3 This Annual Report provides a comprehensive overview of the services delivered by Queensland Canoeing Incorporated, the State Sporting Association to the Queensland Canoeing Affiliated Clubs, members and the broader community. The information contained in this report is taken from a variety of sources and from information gathered through our internal governance structure, including the Board, Technical Committees, the Executive Officer and staff. The report is designed to provide the stakeholders and the general public with concise information about our objectives, strategies and performance during the past year, compared to the objectives established through our strategic planning processes for In addition, the report outlines our service delivery objectives, strategies and priorities for the coming year. Queensland Canoeing incorporates the technical areas of: Canoe Marathon Canoe Sprint Education Recreation Canoe Polo Ocean Racing Surf Paddle/Kayak Slalom White Water Sea Kayaking This report is structured to reflect these Technical Committees responsibilities and achievements throughout This report reflects our performance across these Technical Committees and demonstrates our continued commitment to responding to the needs of Affiliated Clubs and canoeing and kayaking to the Queensland communities. Clubs are living in an environment of continual and rapid change and are demanding better and more integrated services from QC. One of the challenges for the Association is to seek new and innovative ways to respond to the different demands created by that change, to listen to what people want, and improve services to meet an increasing range of community needs. This can only be achieved if all parties are working together for the common goal. Communication needs to be a two way street within a positive environment. The board, technical committees and staff look forward to working with affiliated clubs and key stakeholders in Queensland Canoeing Annual Report

4 With the new Strategic Plan now in place and operational the board in conjunction with all Queensland Canoeing staff have spent time planning its implementation. The Strategic Plan is becoming a living document for us to measure our performance against and to deliver results to you our stakeholders. To give direction and personally involve board members in specialised areas each board member has been associated to a pillar of the strategic plan. Late in 2011 it was announced that our application for a Job Plan position had been successful. This role provides a staff member dedicated to working directly with nominated clubs. The goal is to build the clubs capacity to deliver programs within their community and focuses on ways to improve in the areas of governance, membership growth, and volunteer recruitment and grant writing. Over the coming year all information in addition to any new initiatives will be rolled out to all clubs. QC has been working more closely with Australian Canoeing in High Performance during their transition period and we look forward to developing this relationship. Together we are working to achieve transparency in selections and pathways for all members. Technical committees have been another focus as we look to revitalize existing committees and establish new committees in line with the disciplines recognised by QC. One of the aims of these committees will be to host more events in the future & position QC favourably in high growth areas such as Ocean Racing. Another focus will be providing opportunities to develop future athletes from a grass roots level. Thank you to the Queensland Department of Communities - Sport and Recreation who continue to provide a significant amount of funding to allow the ongoing operation of QC. Mike and his team continue to keep the QC flag flying. With a greater emphasis on engagement this year they are selling the QC brand to local councils and paddlers via their suite of recreational and education programs. With a culture of continuous improvement in efficiency at events and gaining sponsorship we have seen growth in athlete participation through all disciplines. They do a wonderful job, always going above and beyond to assist. At this point I take this opportunity to thank the other members of the board Geoff Dews, Shane Dalziel, Jerry Dunn & Ian Muir for their support and look forward to our year ahead. 5 Queensland Canoeing has implemented further consolidation throughout We have been busy and we have been challenged. Best of all the team is finding its feet and performing and delivering in all key performance areas and we are enjoy contributing positively to paddling across all disciplines. We have a new look board with a mix of old and new faces and the board has been focusing on our strategic growth and KPI deliverables. These areas include membership growth, income stream growth, paddling safety, venues and volunteers. With our focus and increased efforts I believe we have engaged more with our member clubs then previously and this has had a positive impact and presence on our state membership. Although climatic forces both natural and financial have impacted both QCs and our members adversely we have had our successes in the renewal of existing council contracts. This is supported by the professionalism of our team in the delivery of our recreational and educational programs and the running of our events calendar making for further growth opportunities and expansion over the next 12 month period. We continue our strong relationship with our local government stakeholder, whom without their help we would certainly not exist in our current form. For this I wish to thank the Department of Communities, Queensland Sport and Recreation Services for their ongoing support. In our ideal future I see us operating more self sufficiently with less dependency on state funding. We have also been fortunate to attract sponsors throughout the year to assist with the operational costs of many of our events and thank them for their support. I wish to make special mention to our dedicated team of hardworking volunteers. We hosted members of this group at an evening in December and thanked them for their ongoing support. Major Achievements We are the sum of our parts Caught up in a battle with the elements many of our Brisbane River Clubs and our members personally suffered in the January floods. The flooding closed operations on the river and surrounding waterways where water quality remained a significant issue to us running programs up to four months later. Outstanding support was given and gratefully received by clubs who shared their facilities. This is a tribute to the sum of our parts The members and our Community. We are Queenslanders With a combined effort and the assistance of local council and government I note below significant wins. Karana District Canoe Club - Money to build a new club house Indooroopilly Canoe Club - Fully replaced the destroyed shed Uni of Queensland - Full replacement of damaged craft ($70,000) Recreational and Community Programs More people paddling more of the time Kristen Manning and Matt Rowland shared the reigns in With the obvious challenge of the floods many programs were cancelled or rescheduled. Matt worked tirelessly over a 5 month period bringing the business back on track with budget expectations. We have seen an increase in recreational paddlers, not club membership. Capturing the increase as data is the challenge. As part of our performance measures to Sport and Recreation we are able to tap into our local outdoor activity providers. This has helped immensely with our reporting. We continued to run programs specifically in North Queensland thanks to the Sport and Recreation Qld funding. This saw Q.C. deliver 12 come and try programs throughout the communities of Maryborough, Townsville and Mackay combined. We look forward to continuing this focus with our clubs further north. As part of the streamlining of QC we amalgamated the Recreational and Educational role in November. This is now being looked after by Mark Thurgood. Queensland Canoeing Annual Report

6 Education Mark continues to run our education programs along with other innovative programs & events to increase our presence in the paddling community. These events have included The National Sea Kayak Symposium Adventure in the Bay International Paddling trips This year also saw the re-launch of Marks book Basic/intermediate Sea Kayaking Skills and the launch of Sea Kayaking Self and Buddy Rescues. This initiation gained an award at the AC awards dinner in The books are available for purchase through our office and selected retail outlets. Events Libby Anderson our events manager has had a very busy year coordinating all of our racing events from being involved in the committees through to the event and then the pack out. Although venues continue to be a problem due to availability and cost Libby has managed through this with minimal impact on our competition calendar. Libby continues to be challenged and learn more about her role with financial management and the use of new technology available at events to assist streamline the workload of this role. She isn t alone as all of the team pitch in at various stages to support her in her role. We now look forward to running additional events this coming year in conjunction with the launch of the National Elite Development Program and aim to find a suitable venue to host a Grand Prix event as part of the national calendar. Financial Results Queensland Canoeing reports a surplus at the close of our financial and reporting year. Membership has remained steady at 960 and club affiliations have increased to 30. The Future The 2012 year will see the implementation of many of the before mentioned. I am excited that we will be involved in a clear development pathway through the National Elite Development Program. We will be actively involved through facilitation and support in the development of Ocean Racing, and a growth strategy for Canoe Polo in the greater Brisbane area and the Far North. Para-canoeing under the guidance of Andrea Wood has a program in Queensland. Andrea is working tirelessly at both State and National level. I see further development with the introduction of Para Canoeing at the 2016 Para Olympic in Rio. As I close I take this opportunity to thank our Board and also thank our Administration Officer Rachel Wilks for her ongoing support of role and her now 10th year commitment at Queensland Canoeing. 7 Queensland Canoeing Incorporated (QC) began as a result of many paddlers wishing to represent their own state in competitions. It grew from an active, largely recreational base with the Queensland Canoe Club that existed in the 1930 s, 40 s and 50 s receiving incorporation in 1962 as the Queensland Amateur Canoe Federation. This was updated in March 1984 under the incorporation act of 1981 to Queensland Canoeing Federation Inc. and then to the present name of Queensland Canoeing Incorporated in will see Queensland Canoeing Incorporated celebrate 50 years! Club and membership numbers fluctuate annually just as the moon waxes and wanes. Historically the average age of paddlers was between the age groups and the highest percentage of members falling into the age brackets. The percentage of the 0-14 and 65+ aged members in canoeing is low when compared to the general population of Queensland. Today we enjoy the wide cross-section in our membership of age and gender. In 2006 QC underwent a period of major positive change in its operating structure. During this time QC adopted strategies from the AC National Framework, including acceptance of a National Strategic Plan, and governance structures to assist the sport to proceed forward within the National Framework. Today strategies have also been implemented from forums conducted annually and consultations throughout the year to develop canoeing throughout Queensland in partnership with its members. QC operates with the major financial assistance of the Queensland Department of Communities Sport & Recreation. We also acknowledge the income from club membership, our recreational and educational programs and successful grant applications. Vision To represent all levels of the canoeing and kayaking industry inclusive of members, clubs, business, government and the general paddling community, ensuring canoeing and kayaking are recognised by the wider society as a competitive and recreational activity. 8 The Association is the peak body for the administration of Canoeing in Queensland. 9 The 2011 Annual Awards Dinner was held on the sand at the Sandstorm Beach Club in Brisbane on 24 th September. The change of venue idea was implemented to try to increase interest in the dinner for attendees and nominees. Numbers were down a little but the evening was a great success and the atmosphere on the sand volleyball courts was captivating. 14 2011 saw a general improvement of the marathon involvement and interest from the previous year. This was demonstrated through the number and willingness of the volunteers at the State Championships. Numbers of paddler s entries also increased at many Club Races so job well done to those clubs. After a phone conference held late in 2011 on the change of the date with the State titles, it was a success in that clubs did get involved and had their say. The committee feel club members are more open to give feedback and provide ideas. The marathon committee plans to continue to build on last year and in 2012 put down some goals to be achieved. The BV100 is off the calendar until further notice due to the ongoing issues with the waterways. Alternate races/venues have been discussed and this will continue to be looked into. State Championships 26/27 February, Emerald Lakes With a great organising committee the 2011 State Championships saw increased numbers from last year as well as a sponsor. Over 70 paddlers took to the new course at Emerald Lakes which included a trial of the new Recreational Course to help encourage new Recreational paddlers to the sport. Thank you and congratulations to all who competed and assisted with the event. School Championships 27 th August 2011, Currumbin Creek Co-hosted with the Currumbin Creek Canoe Club the 2011 Qld School Championships saw over 19 schools represented by 108 paddlers. Despite the rainy weather the day ran smoothly and it was great to see so many junior paddlers, parents, teachers and club volunteers working together and most of all having fun. Congratulations winning school Pacific Lutheran College. Ocean Racing To date Ocean Racing has been handled though the marathon committee, however in late 2011 a committee was formed and will now operate as a separate discipline. The committee would like to thank all who organise, run, participate, attend and volunteer at all events, as without you all we would not have such great events for our great sport. 15 With a smaller committee this year we still had a very successful sprint year. State Championships 22/23 January 2011, Coomera, Gold Coast It was a great championship with over 120 paddlers taking to the water at the new venue at Coomera on the Gold Coast. Two sponsors assisted with the success of the event. Vajda Canoes & Kayaks put up a kayak for raffle which assisted with the State Sprint Team. Paddle2Fitness donated Coaching session as prizes. There were also some fun events including a 200m challenge with some prize money as encouragement. School Championships 9 October 2011, Lake Kawana, Sunshine Coast Another successful schools championships co hosted with the Sunshine Coast Kayak Club with 118 paddlers from 24 schools. Congratulations to Pacific Lutheran College on taking home the perpetual trophy. From these events we had great numbers in both state and national teams and would like to congratulate all of them. We hope to see all and many more on the water in NEDP National Elite Development Program 2011 saw the relaunch of the talent ID program under the name of the NEDP. This program incorporates the Surf to Kayak program which is run jointly by Surf Life Saving Australia and Australian Canoeing Incorporated. Queensland Canoeing organised testing that was undertaken in the later part of the year with very short notice. This was successful with 18 athletes placed within a 3 month trial program. These programs are run on the Sunshine Coast and Gold Coast. Athletes are still able to be selected for NEDP from their results at National level. 16 2011 was a quiet year for Canoe Polo not only at state level but also at National level. The focus for 2011 for local canoe polo was aimed towards development of junior players and promoting a fun, social aspect of the sport. A Junior Development Day was planned for the 6 th February. Unfortunately potential junior participants had other commitments and the day had to be cancelled. During February and March the Summer Series Competition was reintroduced to encourage social competition. Round 1 at the Ipswich Grammar School pool on the 10 th February, saw only 2 teams playing. A good turn up of 4 teams participated in Round 2 at Springfield Lakes on the 20 th February. Poor weather affected the Boonah s Round 4 on 20 th March. Some fun was had at Brothers Round 4 3- a-side competition on 29 th March, playing in the smaller 25m pool. A demo game by experienced players was well received by the young onlookers. The 2011 State Championships were hosted by Broken Paddle Canoe Club at Maroon Dam on Sunday 3 rd April. A windy start to the day caused delays with the start of the event, with goals and lanes ropes being blown out of position. The field was eventually reset and results for both the Open division and B Grade division saw Broken Paddle Canoe Club and Springfield Centenary Canoe Club teams playing in both finals. BPCC were victorious in both Open and B Division Finals. Members from Broken Paddle Canoe Club entered a Queensland U21 team to complete at the National Championships in Adelaide, held over the Easter weekend. However due to poor response from state teams, the National Championships were downgraded to an invitational event and as such the Queensland U21 team was withdrawn from the event. Robert Whitby, from BPCC, was invited by Australian Canoe Polo to join the U21 Australian Team to compete in New Zealand at the Oceania Championships in September. The Australian U21 team came 2 nd in the Final against New Zealand U21 A. Other results saw the Australian Men s and Women s team winning over their New Zealand rivals and New Zealand winning the Veterans and Masters categories. Libby Anderson travelled to Townsville in April to run a Canoe Polo program during the school holidays. The program was held at the Kirwan Aquatic Centre, using the NQ development grant. The program was aimed at year olds. Four programs held over two days with 45 participants overall. Libby went back to Townsville in the June school holidays to run senior high school programs. In May, Chris van Genderen withdrew from his position as CPTC Chairperson. His participation and enthusiasm was greatly missed by the other committee members. Chris had been the driving force for canoe polo over the previous 12 months since his come back to the sport. We thank him for his input and hope to see him back in the sport in the near future. 17 The 2011 Winter Series were hosted by Ipswich District Canoe Club on 26 th June, 10 th and 24 th July and 7 th August. The event was sponsored by Ipswich City Council. This year a different approach to running the event was taken. Players paid an individual entry fee rather than a club based team entry fee. The aim was to have an even spread of playing standards in each team, to enable even competition between all teams and encourage wider player interaction. Although those who participated enjoyed the opportunity to play in this format, the overall response from players was less than previous year s competitions. The Winter Series was the final canoe polo activity for Broken Paddle and Springfield Centenary continued with their regular canoe polo activities throughout the year. Ipswich District saw the closing of their weekly canoe polo activities. Weekly Canoe Polo activities continued in the NQ Kayakers club in Townsville and the Tinaroo Canoe Club in Cairns. We like to thank all supporters of Canoe Polo during 2011 for their commitment to the sport, whether is was organising the event, sourcing funding, cooking BBQ s or just making sure people got to the event. 18 2011 has been a very productive and positive year for the Education Department of Queensland Canoeing. We have had Education Queensland change their requirements for teachers, have a number of new instructors and assessor and again new programs and activities. Recognition Big thanks to the entire group of Instructors and assessors that have helped in the delivery and assessment of all the awards throughout the year in all the above areas. New Zealand Sea kayak Training Programs: The first of the New Zealand Sea kayaking training programs was delivered in March. This was with great success and proved to be very popular with the sea kayaking community. It will be offered again in 2012 with hopefully the same success. Adventure in the Bay: 2011 was the first year for this event. It was slow to gain momentum but in the end we had 11 teams enter the event. The event was a great success with every one learning a few thing about navigation, how far they could paddle and some times a little to much was learnt about their team mates. Sea Rescues booklet: Has been developed and is being distributed through retail outlets and QC. The 4th National Sea Kayaking Symposium was held on the Gold Coast in October 2011 again with great success. Numbers were down a little this year but we still had over 70 participants and 6 retailers from all around the South East, that got together to enjoy a great weekend of on and off water presentations and workshops, as well as the largest displays of craft in one place seen in Australia. I would like to say a big thanks, no make that a huge thanks to all the Presenters, Instructors, Co workers, friends and my wife who played such a large role in a successful weekend. The 2012 Symposium is being organised as we speak and there will be a few changes made, so keep an eye out for information as it becomes available on our web site. In closing I would encourage people to get out there on the water as much as they can; there is no substitute for time on water to improve your skills and knowledge. 19 Recreation and Community run programs is an integral part of who we are and links in directly to our funding from the Department of Communities - Sport & Recreation and our Strategic plan by providing opportunities for the community to participate in the wonderful healthy lifestyle of a paddler. As with many of our clubs and members our Recreation programs were very much affected by the floods at the beginning of the year, with water being unfit to paddle in, pontoons washed away etc. This has kept the total numbers for recreation down a little this year even though it was still up from previous years. We are looking at increasing this number again in 2012 with a couple of new programs, initiatives and community partnerships. We are looking at adding new and exciting activities to the calendar to attract people back onto the water. This includes 1 and 2 day kayaking adventures and night paddles into the city on the Brisbane River. We have also developed an information booklet for schools on how Queensland Canoeing can help them train teacher and also design and run programs for their school. This will be available for all Queensland Schools. We are continuing to run many other council programs through various councils throughout Qld. These include Growing Older and Living Dangerously, GOLD n Kids, Real Adventure Women, Active and Healthy Parks, Get Wild, Chillout, Sport and Recreation Active Recreation Centres (Currimundi, Tallebudgera, Tinaroo & Leslie Dam). We encourage all clubs to attend these activities and or assist to help promote their club in their area. We also advertise dates and locations in our newsletter and website. For 2012 we intend to grow our recreation participation numbers and program numbers. We now have a trailer of Sit on Top kayaks with a total of 18 seats which, we hope to utilise to the best of our ability in I would like to take this opportunity to thank the many instructors who s skills we have utilised this year and the support within the QC team. 34 QUEENSLAND CANOEING INCORPORATED NOTES TO THE FINANCIAL STATEMENTS FOR THE YEAR ENDED 31 DECEMBER Statement of significant accounting policies This financial report is a special purpose financial report prepared in order to satisfy the financial reporting requirements of the Associations Incorporation Act (Qld). The board of management has determined that the Association is not a reporting entity. The financial report has been prepared on an accruals basis and is based on historic costs and does not take into account changing money values, or except where specifically stated, current valuations of non-current assets. The following significant accounting policies, which are consistent with the previous period unless otherwise stated, have been adopted in the preparation of this financial report. a. Income Tax No provision for income tax has been raised as the Association operates solely as a non-profit, sporting organisation and accordingly is exempt from income tax under Section of the Income Tax Assessment Act b. Property Plant and Equipment Each class of property, plant and equipment is carried at cost or fair value less, where applicable, any accumulated depreciation. Depreciation The depreciable amount of all fixed assets is depreciated on a straight-line basis over their useful lives to the Association commencing from the time the asset is held ready for use. An asset s carrying amount is written down immediately to its recoverable amount if the asset s carrying amount is greater than its estimated recoverable amount. Gains and losses on disposals are determined by comparing proceeds with the carrying amount. These gains or losses are included in the income statement. When revalued assets are sold, amounts included in the revaluation reserve relating to that asset are transferred to retained profits. c. Revenue Revenue is recognised when invoices are raised. Interest revenue is recognised when received. Distribution revenue is recognised when the right to receive a distribution has been established. All revenue is stated net of the amount of goods and services tax (GST). d. Goods and Services Tax (GST) Revenues, expenses and assets are recognised net of the amount of GST, except where the amount of GST incurred is not recoverable from the Australian Tax Office. In these circumstances the GST is recognised as part of the cost of acquisition of the asset or as part of an item of the expense. Receivables and payables in the Balance Sheet are shown inclusive of GST. e. Leased Assets ease payments are charged as expenses in the period in which they are incurred. f. Inventories 4
