BacxcRouND: The City of Carpinteria established the Traffic Safety Committee as an advisory body to the City Council. The Committee consists of the City Traffic Engineer, Chief of Police or repiesentative, Community Development Director or representative, as well as three citizen representatives, including a senior student representing the school, a representative of the safety committee of the Carpinteria Unified School District, and such other City officials or representatives of Special Districts as may be recommended by the City Manager and approved by the City Council.

2 TheTraffic Safety Committee's role is to provide recommendations to the City Traffic Engineer and to the City Council on traffic safety matters pursuant to C.M.C. Sections 1O.O8.O8O and 10.0g.090. The purpose of this agenda matter is for the City Council to receive the recommendations of the Committee and the City Traffic Engineer; and to confirm or modify those recommendations. The Committee normally meets on a quarterly basis and the meetings are publicly noticed. This gives members of the community a chance to come voice their support or conceins abóut various traffið operations issues in Carpinteria. ln addition to taking public comment, the Traffic Safety Committee considers formal requests made by citizens, traffic improvements and the enforcement ôf regulations. ll. Dlscusslo l: On August 22,2013 and February 6,2014 the Traffic Safety Committee met and considered several traffic safety matters initiated by staff and citizen requests. Based on public input and the discussion of the Traffic Safety Committee, the following recommendations are being fon rarded to the City Council. Matters Considered bv the Traffic Safetv Committee The following matter and staff recommendation was included in the August 22,2013 Traffic Safety Committee (TSC) meeting agenda:. Red curb request at 5152 El Carro Lane - The Department of Public Works received a red curb request to improve the sight distance at the driveway at 5152 El Carro Lane. Carpinteria Municipal Code prohibits vehicles from parking within six feet of a driveway to provide sight distance when such restricted area is marked with red paint upon the curb surface. prioito the completion of the El Carro Lane Sidewalk ln-fill Project in 2013, a red curb was installed to the west of the driveway in front of a group of mailboxes on the sidewalk. As part of the project, the mailboxes along with 20 feet of red curb were relocated to the east of the driveway. Staff inspected the area and recommended to the TSC that 6 feet of red curb be installed to the west of the driveway easement at El Carro Lane and that the existing red curb to the east of the driveway be extended by an additional 10 feet to improve sight distance. Ïhe following matters and staff recommendations were included in the February 6,2014 Traffic Safety Committee (TSC) meeting agenda:. _ The Department of Public Works received a citizen request to prohibit parking on the Carpinteria Avenue Bridge over Santa Monica Creek. While not formally prohibited, parking on the bridge occurs and impedes the orderly flow of traffic and impairs sight distance for people exiting driveways adjacent to the bridge. Staff inspected the area and recommended to the TSÓ that 40ieet of red curb be installed on both sides of the Carpinteria Avenue Bridge over Santa Monica Creek and an additional 30 feet along the north side of Carpinteria Avenue west of the bridge.. _ The Department of Public Works received a request to improve the sight distance of pedestrians crossing at the school crosswalk located on Linden Avenue at Meadow View Lane. To the south of tñe crosswalk, there is adequate red curb on the west side of Linden Avenue to provide for appropriate sight distance. However along the east side of the street, there is not adequate separation between the on-street parking area and the crosswalk. The TSC recommends that 160 feet of red curb be installed along the east side of Linden Avenue, south of the Meadow View Lane school crosswalk.

3 ' D"p"rttent of Public Works received a red curb request to improve the sight distance ror. -n" drivers and pedestrians at the school crosswalk located on Seventh Streef at Reynolds/Ninth Street. On-street parking is permitted east of and within approximately 20 feet of the crosswalk on both sides of the street, which can impede the visibility of pedestrians and vehicles from each other. Staff inspected the area and recommended that 100 additional feet of red curb be installed on the north side of Seventh Street and 50 additional feet of red curb on the south side of Seventh Street approaching the school crosswalk at ReynoldsiNinth Street. Rçcommendations of the Traffic Safetv Committee Staff recommendations from the August 22,2013 and February 6,2014 Traffic Safety Committee meetings were approved by the Traffic Safety Committee and are being fon varded to the City Council for its consideration. The City Traffic Engineer provided professional expertise during the diécussion of these matters and fully supports these recommendations. ln each of the matters being recommended, the addition of red curb no parking zones will reduce space available for on-street parking. lt is understood that demand for on-street parking is high in several of the subject locations. This demand for on-street parking was weighed by the Traffic Safety Committee along with the safety concerns inherent in the requests and the City's engineering design standards. After due consideration, Resolution No has been prepared to formalize these recommendations for City Council action. Additional Traffic Safety Committee meeting recommendations regarding maintenance and enforcement and not requiring City Council action will be incorporated into the Department of Public Works routine street maintenance and repairs work schedule. lll. Frnerucr r-co sloenelons: All of the recommended items can be completed within the existing Street Maintenance and Repairs budget. No impact to the General Fund is expected with the approval of the recommended improvements. lv. Poucv The City of Carpinteria established the Traffic Safety Committee and assigned the purpose of the committee as an advisory body to the City Council (C.M.C and ). The purpose of the Traffic Safety Committee is to receive complaints having to do with traffic matters; to receive and publish traffic reports; to suggest practical means for coordinating the activities of the various departments of the City, law enforcement and emergency response teams; and to recommend to the City Council and to the City Traffic Engineer, measures that improve traffic conditions and enforcement of traffic regulations. 5 RESOLUTION NO.5515 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARPINTERIA APPROVING THE RECOMMENDATIONS OF THE TRAFFIC SAFETY COMMITTEE AS SET FORTH AT THE AUGUST 22,2013 AND FEBRUARY 2,2014 TRAFFIC SAFETY COMMITTEE MEETINGS WHEREAS, Section of the Carpinteria Municipal Code (CMC) establishes a Traffic safety committee as an advisory body to the carpinteria city council, and; WHEREAS, the Traffic Safety Committee received various requests to address traffic matters around the City, and; WHEREAS, the Traffic Safety Committee reviewed the requests at its August 22,2013 and February 2, 2014 meetings and has made the following recommendations for City Council consideration: 1. lnstall 6 feet of red curb to the west of the driveway easement at 5152 El Carro Lane and extend the existing red curb to the east of the driveway by an additional 10 feet. 2. lnstall 40 feet of red curb on both sides of the Carpinteria Avenue Bridge over Santa Monica Creek and an additional 30 feet along the north side of Carpinteria Avenue west of the bridge. 3. lnstall 160 feet of red curb along the east side of Linden Avenue, to the south of the school crosswalk on Linden Avenue at Meadow View Lane. 4. lnstall 100 additionalfeet of red curb on the north side of Seventh Street and 50 additionalfeet of red curb on the south side of Seventh Street east of the school crosswalk at Reynolds/Ninth Street. WHEREAS, the City Traffic Engineer has reviewed the Traffic Safety Committee measures and based on his professional opinion recommends that the City Council approve the recommendations of the Committee; NOW, THEREFORE, THE CARPINTERIA CITY COUNCIL HEREBY resolves that the above recommendations of the Traffic Safety Committee as shown in Exhibits A thru D are approved and directs the Depadment of Public Works to implement the recommendations through its schedule of work within a reasonable period of time.
