PAGE 3 A. General information INSTRUCTIONS FOR MAIN ROAD NETWORK These instructions apply to all types of work on the State's road reserves. Contractors, utility owners and others as well as the Danish Road Directorate's own staff shall always follow the instructions. TYPES OF WORK Scheduled work Before any scheduled work is started on the Danish Road Directorate's land register, written authorisation for the use of the road reserves shall be issued by the Danish Road Directorate with a corresponding, approved plan for road signs, signals and markings. Authorisation to use road reserves is provided by an electronic application via If an excavation permit is applied for, this shall always be followed by a right of disposal with corresponding plan for road signs, signals and markings. The Contractor who is generally responsible for the work is also responsible for applying for the use of road reserves, regardless of whether subcontractors are used for selected tasks. An application may not be transferred. 24-hour contact details for the Contractor who is generally responsible for the work shall always be provided. The application shall indicate whether subcontractors are used for e.g. road sign/marking. 24-hour contact details for the person responsible for road sign, signals and markings shall also always be provided. Emergency work in the event of sudden damage In the event of sudden damage, the road committee, Contractor or utility owner may, by means of emergency powers, establish the necessary and correct road signs/markings without authorisation and without an approved plan for road signs, signals and markings. The Danish Road Directorate's Traffic Information Centre (T.I.C.) shall, however, be informed immediately on tel and further measures are subsequently agreed with T.I.C in consultation with the local police. The event shall also as soon as possible to be reported the Danish Road Directorate's local Traffic Department. The Traffic Department shall be informed by submitting a notification of the availability of main roads via If excavation works have been carried out, an excavation application shall also be submitted via the same link. If an emergency contractor is used to remedy a sudden damage, T.I.C. will inform the Traffic Department. Subsequently, the Traffic Department will ensure that any road marking equipment used is released to the emergency contractor after max. three days, and that the operating contractor handles any subsequent repair. Routine maintenance The Danish Road Directorate may issue a general authorisation for contractors who carry out routine maintenance on the main roads. The authorisation is valid for up to one year and is issued by the local traffic department.

PAGE 4 The Contractor shall apply to the Danish Road Directorate for a general authorisation. The application shall include the plans for road signs, signals and markings which are requested to be covered by the general authorisation. Based on the application, the Danish Road Directorate will decide whether a general authorisation can be granted. Application for a general authorisation shall be sent to the local traffic department in the area where the work is to be carried out. If an application relates to several areas (e.g. nation-wide contracts), application is only made via one local traffic department which will subsequently coordinate the authorisation with the other traffic departments before the authorisation is issued. The application shall specify that it is only sent to this one traffic department. The authorisation can be given for specified works to be carried out by the use of plans for road signs, signals and markings agreed in advance and which do not include restrictions that require the written consent from the police, i.e.: - Change of duty to give way in intersections - Order for one-way traffic - Change/establishment of signal control - Change of speed limit - Establishment/modification of restrictions regarding standing and parking. Withdrawals of authorisations The Danish Road Directorate and the police may at any time withdraw or change an authorisation. PLANS FOR ROAD SIGNS, SIGNALS AND MARKINGS The basis for preparing plans for road signs, signals and markings for main roads is always the latest version of the following material: - Handbook: Signs for roadworks, etc. - Handbook: Drawings for Signs for Roadworks in Rural Areas - Handbook: Drawings for Signs for Roadworks in Urban Areas - Handbook: Drawings for Signs for Roadworks on Motorways - Instructions for the Use of Road Reserves Responsibility and Duties in connection with Main Road Network. The four handbooks are available on (select -> Civil engineering and planning -> Traffic control -> Signs for roadworks). The guideline is available at All applications shall be accompanied by a specific plan for road signs, signals and markings drawn up by the Contractor or the standard marking used should be noted. The quality of the plan for road signs, signals and markings shall as a minimum follow the quality of the drawings in the handbooks for signs for roadworks and shall include existing road signs that may be cancelled during operation. A copy of the authorisation with related documents, including the plan for road signs, signals and markings, which, on request shall be presented to the police, the Danish Working Environment Authority or the Danish Road Directorates' supervision staff, shall always be available at the work place. This copy may be in electronic form.

PAGE 5 TIME LIMITS The Contractor should normally expect about ten workdays for the Danish Road Directorate's processing of an application so that there is time to inform the other authorities and obtain any approvals from the police etc. There are, however, no longer deadlines for applications that involve roadblocks or width/height restrictions for special transport (see Special transport). SPECIAL TRANSPORT On completion of the plan for road signs, signals and markings, the Contractor shall take into consideration that space shall be allowed for wide transports (up to 3.65 m) and tall transports (up to 4.5 m on motorways and 4.2 m on the other roads) on 'accessibility road network" (see (select ->Traffic info -> Business -> Large). The Contractor shall also take into account long transports (up to 30 m) in connection with rerouting, etc. For work where the road is blocked or width/height restrictions are in place, the application shall be sent at least one month before start-up, as the restrictions shall be stated on the "Transcript for specific transports" on (select -> Traffic info -> Business -> Large) for information about any special transports. EDUCATION AND TRAINING Everybody working on the main road network shall have completed "The road as a work place" course approved by the Danish Road Directorate. This also applies to consultants, project managers and field staff at contractors and utility owners as well as project managers and technical staff who are engaged in the construction, operation and maintenance of national roads. The requirements for training and course participation are described in Annex 1. ACCIDENTS AND OTHER EMERGENCY EVENTS Emergency events are defined as events involving the authorities or requiring outside help, e.g. ambulance, fire brigade, police or environmental departments. In the case of an event, the Danish Road Directorate's T.I.C shall always be informed on tel Typical emergency events may include: - Road accidents involving personal injury - Environmental accidents for example a rolled over tanker with dangerous goods - Massive traffic congestion (several kilometres), which require traffic control measures by the police or other warning of road users - Other events where the Danish Road Directorate and relevant authorities should be informed. Never change the physical conditions before the police have arrived at the site of the accident. In case of collision with a marking vehicle, this shall always be reported to the Danish Road Directorate's Traffic Department East, Attn. Ulrik Blindum by tic@vd.dk. Such reporting shall include an indication of the date, time, place, the nature of work and plan for road signs, signals and markings.

PAGE 6 B. APPLICATION FOR THE USE OF ROAD RESERVES PLANNING The establishment of road signs/markings is included as an essential element in the planning and design of roadworks. It is therefore important that the road administration at an early stage of the planning/design is consulted on the requirements for road signs/markings and barriers. Before the application is created in the Contractor shall orient him/herself at the work place in order for the plan for road signs, signals and markings to take into consideration the specific local conditions for approach and exit ramps, bridges etc. and in relation to existing road signs. The traffic department may be contacted for information about scheduled and ongoing work. Prior to the work, the Contractor shall assess the traffic consequences for the work using a trafficrelated impact assessment. The Danish Road Directorate may require a capacity calculation in relation to the barrier's impact on traffic in the form of queues. Capacity calculations may be required in connection with work during restricted hours and in connection with other work which is deemed to have a significant impact on accessibility. An application may be rejected if the roadworks will result in major accessibility nuisance to road users. For example an inappropriate 'flow' for road users if roadworks have already been commenced before and/or after the requested roadworks. The capacity calculation is performed on the basis of the handbook "Capacity and Service Level", which can be found on (select -> Civil engineering and planning -> Common for country and city -> Capacity and service level -> Traffic control -> Capacity and service level -> Capacity and service level). The Danish Road Directorate may also require an applicant to carry out coordinating and planning activities with for example the police, local authorities and other contractors. APPLICATION Before the commencement of roadworks, the Contractor shall apply for authorisation for the use of road reserves. Application for right of disposal shall be made electronically via Application for general right of disposal for routine operation works is sent to Trafikafvikling Vest for work west of the Great Belt and Trafikafvikling Øst for work east of the Great Belt. For work subject to a general authorisation, there is no need to apply for authorisation for the use of road reserves. The application shall be sent at the earliest possible date. For work that may affect special transports, the application shall be sent no later than one month before start-up. An application shall always be sent, regardless of whether it concerns contract work or commissioned work under a cost-plus contract for the Danish Road Directorate or work performed for a utility owner. CONTENT OF APPLICATION To get an approved application, the following information shall be stated in the application: RD requester "Work ordered by the Danish Road Directorate", this is indicated as "Roadworks manager" under stakeholders Name of Contractor "Company Name" The name of the contact person with the Contractor, including tel. no, and 24-hour tel. no.

Outside restricted hours: Barriers are set up and dismounted several times a day work is solely performed outside restricted hours. Specific period: Barriers are set up for several days, but dismounted each workday after working hours. The applicant shall also indicate whether diversion has been established. THE DANISH ROAD DIRECTORATE'S APPROVAL Approval of application and plan for road signs, signals and markings for work on the main road network is granted by the Danish Road Directorate and is made electronically via The applicant will receive an when the application is approved (or rejected). The applicant is subsequently obligated to ensure that copies of the approved application and plan for road signs, signals and markings are available at the work place. Subsequently, the Danish Road Directorate will, to the extent necessary, inform other relevant authorities and others, such as other road committees, the local fire brigade and ambulance company, bus operators and T.I.C. The police are also informed in connection with temporary closure of the road.

PAGE 8 IDENTIFICATION OF APPROVALS The approved application for right of disposal is given both an authorisation number, for example (application number 548 in 2014), and a WebGT-number, for example (application number 345 for a given contractor). In case of contact to and from T.I.C, the Danish Road Directorate's traffic departments as well as the police, it is expected that either authorisation number or WebGT-number is disclosed. REGISTRATION In connection with establishment and removal of barriers, the Contractor shall send a SMS to register or deregister barriers and report the work complete subject to the right of disposal (see below). You can only send text messages from the registered mobile phone number if you are not in possession of a telephone with the registered mobile number, it may be advantageous to "transfer the number" to the mobile phone used at the work place. Please note: The Characters <> surrounding the numbers above are not to be entered, e.g. enter: vd t For work subject to a general authorisation, it is only necessary to register any nuisances arising in connection with the roadworks which road users and others will respond to and possibly have to be warned about. These registrations are made by telephone to T.I.C on tel STATEMENT OF COMPLETION A statement of completion shall be made to the Danish Road Directorate as soon as possible after completion of the work. This is done either via SMS (see above) or electronically via APPEAL OF DECISION The Danish Road Directorate's decision may be appealed to the Ministry of Transport, Frederiksholms Kanal 27F, DK-1220 Copenhagen K.

PAGE 9 C. CONTRACTOR'S RESPONSIBILITY AND DUTIES The Contractor is responsible for the following conditions at the work place in connection with road signs/markings of the work: BEFORE STARTING THE WORK Ensure: - That there is an authorisation for the use of road reserves with related documents, including plan for road signs, signals and markings and that these are available at the work place (electronic version permitted) - That all relevant staff have completed the course "The road as a work place" (see Annex 1) - That road signs/markings are coordinated with any other work on the section in accordance with any terms and conditions described in the authorisation. If other contractors are observed on the section applied for, which the Contractor has not been made aware of in the authorisation, the local traffic department shall be contacted immediately. Furthermore: - All equipment meets the requirements as stated in the Danish Road Traffic Act, executive orders and handbook on signs for roadworks - The Danish Road Directorate's restricted hours are observed unless a special authorisation is available - That no work will be commenced if weather conditions (snow, sleet, rain, fog) prevent free sight, corresponding to the meeting sight distances: 130 km/h = 510 m 110 km/h = 380 m 80 km/h = 240 m 50 km/h = 110 m - Road signs/markings shall be set up in accordance with "Handbook: Signs for Roadworks etc." and the three related handbooks with drawings for road signs/markings, etc. for roadworks on motorways in rural areas and urban areas, respectively. The Contractor shall be aware that in connection with the issue of the authorisation, the Danish Road Directorate may e.g. require the Contractor to calculate traffic-related consequences of the contemplated works and the implementation of specific measures based on the calculation and execution of special communication activities. In connection with major and/or long-term roadworks, the Contractor shall be aware that the Danish Road Directorate in its authorisation may have listed special terms and conditions to the effect that e.g. an applicant shall perform specific communication activities, that an applicant shall use web cameras for TIC's traffic monitoring and that an applicant shall send GPS messages from cars, working vehicles, marking vehicles and TMAs to the Danish Road Directorate. DURING EXECUTION OF THE WORK General information - Road signs/markings shall at any time be correct, meaning that road users do not experience illogical, conflicting or misleading road signs/markings. This also applies during mounting and dismounting of road signs/markings, which therefore has to be done in the right order. Permanent signs shall be covered if their information is not applicable during the work. See also section E.

PAGE 10 Establishment of road signs/markings - When the establishment of road signs/markings is started, the Danish Road Directorate's T.I.C. shall be informed via SMS - The sign vehicle is mounted immediately before the work is initiated - When the road signs/markings have been established, the foreman responsible shall make sure that all signs and any marking on the carriageway have been mounted/carried out in accordance with the approved plan for road signs, signals and markings and that existing signs are covered if their information is not applicable during the work. In connection with the execution of roadworks, the Contractor shall be aware that the Danish Road Directorate's authorisation may contain special terms and conditions; for example that contractors use common road signs/markings if the Danish Road Directorate finds that this specifically promotes accessibility. The costs of road signs/markings are covered by the contractors involved. Other matters - A copy of the authorisation with related documents, including plan for road signs, signals and markings, should always be available at the work place. The authorisation may be electronic - All road marking equipment shall be marked with company name and emergency telephone number of the road marking contractor responsible. Road signs/markings shall be carried out from a position which is not visible to road users - All people working on the road signs/markings shall wear approved safety clothing. When driving in/out of the work area, the vehicles shall be fitted with activated marker lights - The yellow flash on the vehicles should be off if the vehicle is located within a marked work area. Inspection - Road signs/markings are inspected at least twice a day on all days by the Contractor, as all main roads are classified as cross-town streets - In connection with inspections, it is controlled that road signs/markings are correct and intact, including whether the signs are clean, that securing and ballast are intact, that lamplights are clean and that flashing signals and power supply are functional - The Contractor shall report to the Danish Road Directorate's traffic department if any inappropriate conditions are identified in relation to the road signs/markings. This also applies to existing signs in the area as they also form part of the road signs/markings - A control form is drawn up by the Contractor and completed at each inspection. At request, the form shall be issued to the Danish Road Directorate. Requirements for the content of the control form are described in Annex 2. After completion of the work - The removal of road signs/markings is performed in accordance with applicable rules - The sign vehicle is removed as soon as there are no persons in the work area or when machine work is completed - All road signs/markings are removed immediately after completion of the work, including any temporary striping on the carriageway - The restoration of safety barriers after rerouting shall be made immediately after the road signs/markings have been removed - Permanent road signs/markings are restored - When all temporary road signs/markings are removed, the Contractor shall immediately either deregister or cancel via SMS, see the section "Statement of completion" on page 8.

PAGE 11 D. PRINCIPLES FOR THE MOUNTING AND DISMOUNTING OF SIGNS FOR ROADWORKS WORKS OF SHORT OR LONG-TERM DURATION ON THE SAME LOCATION The overall objective is that any given barrier is mounted and dismounted in order for the road user always to experience signs to be logical (i.e. without any conflicting information) and relevant in relation to the actual activity or the presence of dangerous incidents. Therefore, the dismounting of signs (on motorways) cannot take place solely at one passage in the direction of travel, as this would involve a period during which the speed limit would drop more than the permissible 30 km/h. By starting the dismounting of signs on the left-hand side, road users will continue to be informed via signs on the right-hand side. The signs on the right-hand side are subsequently dismantled from the emergency lane, and at this phase the roadworks will be clear to the road users. PRINCIPLES FOR MOUNTING In principle, the correct order of mounting (on one side) on motorways or principle highways is as follows: - A39 is mounted first (Roadworks) - Then C56 (Cancel) or a similar sign is mounted on the right-hand side of the direction of travel. C56 may, however, also be attached to the rear of the front vehicle, which sets up the road signs/markings, thus, saving a passage. C56 or a similar sign shall be attached on the side of the vehicle facing traffic - The rest of the signs on the right-hand side are set up in the direction of travel - At yet another passage in the direction of travel, all signs are mounted on the left-hand side of the direction of travel. Signs in the left track are always set up from service vehicles with TMA. Signs may also be set up on both sides simultaneously with a sign vehicle in the emergency lane and a service vehicle protected by vehicle with TMA in the left lane driving in a staggered manner, so that vehicles in the emergency lane drive in front. This is a way to ensure that road signs/markings are available on the right hand-side of the road when signs are being mounted on the left-hand side. PRINCIPLES FOR DISMOUNTING The corresponding and generally correct dismounting order on motorways or principal highways is: - Signs are dismounted on the left-hand side in the direction of travel. Signs are always dismounted from service vehicles with TMA in the left lane - It is possible to collect signs in the central reserve from the opposite side if the signs are mounted in the same way in the opposite side of the motorway, e.g. M Signs on the right-hand side are collected from the emergency lane with sign vehicle in the direction of travel. If the sign vehicle is fitted with A39, this is sufficient warning during collection and use of yellow flashing crosses.

PAGE 12 VARIABLE MESSAGE SIGNS When variable message signs are used, the set-up may be more simple and done at a more convenient time. One of the possibilities is: - Signs are mounted from the emergency lane in neutral position on the right-hand side of the road in the direction of travel - Signs on the right-hand side are activated during the mounting of signs on the left-hand side. This is effected from the left lane from a working vehicle which is protected by a vehicle with TMA. Signs on the left-hand side may be mounted in an active state - All signs will subsequently be deactivated. The signs are now ready for activation when the work is to be performed. Reference is also made to any tender specifications as well as to the road standard for traffic management systems, Book 6, Variable road signs, which replaces "Handbook on Technical Design of Variable Road Signs" and "Handbook on the Use of Variable Road Signs".

PAGE 13 ANNEX 1 REQUIREMENTS FOR COURSE PARTICIPATION "THE ROAD AS A WORK PLACE" Since 1 January 2004, the Danish Road Directorate has required that contractors who work on or along main roads shall have completed the course "The road as a work place". The requirements were tightened in 2011 and a new series of training was established, in which the requirements are now adapted to the work functions performed by the employees and the responsibilities associated with the job function. The goal of the new course concept is to raise skills in terms of road signs/markings and the planning of roadworks to improve accessibility, safety and health and safety at work in connection with individual roadworks. The individual training courses are briefly described below, and the persons who shall complete the courses have been specified. THE TRAINING SHALL BE COMPLETED NO LATER THAN ONE MONTH BEFORE THE START OF THE WORK. COURSES Take care on the road (E-learning) The road as a work place (E-learning) The road as a work place Certificate (AMU Course) The road as a work place STEP I The road as a work place STEP II The road as a work place STEP III. E-LEARNING These courses are designed as self-study training courses based on solving assignments on a PC and consist of: Take care on the road The road as a work place (E-learning). "TAKE CARE ON THE ROAD" This course is intended for employees who work on the road which does not comprise specific road signs/markings. The course emphasises safe conduct when working on the road without barriers. This course is not covered by the Danish Road Directorate's requirements for course participation, but the Danish Road Directorate urges everybody who works on the road to participate in this as safety is given high priority. THE ROAD AS A WORK PLACE (E-learning) The course may be taken as an independent course if the road is not your daily work place, e.g. suppliers (short-term stay for loading and unloading of materials in and outside the work area). The course will provide insight into the basic rules in this area and instructions on how to behave on roadworks.

PAGE 14 The course is mandatory if you are to participate in the course The road as a work place - STEP I. The road as a work place (E-learning) is offered by VEJ-EU as a self-study training course and is a preparation for the course. The content from the E-learning course is incorporated into AMU's training programme. AMU COURSE This course aims at field staff of contractors and utility owners who work in the "field" with construction, operating and maintenance tasks or who establish signs for roadworks according to the approved right of disposal, but who are not responsible for road signs/markings and who do not supervise the road signs/markings. Focus is on road safety and accident factors based on the handbook for signs for roadworks. The AMU courses are offered by the AMU schools, EUC and other similar schools (read more at the Ministry of Education (select -> Training -> Labour market training programs (AMU) -> Construction and industry -> Asphalt surfacing -> The road as a work place, Certificate). STEP I STEP I is aimed at employees of contractors, utility owners, consultants, local authorities and state carrying out administrative tasks in connection with the application for/approval of rights of disposal and plans for road signs, signals and markings, but who are not responsible for such plans. Step I also addresses roadworkers who only work with the barrier mounted on the service vehicle. The course is intended to give knowledge of the basic provisions concerning the road signs/markings, materials, safety, legislation and road standards. Also in-depth information about road safety and accident factors, including road user behaviour and statistical overview as well as rights of disposal, roles and tasks of roadworks with an emphasis on road standards. The E-course The road as a work place is assumed to be completed before participation in the STEP I course. STEP I is a requirement for admission to STEP II. STEP II STEP II applies to employees of contractors, utility owners, road marking firms, consultants and project managers, who: Draw up plans for road signs, signals and markings, i.e. who are responsible for road marking Supervise road signs/markings Have management responsibility at the work place, e.g. foremen. Issue rights of disposal Subject teachers, who teach in The road as a work place at AMU/EUC The course focuses on the understanding of roadworks from the perspective of road users and contractors. Focus will be on the preparation of plans for road signs, signals and markings and individual part elements of roadworks will be elaborated on (barriers, rerouting and temporary road signs/markings, etc.). The supervision's role in connection with roadworks will also be reviewed as an important road safety aspect. The course will be completed with an oral group examination where the students shall demonstrate knowledge and overview of the execution and maintenance of road signs/markings. STEP II is a requirement for admission to STEP III.

PAGE 15 STEP III STEP III aims at employees of road committees, consultants, contractors and utility owners, who draw up the plans for road signs, signals and markings and traffic flow calculations for major construction and maintenance work. This course focuses on the basis for the preparation of traffic flow plans and traffic flow plans for road signs, signals and markings. Courses will be held on topics relevant to roadworks, including road geometry, traffic safety, health and safety at work on the border between the traffic area and the work place, traffic data collection and analysis, capacity calculations, incl. queue calculations and basic signal technology. The admission requirement for STEP III is that STEP II has been completed. STEPS I+II+III are provided by VEJ-EU. DOCUMENTATION The requirements for documenting a passed / completed course are as follows: It shall at all times be possible to document a passed E-Learning The road as a work place, AMU STEP I, II or III course by showing the issued course certificate. The certificate is valid for five years. A new course shall be completed and passed before the certificate expires. Course participants who are to take a new course after five years shall be registered at with the highest step acquired; for example course participants holding STEP I+II need only to be enrolled at STEP II to reacquire the course certificate. The Danish Road Directorate reserves the right to compare the persons listed with the lists of participation from AMU or VEJ-EU as well as from other schools offering these courses. Foreign contractors shall be able to document that they have passed / completed courses that meet the requirements corresponding to "The road as a work place" at the appropriate level. A course plan shall be attached. At least one person at the work place shall also be able to document knowledge of the Danish rules for signs for roadworks. Exemption from the course "The road as a work place" will only be granted only if a person is enrolled at a course and if this is scheduled to take place within the following month. The request should be made to the Danish Road Directorate's contact person for the course, which can be found at (select -> Road sector -> Road standards and permissions -> Permissions -> Disposal of road reserve). The requirements apply to both maintenance and construction works). REQUIREMENTS FOR INSTRUCTORS Instructors at STEPS I+II+III are employees who have broad knowledge of and skills within the planning, design and execution of temporary road signs for roadworks, preferably combined with an emergency preparedness background. New instructors are admitted on an ad hoc basis and are trained in the specific elements as well as in courses in presentation technique. The instructors hold regular meetings where knowledge-sharing and updating of the new measures are incorporated into the training. Instructors shall have completed STEP II.
