Call to Order/ Introductions Mayor Juracek called the meeting to order at 10:33 a.m. and asked those present for introductions. II. III. Approval of April 18, 2017 Meeting Minutes. On a motion by Mr. Jennings, seconded by Mr. Peebles, the committee voted to approve the minutes with one edit noted by Mayor Juracek. NWMC Multimodal Plan Mr. Walczak discussed edits to the RFQ to reflect committee comments from the previous meeting. These included changes under tasks 5 and 6 to include a toolkit of best practices and a menu of potential options for different facilities. The committee concurred with these changes. Mr. Walczak discussed the two possible funding sources for the plan updates, the first being the Local Technical Assistance Program and the other being the NWMC Special Projects fund. He noted that in discussions with CMAP staff, it may be more appropriate to submit two LTA applications, one for the bike plan update and the other for the multi modal transit access component. He added that staff would have a draft LTA application for committee review at the June meeting.
3 Attachment A On a motion by Mr. Jennings, seconded by Mr. Baxa, the committee voted to approve the draft RFQ for approval through the NWMC board structure. IV. Sidewalk Parkway and Alleyway Maintenance Mr. Walczak discussed the results of a recent NWMC survey submitted by the Village of Morton Grove on the topic of snow removal and sidewalk maintenance. He noted that several respondents included the text of their policies and that no response to the survey does not mean the municipality has no policy. The committee discussed the issue. Mr. Walczak asked if the committee had follow up questions on the topic they would like answered. Mayor Juracek said she would like to see what other regions of the county do on this topic. Mr. Peebles noted that the bigger problem in Des Plaines is properties not abutting residents, areas with no owners. Mr. Jennings said he would like to see best practices for what to do in business districts. He noted that sometimes the village cleans areas it is not responsible for but public works is looking to address this problem. V. Legislative Update Mr. Pigeon discussed the progress of bike/ped related bills in the Illinois general assembly including HB 625 the bill introduced by Rep. David Harris in response to the fatality on Central Rd. in Mt. prospect. He also discussed that without a state budget by the end of the state fiscal year, all projects would be shut down. Mr. Jennings asked if a list of affected projects could be sent to Rep. Schakowsky s office. Mr. Peebles asked if this only applied to projects with a state match. Mr. Pigeon responded that this applied to all federally funded projects as a state appropriation is necessary to pass through federal funds. VI. VII. VIII. Other Business None Next Meeting Mayor Juracek announced that the next meeting was scheduled for June 20. Adjournment On a motion by Mr. Peebles, the committee voted to adjourn at 11:05 a.m.
