2 High Country RPO Rural Transportation Advisory Committee (RTAC) August 15, 2018 Minutes The Rural Transportation Advisory Committee held their quarterly meeting, August 15, 2018 at 2pm in the High Country Council of Governments offices at 468 New Market Blvd., Boone, North Carolina. The following members were present: Dale Baldwin- Town of West Jefferson Sue Sweeting- Town of Blowing Rock Bunnie McIntosh- Burnsville Town Council Wood Hall Young, Jr.- Avery County Cullie Tarleton- NCDOT Board Greg Minton- Wilkes County Larry Prince- Alleghany County Mike Inscore- Town of Wilkesboro Rennie Brantz- Town of Boone Charles E. Vines- Town of Bakersville Larry Turnbow- Watauga County Guests present were Wayne Patterson, NCDOT Right of Way, Maegan Rogers- NCSU-ITRE, and Tracy Anderson- NCSU-ITRE. The following staff members were present from High Country Council of Governments: David Graham- Transportation Planner and Angie Holman- Receptionist. Call to Order Chuck Vines called the meeting to order and read the ethics statement. Approval of May 16, 2018 Minutes Chuck asked for a motion to approve the May 16, 2018 minutes. Motion for approval was made by Sue Sweeting. Motion was seconded by Dale Baldwin. Motion carried. Vision Zero Presentation Tracy Anderson gave a presentation that covered, What is Vision Zero?, what the leading causes of road deaths are and what can be done to prevent them in the future, Safe systems (seat belts, safe vehicles, safe roadways, etc), Resources, which include YouTube play lists of different educational materials, Images and graphics for displaying, Crash data maps with different interactive tools, and How to get involved with Vision Zero (guidance document available) Colleen (Meagen) Rogers was also present with NCSU. Cullie Tarleton asked about presenting one of the videos as a PSA.
3 Right of Way Acquisition Presentation Wayne Patterson, with NCDOT Right of Way, gave a presentation on Right of Way Acquisition which included what ROW is, Eminent Domain, Who is involved in ROW, Working with ROW, Division of Hwy Org Chart, ROW responsibilities, Basic Acquisition, Basic Approval, Basic Relocation, ROW Process Timeline, Types of ROW Acquisitions, Typical ROW Easements, ROW Project Trouble Spots, Additional Resources, ROW contacts, DIV ROW offices and Area Appraisal offices. Bunnie McIntosh excused herself due to possible conflict of interest. Wayne answered questions members had after the presentation. Project Development Update David went over the current projects in the region. Public Transportation Update David gave updates for public transportation. Division Engineers Report Sean Sizemore gave updates for Division 11 and Brendan Merithew gave updates and staff changes for Division 13. Transportation Planning Branch Update Cooper Sellers went over the NCDOT TPD News quarterly update which covered TPD Statewide Initiatives (Statewide plan, Strategic Transportation Corridor Studies, Traffic Forecasts, Comprehensive Transportation Plans, and HCRPO Hosted the NCARPO) and NCDOT Overall News (New Websites, Build NC Bond Act of 2018, and Next Steps in the Prioritization Process for STIP) The list of funded and scheduled projects in the STIP are listed and a draft will circulate for public comment beginning in January The final STIP is expected to be adopted by the NC Board of Transportation in the summer of Committee Member Comments/Other Business There were no member comments. David went over the 14 projects and how the points work for the STIP. Blowing Rock is being serviced by Applecart Fridays and Saturdays only through October as a trail to see if there is a need for the service in the area. He went over improvements being made in Avery for the airports and replacing fuel tanks. Public Comments There were no public comments. Adjournment Chair Chuck Vines adjourned the meeting. 4 High Country Rural Planning Organization (RPO) Municipalities and Counties of Alleghany, Ashe, Avery, Mitchell, Watauga, Wilkes, and Yancey Serving North Carolina s High Country with Continuing, Cooperative, and Comprehensive Transportation Planning Chuck Vines, RTAC Chair David Graham, Transportation Planner Kevin Rothrock, RTCC Chair RESOLUTION ENDORSING THE APPLICATION FOR PEDESTRIAN PLANNING GRANT FUNDS BY THE TOWN OF SEVEN DEVILS Whereas, the Transportation Advisory Committee is the duly recognized transportation decision making body for the High Country Rural Transportation Planning Organization (RPO); and Whereas, the North Carolina Department of Transportation Division of Bicycle and Pedestrian Transportation has funding available for Bicycle and Pedestrian Planning Grants; and Whereas, the Town of Seven Devils intends to apply for funds for developing a Pedestrian Transportation Plan; and Whereas, the High Country RPO recognizes the benefits of bicycle and pedestrian transportation facilities, including economic development, safety, health benefits, less vehicle congestion, and less pollution; and Whereas, adequate planning for transportation facilities is necessary to ensure that public funds are spent efficiently. Now, therefore, be it resolved, that the High Country RPO supports the Town of Seven Devils in applying for the Division of Bicycle and Pedestrian Transportation Planning Grant funds.
