1 City of Fairfax, Virginia City Council Work Session Agenda Item # WS 4 City Council Meeting 10/03/2017 TO: FROM: SUBJECT: ISSUE(S): Honorable Mayor and Members of City Council Robert Sisson, City Manager Discussion of Two Year Transportation Funding Priorities Review transportation funding summary and funding timelines; discuss upcoming applications and potential projects to submit for consideration; and public input received on proposed projects and Two Year Program process. SUMMARY: The Two Year Transportation Program has been developed as a way for the City to annually update project priorities and evaluate those projects as candidates for upcoming funding opportunities. There are numerous outside funding sources for transportation projects. Each has its own timeline for both applying and receiving the funding, as well as unique eligibility requirements. The City has received funding from all of the funding sources in the past. The proposed Two Year Transportation Program is the City s first attempt to develop a process for evaluating transportation projects. The City has done extensive outreach on both the process and the proposed projects to inform the community and solicit feedback. With Council s concurrence, staff proposes to revisit the list annually with the addition of an out-year each year. 7 Two-Year Transportation Program Comments I love it! Please consider extending the George Snyder trail to connect to the Wilcoxon Park Trail, which connects to the Cross County Trail at Picket Road. This would provide a far better option for 1 riders and hikers going north on the CCT towards Oak Marr Park. An underpass at the Accotink creek bridge on Fairfax Blvd. similar to the one just finished at Thaiss Memorial Park would be ideal. 1. We definitely need to widen Jermantown Road between Route I-66 and Fairfax Blvd, especially the cross section of Jermantown Rd. and Carol Street. It is extremely difficult and dangerous to make a left turn onto Jermantown Rd. from Carol St. because the sight of incoming traffic from the I-66 flow is hindered Also, the left-turn lane from Rt 123 (Chain Bridge Rd) onto Hunter Mill Rd in Oakton near Oakton Elementary School always blocks the other lanes, thereby causing extreme delay most of the day. We should do something about it. 3. Also, the traffic flow will be greatly improved if we have a separate right turn lane from 123 (Chain Bridge Rd) to Jermantown Rd at the corner of the Flint Hill school. Old Lee Hwy Multi Modal Improvements and the George Snyder Trail construction are very much needed. As a bicyclist and a FFX city resident, it would greatly improve the ability to move around 3 FFX City and the surrounding areas with these changes. Walking and biking access are becoming more and more important to residents and one of the major things many people consider when deciding where to live. Help Fairfax City invest as other nearby counties and cities have done in increasing funding and infrastructure to for more walkable and bikeable cities. As the city moves forward with upgrading its transportation infrastructure I hope it will consider upgrading its cycling signage from "Share the Road" types of signs to "Bicycles May Use Full Lane" 4 signs. Additionally, many of the sharrow markings are placed far to the right on roads under 14' in width. Leading to close passes by drivers of people riding bikes. 5 I think the top priority should be starting the transportation demand program and the road improvments. The trail completions should definitely be towards the bottom. The Jermantown Road bridge over I66 needs desperately to be updated, but I am opposed making it 4 lanes. It needs sidewalks for pedestrians so residents of the City of Fairfax can access the paved path to Oak Marr and the Cross County Trail. I am also opposed to making Jermantown Road 4 lanes from 6 the bridge to Route 50. We talk a lot about making our area pedestrian friendly, but encouraging more traffic on Jermantown will make it even more dangerous for our kids to walk to school. Right now one thing I like about living in Fairchester Woods is that my kids can walk to elementary and middle school. We get to meet our neighbors and get all the benefits of being outdoors regularly. If Jermantown Road becomes a highway type bypass it will significantly affect the students at Providence. Thank you. I am concerned about citizens having extended hours of bus service on weekends. The Fairfax Connecter is very helpful when coming from Tysons Corner to Vienna Train Station and the extended 7 hours on Friday and Saturday, but once one gets to Vienna there is only Uber, Lyft, and Taxi which are expensive going further West. Will there be extended hours of Bus Service for those going to Waples Mill, Centerville, Pender Drive, Fair Oaks Mall area? 8 9 Old Lee Highway Improvements: YES. It'd be great if this became a pilot for Jermantown between the 66 bridge and 29. Pedestrian Network Safety Spot Improvements: Work with civic associations beforehand. I nice painted crossing is kind of a waste if calming/safety would be better served by squaring an intersection corner. Widen bridge over I-66 at Jermantown Road: This needs to include protected bike lane(s) - I don't much care about traffic back ups into the County but I do mind dying while running/biking Jermantown Road Widening between Fairfax Blvd and I-66: Oppose unless it includes a lot of smart street design. The nearby widening on 50 made the road crossing even more hazardous and Jermantown has two schools, a park, a whole lot of communities that use multimodal facilities. Eaton Place/Chain Bridge Road Intersection Improvements: YES Additional roadway network between Fairfax Blvd and Chain Bridge Road at Orchard Street: YES For Jermantown road widening project, I hope the plan includes a traffic light at Carol St intersection that includes pedestrian lights. I walk my kids to school and not only do people not stop at crosswalks, I've almost got hit by cars twice in the last year. I'm excited that you all are seeking input from the general public. One of the areas this two-year plan mentioned being addressed is the "pedestrian network safety spot improvements." 10 The crosswalk on Pickett Road, just south of Silver King Ct (at the top of the hill, on the southbound side of Pickett Road there is a bus stop.) When I am walking, I often wind up waiting forever in the crosswalk, even in the median strip. Most of the cars are going too fast and don't seem to notice there is a crosswalk. Would it be possible to put in a crosswalk signal so that pedestrians can safely use that crosswalk? 11 The process is good. When do we get West Street and South Street linked? 12 Bike path connectivity and quality is a major issue. For example, connecting from Daniels Run path to the parth north of Main Street and connecting back to University Drive from path. Additionally, bike racks are difficult to find outside of main square. Often signage is not clear to inform drivers and bikers the expected routes. Walking paths are great! I like the sidewalk on the east side of Chain Bridge. Now can we start the process for a sidewalk on the west side from Kenmore Bridge to Fairfax Boulevard? All of the other projects are great. Love 13 to see Jermantown Rd used as a western bypass. 14 Support Jermantown widening. Support trail/sidewalk improvements. Thank you for holding this meeting. I'm not sure I understand why so much attention is being paid to Northfax area. We also have what seems to be a vibrant retail district along Pickett Road. 15 However, the pedestrians and bicycle sidewalks leading to this area are not really up to current standards. 16 I strongly support more bike lanes/paths. 17 Build that bridge over I-66! Please keep the CUE bus on Warwick and not going Bevan to Fairfax Blvd. We need consistent sidewalks all over.
