This special meeting was called to make up for the scheduled meeting on October 8, 2015 that was cancelled due to lack of quorum. Item 1 Welcome, Introductions, and Ethics Reminder At approximately 12:00 pm, Mr. Andrews noted that a quorum was in attendance and called the RTAC meeting to order, in the absence of Ms. Price, who entered the meeting a few minutes later. Introductions were conducted. Mr. Andrews read the Ethics Reminder and asked if any members had a known conflict of interest with an agenda item. None were raised at this time. Item 2 Purpose & Agenda for Today s Meeting Mr. Day reviewed the agenda for the meeting. There were no amendments to the agenda. Item 3 Public Comment and Public Hearing on Items 6a and 6c Ms. Price called for any public comments, including whether anybody wished to participate in the Public Hearing. There were no members of the public who wished to make comments. Mr. Day noted that since there were no members of the public wishing to participate in the Public Hearing, he would wait and give his presentation on Items 6a and 6c during the appropriate time for those items on the regular agenda. Mr. Andrews made a motion to close the public hearing, which was seconded by Mr. Cheek. The motion passed unanimously. Item 4 RTCC Meeting Report to RTAC Mr. Day provided an overview of the October 8 RTCC meeting, noting that the RTCC recommended approval of Item 6a with one addition to the text; cancellation of the April and June 2016 meetings to be replaced by a May 12, 2016 meeting (Item 6b); approval of Item 6c with the splitting of one project into two; and approval of Item 6d without changes. He also stated that Bret Martin had left Orange County and the RTCC had elected Hillary Pace to serve as its new chair and Chris Kennedy to serve as its new vice chair. Item 5- August 13, 2015 Meeting Summary Mr. Day noted that the August 13 meeting summary was included in the agenda packet. Mr. Picerno made a motion to approve the meeting summary as submitted, which was seconded by Ms. Hales. The motion passed unanimously. TARPO RTAC October 21, 2015 Meeting Minutes 1

4 Item 6a TARPO Prioritization Policy Adoption Mr. Day provided an overview of this item, noting that it had been previously discussed at the August 2015 meeting. He also noted that the document had been posted online for comment, but none had been received. He highlighted the following changes between the current policy and the proposed policy: Remove section that discusses submission of projects (p. 1) Change county rankings from top 20 projects to top 10 projects (p. 1) Move timing of county rankings from the beginning of the process to the middle (following the release of NCDOT scores)(p. 1) Change bicycle & pedestrian criteria based on the recommendations in the TARPO Bike/Ped Planning Framework (pp. 3-5) Change transit, aviation, and rail criteria to match revised NCDOT criteria (pp. 5-6) In section on SPOT Point Assignment, change the default from the top 3 projects in each county + the 2 nexthighest scoring projects in the RPO to instead be the top 2 projects in each county + the 6 next-highest scoring projects in the RPO (pp ) Add restriction against assigning points to projects with very low NCDOT scores (less than 10)(p. 12) This was added at the request of the RTCC at their October 8, 2015 meeting. Add section to discuss cascading projects, and how points will be assigned if projects receive funding in the category (p. 13) Updated schedule and website link (p. 14) Deleted appendix showing sample project list (related to project submittal) There were general questions about the reason for the change that had been recommended by the RTCC, to not assign points to projects with a DOT quantitative score lower than 10. Mr. Day replied that the RTCC had recommended this to ensure that very-low-scoring projects with little chance of receiving funding would not receive points at the expense of other higher-scoring projects with a better chance at funding. He noted that this change was reflected in the version of the document included in the agenda packet. Mr. Picerno made a motion to adopt the revised TARPO Prioritization Policy, and to allow staff to make any minor text revisions that may be requested as a result of NCDOT review. The motion was seconded by Ms. Hales. The motion passed unanimously. Item 6b Rescheduling of Spring 2016 RTCC/RTAC Meetings to Align with STI Schedule Mr. Day noted that the current TARPO meeting schedule includes meetings on April 14, 2016 and June 9, He stated that due to the STI schedule, it would be prudent to hold a meeting in late May 2016, in order to allow maximum time for the development of TARPO s local input point assignments. He noted that the RTCC had suggested cancelling the April and June meetings, and holding a single meeting on May 12, 2016 instead, maintaining the current second Thursday schedule. However, Mr. Day requested that the RTAC consider May 19 as the meeting date, since this would allow additional time for the development and vetting of local input points. Mr. Cheek made a motion to cancel the April 14, 2016 and June 9, 2016 RTCC and RTAC meetings, and to hold RTCC and RTAC meetings on May 19, 2016 instead. Mr. Andrews seconded the motion. The motion passed unanimously. Item 6c Approval of Project List for Consideration in STI Prioritization 4.0 Mr. Day provided a presentation that explained the process for developing the recommended Prioritization 4.0 project list, starting with the list developed by the Prioritization Subcommittee, which was then modified based on comments received from local jurisdictions. He noted the following comments that had been received: Orange County Commissioners endorsed with no comment Chatham County Commissioners endorsed with no comment Town of Siler City endorsed, but requested change to description of US 64 project endpoint (change from Stockyard Rd to western town limits) Lee County Joint Planning Commission endorsed, with requests to: o Reduce scope of Colon Rd project (just area near US 1, modernization) o Consider the South Main St sidewalk in Broadway as a Safe Routes to School Project TARPO RTAC October 21, 2015 Meeting Minutes 2

5 o Consider safety issues at S. Franklin Dr & Pendergrass Rd intersection Moore County Transportation Committee endorsed, with requests to: o Remove the US 1 Superstreet, since this was being built with existing funds and did not need to be submitted for funding o Remove the downtown Aberdeen pedestrian improvement project, since it would not meet the minimum cost threshold o Remove the Western Connector from the new project list (it will remain on the carry-over project list) o Revise the Johnson St sidewalk project to also include sidewalks on Mikes Pl & Magnolia Dr* * The RTCC recommended splitting this into two projects on 10/8/15. On 10/12/15 the Aberdeen town board requested that the Mikes Pl/Magnolia Dr project be removed at this time, with the possibility to resubmit in a future prioritization round. The Johnson St project would remain on the list. Mr. Day also noted that Division 8 was working on its own list of projects to submit, and that several projects in the TARPO area were being considered, including improvements to NC 690 in Moore County, improvements at the NC 22/McCaskill Road intersection in Moore County, and improvements at the NC 211/Glasgow Drive intersection in Pinehurst. He also noted that Division 8 had requested TARPO to consider adding improvements to US 1 in the Tramway area and improvements to the Pinehurst Traffic Circle to our project list, but that this would require removing other projects since TARPO was at its limit for new highway projects. Mr. Sturdivant noted that Division 8 was considering making changes to its proposed list, to see if the Tramway and Pinehurst Traffic Circle projects could be added there. Item 6d Endorsement of Carthage Application for NCDOT Bicycle/Pedestrian Planning Grant Mr. Day stated that the Town of Carthage planned to apply for an NCDOT Bicycle & Pedestrian Planning Grant, which would provide funding for the Town to develop a bicycle and pedestrian plan. He noted that as part of the process, the Town was required to seek endorsement from the RPO, and an agreement that RPO staff would participate in the process. Mr. Day noted that a draft resolution to this effect was included in the agenda packet. Mr. Picerno made a motion to adopt the resolution endorsing the Town of Carthage application. Ms. Hales seconded the motion. The motion passed unanimously. Item 7 Information Items Mr. Day noted that a number of handouts and information items had been included in the agenda packet for reading. These included the new NCDOT policy on special events in roadways, the new NCDOT policy on accommodating greenways in bridge projects, a report on intercity transit in North Carolina, the TARPO fourth quarter finance memo and annual report, the Transportation Planning Branch update handout, the Division 8 update handout, and the TARPO staff update handout. In our area, we have two CTPs underway (Chatham County and Moore County), which do not need to be resubmitted, and we have one recently-completed CTP (Orange County, 2013). Lee County s most recent CTP was adopted in 2008, but with the substantive work completed in the timeframe. There are several reasons why a new CTP for Lee County would be advisable at this time: Approaching 10 years since development of the last CTP Completion of the US 421 Bypass and its impact on traffic patterns 2008 CTP was developed without the aid of a travel demand model; development of a travel demand model as part of a new CTP would allow more sophisticated testing of alternatives Changes in the Strategic Corridor/Strategic Transportation Corridor policy with regard to the recommendations on US 1 Several recent project ideas that were not considered in the original CTP (widening of Tramway Road, US 1 superstreet improvements, etc.) Actions Requested: Approval to Request a new Lee County CTP study. As a result, NCDOT has released a draft list of changes to the Statewide Transportation Improvements Program (STIP) due to this increased funding. In the TARPO area, the following projects would be affected by the proposed changes: U-3628 (NC improvements in Carthage, between the courthouse and US ). This project was not previously included in the STIP. $5.5 million is programmed, with right-of-way and utilities in 2020 and construction in If approved, this project would be considered committed, and would not need to go through Prioritization 4.0. Following the meeting, this revised methodology was submitted to NCDOT for approval. NCDOT s methodology review committee will meet on December 8, and will provide feedback to staff on any necessary revisions to the document. The RTAC has already granted staff permission to make minor (non-substantive) text changes and clarifications if requested by NCDOT. Staff will provide an update on the outcome of NCDOT s review, and any necessary additional actions. Since that time, projects have been submitted by TARPO staff, as well as neighboring MPOs/RPOs and NCDOT Divisions. An updated list of projects included in Prioritization 4.0 is attached. Please note that one of the requested projects for submittal a rail station in Sanford could not be submitted due to NCDOT rules requiring that a study already be completed before a rail station project can be considered for funding. NCDOT staff indicated that since Sanford is not served by the NCDOT-operated rail line, but rather by an Amtrak-operated line, the City of Sanford would need to work with Amtrak and CSX in order to pursue a study, if desired.
