2 High Country RPO Rural Transportation Advisory Committee (RTCC) May 16, 2018 Minutes The Rural Transportation Coordinating Committee held their quarterly meeting, May 16, 2018 at 10:00 AM in the High Country Council of Governments offices at 468 New Market Blvd., Boone, North Carolina. Call to Order Chair Kevin Rothrock called the meeting to order. Approval of February 21, 2018 Minutes Chair Kevin Rothrock asked for motion for approval of the February 21, 2018 minutes Motion for approval was made by Cathy Howell. Motion was seconded by Larry South. Motion carried.
3 Approval of the STIP HCRPO Priority Needs List David gave an overview on the Priority Needs list and how the ranking worked. The draft STIP will be released January Motion for approval was made by Ken Noland. Motion seconded by Nathan Bennett. Motion carried. Approval of HCRPO Planning Work Program (PWP) Mr. Graham went over the program details and answered questions. Motion for approval of the PWP was made by Adam Stumb. Motion seconded by Sue Thompson. Motion carried. US 321/CSX Strategic Transportation Corridor Master Plan Leigh Lane with Louis Berger Group and Kerry Morrow with NCDOT TPO went over the Strategic Transportation Corridor Master Plan. They discussed the overview, goals, the vision of the plan, the criteria and the implementation. It was noted that the plan will not be a cookie cutter and that all plans will be different depending on the needs. Project Development Update David went over the current projects in the region. Kevin Rothrock and Adam Stumb gave input on the update. Public Transportation Update Sheila Blalock gave an update on public transportation which included how NC Tracks and Medicaid helps to lower cost, and how clients are approved. She stated that the drivers undergo background check, proper training, insured and are First-aid and CPR trained and certified. Division Engineers Report Sean Sizemore gave updated for Division 11 and Chris Guffey gave updates on Division 13 projects. Stephan Sparks and Kenny Heavner will be working together to help RPO s with project prioritization. Transportation Planning Branch update Pam Cook went over the NCDOT TPD News quarterly update which covered NCDOT Information Relevant to HCRPO (Scores released for projects evaluated for the STIP, Traffic Forecasts, and Comprehensive Transportation Plans), NCDOT Overall News (Greenways Providing Economic Benefits to NC, May is Bicycle Safety Month, Motorcycle Safety Month, Seat Belt Awareness Month and 2017 NCDOT Wildflower Award Winner). Committee Member Comments/Other Business There was no committee member comments and/or other business to discuss.
