3 French Broad River Metropolitan Planning Organization Minutes from the Governing Board meeting on August 25, 2016 Attendance WELCOME & INTRODUCTIONS, APPROVAL OF AGENDA Chairman Dearth called the meeting to order, read the Ethics Statement and inquired if there were any conflicts of interest to note for today s meeting. None were heard. PUBLIC COMMENT Chairman Dearth called for any public comment. No public comment was made.

4 Public Hearing for TIP Amendments Chairman Dearth opened the Public Hearing for the TIP Amendments. One comment was received by in support of expanding transit services in Buncombe County. The hearing was closed as no other comments were provided. Discussion occurred regarding the TAP-DA projects for the region. It was shared that some of the projects are for ADA improvements at intersections. CONSENT AGENDA Larry Harris moved to approve the Consent Agenda which consisted of June minutes. Jerry VeHaun seconded and as all were in favor, the Consent Agenda was approved. REGULAR UPDATES Rick Tipton provided 13 updates and Ed Green provided 14 updates. Pam Cook shared the Planning Branch updates. Mike Dawson provided FHWA updates. FBRMPO Committee & Workgroup Updates o Prioritization Subcommittee met on August 25, o Transit Operators Workgroup met on June 7, 2016 and the next scheduled meeting is planned for October 11, o Citizens Advisory Committee met in July with the current roster. Next meeting to be held after the new committee roster is approved. The application for CAC is posted at those will be accepted through September 30, Lyuba Zuyeva provided Legislative Updates. A new state budget has been signed by the Governor in July. Included in the budgets was the removal of a funding cap on light rail projects (a 10% cap on state funding remains); light rail projects will have to be resubmitted for STI Prioritization. Also included in the budget were provisions for ferry tolling existing tolled ferry routes will continue to collect a toll. Prohibition on future tolling on currently un-tolled routes. Additional state funding was allocated for urban and rural transit operating assistance. NCDOT restructuring is ongoing and was upheld in the state budget; going forward, more projects will be developed at the level. There was a small change in local consultation rules on small transportation projects which will have more of an impact on RPO member communities. The state has made some changes to bicycle traffic safety rules which will become effective October 1, Changes have been occurring with regards to the MAP Act of 1987 and right-of-way acquisition could become more expensive across the state going forward. Public transportation vehicles are now allowed to have permanent transportation license plates. NEW BUSINESS TIP Amendments Tristan Winkler shared that there were a number of TIP Amendments requesting approval today. Many of the projects are Statewide projects. He highlighted some of the proposed amendments: Crossroads Parkway in Madison County- new project funded with ARC funds; a number of Statewide Projects to add funding for NC Clean Energy Technology Center and to fund highway-

5 rail at-grade crossing safety Improvements. He also pointed out the addition of North Mills River Road project funded through FLAP (Federal Funds Access Program). Additionally, for the realignment of Brown Avenue in Waynesville, construction has been delayed until FY17, and for NC 251 Multi-Use Path from Elk Mountain Road to Exit 25 on US 19/23/70, STBG funding has been replaced with TAP funding. One new transit project has been added for Apple County Transit to purchase a replacement paratransit vehicle. Leroy Roberson moved to adopt the TIP Amendments as presented. Fran Cogburn seconded and the motion carried without further discussion. STBG Results for Review Approval Tristan Winkler shared that STP-DA funds are now known as STBG funding. He shared that the amount of STBG funding coming to the FBRMPO region will be increasing over the next few years, based on the FAST Act provisions. Some project applications have been updated by applicants, and he shared the changes to those. The preliminary list of projects was brought before the TCC and Board in June. Buncombe County has submitted four applications for preliminary engineering (PE) studies for greenway projects on priority corridors (Reems Creek Greenway, North RAD Greenway, Bent Creek Greenway and Hominy Creek Greenway). The Town of Waynesville has submitted Brown Avenue Road Diet project. The Town of Black Mountain is requesting funding for construction of Riverwalk Greenway Phase II. 14 submitted a project in the Town Canton for the NC 110 Roundabout at Locust. The Town of Canton is in full support of the proposed project. The City of Asheville has submitted the Complete s Corridors (three separate corridors) project- the change to application adds a right-of-way phase in addition to PE. These project recommendations came out of the City s Asheville in Motion Plan and look at ways to improve bicycle/pedestrian access. The City of Asheville also submitted one TAP-DA project regarding on-street connections for greenways. Rick Tipton expressed several NCDOT s concerns regarding the Complete s Corridors project submitted by the City of Asheville. Concerns include the cost, potential impact to congestion and how it may impact the overall transportation network. Tristan Winkler shared that the MPO s Congestion Management Process (federally-required planning document to address congestion on priority corridors) includes Biltmore Avenue and calls for addressing congestion through multimodal transportation options. Discussion occurred regarding traffic interruptions to Biltmore Avenue. Julie Mayfield addressed some of the concerns raised by NCDOT and noted that these are priority corridors which have been identified in the Asheville Multi-Modal Transportation Plan; the City of Asheville is looking for a solution for Biltmore Avenue corridor and a PE study is needed to arrive at the final design; currently there is a desired vision identified for the corridor but no final solution. The proposed project is the starting point of the conversation- the funding for the Preliminary Engineering study is planned to be used to provide more in-depth analysis. Discussion occurred regarding reducing capacity on Biltmore Avenue and possible impacts to the movement of emergency vehicles. City of Asheville representatives shared that the Asheville in Motion Plan took 18 months to develop and included a lot of public input. Julie Mayfield communicated that the proposed project has gone through the planning process with in-depth public involvement, and the City has been transparent the entire time. The final outcome for this corridor is not yet known, but this application for Preliminary Engineering is the City s way of moving forward with addressing

6 complete streets needs on this corridor. Chairman Dearth shared his understanding of the both sides of the discussion; he asked, whether a planning stage was missed with regards to Biltmore Avenue? No missing planning stage was identified. NCDOT and MPO staff have further discussed the s concerns that the proposed project would reduce capacity on a major thoroughfare. Further discussion occurred. Lyuba Zuyeva added that the MPO staff would be happy to facilitate additional meetings between the City of Asheville and as needed. Board members expressed a preference to postpone a vote on the Complete s Corridors project pending further coordination between the City of Asheville and 13. Additional stakeholders are requested to be included in the conversation, such as Mission Hospital. MPO staff will put together an agenda and assemble the stakeholders to hold a meeting to further discuss Biltmore Avenue project. Larry Harris moved to table the City of Asheville s Complete s Corridor project to allow the City and NCDOT to clarify the purpose of the funding going forward and to move forward with approving the remaining projects for funding. Jerry Vehaun seconded and the motion was approved upon a vote. The next two items were deferred until a later date. Neither agenda item required action at this time: CMP Process Overview TDM Program Update ANNOUNCEMENTS NCDOT is holding a call for Federal Lands Access Program (FLAP), with applications due in November. The Citizens Advisory Committee (CAC) is accepting applications until September 30, 2016, The application is available online. Bicycle/Pedestrian planning grant applications are still open through November MPO Board Resolution of support is required with an application. The MPO Board Member orientation Lite will be held on September 22 nd at 2:00pm after the Board meeting. Preliminary results from SPOT Prioritization will be available at the next MPO Board meeting. 16 Staff Report & Recommendations Item 6B: SPOT Prioritization 4.0 Projects Results and Tier Draft The State of North Carolina s process for prioritizing transportation projects allocates 1,800 local input points to the French Broad River MPO for Tier projects. Up to 100 of these points may be applied to a single project that is located entirely within the FBRMPO s planning boundary. Those 100 points from the MPO make up 25% of a project s total score for Tier projects. In late August, NCDOT has released a status update on inclusion of previously ranked Tier projects. The MPO Board has an option to cascade projects to be funded in the Tier; the default is not to cascade projects. The following projects have so far been funded in the tier or are in the Developmental STIP/TIP as not committed: H NC 63 New Leicester at Patton Avenue. Improve Intersection. Funded. H US 19 BUS(Weaverville ). At-Grade Intersection Improvement. Funded. H I-40 at Blue Ridge Road. Convert Grade Separation to Interchange (*Statewide Mobility project approved by the FBRMPO Board to be cascaded). Funded. H NC 63 New Leicester Hwy from US 19/23 Patton Ave to Newfound Road. French Broad River MPO staff is using the prioritization methodology, approved by the MPO Board at its March meeting, to determine which projects would receive preliminary local input points. As part of the approved methodology, local input meetings were held. As per the MPO methodology, one transit project and two bicycle and pedestrian projects will receive MPO input points, unless no suitable candidates are identified. The tables below illustrate Tier preliminary project scores based on the MPO methodology including local priority assignments based on local meetings. 17 Staff Report & Recommendations The list of Tier projects points assignment will be back to the TCC and MPO Board for review and approval on October 14 th and October 28, after a period of public involvement. A note on potential cascading of projects: As part of the MPO s methodology projects may cascade from one funding tier to another upon MPO Board approval on a case-by-case basis. The MPO s Prioritization Subcommittee will consider the Tier projects scoring and make the initial recommendation for approval of projects to receive draft local input points from the MPO. That recommendation will be made the morning before the MPO Board meeting. See one of the tables below for a list of projects that may be recommended for cascading based on a strict interpretation of MPO s methodology: Recommended action: approve that the draft Tier MPO points assignment in order to start the public input process for final Tier FBRMPO points adoption in October. 27 Staff Report & Recommendations Item 6C: 5310 Call for Projects The MPO plans to hold a call for projects for FTA Section 5310 (Enhanced Mobility of Seniors and Individuals with Disabilities) funds made available to the Asheville Urbanized Area. The City of Asheville is the current designated recipient of these funds but the MPO is responsible for holding a call for projects and holding selection committee meetings to help program these funds. 29 Staff Report & Recommendations Item 6D: Congestion Management Process Overview Congestion Management process is one of the federal requirements for larger Metropolitan Planning Organizations serving urbanized areas over 200,000 in population, or TMAs. The CMP requirement has been retained under the new Metropolitan Transportation Planning Rule, published May 27, As per 23 CFR , The transportation planning process in a TMA shall address congestion management through a process that provides for safe and effective integrated management and operation of the multimodal transportation system, based on a cooperatively developed and implemented metropolitan-wide strategy, of new and existing transportation facilities eligible for funding under title 23 U.S.C. and title 49 U.S.C. Chapter 53 through the use of travel demand reduction and operational management strategies. The CMP should result in multimodal system performance measures and strategies that can be reflected in the metropolitan transportation plan and the TIP. French Broad River MPO has last updated its CMP in 2010, as part of the Long Range Transportation Plan 2035 development. The FBRMPO CMP has not been updated during the 2040 MTP adoption; the existing CMP was included as an appendix to the 2040 MTP plan. Current CMP version may be viewed at Adopting a CMP update in the spring of 2017 would allow the process to feed into the Comprehensive Transportation Plan (CTP) update for the French Broad River MPO region. This is a draft timeline, subject to change. August-September 2016: Development of CMP objectives. Reviewing available data for potential performance measures. Draft performance measures. October-November 2016: Defining CMP network for the region and collecting performance measures for the network. Identifying target CMP corridors. 31 Staff Report & Recommendations Item 6E: Biltmore Avenue Congestion Management Analysis In follow-up to the previous discussion at the August MPO Board meeting about Biltmore Avenue Complete s project, NCDOT staff with Transportation Mobility and Safety Branch will present some analysis and a potential concept for accommodating active transportation on Biltmore Avenue while still moving motor vehicles through the corridor safely and efficiently. The concept to be discussed is called a quasi-couplet. On Biltmore Avenue there would be two lanes for motor vehicles northbound with one lane southbound, and a northbound bicycle lane or path. Meanwhile, on McDowell there would be two lanes for motor vehicles southbound with one lane northbound, and a southbound bicycle lane or path. Smart signal timing and left turn lanes as needed at key intersections would be utilized to help move all vehicles demanding service along the corridor smoothly while providing excellent access to surrounding properties, minimizing extra right-of-way needed, and creating the space for the bicycle facilities. The NCDOT team will show examples of this concept being used successfully elsewhere. 32 Staff Report & Recommendations Item 6F: Bent Creek Greenway Feasibility Study Buncombe County staff will discuss the Bent Creek Greenway Feasibility Study and the current status of the project. Bent Creek Greenway Feasibility Study is one of the planning studies which have recently received federal funding through the French Broad River MPO UPWP (80% funded with STP-DA flex to PL funds). The latest phase of the Feasibility Study took a look at the section of Bent Creek Greenway that would one day connect the Asheville Outlets, the WNC Farmers Market and the current French Broad River Greenway (which spans between Hominy Creek Park and Carrier Park). This section of greenway would generally follow N.C. 191/Brevard Road and would be a key connector of existing greenways as part of Buncombe County s larger Greenways Master Plan. Bent Creek Greenway Phase I and II are included in the FBRMPO MTP 2040 list of bicycle and pedestrian projects.
