get to the freeway entrance are residents or are using GPS to direct them. The TSC recommends sending a letting to the requesting residents thanking them for bringing this to our attention, but not installing a new wayfinding sign at this time. The City will continue to keep an eye on the situation and if conditions change we will bring this item back to the TSC. 26 traffic signal at Hinds and Price Street, however this signal does not limit the number of cars turning right onto Price Canyon Road. Attachment: C.7A Proposed Traffic Signal at Price Canyon Road and Bello Ave. TSC Recommendation: The TSC discussed the difficulties they have observed turning left or right onto Price Canyon Road during rush hours. Installation of a light on Price Canyon Road would allow the City to either sync the light with the Hinds/Price Street light, have loops installed in the road, or have cameras that sense the que lane so that the Light would call for green on Bello. Once Bello Bridge project opens up, it should help the traffic congestion by giving residents an alternative route. The TSC acknowledges the need for a controlled intersection in this area. The TSC recommends having the Engineering Division investigate the cost associated with the installing of stop lights and pass the information along to the Community Development Department to include in the Bello Street Corridor Project.
