Staff will present on a number of aspects related to prioritization: Results of Mobility tier tier results and schedule Consideration of Cascading Mobility projects to the tier Changes to NCDOT s and the FBRMPO s schedule Next steps for public involvement and Division Needs projects MPO staff will go through SPOT Prioritization results that were released by NCDOT on Wednesday, April 13 th. 16 NCDOT Strategic Prioritization 4.0 Preliminary SPOT Scores for Mobility and Funding Tiers This workbook contains preliminary quantitative scores for all projects evaluated in Prioritization 4.0 (P4.0), which are subject to North Carolina s Strategic Transportation Investments (STI) Law. All data used for scoring and evaluating projects, including scores and initial point-in-time cost estimates, have been generated by either the North Carolina Department of Transportation and/or through coordination with local governments. The results are intended for use in the Department s Strategic Prioritization Process and for preliminary level planning, scoring, and evaluation purposes only. MPOs, RPOs, and NCDOT Divisions will assign local input points for and Division Needs projects in the spring and summer of to produce final project scores and rankings. Per the STI law, these scores will be used in the development of NCDOT s Draft State Transportation Improvement Program (STIP) to be released in late. Per the results of North Carolina s Prioritization Process, the French Broad River MPO did not receive funding for any projects on the Mobility Tier. These projects are still eligible for funding in latter tiers to be decided over the summer and fall of. 21 Pros and Cons of Cascading Mobility Projects into the Tier in the FBRMPO Region H A, I-2513 A, I-26 from North of I-26-I-40 split to North of Haywood Road (SR 3548) (location: Buncombe County). Add additional lanes. Cost: $136,053,000 Pros: Indicated as a priority by Division 13 Funding at least ROW of I-2513A would mean all three sections of I-2513 are funded or partially funded in the STIP this could help ensure a smooth completion of the NEPA process If I-2513A is fully funded, it could result in benefits to construction scheduling could be a more seamless process rather than building one portion of the Connector and coming back in several years with more construction Cons: This is a sibling project of two funded I-2513 phases and the NEPA/environmental review and permitting process is currently underway for all three phases of I-2513; cascading this project now would likely not accelerate construction into the first five years Cascading this project into the category would mean it would not compete for the Mobility funding in the next SPOT round in two years, if funded out of funding pot (i.e. would have to give up funding to compete in the category) FBRMPO will have another opportunity to check the Mobility scores and cascade this project in two years If this project is cascaded and funded out of category, the total coast would account for a large portion of the total regional funding available for combined Divisions 13 and 14 (as much as $136 million out of approximately $146 million remaining to allocate) The number of lanes for this section is not yet determined, pending ongoing traffic forecast update and additional design the cost estimates could change, which could potentially make this project score better in the cost-benefit category for Mobility Would take MPO points from another regional roadway project H111311, I-4409, I-40 at Blue Ridge Road (SR-2500).
