2 ENGINEERING 1.A Design a Pedestrian Connectivity Comprehensive Master Plan covering Broward County, with the objective to help connect pedestrians between residential areas, transit stops and stations, and activity centers. o Broward MPO, County, municipalities o Broward County, Parks and Recreation Department, South Florida Commuter Services o Municipality- participation; private land and existing gaps and barriers in public space connectivity; conflicting values among locations o Broward County Pedestrian and Cycling Connectivity Comprehensive Master Plans 1.B Using bicycle and pedestrian advocacy committees, improve designs and policies by continually initiating and engaging committee- members in efforts to support pedestrian and bicyclist safety as well as reduce the continuation of auto- centric planning practices o Broward County, individual municipalities, BPAC, TAC, TCC o Broward MPO, CDC Active Design Guidelines, AARP, Safe Streets Act o Policy conflicts among communities; community input o Policy updates and amendments to Urban Design / Development Standards 1.C Develop methods to predict pedestrian barriers (identifying both physical barriers and barriers to creating and implementing pedestrian and bicyclist- oriented safety policies) o Broward MPO o FDOT, NCIPC, CDC, South Florida Commuter Service o Difficulties in working within R.O.W. and existing private property o Guidelines established of best practices for avoiding pedestrian barriers, utilized in policy review, development of Pedestrian Connectivity Master Plan and in development review pre- application meetings 2

3 1.D Initiate school- based environmental assessments and the identification of supplemental resources for administrators to utilize for gaining grant application assistance for infrastructure revitalization o School Board, Broward County o School Board, South Florida Commuter Services, TAP Grants, FDOT, WalkSafe, BikeSafe, Safe Kids, CDC, NCIPC, EPA, SRTS o Obtaining on- site assistance; follow- through with completing all forms and entire applications within deadlines and boundaries, such as data collection times required for TAP Grants o Guideline manual for schools to utilize when approaching and working through Grant applications 1.E Establish a multimodal level of service (MMLOS) for Broward County o Broward County o Broward MPO - Complete Streets o Adoption within the many municipalities o Broward County LOS Model for Multimodal Transportation / Multimodal LOS Standards 1.F Improve wayfinding practices and design for pedestrians bicyclists to use for information, direction and placemaking o Broward MPO o FDOT, Broward County Transportation o Agreement of best practices among agencies, time constraints and budgets o Establishment of proficient signage for informing pedestrians and bicyclists, wayfinding guidelines, manual and examples 3

4 1.G Utilize Complete Streets Guidelines to generate an on- and off- the- grid system of bike lanes and multimodal pathways o Broward MPO, County, municipalities, FDOT o FDOT, Broward County Transportation and Mobility, local bike groups o Lack on Broward Transportation and Mobility efforts to integrate, lack of FDOT and Broward MPO prioritization o Increased connectivity through use and implementation of more bike lanes, buffered bike lanes, cycle tracks, bike boulevards and shared lane markings 4

5 EDUCATION 2.A Finalize pedestrian and bicyclist safety plans specifically for using during educational campaigns that are aimed to improve pedestrians and bicyclists safety o FDOT, BC TE, municipalities o MPO, Broward County, SRTS, WalkSafe, Safe Kids o Individual school participation, buy- in from principals, administrations and staff; parental support o Pedestrian Education Plans for: motorists, pedestrians, agencies, groups, organizations, schools 2.B Work with schools on improving their students safety through education and conduct train the trainer sessions at schools o School Board, County Parks and Rec, WalkSafe o Broward County, SRTS, UHP, BSO, WalkSafe o Time; continued education at schools after implementation o School Board adoption of Pedestrian Education Plan for students, parents and staff; integrate pedestrian and bicycle oriented safety curriculums 5

6 2.C Develop focus points and strategies for PSA s, press releases and information campaigns, in municipalities and throughout the County, regarding bicycle and pedestrian safety, as well as prioritize how to educate tourists through campaigns such as printing driver, pedestrian and bicyclist safety tips and distribute to hotels; targeting car rental agencies and AAA; and establishing a Countywide campaign program to assist local municipalities and private businesses o BRHPC, WalkSafe, BikeSafe o MPO, local media agencies, social media, Broward County, School Board o Collaboration from media, journalists, radio stations, municipal staff, school board o Media release of PSA's and PR's on: Motorist Safety / Laws, Pedestrian Safety / Laws, School- Safety / Law, County Policy Updates, PR for each deliverable under Targeted Outcomes 2.D Provide pedestrian education as part of driver s education, conduct sting operations and focused enforcement campaigns o FDOT, BSO, Broward County o DMV, School Board, FHP, FDOT o Uniform integration across education outlets; scale of integration not large enough: ex. A branded campaign adopted by all agencies o School Board implementation of new curriculum in Driver's Education classes, and provide education materials at DMV, high- schools and public events related to transportation 6

7 2.E Establish and continue brand- marketing/brand- association with the organized efforts of partners, for County, municipalities, agencies and partners to join and commit/pledge to o BRHPC o UHP, Broward County, MPO, incorporated municipalities; all partners o Initiating a campaign without a strong identity and unity among partners o Creation of a unified brand or collective of partners/organization that acts as the central information, resource and coordination point for the Action Plan items to be housed 2.F Implement Broward County Safe Routes to School county- wide, recommendation from School Board for principals to adopt SRTS, follow up with schools to provide assistance with program implementation o School Board o SRTS, CTST, Safe Routes to School, BRHPC, WalkSafe o School season deadlines and individual buy in from principals o School Board resolution to adopt SRTS framework/program across all public grade schools 2.G Increase media outreach and levels of reach, target new social media platforms and o All partners o Local news stations, newspapers, journalists, local magazines, PTA, BRHPC o Loss of momentum in the public sector could reduce urgency among elected officials and agencies; lack of media/partner collaboration possible if the media loses momentum, once campaign is initiated o Social media campaign, webpage, blog; PR's and PSA's about campaigns, gain partnership with media platforms such as newspaper, agency- mailings and monthly partner/member updates 7

8 2.H Continue to expand public education campaign, promoting the share the road message through the Alert Today Alive Tomorrow campaign. o Local bike groups, South FL Safe Roads Task Force o Alert Today, Alive Tomorrow, local bike groups, Miami bike groups, BSO o Disconnect between bike groups and law enforcement, schools, County and municipalities o Sustainable campaign and collaborative partner group assistance to further momentum 2.I Offer bicycle support classes, including skills, mechanical safety and rider- safety; promote bicycle facilities and the connecting of bike routes, as well as bicycle amenities such as bike parking garages, sheltered areas and dedicated bicycle lanes o Municipalities, County, MPO o o Citizens who don t support bike- friendly infrastructure o Sustainable campaign and collaborative partner group assistance to further momentum 8

9 ENCOURAGEMENT 3.A Engage local groups to promote and encourage the development of information related to each group's goals, abilities and needs, and to help facilitate the dissemination of information and safe practices by encouraging participation and friendly competition o BRHPC o UHP, TOUCH partners o Loss of funding for partners might be a threat to the continued participation of some groups o Create and disseminate a Resource Guide to assist partners in encouraging different agencies, groups and sub- groups o Encourage competition among local groups and organizations, such as by encouraging: steps in a day competitions, distance walked in a week competitions or miles biked in a month competitions, for example o Integrate safety tips and information during encouragement campaigns 3.B Improve the communication and strengthen the relationship among like- minded agencies and partner groups, facilitate the creation of a collaborative approach to improve pedestrian and bicycle safety in Broward County and determine the best solutions to resolving threats; establish a task force and take advantage of committees that already exists (BPAC, CTST, SRTS, WalkSafe, TAC, Safe Kids, BRHPC, etc.) o BRHPC o County, County Transportation, Broward MPO, UHP, School Board o A lack of acceptance from existing committees; conflicting agendas o Develop and disseminate a Central Resource Document (monthly newsletter) that includes partner info, current projects/progress, partner updates, upcoming events, examples of innovative strategies and/or opportunities for partners, elected officials and community members 9

10 3.C Engage non- funded partners to participate in discussions and workshops, including all municipalities, County and regional agencies, as well as localized, community- scale groups o Broward County, Broward MPO, BRHPC o BRHPC, Safe Kids, UHP, SRTS, FLIPANY, Smart Growth Partnership, FDOT o Lack of attention or urgency communicated to non- funded partners; asking too much of non- funded groups and partners o Establishment of partners, community leaders, citizens and elected officials within the brand / group 3.D Encourage partner agencies and groups to establish and promote incentives for all education and outreach platforms o UHP o SRTS, BSO, Broward County, WalkSafe, BikeSafe, FLIPANY, School Board, Principals o A lack of examples from other communities that would infer options for Broward County o Disseminate executive report with examples of successfully integrated incentives from other communities 3.E Establish municipal contacts for TAP funded SRTS projects o Broward MPO o City of Ft. Lauderdale - Livability Planning o A change in municipal participation; lack of outreach by schools, Principals o Direct communication lines established between school principals and TAP Grant application assistance 10

11 3.F Provide resources and educational materials at healthy living events, as part of the County or city permitting processes o Broward County o UHP, FAU, BRHPC, o Lack of action and follow through from creation to dissemination/action o Guideline brochure / handout for related public and private events for public dissemination; adoption of requirement to display and provide for attendees at permit- required walking/biking/school events 11

12 ENFORCEMENT 4.A Work with enforcement on changing from reactionary engagement to proactive strategies to reduce bicyclist and pedestrian fatalities by targeting drivers prior to deviant behavior o Broward County o CTST, BSO, School Board, UHP o Limited participation of BSO; not widely- implementing strategies at departmental level; officer participation, support; funding o Adoption of Community- Oriented Policing Strategies (COPS) Enforcement Campaign targeted at establishing presence in target areas and such as schools, high- traffic/pedestrian districts, with PR and PSA 4.B Revise law enforcement form to make it more- user- friendly, with check boxes for specific pedestrian and bicycle accidents, as well as encouraging recommendations and brief explanations for how the built environment could be redesigned to prevent future incidents o BSO o UHP, Broward County DOH, School Board, County o Standards requiring specific formal templates and a lack of desire to revise and update to make more user- friendly o Revised law enforcement form and pedestrian- accident revised data collection utilized by BSO and hospitals 12

13 4.C Hold meetings with high- level elected officials and City managers and take advantage of existing meetings, such as TAC, CTST, TOUCH and TCC o UHP, BSO, School Board, Broward County, MPO, CTST, FDOT, all partners o All partners combine resources o Participation in executive level meetings and with elected officials o Correspondence with public officials, transmission of project information, recommendations and establishment of pedestrian- oriented presentation at all meetings related to transportation/walkability with public officials 4.D Identify the different grants available for schools, municipalities and partners, and those that are currently being implemented, locally, such as through FHP o FHP o UHP, Broward County, BSO, School Board, SRTS, Smart Growth, AARP o Difficulty in obtaining master list; lack of sense of urgency and time o Establishment of online database resource listing available grants related to pedestrian safety programs and initiatives 4.E Engage the Chief of Police and invite a police officer to become active members of the Bicycle and Pedestrian Advisory Committee, and appoint a law- enforcement leader to interact with cyclists and pedestrians, countywide o BSO, municipalities, Bcycle, local bicycle clubs, BPAC o UHP, Broward County, BSO, School Board, SRTS, Smart Growth, AARP o Lack of participation from BSO, municipal PD s, and bike- groups o Actively facilitate stronger connections between bicycle advocates, the wider bicycling community and law enforcement, which will improve road safety for all users, and improve fair enforcement of motorist and cyclist infractions 13

14 4.F Ensure that police officers are initially and repeatedly educated on the Share the Road message and traffic law as it applies to bicyclists and motorists o BSO, municipalities, bike groups, BPAC o International Police Mountain Bike Association, the Law Enforcement Bicycle Association and the National Highway Traffic Safety Administration o Lack of participation from BSO, municipal PD s, and bike- groups o PD campaigns, bike group interaction with law enforcement, communities, municipalities and County 14

15 EVALUATION 5.A Identify all the data and measurements that are being collected and put all in a central clearinghouse or location, to help streamline research and the collection of data, as well as to encourage groups to analyze the data and the collection methods o BRHPC, WalkSafe, BSO o UHP, SRTS, MPO, FDOT, BSO, School Board, TOUCH, SFRPC, Broward, WalkSafe, Intersection Magic, Pedestrian and Bicyclist Crash Analyst Tool o Finding data sources and gaining participation from agencies o Creation of central resource guide for pedestrian- related current projects, initiatives, campaigns, studies already in- progress and recently completed projects/deliverables to assist in the sharing of information 5.B Implement the countywide collection of baseline data to finalize (useable) numbers of children walking and/or bicycling to school, in order to apply for grants and measure improvements o School Board o UHP, Broward County, SRTS, CTST, WalkSaffe, Safe Kids o Participation by schools and direction from principals o Collection of baseline data at beginning and end of school year for all Broward County Public Schools 15

16 5.C Collect crash data, from hospitals, local enforcement agencies and all schools o Broward Hospitals, Broward DOH, BSO, all City PD's, School Board and all schools o WalkSafe, Highway Patrol, Signal Four Analytics, hospitals o Collecting data, buy in from 100% of crash data sources, collecting detailed info and matching records to prevent double- reporting and support detailed cataloguing o Crash data for Broward County pedestrians, bicyclists and vehicles/drivers involved in accidents with pedestrians or bicyclists o Develop database of all incidents, with details such as location, proximity to intersection, helmet involved, multiple parties, types of transportation involved, speeding, alcohol and severity of injury 16
