Nominations for Vice Chair where opened. Nancy Whitaker was nominated and seconded. There were no other nominations. Meeting was adjurned for start of Jarstad Kitsap Lake Trail Feasibility Study Open House.

2 Minutes for NMFCAC Meeting Feb. 21, 2017 Minutes prepared by Action: Meeting called to order at 7pm by, NMFCAC Chair. Action: Minutes of Jan meeting were MSP (Motioned, Seconded, & Passed) unanimously Action: Election of Vice Chair for 2017: was nominated and elected Vice Chair for 2017 NMFC Work Plan: David Forte reviewed the NMFC Work Plan for There was some discussion suggesting that TIPs and Safe Routes to School be added as distinct rows under Strategic Implementation Strategy. David Forte took these suggestions and will consider them. The NMFC Work Plan will be presented to the County Commissioners on March 1, 10am, Port Blakely Conference Room, County Administration Buidling. Action: NMFC Work Plan was MSP d unanimously. PSRC Charette: March 9, 2:30-4pm, 60 Washington Ave., Suite 200. This is a way for us to comment on the PSRC s Regional Bicycle Network plan. There was discussion about how there is a disconnect between PSRC s Regional Bicycle Network plan and Kitsap County s Comprehensive Plan. David Forte explained that Kitsap County s plan should be what decides PSRC s plan, and is in discussions to bring PSRC s plans into alignment with Kitsap County s Strategic Implementation Strategy Routes Gaps Analysis: We broke into 3 groups to analyze maps of Kitsap County, so we could identify gaps in connectivity between Urban Growth Areas/communities, and to identify gaps within Urban Growth Areas/communities. Comments from Jack Stanfill, Chico Creek Task Force, regarding impacts of rock and gravel mining activities west of Kitsap Lake, including increased truck traffic on local roads. Concern expressed about mining activities and trucking on the Kitsap Lake Trail currently being studied. 2. Comments from Jim Aho, Illahee Preserve Stewardship Committee, regarding property adjacent to Illahee Preserve that could be purchased by Kitsap County to add to the Preserve and provide non-motorized, shared-use-path connecting McWilliams Park and Ride lot to northern end of Almira. Illahee Preserve Stewardship Committee would like to ask the NMFCAC to recommend that this property be purchased by Kitsap County for this purpose. 3. Comments from Charlie Michel, West Sound Cycling Club, regarding WSCC proposal to restripe Kitsap Way from Hwy. 3 to Callow Ave. to create continuous, buffered bike lanes in both directions. WSCC has worked closely with City of Bremerton Public Works to develop this proposal, and shows how existing pavement can be revised with pavement markings to create safe space for bicyclists. 4. Comments from Roger Gay, regarding concern about NMFCAC de-emphasizing regional, north/south shared-use-path to the west of Hwy. 3/Hwy. 16 corridor, with special concern about removing from development of paths in south Kitsap area that could be used by pedestrians and equestrians. Concern expressed that NMFCAC is too focused on providing bike facilities, at the expense of other non-motorized users. Approval of Minutes: February 2017 minutes approved, MSP. NMFCAC Briefing to Kitsap County Commissioners: Commissioners were briefed (when?) on progress of NMFCAC, and expressed enthusiasm about accomplishments of NMFCAC so far, with Commissioner Wolfe calling our work productive. Commissioners expressed reservations, however, about the NMFCAC s removal/de-emphasis of the regional north/south non-motorized corridor running parallel to and/or west of Hwy. 3/Hwy. 16. Commissioner Gelder in particular expressed reluctance to remove this route. raised question of whether the Commissioners understood why NMFCAC removed/de-emphasized this route, and suggested that we need to better communicate the reasoning behind this decision. David Forte agreed that communication about this decision needs to be improved with the Commissioners. Strategic Implementation Strategy Routes Review: 1. Discontinuity between Kitsap County NM plan and PSRC s NM plan: David Forte and attended the PSRC Charette in early March 2017 to offer comment on PSRC s NM plan and to make sure PSRC s NM plan conforms to Kitsap County s. It is supposed to, but doesn t necessarily do so. David Forte offered to give PSRC our adopted plans (along with various city NM plans) so that PSRC s plans match Kitsap County s NM plan.

4 2. Concern expressed by several members of the NMFCAC about Federal NM funds drying up under the GOP/Trump administration s budget. Loss of Federal funds would make NM budget very tight. 3. Gaps Analysis: We broke into small groups to identify and prioritize NM connections within and between communities. We identified gaps within each of the NM connection routes and discussed possible solutions for fixing these gaps. Goal is to firm-up our top priorities and the gaps within them for inclusion in the TIP. a. Noth Kitsap group 1: i. Sound to Olympics (STO), Poulsbo to Port Gamble ii. STO, Kingston to Port Gamble iii. STO, Bainbridge to Poulsbo iv. Inadequate shoulder widths in places along Suquamish Way and Miller Bay Rd. b. North Kitsap group 2: i. Poulsbo to Bainbridge ii. Miller Bay Road at the bridge (not sure which bridge??) iii. Miller Bay Road from Hwy 104 to W. Kingston Road c. Central Kitsap group 1: i. Silverdale Way (from Newberry Hill Road to Hwy. 303) ii. Bucklin Hill Road from Silverdale to Central Valley Road d. Central Kitsap group 2: i. Erlands Point Road from Austin Drive to Chico Way ii. Anderson Hill Road from Silverdale Way to Willamette-Meridian Road iii. Central Valley Road from Riddell Road to Fairgrounds Road, and from Hwy. 303 to Luoto Road iv. Silverdale business district: 1. Comments from Rick Feeney, West Sound Cycling Club: Urged NMFCAC to include Almira Drive as a bike route in East Bremerton, to connect McWilliams Park & Ride (at Hwy 303 & McWilliams) to Almira Riddell Road. Approval of Minutes: March 2017 minutes approved, MSP. Safety List: 1. Kitsap County is proposing new road design standards that affect bike/ped use of roads. David Forte will a link to proposal to NMFCAC members. Public comment period is open through May Jeff Shea presented data about Kitsap County s tracking of collision information on County roads. In 2016, there were 8 collisions involving bicyclists; 11 involving pedestrians. Database lists time/date, location, severity, and likely cause. Jeff Shea will present a safety analysis to the NMFCAC annually, with both single-year and multi-year analysis of collision data, to help guide NMFCAC decisions about bike/ped facility improvements and prioritization. NMFCAC Briefing to Kitsap County Commissioners: reported that he sent an to County Commissioners (on his own behalf), explaining that, while the NMFCAC is currently focused on bicycle facilities, we are not excluding other NM needs/uses, and will be focusing on pedestrian and equestrian facilities when bicycle facilities planning is more complete. We discussed ways in which we can better communicate our work with County Commissioners. Strategic Implementation Strategy Routes Review: We broke into small groups to finalize bicycle routes for further analysis. Several routes identified for inclusion and revision. Melissa Laird and volunteered to meet together as a working group, to thoroughly compile a comprehensive list of bicycle routes, so that NMFCAC members can each study a few routes for the barriers to effective and safe bicycle travel on them (gaps analysis), and propose solutions for correcting/mitigating those barriers. The goal is for the NMFCAC to create a prioritized list of projects to put into the Transportation Improvement Plan (TIP) for funding and construction. Staff Reports:

6 1. David Forte reported back on outcome of Port Gamble Trail open house. There was a lot of community interest in the project, with widespread (but not unanimous) support. Key questions that arose were: What are we building? and Who are we building it for? 2. David Forte announced that the Silverdale Circulation Study open house will be held on April 25. Other: 1. WSDOT is studying congestion on the Hwy 16/Hwy 3/Hwy 304 corridor. NMFCAC will be represented on this study team by Melissa Laird and. 2. raised the issue of the Terminus Property adjacent to the Illahee Preserve. Jim Aho of the Illahee Forest Preserve Stewardship Committee brought this to our attention in the March 2017 meeting as being a good property for the County to consider purchasing and adding to the Illahee Preserve, to serve as a northern terminus for a bike route along Almira, with vehicle parking for bike commuters and preserve users. Comments from Rick Feeney, West Sound Cycling Club: Announced Bike Everywhere Day on May 19, Dyes Inlet Loop Ride on June 25, and Route Canal ride on July 30. Also asked questions about the composition of pavement (will it be permeable?) on the trail from Ridgetop Blvd into Silverdale. Approval of Minutes: April 2017 minutes approved, with correction to remove addendum. MSP. Basic Community Connections Bike Routes Map for PSRC: Discussion about coordination and lack thereof between PSRC, Kitsap County, and cities in Kitsap. David Forte reported that PSRC didn t consult or coordinate with County or cities in developing the Basic Community Connections Bike Routes Map draft. David Forte reported that PSRC needs to have our response to their draft by , with input on bike routes from both County and cities. The map/plan David Forte submits will be minimalist in nature, showing basic connectors in a conceptual way. Even so, it will be more thorough than what PSRC expects, given the unique needs for connectivity in Kitsap due to geography and development patterns. made a motion, with seconding, that a subcommittee be formed to thoroughly review the PSRC draft, and come back with revisions to it to the June 2017 meeting. After discussion about the extremely short PSRC timeline, Brian withdrew the motion and it was not voted on. Trails and Critical Areas Ordinance (CAO): discussed the ways in which the County s CAO lacks flexibility, and may prohibit the development of trails in some areas because of this inflexibility. John discussed the importance of trails in helping the public enjoy and learn about the natural world, and that trails serve as a way to minimize human impact to critical

8 areas, by channeling it along carefully designed trails. Melissa Laird made a motion, with David Brumsickle seconding, that form a subcommittee of NMFCAC members to review County s CAO and develop recommendations for it prior to the June meeting, in time for NMFCAC members to study their findings and recommendations. Motion voted on and passed unanimously. Strategic Implementation Strategy Routes Review: We reviewed the spreadsheet of priority routes identified in past meetings, looking at problems along routes and solutions to those problems. We were able to review all of North Kitsap s routes. David Forte will send out the spreadsheet to NMFCAC members, for us to review his summaries of solutions to problems on the routes that each of us studied by May 26, Other: Melissa Laird and will represent NMFCAC in the WSDOT Pedestrian and Bicycle Focus Group on the SR 16/SR 3/SR 304 Congestion Study, which is meeting on May 31, 1:30-3:30pm at WSDOT Port Orchard Maintenance Conference Room, 8293 Spring Creek Road SE Port Orchard, WA The Meeting adjourned at 8:30 p.m. 2

Approval of Minutes: May 2017 minutes approved. Community Plan Review Process: David Forte discussed the NMC s role in reviewing community non-motorized plans and project priority lists. The formal process is under development and will presented to the NMC this winter. Strategic Implementation Strategy. The NMC discussed and approved the prioritzation list of the High Priorty gap projects and list of non-motorized projects to be submitted to the TIP processs. The NMC concurred with the Medium and Low project rankings and provided instuctions to staff to finalize the Medium and Low lists and to send the final list to the Committee. Critical Area Ordinance: The NMC discussed the latest version of the CAO and tasked to communicate the Committee s agreement with the draft to the Communicty Development Department and Commissioners. Encroachment from utility poles, mailboxes, vegetation, waste bins, signage. Would like the NMFCAC to urge Public Works, Commissioners, Waste Management, utility companies, residents to keep shoulders clear of encroachment. emphasized that many areas in the County lack shoulders at all, and that we should focus efforts on getting paved shoulders. agreed, and said that his concerns were not inconsistent with Bert s concerns, and that consistent design standards for utility pole placement, for example, be developed, implemented, and enforced, if they are not already. David Forte explained that roads--shoulders included--are multi-use facilities that accommodate many users (cars, bikes, peds, trash cans, mail delivery, utilities, etc) and that very strict guidelines govern placement location and timing of placement of utility poles, signs, and guardrails. He came to invite our input to the P & R plan: Clarify Parks role Identify county wide trail issues & opportunities Partnership opportunities Property acquisitions & corridor acquisitions Ideas from the NMFCAC: Public safety, patrols to enforce park rules, need for law enforcement Signage to communicate rules, to establish common expectations Need park maps Linkage between parks and between parks and population centers, schools

11 Way to encourage and incentivize private property owners to grant easements for Parks Restrooms Lack of funding to maintain restrooms, clean up trash, etc. is a big problem o Private advertising sponsorship? o Nearby port districts, other public entities? o Civic groups (Rotary, Lions, etc) Marketing of Parks facilities accurately and in a user-friendly way (website, brochures, maps, kiosks, apps, etc) Parking for kayak launches for water trails o Why aren t port districts providing this? Communication and enforcement of leash laws in on-leash areas Traffic gardens to teach children (and adults) how to safely ride their bikes in traffic in a microcosm of roads and intersections that children can ride independently Trails for different users (equestrians, beginner mountain bikers, pedestrians/hikers, runners, advanced mountain bikers), as well as facilities to help people learn how to ride mountain bikes Signage on trails to help enforce leash laws Ways to accommodate bikes, pedestrians, and equestrians so they can co-exist o Signage to communicate rules of the trail (yielding, etc) Programs to get people out on to trails and give them experiences and education Sponsored events to draw people to the parks Partner with outdoor rec businesses (REI, Silverdale Cyclery, kayak places) to give classes on various skills Parks hotline to report trail damage, water over trails, illegal activity, etc. (Kitsap One?) Community Development needs to require easements to adjacent properties, roads, schools, parks, etc when new housing subdivisions are put in, to allow non-motorized access to nearby facilities without having to follow motorized routes. Notes from Parks Trails & Trails System: TRAILS Input from the County Non-Motorized Trails Committee input Attendance: General Questions: Why do so few people use our parks, especially those large acreage parks? Can volunteers issue citations for park rule violations? Why are dogs allowed off-leash, with voice control on County lands but not allowed off-leash in County Parks? Who manages trail connectors outside of parks? Trail Issues, Concerns, Opportunities: Public Information: Update website with recreationist friendly information, linkages, expectations of experience. Etc. Better marketing of different trail opportunities; e.g. Where to go to run, horse, mtn. bike. Consider QR codes to add information about a park and recreation opportunities Market sponsored events on trails to help showcase recreation opportunities and specific parks. Link to Regional and local trails organizations and their events in parks. 2

12 Set up park hotline for park issues. Sign notice for Kitsap 1 for these concerns. Standardize signs, maps and entrances for park trailheads. Rules / Enforcement: Regular patrol of large park areas and ability of citizen volunteers to write citations. Emphasize DOGS ON Leash, sign and enforce. Confusion with County s Code which allows for voice control and Parks Code which does not allow for dogs off-leash. Ref. Code Trail Systems Trailheads: Better use of Kiosks with maps, park information, and interpretation. Trail Maps reference to Maprika a free web-based trail map sites across the state Set basic facility standards at the inception of heritage parks and trailheads for restroom, kiosk, trail signage, etc. Consider advertising to provide basic construction and services; restroom and cleaning, and trash collection at those trailhead sites. Posting of rules more visible and uniform. Post rules of etiquette for shared use trails. Regional Trails System: Plan and develop linkages between parks and other trails systems (road and park) and with other jurisdictions Interagency coordination with ports, stormwater and public works Consider easement to park trail systems through private property or other agency s property, Add incentives (tax) to provide for this public crossing on trails. Trail Design / Construction: Set design standards for different users with signage and often divided trails to accommodate horses, runners. Set standard for varying degree of difficulty (easy to challenging/advanced). Provide gravel/dirt trails along side of paved trails to accommodate other users (runners, horses) Design Trails for Equestrians: wide open trails with large sight-lines, and no dogs. Consider connecting private property trails with park trails. Provide adequate parking for horse trailers. Water Trails: Establish water access parking areas for hand-launch. Coordinate with Ports. Work with the Water Trails Alliance to set standards and design template for minimum required facilities at these destination and launch sites. New Trail Opportunities: Safety for Bicycle Kids on Streets: Develop sites for Traffic Gardens which are miniature street simulations where kids on bicycles can get practice of the rule of the 3

13 road, traffic. Approx. 5 acres/ sq. ft. area with paved and painted roadscape and include a car play toy for younger kids. See Seattle s Magnuson Park. Trails connecting new residential and business centers: Consider easements through new developments that connect with schools, parks with old roads as a first step. Access out clauses for subdivisions. Establish trail right of ways using old road corridors. Trail Trainings: Promote trail training as introduction to trail sports. Promote training/introduction by companies and other organizations. Link to opportunities. EX. mtn. biking; nature hiking, kayaking, etc. Funding: Represent the true cost of developing trail systems and trailhead facilities, which are safe and recreationist friendly. Set minimum standards for trails and trailheads before any new trail system is approved. Seek community support for minimum park trailhead facilities and signage needs, e.g. Civic Groups (Rotary) Trails should have a line-item budget for park operations and maintenance. Staff should be assigned to patrol and handle trail work. Meeting adjourned by acclimation 8:30pm. 4

14 NMFCAC Meeting Minutes August 15, 2017 Present: Melissa Laird Nancy Whitaker Brian Watson Ahmis Loving John Willett Bert Cole David Brumsickle Staff Present: David Forte, Steven Starlund Public Comment: Jack Stanfill brought info about former Civil Defense lookout site in the non-restricted area of the Bremerton Watershed, in Section W. City purportedly owns this property. Would like to get some kind of historical recognition for this site, since it has historical connections to WWII, and has excellent views and is very scenic, and could be a park. John Willett asked what we can do to help. Write a letter of support? Jack said he d come back to us with more when he has more. Mark Libby from Kingston presented that Hansville Road now has paved shoulders 80% of the way from 4 Corners up to Point No Point. Thanked the County for getting recent shoulder paving done. Minutes of July 2017 meeting approved, MSP Trail System Presentation & Discussion, led by Steven Starlund: PROS Trails Goals/Objectives Trails are popular and in high demand, for all uses. Lots of trails in forested areas of County. County is developing comprehensive trail design standards. County is developing trail use classifcation and design system for different uses. New GPS emergency response system being developed and installed. Lots of discussion on how to get consistent funding to maintain, improve, and expand County Parks. There is no money for this now. County Project Updates: David Forte

15 Long Lake Road & Sedgwick Road roundabout or signalization being studied by WSDOT Jarstad Trail feasibility study is coming out soon. Still working on engineering study on grades. Pt. Gamble trail system will have another open house meeting soon. PSRC has a grant for TAP projects (Transportation Alternative Projects) Markwick trail from SIlverdale Way to Ridgetop Way Meeting adjourned at 8:40pm, by acclimation.

Trail System PROS plan presentation by Rick Catron. Kitsap Co. PROS plan for trails: Developing different typs of trails for different types of uses Survey & comments being taken through the end of Oct Open Houses: o Oct. 3 South Kitsap (County Admin Bldg) o Oct. 10 Central Kitsap (Eagle s Nest) o Oct. 17 North Kitsap (location not available) Trails are what people want (places to walk, specifically) Discussion about funding structure for Parks Dept. Parks Dept. funded through general fund, grants, donations, logging proceeds, volunteer time. Maintenance of parks divided between developed parks (which get maintenance time), and Heritage Parks (which don t). As more parkland is acquired, maintenance attention gets spread thinner, and more volunteer attention is required. Question from about idea of trails that are not in parks, but which constitute a linear park, both on-road and off-road, that serve as nonmotorized transportation and recreation routes. This is conceptual, at this point,

17 and would need a good deal of coordination and agreement between Parks, Public Works, and other entities. Question from about logging on Parks to raise funds. Logging primarily done for forest health (thinning and tree removal to eliminate disease). Discussion about process how logging is done, how decsions about which trees to cut are made, and results of logging in various parks. Stewardship groups are key to having good logging outcome (minimal trail loss, aesthetic quality, forest health) Trail designation & design (for various uses) dependent on specific areas within parks to provide specific opportunities for various uses and to reduce conflict among different uses. Road Standards discussion brought up how shoulders (if they exist) are often obstructed by and/or encroached upon by utility poles, mailboxes, vegetation, gravel washouts, slope slumpage, waste bins, signage, parked cars, and other things. Concern about this obstruction/encroachment because of how it takes away from pedestrian and bicyclist use. If we don t defend shoulder space, who will? To report encroaching vegetation and gravel on shoulders, call Kitsap One at or at kitspone.com Discussion about process by which roads are improved with sidewalks and/or bike lanes when new development occurs. Bike lanes are added if the road in question is designated as a bike route. Sidewalks added if development is inside Urban Growth Area.
