1 SECTION 3: PROPOSED BICYCLE AND PEDESTRIAN NETWORK 3.1 PROPOSED BICYCLE AND PEDESTRIAN FACILITIES IN THE CITY OF FREDERICKSBURG PREVIOUS PLANNING DOCUMENTS/ORDINANCES In 1996 City Council adopted a comprehensive trails plan. The Fredericksburg Pathways Plan addressed the need for an interconnected, city-wide trail system. In 2005 City Council endorsed the Recreation Commission s Pathways Committee to review and amend the 1996 plan. The Fredericksburg Pathways Plan was adopted in January of The City of Frederi cksburg s Subdivision Ordinance requires that : where ever possi ble, connections shall be made to existing wa lkways/trails in adjacent developments or subdivisions. The City s Zoning Ordinance states that: No application shall be approved for a plann ed development district under the provisi ons of this di vision unless the general ized development plan accompanying such appli cation satisfies the following general st andards to a signi ficantly greater degree than the requirements of a conventional zoning district, as follows: The application provides a comprehensive and integrated transportation system that separates pe destrian and vehi cular traffic, including roadways, bicycle paths, pedestrian walkways, and public transportation facilities, where applicable; Sidewalks or other pedestri an pathw ays that l ink older and developed areas of the city and proposed new develop ment areas of th e ci ty are in accordance with the comprehensive plan and are located along natural waterways and scenic areas to the maximum extent possible BICYCLE AND PEDESTRIAN FACILITY IMPROVEMENTS The City of Fredericksburg s Pathways Plan contains a number of bicycle and pedestrian facility projects as well as corresponding intersection/crossing improvements. These improvements, when implemented, will allow the City of Fredericksburg to have a complete network of interconnected paths and sidewalks, making the City fully bicycle and pedestrian friendly. Tables 4 and 5, on the following page, lists all of the proposed facilities from the City s Pathways Plan as well as intersections and crossing improvements that will need to be addressed. The City of Fredericksburg is currently undertaking several bicycl e/pedestrian projects. Development of the portion of the Virg inia Central Railway Trail in the City of Fredericksburg is underway. The City is also beginning to undertake the development of the Rappahannock River Heritage Trail. Please refer to Map 2 on page 29 for the locations of these projects. C-30

4 In addition to the proposed facilities and intersection/crossing improvements found in the tables on the previous page; the George Washington Regional Commission is proposing the following additional improvements to be made within the City of Fredericksburg. As descri bed on page 14 of thi s document; B ikestation is a non-for profit organi zation that assists urban communities in the development, implementation and operation of bicycl e transit stations. Developi ng a bicycle t ransit cent er in Downtown Frederi cksburg woul d help li nk bicyclists with other modes of transportation such as the VRE and FRED would help to alleviate local traffic and would reduc e the number of needed parki ng spaces for commuters in Downtown Fredericksburg and the Surrounding Area. The cost estimate for implementation and the fi rst three years operati ng co sts was taken from the impl ementation and fi rst three years operating costs of Bikestation Seattle. These costs may be high for the City of Fredericksburg due to the likeli hood that the rent of the housing facility being ch eaper in Fredericksburg (rent for the Downtown Seattle locati on i s $40,00 0 per year for 2,800 square feet). This figure includes implementati on, construction, rent, security system f or member access, staffing, marketing, office furniture, rental bikes, gra nd opening activi ties, and a range of other items. Bicycle transit centers are eligible to receive funding from a variety of state and federal funding programs such as CMAQ, Transportation Enhanc ements, RSTP and the Transportati on & Community & System Preservation Program. Sidewalks Bikestation Seattle reports parking 30 to 40 bicycles per day, 50 to 100 custom ers per day, about 140 total members and approximately $3,000 to 4,000 a year in revenues from parking, rentals and repairs. 6 3.2 BICYCLE AND PEDESTRIAN FACILITY IMPROVEMENTS IN CAROLINE COUNTY PREVIOUS PLANNING DOCUMENTS/ORDINANCES The Caroline County Comprehensive Plan Update, which is underway now, will contain provis ions for the installation of on-road b ike lanes and greenw ays throughout the County. Utility easements will be us ed for the provision of greenways and bike paths. Many of th e new planned communities (such as Haymount) i n Caroline County wil l provide bicycle and pedestrian facilities. The 2006 Carmel Church Community Plan calls for the implementation of sidewalks, bicycl e facilities and greenways with in seven years (2013) in and around the Carmel Church Village Core. These facilities will link the Village Core area with surrounding neighborhoods and other points of interest. The Bowling Green/Milford Community Plan establi shes the necessity for pedestrian-oriented development to achieve a comprehens ive system of bicycle lanes, greenways, and sidewalks that connect to neighborhoods, parks, schools, offices, commercial areas, and other public spaces Caroline County has an unofficial Bicycle and Facilities Plan that was written by a Virginia Co mmonwealth University a graduate student. The plan has not been adopted by the Caroline County BOS. This plan identi fies bicycle and pedestrian im provements along Routes 1, 2, 207, 30, and 301. The plan also identifies bicycle and pedestri an facilities as well as off-road trails in the following designated growth areas: Primary Growth Areas: Ladysmith Area Carmel Church Bowling Green/Milford Secondary Growth Areas: Chilesburg Dawn Cedon Port Royal Skinker s Neck The Caroline County Zoning Ordinance requires that walkways be constructed on eac h manufactured home lots, and withi n Highway Commercial Overlay Districts to provide access to adjacent properties. BICYCLE FACILITY IMPROVEMENTS The rural nature and relati vely low traffic vol umes in Caroline County appeal to long distance touring and recreational cycli sts. Roads such as U.S. Routes 17 and 301 are good examples of these types of roads. These roads provide inter-jurisdictional connections which are important in creating a truly Regional network. The other recommended routes in Caroline County will provide access to the existing and future population and activity centers throughout the County. As the population of Caroline County increases shoulder improvements will be required on other roads to facilitate the safe travel of bicyclists. C-35

8 PEDESTRIAN IMPROVEMENT Pedestrian Improvements in Caroline County w ill be confined to the areas of the County t hat are identified as Primary Growth Ar eas. Included in these areas are the town of Bowling Green, Ladysmith, and Carmel Church. These are the areas that will be growing and are most likely to have a mix of commercial and residential developments. Mixed use developments such as TND s (Traditional Neighborhood Developments) such as Ladysmith Village are being utilized and are planned for the future in the County and will play a critical rol e in devel oping those areas as bicycle and pedestria n friendly. When new housing/mi xed use developments are pedestrian friendly, it encourages surrounding commercial developments to follow, making their busi nesses more attractive. If Caro line County peruses joining VRE, the County should ensure the station (planned to be located in Carmel Church, just off of Route 1) is bicycle and pedestrian friendly. It is imperative that all new commercial devel opments and resi dential subdivisions within the Primary Growth Areas accommodate pedestrians and also be requi red to integrate new facili ties into the exi sting bicycl e/pedestrian net work. It would be benefi cial to Caroline County to examine the ir zoning and subdivision ordinances and incorporate language that requires developers to address bicyclists and pedestrians. Refer to Appendix C for sample ordinance language. Table 8, to the right, contai ns a list of pedes trian improvements for selected areas of Caroline County. Thes e improvements include co rridors to i ncorporate sidewalks and pedestrian related intersection improvements. Town of Bowling Green Pedestrian Improvements The existing sidewalk network in the quaint, hi storic Town of Bowling Green is limited to a port ion of East Broaddus Ave., Ande rson Ave, Main St. from Broaddus Ave. to Lafayette Ave, Chase St. to Butler St., Courthouse Ln., from Main St. to Butler St., and portion of Maury Ave. Under the current conditions, there are many residential areas of the T own that are not accessible by sidewalks. The Town of Bo wling Green i s dedicated to provi ding a walkable and accessible community to its resi dents and visitors alike. Bowling Green desi res to have all of their resi dential areas connected to each other and connected to the commercial areas and portions of Town that contain local and county community facilities. Pedestrian safety and ADA accessi bility are criti cal factors in the implementation of the expanded sidewalk netw ork. As the Caroline County Seat of gove rnment, it is important for Bowling Green t o provide pedestrian access to all governmental facilities and to connect parking areas to those facilities. The 10 projects listed in Table 8 on the following page represent the priorities that the Bowling Green Town Council has identified in making the Town a more walkable, pedestrian friendly community. 11 3.3 BICYCLE AND PEDESTRIAN FACILITY IMPROVEMENTS IN KING GEORGE COUNTY PREVIOUS PLANNING DOCUMENTS/ORDINANCES The 1998 King George County Comprehensive Pl an calls for the provision of pedestrian and bicycle friendly facilities being incorporated into the design of new developments by the way of compact developments and mult i-use trails, connecting pub lic rights-of-way and adjacent developments. No site spe cific recommendations were made in thi s planning effort. The 2006 King George County Comprehensive Plan Update addresses bic ycle lanes and trai ls in its T ransportation Plan. The plan states that newly constructed roads and improvement projects on existing roads with traffic counts up to 9,000 vehicles per day shall incorporate bicycle travel lanes into their design. The plan also encourages the development of a pedestrian and multi-use trail system through the County, connecting major population centers, in concert with major road corridors, existi ng rights-of-way and stream valley corridors. There were several potential bicycle routes identified in this Plan these route are depicted on Map 4: Existing & Planned Bicyc le and Pedestrian Facilities in King George County. A listing of these roads are as follows: Route 3 from Route 607 to Route 678 Route 206 from Route 3 to Ernest Ellis Lane Route 610 from Rou3 678 to Route 607 Route 607 Route 650 Route 628 from Route 625 to King George CL Route 625 Route 623 from Route 650 to Route 647 Route 647 Route 629 from Route 647 to Route 205 Route 205 from route 647 to Route 301 The King George County Subdivision Ordinance states that: Sidewalks shall be required on all streets in all commercial zoning districts and on all streets i n subdivisions located in the residential zoning districts, where lot sizes are 22,000 square f eet or less in area. Sidewalks may be provide d on only one side of residential areas and lot s in a townhouse subdivision may front on a private access easement provi ded tha t: the roadway improvements shall in clude sidewal ks in accordanc e with VDOT criteria. BICYCLE FACILITY IMPROVEMENTS Bicycle facility improvement recommendations in King George County range from shared ro ad signage to shoulder improvements to a 1 mile roadway reconstruction project. The roadway reconstruction project (Route 218 from F airview Dr. to Route 609) will reconstruct a se ction of Caledon Rd. that ha s seen numerous vehicular accidents in th e past decade and is unsuitable for bi cyclists at the present ti me. This recommendati on includes addressing the lack of shoulders as well as fixing the poor verti cal and horizontal alignment the road c urrently has. Routes 3 and 301 provide inter-j urisdictional connections, along with the State of Maryland. This proposed network of long-range improvements will allow bicyclists and pedestri ans in King George County to move safe ly between residential and com mercial activity centers, transit stops, and nei ghboring counties. 13 Table 10 PEDESTRIAN IMPROVEMENTS Existing pedestrian faci lities in King George County are limited to the Courthouse Area (located from approximatel y.1 m ile east of Cherry St. to appro ximately.2 miles west of Tinsbloom Lane, only on the north side of Rout e 3. There are also di scontinuous sidewalks in the commercial area of Dahlgren. Table 10, to the right, contains a l ist of pedestri an improvements for sel ected areas of King George County. These im provements i nclude corridors to incorporate sidewa lks and pedestrian related inte rsection improvements. The pedestrian improvements are co nfined to the developing areas of the county which are found in the Dahlgren Area and the Route 3 Corridor. As stated on page 34 The King George County Subdivi sion Ordi nance states that : Sidewalks shall be required on all streets in all commercial zoning districts and on all streets in subdivisions located in the residential zo ning districts, where lot sizes are 22,000 square feet or less in area. 15 3.4 BICYCLE AND PEDESTRIAN FACILITY IMPROVEMENTS IN SPOTSYLVANIA COUNTY PREVIOUS PLANNING DOCUMENTS/ORDINANCES The 2002 Spotsylvania County Comprehensive Pl an contained a Trailways Plan and correspondi ng trailways map. This trailways map and plan are centered on the Pri mary Settlement District, which is located in the north-eastern portion of the County and is bounded by the City of Fredericksburg to the north; Lick Run (just north of Route 3) to the west and continuing south along Smith Station Road (Route 628) to its intersection with Massaponax Church Road (Route 608); east along Massaponax Church Road (Route 608) generally following the boundary of the Massaponax Creek Watershed to the Rappahannock River. As the Trailways plan explains: Developments in the Primary Settlement District are to accommodat e pedestrians and bicyclists. A system of trails, bikeways, a nd sidewalks is to be provided for access between regional transi t, residential subdivisions, commercial and employment centers, schools, and parks. The Trailways Plan map depicts the locations and types of proposed trails and bikeways in the County. A few minor revisions were made to this map for the 2006 Spotsylvania County Comprehensive Plan Update, which Spotsylvania County is in the process of undertaking. The Comprehensive Plan update will also include an Open Space Plan that will include trail/open spac e provisions. This plan does no t identify specific site improvements to the roadway/trial corridors, but addresses the need for trails in general. In the County s 2008 Comprehensive Plan Update, each of the planni ng sector pl ans (Berkley, Chancellor, Livingston, and Salem) encourage the provi sion of bicycle and pedestrian facilities in new developments, on newly constructed roads and facilities that will link historical and cultural are as of interest (i.e.- Fr edericksburg Spotsylvania National Military Park sites, and the Courthouse area). The Open Space Element of the County s 2008 Comprehensive Plan Update (whi ch is in dra ft from at the present time), proposes an interconnected network of greenways and corridors connecting the open space and Resource Protection Areas throughout the County. Both the Subdivisi on and Z oning Ordinances of Spotsylvania County provide guidel ines for the establi shment of county owned bi cycle and pedestrian facilities, bicycle and pedestrian facilities in both residential and commercial planned developments. The Zoning Ordinance also requires the provision of pedestrian facilities in areas zoned Village Residential and Village Commercial. C-44

16 BICYCLE FACILITY IMPROVEMENTS Bicycle facility improvements for S potsylvania County range fr om shared road signage on roads w here traffic volumes are relativ ely low to shoul der improvements/bicycle lanes, to shared-use paths that are separate from the roadway. Most of the physi cal improvements proposed in this plan fall wit hin Spotsylvania County s Primary Settlement District (PSD). The Primary Settlement District is the designated growth area within Spotsylvania County. There are some recommended improvements that fall outside of the PSD. These facilities are focused on establishing interjurisdictional connections to Caroline, and Orange Counties and a safe, bicycle friendly route from the PSD to Lake Anna State Park. The following recommendations build on existing bicycle facili ties in the Count y as well as addressing connectivity between res idential neighborhoods, commercial areas, parks and recreati onal facilities, schools, and historical/cultural attractions. This pl an also takes areas that are likely to develop within the next 25 years and recom mends facilities in the corridors that serve these areas. These improvements will greatly increase the quality of life for residents and visitors of the County. All of the recommended facility upgrades for Spotsylvania County follow roadway alignments except for one. The Virginia Central Railway Trail (as described on page 24) will generally follow the abandoned VCR rail bed. T he ownership of the corridor itsel f is divided up between many landowners; so there may be substantial land acquisition costs associated with the development of this project. An alternate path, not following (but closely paralleling) the original corridor may need to be explored. A 1.4 mile portion of this path between Harrison Rd. and Salem Church Rd. is already in place. The detailed aspects of developing this corridor would require its own independent study with a detailed land survey. The VCR Trail would act as a vi tal connection bet ween S potsylvania County and the City of Frederi cksburg. This tra il will also provide access to all of the Fredericksburg-Spotsylvania National Military park sites in the City and Spotsylvania County, which could boost tourism for both localities. Please refer to Table 11, on the following page for a listing of the recommended bicycle facility improvement projects for Spotsylvania County C-45

18 PEDESTRIAN FACILITY IMPROVEMENTS Table 12 Pedestrian facilities in Spotsylvania County are discontinuous throughout the County. There are sidewal ks present along so me of the roads in the county but they often end abruptly, leav ing pedestrians to walk on the shoulder (i.e. Salem Church Rd.). There are many subdivi sions in the Primary Settlement Distri ct that contain si dewalks within their confines, but these sidewalk networks often don not connect to anything outside of the development. The same can be said for commercial developments; there are often si dewalks i n front of the respective developments (as required by the Spotsyl vania County Zoning Ordinance) but they do not connect to adjacent developments. It would be benefi cial for Spotsylvania County to revi sit both their zoni ng and subdivision ordinances to incorporate some language stating that bicycle and pedestri an facili ties are required to connect to existing facilities. The pedestrian facility recommendations on the following page include sidewalks and pedestrian oriented intersection improvements. These improvements are focused on areas of exi sting devel opment that lack appropri ate pedestrian facilities and areas and future development areas that will see residential and commercial land uses. These improv ements connect resid ential areas to commercial areas, parks and recreational facilities and schools. In Goal 4 of Stafford County s Transportati on Plan (adopted April 16, 1996) call s for t he promotion of alternati ve modes of tra nsportation to more effe ctively address traffic demands on the transportation network, i ncluding support of regional transportation programs. Object ive number 8 under this goa l specifically supports the establishment of community and regional pedestrian and bicycle facilities throughout the County. Stafford County s 2003 Land Use Plan supports the establishment of a network of bicycle and pedestrian facilities. The Subdivision and Ordinance of Stafford County includes language that requires t he provision of pedestrian ways in townhouse, cluster subdivisions, and subdivisions with lots less than 10,000 square feet in size. 22 BICYCLE FACILITY IMPROVEMENTS Bicycle facility recommendations in Stafford County range from simply installing s hare the road signage in areas that have ad equate paved shoulders and roads with relatively low traffic volumes to shoulder improvements, bike lanes and two shared-us e paths; one that w ill run parallel with R oute 630 (Courthouse Rd.) from Brooke Point High School to Courthouse Roads inters ection with Shelton Shop Road. The other shared-use path is the Belmont-Fer ry Farm Trail, which is under development in southern Stafford County and will be a crucial part of southern Stafford County s bicycle and pedestria n network. This trail connects 5 parks/historic areas (Belmont, St. Cl air B rooks Park, Pratt Memorial Park, the Fredericksburg-Spotsylvania Na tional Military Park and George Washington s Ferry Farm) and will greatly improve the bicycle and pedes trian accessibility in that area of the C ounty. The Belmont-Ferry Farm Trail is also recognized as a segment of the Potomac Heritage National Scenic Trail. There are porti ons of this trail that are comple te and portions that are still under design. The figure, to the right, represents the conceptual loca tion of thi s shared-use trail. The improvements listed in Table 13, on the following page, build upon existi ng facilities and focus on connecting both ex isting and future activi ty centers in the County as well as addressing interjuri sdictional connections to the City o f Fredericksburg, King George County and Fauquier County. 25 PEDESTRIAN FACILITY IMPROVEMENTS Proposed sidewalks in Stafford County include areas in northern Stafford County, the Courthouse area and along Warrenton Road. These improvements i nclude sidewalks and pedestrian oriented intersection improv ements. Warrenton and Garri sonville Roads are areas that are experi encing an increas ing amount of pedestrian traffi c and have no facilities to accommodate them. There are plans to reconstruct these roadways and it is imperative to include sidewalks in the design of these roads. Table 14, below and to the right, contains a l ist of pedestrian i mprovements for selected areas of Sta fford County. These improvements include corri dors to incorporate sidewalks and pedestrian related intersection improvements. 28 3.7 INTERSTATE CONNECTIONS THE EAST COAST GREENWAY The East Coast Greenway was launched in and aims to become the first l ong distance urban trail in the United States. This corridor links cities on the eastern seaboard by connecting local existing and planned trails. Ultimately the East Coast Greenway will be a safe, continuous corridor that is completely off-road. The entire route is over 3,000 miles long; beginning in Calais, Maine and ending in Key West, Florida. The East Coast Greenway i s currently in it s infancy; approximately 21% of the trai l is off-road. The remainder of the trail fol lows roadways that link the offroad sections; until a continuous o ff-road corridor can be ident ified. As planned, the East C oast Greenway will traverse the G eorge Washington Region via Stafford County, The City of Fredericksburg, Spotsylvania County and Caroline County. The East Coast Greenway Alliance, a national non-profit member organization, has state chapters in every state the trail passes through. The Alliance works through the state chapters to partner with national, state, regional, and local organizations, agenci es and governments to help identify and maintain the portions of the Greenway that passes through their area. Working with the Virginia chapter of the Ea st Coast Greenway Alliance to establish an off-road secti on for the George Washingto n region will benefit the entire region by drawing an increas ed amount of tourism, and improvi ng the overall qu ality of l ife for the residents of the reg ion. The George Washington Regional Commission is willing to act as the region s liaison to the ECG Alliance. The GWRC will further the concept of the ECG by coordinating with the ECG Alliance through: Working with the George Washington Region s localities in planning and developing both on-road and off-road trails in the region. Informing the Virginia Chapter of the East Coast Greenway Alliance when bicycle facility improvements are made to roads that serve as the temporary links. Informing the Virginia Chapter of the ECG Alliance when new off-road trails are constructed that can be used for potential links. Hosting East Coast Greenway outreach meetings/events Providing informational materials concerning the ECG to the elected officials and residents of the Region C-57

29 THE POTOMAC HERITAGE NATIONAL SCENIC TRAIL The Potomac Heri tage Nati onal Scenic Trail (PHNST) is a partnership to develop a netw ork of locally-managed trail s between the mouth of the Potomac Ri ver and the Allegheny Highlands. As of late 2008, the Trail network includes 820 miles of existing and planned routes. Within the GW Region the PHNST will traverse Stafford and King George Counties. In Stafford County, the network includes the Belm ont-ferry Farm Trail, the Gov ernment Island Trail, and the pl anned A quia Creek Water Trail. Other possi ble connections within the GW Region could incl ude porti ons of Route 1, Courthouse Road, Andrew Chapel Road, Brooke Road, Eskimo Hill Road, Potomac Run Road, Leeland R oad, Deacon Road, Cool Spring s Road and Route 3 (Kings Highway). This potential route is depi cted on the Existing & Planned Bicy cle & Pedestrian Facilities in Stafford Count y Map on page 50. In King George County there are three possible rout es: the most route will connect to Stafford County via Route 3 and then use the D ahlgren Heritage Trail (once all of the outsta nding issues are resolved) to Windsor Road and the on into Westmoreland County. Another possibility would use Rout e 3 from Stafford County to Port Conway Road, Salem Church Road, Dickinsons Corner Road and Stone Knoll Road. This route strays away from t he Potomac River and Caledon Natural Area, but the identifi ed route is identified as bicycle routes in the King Georg e County Comprehensive Plan and the roads also experience very low traffic volumes. The third route would be considerably expensive; this route would connect to Stafford County via Route 3 and use Chapel Green Road, Dahlgren Road and Windsor Road. The entire length of Dahlgren Road (Route 218) would need to be reconstructed. Currently the road is unsuitable for bicyclists and pedestrians. Grants are available through the National Scenic Byway Program to begin the feasibili ty study for the reconstructi on of this road. These r outes are depicted on the Existing & Planned Bicycle & Pedestrian Facilities in King George County Map on page 38. Adjacent to the planning area, the net work includes the Northern Neck Heritage Trai l Bicycling Route Network (which could be co nnected to the GW Region via the planned route on Stone Knoll Rd. or via Windsor Rd. in King George County) a nd routes in Prince William Forest Park and in the Potomac River corridor of Prince William County between Belmont Bay and Leesylvania State Park. Other segments of the Trail network include the Mount Vernon Trail, C & O Canal Tow path, Great Allegheny Passage, Laurel Highlands Hiking Trail, and various linear parks and trails in Northern Virginia. The develo ping braided network of t rails provides various opport unities for travel on foot; by bicycle, horse and boa t; and on cross-country skis. The GWRC will adapt the concept of the Trail network to local needs by coordinating and acting as a liaison with the National P ark Service, the Potomac Heritage Trail Association (PHTA), BikeWalk Virginia, and others through: Facilitating discussion with the Region s local representatives to plan and develop on-road and off-road trails in the region; Informing the NPS, PHTA, BikeWalk Virginia, and others when new off-road trails are constructed that might serve as connections; Hosting Potomac Heritage National Scenic Trail outreach meetings/events Providing informational materials concerning the Trail network to elected officials and residents of the Region.
