1 ICOMIA Global Conformity Guideline for ISO and ABYC Standards sponsored by ABYC, BMF, ICOMIA, IMCI, and NMMA Guideline Number 7 ISO Builder s Plate/US Boat capacity labels 1. PURPOSE These documents were created by an international working group for use as a companion to the standards listed below. The creators of these documents assume the users familiarity with either the ABYC or ISO standards. 2. SCOPE The information is presented in two separate yet similar Annexes. The annexes provide additional requirements in order to assess conformity to a parallel standard from another standard system. Access to the parallel standard is required to achieve compliance with that standard. A.1 ABYC + ISO additional requirements = ISO compliance A.2 ISO + ABYC additional requirements = ABYC & USCG compliance

Referenced Standards GLOBAL COMPLIANCE APPENDIX A.1 CAPACITY LABEL ABYC + ISO ADDITIONAL REQUIREMENTS = ISO COMPLIANCE This document shall be used in conjunction with the following standards: International Organization for Standardization (ISO): ISO 14945: 2004 Small craft Builder s plate 1 Scope This International Standard establishes requirements for the uniform display of information to be exhibited on the builder s plate of small craft with a hull length L H of up to 24 m, measured according to ISO Excluded are inflatable boats covered by ISO 6185 and personal watercraft covered by ISO American Boat & Yacht Council (ABYC): S-7 BOAT CAPACITY LABELS July SCOPE This industry conformity standard applies to boats less than 26 ft. (8.0 m) in length. NOTE: The U.S. Coast Guard has promulgated Federal Regulations, Title 33 CFR Part 183 Subpart B, 33 CFR Part 183 Subpart C, and 33 CFR Part 183 Subpart D, applicable to monohull boats less than 20 ft. in length, except sailboats, canoes, kayaks and inflatable boats.

Additional Requirement Matrix Subject Heading (ABYC Clause no) Scope (S-7.2) General requirements, Units (S.7.5.1) Label location (S-7.5.3) Information to be displayed, Manufacturer s name and Design Category (S-7.6) Information to be displayed, Persons (S-7.6) Information to be displayed, Weight capacity (S-7.6) Information to be displayed, Optional (S-7.6) Information size and layout (S-7.6.3) Additional ISO Requirements or comment (ISO Clause no.) ISO applies to boats up to 80 ft (24m) length. Inflatable boats, including rigid inflatable boats, and personal watercraft are excluded from ISO follow ISO 6185 or ISO for builder s plate (capacity label) requirements for these boat types. Canoes and kayaks are not specified as excluded from ISO but are excluded from ISO which is the ISO standard used to determine maximum weight and person capacities. Accordingly ISO is not normally used for canoes and kayaks. Note also that the EU Recreational Craft Directive 94/25/EC (RCD) excludes canoes and kayaks. ( ) Maximum weight capacity for persons and load shall be stated in kilograms (kg). If shown, maximum power should be stated in kilowatts (kw). ( ) The builder s plate shall be in a readily visible position, always separate from the hull identification number. ( ) The manufacturer s name and Design Category (required for RCD) shall be displayed on the builder s plate. ( a, b) The maximum number of persons to be displayed on the builder s plate shall be according to ISO and ISO and shown with the person symbol. ( d) The maximum recommended load to be displayed on the builder s plate shall be according to ISO and ISO excluding the mass of the contents of fixed fuel and water tanks when full. The maximum load shall be shown with the person symbol and suitcase symbol. For boats powered by outboard engines the mass of the engine(s) shall be included in the load and the outboard engine symbol added. ( c) Additional information may be added to the builder s plate provided that it does not impair the required information. Additional information may include the CE mark (required for RCD) and a Notified Body number if applicable. The maximum power capacity may be shown but is not required information for all outboard engine powered boats. ( ) Required information characters shall be at least 5mm height and other characters at least 3mm height. Symbols shall be at least 8mm height. Some examples of an ISO builder s plate layout when combined with a US boat capacity label are shown in Annex A.4. ( , 4.3, 4.4)

ABYC S-7 applies to boats up to 8.0m (26ft) length. The standard covers inflatable boats, including rigid inflatable boats, pontoon boats and canoes and kayaks. All boats must all display a capacity label according to S-7 except for canoes and kayaks that must display a label according to H-29. Personal watercraft are not specified as excluded from the scope but are excluded from H-5 which is the US standard used to determine maximum load and person capacities. Accordingly S-7 is not normally used for personal watercraft. (S ) Maximum weight capacity and person weight shall be stated on the label in pounds and engine power for outboard engines shall be stated in horsepower. (S-7.5.1) Maximum capacity and person information shall be shown on the label on a yellow background at least 10.2 cm wide. Any other information shown on the label shall be outside the yellow area. The minimum character height and spacing of required information is specified in S (S-7.6.3) The maximum weight capacity and maximum person capacity to be displayed shall be determined according to ABYC H-5, Boat Load Capacity, or from H-28 for inflatable boats, H-29 for canoes and kayaks or H-35 for pontoon boats. (S-7.5.1) The maximum engine power capacity shall be stated on the label if the boat is recommended for use with an outboard engine. The maximum engine power shall be determined according to ABYC H-26, Powering of boats, or from H-28 for inflatable boats, H-29 for canoes and kayaks or H-35 for pontoon boats. If a boat can use an outboard engine with or without remote steering then the power shall be stated for both configurations. (S ) A boat which is unpowered and not recommended for use with an outboard engine shall state on the label This boat is not Rated for Propulsion by Motor (S ) Boats covered by this standard and under 6.1m (20ft) length shall have the words US Coast Guard before Maximum Capacities on the label. Boats over 6.1m length shall not display the words US Coast Guard on the label. Some examples of a US boat capacity label layout when combined with an ISO builder s plate are shown in Annex A.3 (S )

8 Appendix A.4 The suggested labels in this chapter have been collated where it is possible to merge the USCG and ISO capacity labelling systems. Since many boats exported to the US are assessed through the US National Marine Manufacturers Association (NMMA) certification scheme each example includes an additional option to declare use of NMMA certification system. Comment on CE marking: A Notified Body number (in the examples below the number 0609 at the very bottom of the plate) only has to be stated if involved in design and/or construction assessment for Recreational Craft Directive compliance. Example Plate 1 For inboard and stern-drive boats less than 20 ft (6.1 m) Note: Delete word MOTOR and 150 HORSEPOWER MOTOR in examples 1a, 1b, 3a and 3b, as no outboard. 1a Plate without NMMA certification 1b Plate including NMMA certification NOTE: the minimum width of the yellow area on the plate is 4 inches (10.14 cm) Example Plate 2 For outboard boats less than 20 ft (6.1 m) 2a Plate without NMMA certification 2b Plate including NMMA certification NOTE: the minimum width of the yellow area on the plate is 4 inches (10.14 cm)
