2 High Country RPO Rural Transportation Advisory Committee (RTAC) May 16, 2018 Minutes The Rural Transportation Advisory Committee held their quarterly meeting, May 16, 2018 at 2:00pm in the High Country Council of Governments offices at 468 New Market Blvd., Boone, North Carolina. The following members were present: Dale Baldwin- Town of West Jefferson Mike Pettyjohn- NCDOT Division 11 Troy Wilson- NCDOT Division 13 Chris Guffey- NCDOT Division 13 Pam Cook- NCDOT TPD Kenny Heavner- NCDOT Division 11 Rennie Brantz- Town of Boone John Brady- Town of Sparta Wood Hall Young, Jr.- Avery County Sue Sweeting- Town of Blowing Rock Stephen Sparks- NCDOT Division 13 CDE Johnny Riddle- Yancey County Brenda Lyerly (via phone)- Town of Banner Elk Bunnie McIntosh- Town of Burnsville Guests present were: Kerry Morrow- NCDOT TPD and Leigh Lane- Louis Berger Group The following staff members were present from High Country Council of Governments: David Graham- Transportation Planner, Phil Trew- Planning & Development Director, Cory Osborn-Regional Planner, and Angie Holman- Receptionist. Call to Order Vice Chair Johnny Riddle called the meeting to order and read the ethics statement to the RTAC. Approval of February 21, 2018 Minutes Vice Chair Johnny Riddle asked for motion for approval of the February 21, 2018 minutes Motion for approval was made by Sue Sweeting. Motion was seconded by John Brady. Motion carried. Public Hearing for Approval of the State Transportation Improvement Program (STIP) Mr. Riddle opened hearing for public comment and David Graham announced that he received an from Matt that stated that he is interested in US19E widening beyond Spruce Pine and if this would be a go or not. David replied to his to inform him that he would not know until the NCDOT releases the STIP in January of 2019 if the project is committed or not. This was the only public comment. Motion for approval was made by John Brady. Motion was seconded by Sue Sweeting. Motion carried.
3 Approval of the STIP HCRPO Priority Needs List David gave an overview on the Priority Needs list and how the ranking worked. The draft STIP will be released January Motion for approval was made by John Brady. Motion seconded by Sue Sweeting. Motion carried. Public Hearing of the HCRPO FY Planning Work Program Johnny Riddle opened opened hearing for public comment and as there was none, the hearing was closed. Motion for approval was made by Dale Baldwin. Motion was seconded by Sue Sweeting. Motion carried. Approval of HCRPO Planning Work Program Mr. Graham went over the program details and answered questions. Motion for approval of the PWP was made by John Brady. Motion seconded by Sue Sweeting. Motion carried. US 321/CSX Strategic Transportation Corridor Master Plan Leigh Lane with Louis Berger Group and Kerry Morrow with NCDOT TPO went over the Strategic Transportation Corridor Master Plan. They discussed the overview, goals, the vision of the plan, the criteria and the implementation. It was noted that the plan will not be a cookie cutter and that all plans will be different depending on the needs. Project Development Update David went over the current projects in the region. Public Transportation Update This item removed from agenda during meeting as there was no presenter. Division Engineers Report Mike Pettyjohn gave updated for Division 11 and Chris Guffey gave updates on Division 13 projects. Chris Guffey introduced, Stephan Sparks and Kenny Heavner who will be will be working together to help RPO s with project prioritization. Transportation Planning Branch update Pam Cook went over the NCDOT TPD News quarterly update which covered NCDOT Information Relevant to HCRPO (Scores released for projects evaluated for the STIP, Traffic Forecasts, and Comprehensive Transportation Plans), NCDOT Overall News (Greenways Providing Economic Benefits to NC, May is Bicycle Safety Month, Motorcycle Safety Month, Seat Belt Awareness Month and 2017 NCDOT Wildflower Award Winner).
