6 CHILD PROTECTION POLICY implemented from 29th October 2003 updated January 2018 FULL NAME OF ORGANISATION: Tewkesbury Competitive Dance Festival CHAIR PERSON: Mrs Susan Hickman SECRETARY / TREASURER: Mrs Diane Tandy VENUE: Tewkesbury High School, Ashchurch Road, Tewkesbury, GL20.8DF DATES: Thursday 31 st May to Sunday 3rd June 2018 PRELIMINARY STATEMENT: The safety of children and vulnerable adults is paramount and all, without exception, have the right to protection from abuse. All suspicions and allegations of abuse will be taken seriously and responded to swiftly and appropriately and all the charity s trustees, staff and volunteers have a responsibility to report concerns. 1 PURPOSE AND FUNCTION OF ORGANISATION: Our aims are to encourage, promote and develop all aspects of dance in a professional and competitive way using a qualified adjudicator. Our objective is to create an awareness of the joy of dance and to stimulate the public s interest in local talent. 2 THE FESTIVAL ENVIRONMENT: The festival takes place in a County School where all health and safety regulations are implemented by Tewkesbury Borough Council. We as volunteers endeavour to create a safe and caring environment and, in doing so, we make it clear here in our Policy that we expect children under 18 years of age, and vulnerable adults, whether entering the festival individually or in groups, to be accompanied to the festival by parents/guardians/carers, or by adults appointed by them, who may be teachers. 3 TO WHOM DOES THIS POLICY APPLY: This policy relates to children under the age of 18 years and those vulnerable adults of any age who are identified to the organisation prior to their arrival at the festival. This should be done by contacting the address or telephone number at the foot of this document. In recognizing the needs of children from all ethnic groups and children who are disabled, the festival actively seeks to meet needs notified to the festival by parents/guardians/carers and/or teachers. 4 FESTIVAL PERSONNEL: All the festival personnel, including the committee are volunteers. Recruitment of festival personnel is by personal recommendation of those volunteers already involved with the festival. All festival personnel have a copy of this Child Protection Policy and agree to support it. All festival personnel are identified by badges. All festival personnel provide address details that are logged in the festival records. There is a manned administration desk at the venue and, should a problem arise, this should be reported here to those personnel identified by badges. Every problem will be taken seriously and will be documented and dated. 5 PREPARATION FOR ATTENDANCE AT THE FESTIVAL: A copy of this policy is sent out with all entry forms. Where parents/guardians/carers are not personally attending with their children, this Policy requires them to be satisfied that their children will be accompanied to the festival and adequately supervised by responsible adults acting on their behalf. 6 PERFORMANCE AREAS AND CHANGING AREAS: Public, changing and practice areas are unsupervised but will be patrolled from time to time by committee members. Teachers and parents should be vigilant for the safety and welfare of children at all times. 7 PHOTOGRAPHS, VIDEOTAPES and PRESS PHOTOGRAPHY: Photography, filming, video, taperecording, digital recording or recording by any means is strictly prohibited. Only the professional photographer, whose details have been processed through the Criminal Records Bureau (CRB), and has been appointed by the committee, may take photographs. Press photography will only be allowed by written parental consent. 8 THE LEGISLATION AND GUIDANCE THAT SUPPORTS THIS POLICY: The Rehabilitation of Offenders Act 1974; The Children Act 1989; The Police Act 1997; The Data Protection Act 1998; The Human Rights Act 1998; The Protection of Children Act 1999; The Criminal Justice and Court Services Act 2000; The Children Act POLICY REVIEW: The organisers will constantly review their policy, revising and enhancing it as necessary. In doing this they will look to other agencies for good practice, most notably the NSPCC and Arts Council of England policy guidelines.
7 GENERAL RULES & REGULATIONS (2018) Entry is deemed to be acceptance of these rules PLEASE READ CAREFULLY The festival is open to amateurs. An amateur is someone who does not derive his/her livelihood from the branch of performance, defined by the class title, in which s/he seeks to enter the festival. In any group, all members must adhere to that principle. The age of the competitor is taken as on the 1st January Accuracy in birthdate is essential. Incorrect age may lead to disqualification and in case of doubt a birth certificate may have to be produced. All entries must be submitted on an official entry form and received by the secretary of the Dance Festival no later than 12 noon on the closing date indicated. The correct entry fee must accompany all entries (payable to: Tewkesbury Competitive Dance Festival) or paid direct to the festival bank account. Entry fees will not be refunded in any circumstances. No late entries will be accepted. The organisers reserve the right to: a) Refuse any proposed entry without assigning a reason for doing so. b) Withhold awards in any class in which it is considered that there are insufficient entries. c) May combine/cancel sections or classes when entries are small, or divide a class when entries are large. d) Have the power to make any other regulations or interpret or qualify any of these rules as the occasion may arise without prior notice. e) Decide upon the order in which the classes will be taken. The Festival does not accept liability for the infringement of current copyright recording or performing rights arising out of any competitor s accompaniment or performance. Teachers and choreographers using tapes created from commercial recordings are advised that they should themselves seek permission to re-record from the recording companies concerned, as the Festival cannot take any responsibility for this. All teachers are responsible for their own PPL & PRS licenses. PHOTOGRAPHY, FILMING, VIDEO, TAPE-RECORDING, DIGITAL RECORDING OR RECORDING BY ANY MEANS IS STRICTLY PROHIBITED. All mobile phones must be switched off before entering the auditorium. You may be requested to leave if your phone rings. The Adjudicator s decision is final and no discussion or correspondence concerning such decisions may ensue. The Adjudicator reserves the right not to award any place where it is considered that the standard of dance is insufficiently high or to individuals who infringe these rules. Trophies will only be awarded to competitors gaining 84 marks or higher. Communication with the adjudicator concerning any matters relating to the Festival by competitors, teachers or other interested parties prior to or during the competition is prohibited. Dancers who are awarded a First, Second or Third place (in any open section except Groups) will receive the appropriate medal and place certificate. For Group Sections, one certificate will be presented to the school. A Gold, Silver or Bronze medal (as appropriate) may be purchased from the front desk by any member of a group which has placed in First, Second or Third place.
8 Dancers will be awarded certificates as follows: 90 + OUTSTANDING An exceptional performance, both technically and artistically DISTINCTION An excellent performance technically and artistically COMMENDED A convincing performance technically and artistically MERIT A capable performance showing some artistic appreciation and/or technical ability MODERATE A performance showing development of technique and/or communication FAIR A performance limited in its communication Where trophies are awarded, they are held for the ensuing year only and must be returned to the Trophy Secretary on the last day of April. Winners will be required to keep the trophy safe and return it in a good and clean condition. Any damage caused whilst in your care must be paid for. Competitors must dance in the order stated in the programme, variation of this will only be allowed in exceptional circumstances. Late arrivals or not being available at the time stated will be taken as an indication of a refusal to compete. The times stated in the programme are approximate and all competitors must be available to compete at least 30 minutes beforehand. Music should be handed in at least TWO sections before. Competitors must provide their own accompaniment in the form of a good sound recording on a quality standard cassette tape or CD which will be played for the competitor. All recordings must be clearly marked and have nothing else but a single recording and be set ready for playing. No responsibility will be accepted for incorrect playing of cassettes, CD except in the event of equipment failure. It is advisable to have a back-up recording of all music used. If pre-recorded music is used in any Song and Dance section it must not include any singing or chanting on the recording. Pre-recorded music used in Tap must not include any recorded Tap or similar sound effect. There must not be any lyrics or vocal sounds of any description on any Ballet section or Ballet Championship recording. Competitors may enter once in each solo class and twice in all other classes providing either personnel are changed or the style of dance is changed. Except under extenuating circumstances, personnel in duets & trio/quartets cannot be changed once the programme has been printed. In the case of duets, trio/quartets and groups the age of the eldest competitor determines the class. Groups must have a minimum of 5 competitors. A novice is deemed to be a competitor who has never gained first, second or third place at any other comparable festival in the section in which they are now competing. Novices can enter novice or open sections, but not both. Time limits for dances must not be exceeded. Time will be checked on a random basis, from the first note or word of the accompaniment, or if it should occur first, the first movement of the dancer to the dancer s last movement at the completion of the dance. Overtimed dances will be penalised. A musical exit may be included on the recording providing it falls within the time limit. Spoken or recorded narratives after the steward s announcement will be included within the time limit for the dance. When requested, the steward will announce the title of the dance and when the story is obscure a short synopsis not exceeding 30 words. The Adjudicators take into account the whole performance including the choice and interpretation of the accompaniment, the quality of recordings and suitability of recorded vocals. The quality of reproduction will be critically assessed and bad recordings will be penalised.
