Approval of March 18, 2014 Meeting Minutes (Attachment A) Action requested: Approval of minutes III. Illinois Transportation Enhancement Program (ITEP) (Attachment B) On April 14, the Illinois Department of Transportation announced the latest round of recipients for the Illinois Transportation Enhancement Program (ITEP). Nine NWMC members received almost $6,500,000 for projects will which enhance the multimodal transportation system in the region. Staff will provide a summary of the projects. Action Requested: Informational IV. Community Planning and Local Technical Assistance Program The Regional Transportation Authority (RTA) and Chicago Metropolitan Agency for Planning (CMAP) have issued a joint call for projects for the RTA s Community Planning program and CMAP s Local Technical Assistance (LTA) Program. The deadline for applications is June 26. The committee is encouraged to discuss potential regional and local projects. Action Requested: Discussion V. Other Business Vice-President Elizabeth B. Call to Order/Introductions Chair Buehler called the meeting to order at 10:30 a.m. and asked those present for introductions. II. III. Approval of the February 18, 2014 Meeting Minutes On a motion made by Ms. Schawb, seconded by Mr. Mangum, the committee voted unanimously to approve the meeting minutes. Bicycle and Pedestrian Components of I 90 Reconstruction and Widening Project Mr. Zucchero reported that Illinois Tollway has been working with communities and the Illinois Department of Transportation (IDOT) to address bicycle and pedestrian crossings of the Jane Addams Tollway (I 90). He said that the Tollway will be installing bicycle and pedestrian accommodations when bridge work is done as part of the roadway reconstruction and widening. He provided an overview of the accommodations planned along the corridor from Elgin to Des Plaines River Rd. Chair Buehler asked if the Tollway has a program for bridge upgrades independent of construction projects. Mr. Zucchero responded that there is no such program, but the Tollway is now attempting to make an effort to incorporate Complete Streets concepts into all of their

3 Attachment A projects. He noted that the I 355 South project included a parallel trail. Mr. Zucchero said that they are making an effort to reach out to the bicycle and pedestrian community about the enhancements. IV. Bicycle and Pedestrian Infrastructure Maintenance Mr. Staron reported that at the last meeting the committee discussed available resources and best practices. He said that the growing emphasis on Complete Streets naturally leads to the desire to make facilities accessible all year. He reported that in a limited staff review that there are a number of resources available. He said that unfortunately there is no silver bullet and addressing the issue requires both resources and political will. He explained that there is a legal component to maintaining facilities as the Americans with Disabilities Act requires that facilities be maintained in an operable working condition, which includes snow and ice removal. He said that Delaware has the best guide for approaching winter maintenance. He reported that municipalities should have a winter maintenance management plan that is broader than just bicycle and pedestrian facilities. He said that the plan should clearly delineate responsibilities, enforcement and communication. He said that having a citizen assistance program is a best practice that aids the elderly and disabled. He said that with limited resources, prioritization is a major part of winter maintenance. He noted that the harsh winter has drawn attention to this issue. He said that the Active Transportation Alliance has a model ordinance for snow removal, but he emphasized that this type of ordinance likely does not go far enough to address all the components of a successful winter maintenance management plan. V. Local Project Updates Mr. Jennings asked if any communities have looked at the removal of a pedestrian bridge in terms of alternative analysis and benefit to cost analysis. The committee did not have any information. Ms. Schwab noted that Arlington Heights had a great kick off to its LTA project for a bicycle plan. VI. VII. VIII. IX. Des Plaines River Corridor Planning Update Mr. Walczak said that the steering committee will meet on April 1. He noted that discussions are already starting to talk about implementation arrangements and strategies with the Forest Preserve District. He said that the district s role needs to be examined since most of the projects will impact their property and facilities. Other Business Mr. Staron said that staff followed up with IDOT to get answers about Highway Safety Improvement Program (HSIP) projects on state roadways. He said that IDOT keeps local and state fund segregated and they are programmed differently. He reported that to pursue HSIP funding on a state route, the municipality would have to petition IDOT District One. Mr. Hankey said that the important thing when seeking IDOT s interest in HSIP projects is to have the data to support doing a project. Ms. Wagner noted that there are also non infrastructure funds though the program. Next Meeting Chair Buehler reported that the next meeting is scheduled for April 15. Adjournment On a motion from Mr. Mangum, seconded by Mr. Baxa, the committee unanimously adjourned.

4 Illinois Transportation Enhancement Program (ITEP) Summary of 2014 Projects On April 14, the Illinois Department of Transportation announced the latest round of recipients for the Illinois Transportation Enhancement Program (ITEP). Nine NWMC members received almost $6,500,000 for projects will which enhance the multi modal transportation system in the region. $52.7 million in ITEP funding was distributed throughout the state. The projects and federal funds are listed in the table below. Of the projects, four will complete a portion of a NWMC regional bike route. One additional award of importance to NWMC is the DuPage County Division of Transportation award for $550,190 for landscaping in the Elgin O Hare Western Access corridor. The portion from Rohlwing Road to West Salt Creek Lane will occur on the north side of Euclid Avenue. The project will take advantage of the lighted intersection at West Salt Creek Lane to Cross to the south side of Euclid Avenue. There it will run parallel to Euclid Avenue until it reaches the existing Salt Creek Trail bike path. Evanston, $1,492,400 Sheridan Road/Chicago Avenue Bike Path The project will provide a two way off street bike path adjacent to Sheridan Road from Lincoln Street to Chicago Avenue adjacent to Northwestern University Campus, and a two way on street path on Chicago Avenue between Sheridan Road and the Central Business District connecting with Church Street and Davis Street protected bike paths.

5 City of Des Plaines, $1,281,630 U.S. Route 12 (Rand Road) Sidepath The project consists of constructing a side path, for use by both pedestrians and bicyclists, along the south side of US Route 12 (Rand Road) between Central Road and Elk Boulevard. The side path will close an existing major gap in the sidewalk network and will carry the Evanston Elgin Regional Bikeway through the City of Des Plaines. At its southern terminus, the project will connect to several programmed improvements, creating a continuous bicycle corridor through the length of Des Plaines. Northbrook, $57,750 On Street Bicycle Signs and Pavement Markings The Northbrook Bicycle Plan identifies streets that can be improved to provide a fully connected bicycle network for use by residents to travel to schools, the library, parks, athletic fields and other popular destinations. When complete, this network may serve to provide a viable alternative to automotive transportation. A relatively low cost means of reaching this goal is to install pavement markings and street signage to indicate bicycle routes on Village streets. Skokie, $630,800 Howard Street Multi Use Trail An asphalt bituminous bike path will be constructed along a key east west corridor combined with an on street path to connect existing facilities. The Howard Street bike path is part of an approved Village Corridor Plan which is intended to link all of the pedestrian heavy land uses in the heart of Skokie. The route follows one of the most heavily trafficked streets in Skokie. Village of Glenview, $1,067,950 Shermer Road Bike Path This project involves construction of a 2 mile off road path segment, which will be a continuation of the existing bike trail systems within Glenview and Northbrook. It will connect to the existing Techny Trail regional system, Centennial Trail along West Lake Avenue, the trail system along Willow Road in Northbrook, Metra Stations, The Glen Town Center, and downtown districts as well as to the future recognized bike trail system in Northbrook along Shermer Road. Grayslake, $312,000 Illinois Route 83 Pedestrian Access Improvements Install new sidewalk, detectable warnings, and pedestrian crossing signals to improve access to Frederick School and the residential and commercial areas along Illinois Route 83. Highland Park, $172,400 Robert McClory Trail Paving Robert McClory Trail will be paved from Mulberry Place to Lake Cook Road. The Robert McClory Trail allows pedestrians and cyclists to traverse from north to south in Highland Park and provides access to three train stations and two business districts as well as several parks. The trail also connects and

6 continues through neighboring municipalities. Paving the trail will provide additional access to people with disabilities. Highland Park, $477,200 Bike Walk 2030 Sharrows & Signage At the present time there are very few on street marked shared roadways in Highland Park. By incorporating additional signage and providing pavement marking, cyclists will be informed on where they should be riding in a lane of traffic and motorists will be more aware of the presence of cyclists.
