1 SENSOR Risk Mapping of roads in SEE For road authorities they reflect more broadly how risk of fatal and serious crashes is distributed across the network and can influence investment decisions. In this issue Risk Mapping of roads in SEE SENSOR Roads Inspections in SEE Road Safety Conference in Inspection and Road Safety Ranking trainings Upcoming events P1 P1 P3 P4 P5 Hungary RAP Risk Map for Hungary for the period became available within the framework of the SENSOR project. The main Hungarian road network (state roads, so called national roads ) is km long. Institute for Transport Science, a Partner in SEN- SOR, has defined a 2.912km network on which 34% of fatal crashes occur. The results of the Risk mapping are related to the respective network. Analysis included 66% of single carriageway roads and 34% of motorways. This represents just 11% of the investigated part of the national road network that carries 54% of the traffic. 6% of the network fell into the best possible safety standard achieving the lowest risk banding. For individual road-users, risk maps show which roads are safer than others on the basis of statistical analysis and identify the high risk roads where they need to be especially alerted. Greece EuroRAP risk maps give an objective view of where people are being killed or seriously injured on a road network and where their crash risk is greatest. They capture the combined risk arising from the interaction of road users, vehicles and the road environment. SENSOR Risk Maps can be downloaded here. The developed Risk Map for Greece covers km of the TEN-T road network for the period The evaluated network elaborates the recent changes that occurred. The results show lower risk rates (related to the previous time period assessed) mainly wherever infrastructure was upgraded. n SENSoR Risk Maps were produced for total of km state road network. In total, state road network is rated as 35,2% of low risk, 19,2 % of low-medium risk, 20,4% medium risk, 11,7%, medium-high and 13,5% of high risk roads.. In , on n SENSoR road network, there were 1248 serious and 253 fatal road crashes. SENSOR Road Inspections in SEE n roads safety though the lens of the SENSOR-AMZS vehicle n road km long network designated under SENSOR project has been video inspected with specially equipped AMZS owned inspection vehicle. Inspection vehicle requires driver and inspection system operator. Trained inspection staff has travelled in total about manipulative kms, in order to record km of state roads in. Designated road network encompasses TEN-T road network motorways and
2 expressways (class AC and HC), selected main roads (class G1 and G2) and selected regional roads (class R1 and R2). In total, km of state roads were SENSOR coded. Out of them, km of motorways and expressways, 642 km of main roads and km of regional Inspected and coded roads by class roads. SENSOR road surveys farewell in Greece Make Roads Safe Hellas, the Lead Partner in the SEN- SOR project, is pleased to announce that the survey of the 3650 km long TEN-T road network in Greece has been finished successfully. During the inspections, SENSOR specially equipped vehicle, surveyed Greek E-routes and recorded road attributes know to affect severe road accidents likelihood. You may see all details (routes, pictures, reports and videos) from the road inspection in Greece and other partners countries by navigating through our interactive map here. 12 Greek cities and prefectures were visited during the surveys with great support and interest of local stakeholders. MRSH wish to thank all contributors to the smooth progress of surveys and to promotion of the project goal which is making a South East Europe free of high risk roads. Special thanks go to Mr. Stelios Efstatiadis and his technical team for excellent technical support. Mr Stelios Efstathiadis commented on the conditions of Greek Roads surveyed: The surveyed road network has diverged characteristics. From the latest technical standards and specifications applied (e.g. Attiki Odos motorway) to the poorest maintenance (e.g Euboea national road network) employed. The next step is to analyse the data gathered. This will take place in the laboratory with the use of a multiattribute model. The roads risk level will then be calculated and will lead to the Star Rating of the surveyed network. We are all expecting with great interest the Greek Star Rating map to be published in the following months. Slovak Roads under SENSOR Survey From 25 October to 24 November 2013 more than 2,500 kilometres of roads were inspected in Slovakia. The coverage was focused mainly on the TEN-T road network passing through Slovakia, however it took in also often overloaded 1st class national roads, with high traffic flow and unacceptable density of road accidents. Within the survey, three Pan-European Multimodal Corridors (IV, V and VI) and the relevant additional road network were under survey. Dr Martin Juck (SEE SENSOR Project Coordinator for Slovakia) says: We are very happy, that we - after years of unsuccessful lobbying - finally found the way how to inspect the Slovak TEN-T road network. The survey results will show (for the very first time) how safe are Slovak roads within the South-Eastern Europe area. Moreover such
3 an independent assessment can create a positive pressure towards the national and regional authorities. It s time to accept the road infrastructure safety as one of the most urgent global issues, targeted by the UN and WHO for the Decade SEE SENSOR road survey was carried out by an international team, with a significant support from the Czech company CityPlan Ltd., which prepared a special certified vehicle, equipped with a hightech hardware and software. The inspection team, trained by experts from RSF, filmed and recorded the 2,500 kms of Slovak roads in HD quality and 170 width angle in a very reasonable time - less than one month, luckily enjoying the very friendly weather conditions - in fact not usual for MidNovember in Slovakia. The survey in Slovakia was concluded with a successful promotional event that provided a platform for fruitful discussion of relevant stakeholders about road safety in the country. SENSOR Road Safety Conference in In the framework of the SENSOR Road Safety Week organised in Grand Hotel Union in Ljubljana,, between the 4th and 7th November, major road safety stakeholders from and the Southeast Europe region discussed in the context of the High level briefing conference the road safety in the region. The Minister of Infrastructure and Spatial Planning of Republic of, Mr Omerzel Samo, Mr John Dawson, Chair of the International and European Road As- sessment Programmes, Ms Emma MacLennan, President of Make Roads Safe Hellas (, Dr. Evangelos Bellos, Project Manager of SENSOR Project and other important stakeholders jointly promoted road safety in the region and discussed important issues in front of the full ballroom of the Union Hotel. You can read conference highlights report here. The Road Safety week in Ljubljana continued with SENSOR project partners Steering Committee meeting and SEROC meeting on 6th November. The Road Safety week rounded up its activities under the joint MidTerm conference of two road safety project co-financed by the South East Europe programme SENSOR and ROSEE that was well attended by more than 140 people. 4 SENSOR s Inspection and Road Safety Ranking trainings Starting back in June 2013, SENSoR project partners start preparations and organization of trainings about Star Rating and Safer Roads Investments Plans (SRIPS). The trainings were held in Ljubljana on June, in Budapest on 1-2 October, Bratislava on 3-4 October and in Athens on 3-4 December. Supported by the comprehensive online training platform RAPcapacity, local road engineers and other stakeholder organisations participated in tailored training in the RAP methodology and use of the irap software ViDA. Even though trainings in each of 4 countries had been tailored to the needs of the participants, the basic thematic units that have been tackled by the trainers included: οutline of specific road safety data that highlights the scale of road trauma in the region, detailed explanation of and training in the survey data collection process, and quality and efficiency requirements for the rating, detailed presentation and explanation of road design attributes to be rated, with many local case studies and examples, detailed training in the use of the video-rating software and practice road rating sessions to ensure that trainees understand and can repeat the process, detailed training in the development of SRIP, including the use of collation of supporting data on fatal and serious crashes, traffic, speed and economic data. Trainings are led by the excellent team of experts Dr. James Bradford and Dr. Steve Lawson from Road Safety Foundation (UK) and Mr. Stelios Efstathiadis from Transportation Solutions (GR). What the participants said about the training experience The training organised on the premises of KTI was very inclusive, discussion-based and practice-oriented. Trainees were able to go hands-on with ViDA, creating projects and trying their hand at road coding with continuous guidance and feedback from trainers. The information we deceived was delivered in a very good atmosphere, making road coding more than a challenge: it was fun. Gábor Szendrő, Budapest University of Technology and Economics I believe I have deeper understanding of the technical processes behind the programme, which would be useful when presenting the Roads Star rating to different stakeholders in the country. Trainee from Athens training session Our main impression was of the good range of questions because we had representatives of government, motoring clubs and suppliers present. We also enjoyed the excellent hospitality. The trainer was the highlight of the course - his wit and charm kept the room alive..." The main SENSoR training sessions have now been successfully delivered by the Road Safety Foundation. All have been targeted to the needs of participants and to the current state of the project in the countries where they have been held (Greece, Hungary, Slovakia and ). It has been gratifying to see a mixture of participants and from a variety of different countries including Bosnia, FYROM and Moldova. Road safety specialists from Czech Republic, Netherlands and the UK have also attended and have shared knowledge and experience. Participants have included government staff, consulting engineers, suppliers of road survey and analysis services, research academics and members of Civil Society organisations such as motoring clubs. Follow-up support will be provided, as required, to maximise the benefits of implementation of the safer roads investment plans arising from the work.
