Introductions were conducted around the room. Item 2 Purpose & Agenda for Today s Meeting Mr. Day reviewed the agenda for the meeting. There were no amendments to the agenda. Item 3 Public Comment Mr. Kennedy called for any public comments. There were no members of the public who wished to make comments. Item 4 June 8, 2017 Meeting Summary Ms. Graham made a motion to approve the minutes as submitted, which was seconded by Mr. Meadows. The motion passed unanimously. Item 5a Election of RTCC vice chair for FY18 Mr. Day noted that Mr. Bushell had stepped down from his position at Orange County, so the RTCC would need to elect a new vice chair. Ms. Ensminger made a motion to approve Jack Meadows as the RTCC vice chair for the remainder of FY18. The motion was seconded by Ms. Graham, and passed unanimously. Item 5b Approval of Prioritization 5.0 Project Submittal List Mr. Day provided an overview of the activities of the Prioritization Subcommittee, which had met four times to develop a draft list of projects recommended for submittal to the Prioritization 5.0 process. He also discussed the comments that had been received from various local governments and how those comments had been addressed. Mr. Day also noted that several additional requests had been submitted to him since the final subcommittee meeting, as noted in the agenda materials. He added that since the time the agenda materials went out he had received further information on the project request from Moore County Airport such that they wished to combine two projects and add two projects the final project request list from Moore County Airport would be (1) Airfield Stormdrain Rehabilitation Phase II, (2) Master Plan Update, including ALP, (3) Hangar Development and Expand/Improve Airport Utilities, (4) Runway Pavement Strengthening, and (5) Taxiway and Apron Pavement Strengthening. RTCC members confirmed that the project at US and Morganton Road should be listed as an interchange project TARPO RTCC August 17, 2017 Meeting Minutes 1

4 (there was originally some uncertainty about the intent of that project). There was also discussion about the need for additional information about the Chatham Transit vehicle request in order to submit the project. Committee members noted that both Pinehurst and Pittsboro had requested bicycle/pedestrian projects that could not fit in under the 22- project cap that the Prioritization Subcommittee had worked under, and requested that Division 8 consider submitting these two projects using its submittal slots. Mr. Gould made a motion to recommend that the RTAC approve the draft list recommended by the Prioritization Subcommittee, with the addition of the five Moore County Airport projects as discussed, and with the request that Division 8 consider submitting the US sidewalk project in Pittsboro and the Murdocksville Road sidewalk project in Pinehurst. Ms. Ensminger seconded the motion and it passed unanimously. This project had previously been scored as a multilane TARPO RTCC August 17, 2017 Meeting Minutes 3

6 widening project, but staff believed that it would score better as a modernization project with passing lanes and this was the modification that had been requested. Ms. Ensminger made a motion to recommend that the RTAC approve the modification request to project H090669, which was seconded by Ms. Graham. The motion passed unanimously. Item 5d Approval of Alternate Criteria for Division Needs Scoring Mr. Day described the process by which divisions or regions in the state may develop alternate scoring criteria that differ from the default criteria developed by the NCDOT P5.0 Work Group. He noted that in both Division 7 and Division 8, alternate criteria had been developed for use in the Division Needs scoring category for highway projects. The proposed alternate criteria would reduce the freight scoring criterion from 5% to 0% and would increase the safety criterion from 10% to 15%. He noted that in order to implement alternate criteria, the affected MPOs, RPOs, and Divisions would need to agree to the changes. He also noted that the changes were recommended because the majority of Division Needslevel projects in these areas would not benefit from use of the freight criterion. Mr. Meadows made a motion to recommend that the RTAC approve use of the alternate criteria for Divisions 7 and 8. Ms. Ensminger seconded the motion, and it passed unanimously. Item 6a Publication of Final STIP Mr. Day provided an overview of the Final STIP, specifically noting changes between the draft STIP and the final STIP. He noted that the NC 78 widening project in Lee County had been added as a new project (U-6070), that 11 projects had accelerated timelines, and that one project at the Lee County airport (AV-5857) had been removed because it was a duplicate of another funded project. Item 6b Megasite Corridor Mr. Day stated that he had seen a recording of a presentation the Piedmont Triad Regional Partnership had made to the NC Board of Transportation requesting that the US 421 corridor be designated as a Megasite Corridor and a future Interstate. He noted that it had only been a presentation and that the Board of Transportation had not taken action on the request. The committee members asked Mr. Day to keep them abreast of any future developments related to this. Item 6c Draft Changes to NCDOT Sidewalk Policy Mr. Day shared a copy of proposed changes to NCDOT s sidewalk policy. Item 6d Project Updates (R-5821A, C-5618C, R-5709) Mr. Day noted that the project limits of project R-5821A had been expanded to include the Main St/NC 54 intersection in Carrboro (the project previously ended at Old Fayetteville Rd/NC 54). He also noted that the Town of Pittsboro had requested that its CMAQ sidewalk project (C-5618C) be dropped, which meant that approximately 60,000 in CMAQ funding remained available for programming to another eligible project he asked staff in Chatham and Orange Counties to consider whether they had any additional project requests for this CMAQ funding. Mr. Day also provided a detailed description of the alternatives being considered for project R-5709 (widening of NC 211 between Aberdeen and Raeford). Item 6e Bicycle and Pedestrian Planning Grants Mr. Day noted that the window was open for municipalities that wish to apply for NCDOT bicycle and pedestrian planning grants. He asked any interested municipalities to let him know so that they could get on the October agenda for approval. Item 6f Fourth Quarter FY17 Finance Update and FY17 Annual Report Mr. Day provided an overview of the final finances for FY17 and encouraged members to read the annual report. Item 7 Member Updates This item was omitted due to time limitations. At approximately 11:55 am, the RTCC recessed for lunch. 7 TARPO Rural Technical Coordinating Committee Meeting Agenda Comments October 12, 2017 Item 5a: CMAQ Project Submittal for FY19 Background At the August 2017 RTCC and RTAC meetings, staff noted that the Town of Pittsboro had rescinded its request for CMAQ funding of a sidewalk on West Street, and that as a result approximately 60,000 was available for reprogramming on another project in the CMAQeligible area. Staff asked Orange County, Chatham County, and the Town of Pittsboro to consider whether they had any replacement projects to submit. Orange County Public Transportation has responded with a request to fund the purchase of one light transit vehicle costing 56,500. To add on-board camera and radio would increase the cost to 60,000 (80% CMAQ amount equals 48,000, with the remaining 20% funded locally). This is the only request that staff has received. Recommendation Recommend that the RTAC approve submittal of the CMAQ project request from Orange County Public Transportation.

8 RESOLUTION IN SUPPORT OF THE CONGESTION MITIGATION AND AIR QUALITY APPLICATION FOR FY2019 FROM ORANGE COUNTY PUBLIC TRANSPORTATION TRIANGLE AREA RURAL PLANNING ORGANIZATION WHEREAS the Fixing America s Surface Transportation (FAST) Act continues the federal Congestion Mitigation and Air Quality Improvement Program (CMAQ); and WHEREAS CMAQ is a federal program that funds transportation projects and programs in air quality nonattainment and maintenance areas to help achieve and maintain national standards for pollutants; and WHEREAS the North Carolina Department of Transportation (NCDOT) administers the CMAQ program on behalf of nonattainment and maintenance areas within North Carolina; and WHEREAS a portion of Chatham County, North Carolina, and all of Orange County, North Carolina, were previously designated as a non-attainment area for the national eight-hour ozone standard; and WHEREAS the Triangle Area Rural Planning Organization (TARPO) has administered a CMAQ project selection process among local jurisdictions in air quality nonattainment and maintenance counties; and WHEREAS the resulting subject candidate project proposal meets the requirements of CMAQ and the guidelines established by the NCDOT to administer the program; and WHEREAS the subject candidate project will allow Orange County Public Transportation to expand its transit services; and WHEREAS a project that was previously programmed for funds has been requested for removal by the project sponsor, freeing those funds for allocation to another project; THEREFORE BE IT RESOLVED that the Rural Transportation Advisory Committee of the Triangle Area Rural Planning Organization endorses the proposal from Orange County Public Transportation to purchase a new light transit vehicle, and selects this project as its replacement project to use the funds previously allocated to the West Street sidewalk project in Pittsboro. 10 TARPO Rural Technical Coordinating Committee Meeting Agenda Comments October 12, 2017 Item 5b: Pittsboro Bicycle & Pedestrian Planning Grant Application Background Each Fall, NCDOT accepts applications for state funding from municipalities that wish to develop bicycle and pedestrian plans. As part of the process, the MPO or RPO that the municipality is a member of must also endorse the application and agree to participate in the process. In past years, Aberdeen, Carthage, Pinehurst, Pittsboro, Sanford, Siler City, and Southern Pines have received funds. The Town of Pittsboro last updated its state-funded pedestrian plan in 2009, and has never developed a state-funded bicycle plan. Given the tremendous changes taking place in Pittsboro, the Town plans to apply for grant funding to develop an updated joint bicycle and pedestrian plan. This is the only municipality staff is aware of that is developing an application this year. Recommendation Recommend that the RTAC endorse the Town of Pittsboro s application for an NCDOT Bicycle and Pedestrian Planning Grant.

11 RESOLUTION TO ENDORSE THE NCDOT BICYCLE AND PEDESTRIAN PLANNING GRANT APPLICATION FOR THE TOWN OF PITTSBORO TRIANGLE AREA RURAL PLANNING ORGANIZATION WHEREAS the North Carolina Department of Transportation has established a grant that provides funding to municipalities for the development of Comprehensive Municipal Bicycle and Pedestrian Plans; and WHEREAS the Town of Pittsboro has a desire to provide its citizens with safe, convenient, and more complete bicycle and pedestrian facilities within the community; and WHEREAS the Town of Pittsboro has decided to apply for funding from the Department of Transportation for development of a Comprehensive Bicycle and Pedestrian Plan; and WHEREAS the proposed Comprehensive Bicycle and Pedestrian Plan would complement and coordinate with existing plans in the region; and WHEREAS the Transportation Advisory Committee of the Triangle Area RPO determines it to be in the best interest of the citizens of Pittsboro to endorse said planning project; THEREFORE BE IT RESOLVED that the Rural Transportation Advisory Committee of the Triangle Area Rural Planning Organization hereby endorses the application for a Comprehensive Bicycle and Pedestrian Planning Grant made by the Town of Pittsboro, and if the project is selected, staff will provide technical assistance for the duration of the project. 12 TARPO Rural Technical Coordinating Committee Meeting Agenda Comments October 12, 2017 Item 6a: Prioritization 5.0 Project List Background At the August 2017 RTCC/RTAC meeting, TARPO approved its list of projects to submit for scoring in Prioritization 5.0. This included 22 highway projects, 22 bicycle/pedestrian projects, 17 aviation projects, and 2 transit projects (63 total). Following the August meeting, the Raleigh Executive Jetport at Sanford-Lee County clarified that three of its projects should be removed from the list because they had already been funded through alternative means or because the projects were not desired at this time, reducing the number of aviation project submittals to 14 (60 total). In addition to the 60 projects submitted by TARPO, there are 20 additional projects submitted by others (neighboring MPOs/RPOs or NCDOT Divisions) and 5 projects that automatically carried-over for rescoring from Prioritization 4.0, resulting in a total of 85 projects in the area.
