5 French Broad River Metropolitan Planning Organization Governing Board Minutes for September 25, 2014 WELCOME AND INTRODUCTIONS Jan Davis called the meeting to order and noted that quorum was established. He read the conflict of interest statement and no conflicts were presented. All members approved the Agenda as presented. PUBLIC COMMENTS Jan Davis opened the public comment period, and as there were none, the public comment period was then closed. CONSENT AGENDA A. Minutes: Jan Davis asked if there were any changes to the August minutes and none were presented.
6 Eddie Henderson motioned to approve the August minutes, Jerry VeHaun seconded, and as all were in favor, the minutes were so approved. B. The TIP Amendments and Modifications were made available in the agenda packet for review. Holly Jones motioned to approve TIP Amendments and Modifications, Leroy Robinson seconded, and as all were in favor, the motion carried. REGULAR UPDATES NCDOT Division 13 updates presented by Rick Tipton NCDOT Division 14 updates reviewed by Ed Green Transportation Planning Branch updates provided by Brendan Merithew Paul Black reported that the Citizen Advisory Committee looked at the draft vision and goals of the MTP and were pleased with the results. Tristan Winkler briefly updated the members on the Prioritization Subcommittee and Complete Streets Workgroup BUSINESS A. Selection of STP-DA and TAP projects. There was some discussion on extra funding and where it would go. Paul Black mentioned that Henderson County may have funds to return for use elsewhere. David Brown asked for a dollar amount on each project and Paul Black indicated on the document where that information is found. Holly Jones motioned to approve the projects, Jerry VeHaun seconded, and as there was no further discussion, the motion carried. B. Review of MTP Progress. Jan Davis voiced his concern with the group s mission statement and goals. Paul Black interjected that staff is looking to the Board for direction and guidance and appreciates hearing what is missing, what is overemphasized. Jan Davis agreed with the mission and vision, but does not feel enough emphasis is placed on Highway improvements and efficiency. With the increased tourism, commerce, and economic development, the goals should include an efficient highway system and perhaps add use every opportunity to attract better passenger service in referring to air service needs. Doug Dearth agreed that safety and maintenance are, indeed, important but a new heading should include highway. Brownie Newman said that if the board has the ability to add items, then clearly include an efficient roadway network to accommodate future capacity traffic needs. Pam Cook suggested the phrase an efficient multi-modal then in the specific goals section add efficient highway system.
7 C. New Model Unveiling. Leta Huntsinger hand carried the official final disk over to Paul Black and the disk was so delivered. She commended the Board for the last two years of work and commenced the presentation of the new model. Link to the PowerPoint presentation. A brief question and answer session followed. It is recommended to approve the model as the tool to begin evaluating large projects currently in development, and as the starting point to evaluate projects chosen to make the fiscal constraints in the plan update. Eddie Henderson motioned to approve the Travel Demand Model, Steve Caraker seconded, and as there was no further discussion, and none opposed, the motion carried. ANNOUNCEMENTS, UPDATES, TOPICS FOR NEXT MEETING Vicki Eastland highlighted the Community Connections event. Paul Black announced that SPOT 4 has begun. There is a transportation documentary this evening on PBS: Moving North Carolina NCDOT sent out a call for projects and members were ed a copy. Applications are due December 4 th. November 20 th will be a joint TCC and Board meeting and will include TIP and PWP amendments. PUBLIC COMMENT Jan Davis opened the floor for public comments, and as there were none, the public comment period was then closed. ADJOURNMENT There being no further items or discussion, the meeting was adjourned.

17 RESOLUTION French Broad River Metropolitan Planning Organization RESOLUTION TO ADOPT AMENDMENTS TO THE METROPOLITAN TRANSPORTATION IMPROVEMENT PROGRAM (TIP) WHEREAS, the French Broad River MPO Board (Transportation Advisory Committee) has adopted the Transportation Improvement Program on October 27, 2011 WHEREAS, the FBRMPO Board (Transportation Advisory Committee) has reviewed the proposed amendments and modifications that are listed below and finds them satisfactory for addition to the TIP; and WHEREAS, these changes are in agreement with the FBRMPO LRTP and keep the TIP in agreement with the STIP; NOW THEREFORE, BE IT RESOLVED that the Board of the French Broad River Metropolitan Planning Organization hereby adopts the following modifications to the Transportation Improvement Program: TIP Amendments That Require Action TIP No. Division (County) Route Location / Description Estimated Cost (Thousands) Funding Source Estimated Letting (Construction) EB (Buncombe) Riverwalk Phase II New route, construct new multiuse path from existing Flat Creek Greenway Trailhead near State Street and Charlotte Street to existing Riverside Greenway near Riverside Park and extension west of NC- 9 near existing culvert.
