B. SOUTHERN SECTION NON-ACTION ITEMS 1. Proposed Revision of Bylaw Soccer Tie Break Options SS500 This proposal has been tabled until the October 2014 meeting for a First Reading Budget Upd 5. REPORT SESSION A. President s Report - Jim Monico - Mr. Monico had the opportunity to visit a few of the Winter Championship events for the Section and the State. The Girls Wrestling State championship has exploded over the past few years. He also attended the CIF-SS Soccer Championships, CIF-SS and State Basketball Championships as well. It has been a busy few months but every time he attends those events, he is reminded why we do what we do and continues to take pride in the opportunities we provide for the student athletes in our Section. Mr. Monico also expressed a special thank you to the Commissioner, Staff, and Council for all the work that has been done over the past two years. In addition, he wanted to thank the cabinet for all of their work and support, and Bill Dabbs for all of his leadership and advisement as Past President. B. Treasurer s Report - Carter Paysinger - Mr. Paysinger noted that all member schools sports fees have been paid amounting to a total of $468,650, a +3% increase. T-Shirt/ apparel sales have returned $38,038 and are on-track to meet budget projections. Friends of Golf have donated $47,000 to the CIF-SS and checks have been sent to 130 boys and girls golf programs on March 31, Basketball (net) income is $357,787 and will meet budget projections. Wrestling (net) income is $8,635 and will NOT meet 5 projections (-36%). Girls water polo has netted $15,438 and is on-track. The net for soccer is $49,316 and is NOT on-track (-1%). The sports net income is $1,302,156 and on-track to meet projections. Revenue sharing, money returned to member schools is $775,478 (football, basketball, volleyball). C. Commissioner s Report - Rob Wigod - Commissioner Wigod thanked the three areas for the work that they did in the very short time frame given, the area leadership and diligence is greatly appreciated. He specifi cally thanked Jeff Jordan, Tony Diaz, and Sam Robles for all of their work in the Releaguing process. The Commissioner noted that nominations for Champions for Character, Distinguished Service, and Hall of Fame awards were all due by May 1st and nomination forms were available online. It was also the last day to register for the Champions for Character Golf Tournament and the Commissioner encouraged members to register as quickly as possible. Commissioner Wigod thanked his staff, and especially Heather Smith for all of her hard work with the Council Meetings and organization of CIF-SS events. The playoff grouping deadlines were reviewed again for the recently approved areas to submit their divisional placement requests. The timeline for the release of the playoff grouping staff recommendations and appeals was also reviewed for informational purposes. Spring sports championships are right around the corner. Fall Eligibility workshop information and CIFSSHOME Training in CIFSS Office dates have been sent out to the membership, the Commissioner encouraged members to sign up if they haven t already done so. Lastly, the Commissioner wanted to publicly recognize Jim Monico, for his leadership over the past two years. He has been extremely devoted to and supportive of the work that we do and because this was his last meeting, he would like to recognize Mr. Monico for all of the work he has done for the greater good of the Section. 6. Pledge of Allegiance C. Roll Call - Roll call was completed and it was determined there was a quorum of Executive Committee members present for voting purposes. D. Introduction of Guests - There were no guests present at the meeting. E. Adopt Agenda Approved - A motion and second were made to adopt the agenda; the motion was approved and the agenda was adopted without revision. 2. PUBLIC HEARING SESSION A. Recognition of anyone wishing to address the Executive Committee. Speakers must limit their remarks to three minutes. There was no one present to address the Executive Committee. 3. ACTION ITEMS A. SOUTHERN SECTION ACTION ITEMS 1. Releaguing Appeal Hearings A. Parochial Area - 1. Salesian High School - The appeal information for Salesian High School was presented by Sam Robles, Principal and is being brought forward based on football only. Mr. Robles states Salesian High School has proven their football team could move up a division to play football, but does not qualify to jump to the top division and presented information supporting the case by reviewing competitive equity and historical data. He discussed how competitive equity and past history does not support the placement of Salesian High School into the football-only league they have been placed in. Jim McClune, Assistant Superintendent of the Los Angeles Archdiocese was present to speak on behalf of the Parochial Area Releaguing process since he served as Parliamentarian for that process. He presented information on behalf of the Parochial Area and stated the area s processes were followed. However, he also stated that he had been told that Salesian High School s placement into their current league was partly infl uenced by the fact that Salesian High School did not attend an informal meeting held prior to the beginning of the fi rst Parochial Area Releaguing meeting so they were placed into their current league by default. A motion was made and seconded to accept the releaguing appeal of Salesian High School. Discussion held. The motion was accepted by vote of 13 in favor, 3 opposed, 3 abstentions. 1. Northern Area - Camarillo High School - The appeal information was presented by Mary Perez, Athletic Director, and Glenn Lipman, Principal of Camarillo High School and is being made based on all sports. Ms. Perez reviewed various sports head to head comparisons and discussed how the lack of competitive equity, enrollment and geographical location issues were not considered in the releaguing process of the Northern Area, specifi cally related to competitive equity in football. She stated the other schools in the Pacifi c View League would like Camarillo High School back in the Pacifi c View League, and revealed all schools in the league are within the same school district. Mark Rose, CIF Southern Section Northern Area Representative presented information on behalf of the Northern Area Releaguing Chair, Tony Diaz. There were 19 proposals presented initially in the Northern Area, of which 15 proposals were included in the fi rst round of voting and 8 proposals in second round of voting. There were two fi nal proposals to be voted on and the fi nal outcome was identifi ed as Proposal 1B in today s Executive Committee packet. He stated there was no data presented on competitive equity or history by either side when discussion took place. It was noted that Camarillo High School dominates in 18 of the 22 sports in the Pacifi c View League. Bill Dabbs stated he made the original proposal and wanted to make an amendment, but was directed that an amendment would not be considered. He reviewed the Northern Area Releaguing Guidelines Procedures dated March 20, 2014, and read the bylaw which states amendments can be considered only by the person who originally put forth the proposal. A motion made and seconded to accept the releaguing appeal. No discussion held. The motion was accepted by vote of 14 in favor, 3 opposed, 2 abstentions. 2. Newbury Park High School - The Releaguing Appeal information for Newbury Park High School was presented by Athol Wong, Principal. She stated the Conejo Unifi ed School District schools were placed together in the same league through many of the various proposals considered during the Northern Area Releaguing process and there was no separate consideration given for Newbury Park High School. She reviewed enrollment comparisons, CIF Southern Section Championship and CIF State Championship statistics and league fi nish information for all varsity sports amongst all schools in the proposed league that Newbury Park High School was placed in. Mark Rose, Northern Area Representative did not address any issues brought forward by Newbury Park High School related to the Northern Area Releaguing process. A motion was made and seconded to accept releaguing appeal. No discussion held. The motion was accepted by vote of 13 in favor, 1 opposed, 5 abstentions. 3. Thousand Oaks High School - Lou Lichtl, Principal, Thousand Oaks High School presented information for the Thousand Oaks High School Releaguing Appeal. He reviewed and discussed Procedure 2.3 from the Northern Area Releaguing Guidelines Procedures stating an amendment was not allowed for consideration even though it is stated in the area s procedures that specifi c amendments could be considered. He said an official Roll Call was not taken prior to the fi rst agenda item being discussed and voted on. According to his recollection, the issue of a two-year or four-year Northern Area Releaguing Process was discussed and voted on and he recalled that those votes were used as the offi cial Roll Call. He stated a voting quorum was not present at the meeting and the Releaguing Guidelines were not adopted prior to the fi rst issue being discussed, as evidenced by these actions. He reviewed the Northern Area issues of competitive equity but is basing the Thousand Oaks High School appeal on procedural processes not being followed by the Northern Area. Releaguing information was presented by Mark Rose. Mr. Rose stated there was discussion and disagreement during the Northern Area Releaguing meeting with regard to procedures. The disagreement on procedures was noted during the meeting and during discussion with Executive Committee members from the Northern Area who were in attendance at that specifi c meeting, and it was determined the official Roll Call was not appropriately taken for the meeting. A motion made and seconded to accept releaguing appeal. No discussion held. The motion was accepted by vote of 16 in favor, 1 opposed, 2 abstentions. 4. ADJOURNMENT Rob Wigod, Commissioner reviewed the upcoming deadlines and procedures for areas who must return and begin the Releaguing Process and submit proposals to the CIF Southern Section.
