1 Department Neighbor to Neighbor Volume 4, Issue 4 July / August 2010 Welcomes a New Chief Chief Carey Sullivan takes the helm of Hillsboro Police on June 30th. Chief Sullivan brings 30 years of law enforcement experience with him, and most recently served as Chief of Police in Woodland, California. Welcome! We certainly wish Chief Lila Ashenbrenner a fond farewell and extend our appreciation for her leadership of HPD and service to the Hillsboro community. Once again, Department will conduct high visibility traffic patrols and DUII enforcement details over the 4th of July holiday weekend. Extra officers will be out working the streets and highways looking for traffic violations and especially impaired drivers. The public is reminded to never drink and drive. Instead, take advantage of designated drivers and alternate transportation. Fireworks Once again, will partner with the Hillsboro Fire Department patrolling the city with an eye toward eliminating the use of illegal fireworks. Any illegal fireworks will be confiscated and citations will be issued to persons that possess them. HPD wishes you a safe and happy holiday weekend! 2 Crosswalk Enforcement... Neighbor to Neighbor 2 Helping to make Hillsboro a safer place to walk, bike, and drive has begun it s yearly pedestrian safety / crosswalk enforcement operations. The grant-funded program is intended to raise driver awareness and encourage compliance with Oregon s Stop and Stay Stopped law. The law requires motorists to yield right-of-way to pedestrians in marked and unmarked crosswalks...the lane of travel plus the next lane. It applies when the vehicle is turning or going straight. At a light-controlled intersections, drivers must allow pedestrians to clear the lane of travel plus 6 feet of the adjacent lane. It s hoped that through greater driver compliance, the number of auto-pedestrian crashes will decrease. Before turning at a crosswalk with a signal, it s 1+ 6; your lane plus six feet. Stop for the pedestrian, who must clear the lane into which the vehicle is turning PLUS 6 feet beyond that lane, before you proceed. At any other crosswalk, it s 1+ 1; your lane plus the next lane. Stop for the pedestrian, who must clear the lane in which the vehicle is traveling or turning PLUS the next lane, before you proceed. Other DRIVER RESPONSIBILITIES Stop for a pedestrian who is crossing the street at a marked or unmarked crosswalk. Do not pass a vehicle stopped at a marked or unmarked crosswalk. Stop for a blind person crossing the street at any point and continue to yield until the person has cleared the roadway. Yield the right of way to a pedestrian on a sidewalk when entering a driveway. Always obey speed laws and watch out for small children; especially in residential areas and school zones. Stop for school safety patrols. PEDESTRIANS must also exercise DUE CARE! Obey traffic control devices. Do not start to cross a signalized intersection showing a Wait or Don t Walk signal. Do not enter the roadway in such a manner as to create an immediate hazard. Yield the right of way to a vehicle when crossing the street at any point other than a marked or unmarked crosswalk. Do not cross against a gated or activated railroad crossing. Yield to emergency vehicles. Do not use the road as a walkway when a sidewalk is available. Walk on the left shoulder of the road when there is no sidewalk available on either side.

5 Neighbor to Neighbor 5 Did you know? Wearing a bike helmet is a great way to protect your head AND it s the law for youths. All kids under 16 years of age must wear a bicycle helmet. The straps should always be fastened. If the straps are flying, it's not a helmet. It s just a hat. Make sure the straps are adjusted so they're snug enough that you can't pull or twist the helmet around on your head. It's a beautiful day the sun is shining, the birds are chirping. What could be more perfect than a bike ride? Bike riding is a lot of fun, but accidents happen. That's why it's so important to wear your bike helmet. Wearing one doesn't mean you can be reckless, but a helmet will provide some protection for your head in case you fall. Every year, about 300,000 kids go to the emergency room because of bike injuries. Most of the injuries are head injuries that could have been prevented by wearing a bike helmet. Bike helmets are so important that the U.S. government has created safety standards for them. Your helmet should have a sticker that says it meets standards set by the Consumer Product Safety Commission (CPSC). Always wear a bike helmet, even if you are going for a short ride. Your bike helmet should fit you properly. You don't want it too small or too big. Never wear a hat under your bike helmet. If you're unsure if your helmet fits you well, offers free helmet fitting, just call to schedule an appointment. Once you have the right helmet, you need to wear it the right way so it will protect you. It should be worn level and cover your forehead. Don't tip it back so your forehead is showing. Take care of your bike helmet and don't throw it around. That could damage the helmet and it won't protect you as well when you really need it. If you do fall down and put your helmet to the test, be sure to get a new one. They don't work as well after a major crash. Many bike helmets today are lightweight and come in cool colors. If you don't love yours as it is, personalize it with some of your favorite stickers. Reflective stickers are a great choice because they look cool and make you more visible to people driving cars. Que Puede Hacer Si Descubre Menores Consumiendo Bebidas Alcohólicas en una Fiesta La Comisión de Control de Licor del estado de Oregón (OLCC) quiere implementar medidas necesarias para educar a padres de familia, propietarios de casas, y sus residentes acerca de cuándo reportar y ser proactivo acerca de jóvenes menores de edad y el alcohol. Si usted se entera que hay planes en una fiesta donde se servirán bebidas embriagantes en presencia de menores de edad ó jóvenes que no tengan la edad legal para consumir alcohol. La Comisión tomara medidas preventivas y contactara a los ocupantes de los inmuebles y casas para hacerles saber de las leyes que se relacionan con menores de edad y bebidas alcohólicas. La mayor parte del tiempo, la educación y prevención a tiempo puede evitar problemas legales y cargos criminales a propietarios o adultos responsables donde bebidas embriagantes son servidas en presencia de menores de edad. Si existen violaciones a estas leyes, los inspectores de OLCC pueden expedir cargos criminales. En fiestas donde hay jóvenes menores de edad, las infracciones más comunes son menores en posesión de alcohol, proveer alcohol a menores y controlando una área donde jóvenes y menores de edad pueden consumir bebidas alcohólicas. Llame a: Daniel Lopez Building Community Partnerships... The Hillsboro Youth Peer Court (YPC) is lookng for partnerships with local organizations to assist us with YPC participants. Establishing community partnerships are an effort to help these young individuals complete their sanctioned community services hours. Since August 2008, the Department s YPC has been working with juvenile first time offenders to discourage them from being repeat offenders. The goal of this program is to encourage personal accountability, teach juveniles about the law, reduce the number of referrals to the Washington County Juvenile Department, and heighten the impact of sentencing as the offenders face a jury of their peers. Participants must meet the following certain criteria to be eligible for participation: juvenile status, verification of first time offender, admission of guilt, and consent by the juvenile and his/her parents to participant in the program. Typical cases Youth Peer Court hears are low level crimes such as: Criminal Trespassing, Criminal Mischief, and Disorderly Conduct. Police officers refer juvenile offenders to the program. If qualified (i.e. first time offender), then an intake interview is conducted. After the interview, a decision is made as to whether the offender is a good candidate for the program. If the offender is a good candidate, he/she and his/her parent signs a contract to continue through the program. After everyone has agreed to the terms of the program, the offender is scheduled a court date. In court, the offender faces a jury of his/her peers for sentencing. Sentences include, but are not limited to letters of apology, serving as a juror in future cases, participation in workshops, and community service. Our opponent brought their game with a competitive and enthusiastic spirit. Though we faced an admirable opponent, HPD couldn t be denied! 8 Yee Ha! Neighbor to Neighbor 8 Bicycle Rodeo Safety Event (ages 4-10) Kids will learn valuable bicycle safety information, and get a chance to test their skills on bicycle obstacle courses. Kids must bring their own bike and helmet. If you re unable to afford a helmet for your child, one may be provided.
