2 Police Pistol Combat Program The NRA's Police Pistol Combat State Team Postal Match was conceived and instituted in A state's Postal Team is comprised of the top six state resident individual competitor scores as shot at their State Championship. At the end of the year, the highest scoring State Postal Team is announced from those tournaments submitting Postal Team Scores. Each State Postal Team member receives a brassard and hat pin, with the high scoring state team members receiving the NRA Police Pistol Combat State Team Medal.

11 NRA s 2013 Law Enforcement Officer of the Year During the early evening of March 10, 2013 North Liberty Iowa Police Department officers were dispatched to a 911 call reporting a domestic fight between a man and his girlfriend. The caller heard yelling between the two and that the male had been jumping on the woman s car and screaming at her. Responding officers found the residence to be a mobile home trailer with a small elevated enclosed deck attached to the front door with a ramp leading to the front door. On arrival, officers Chris Shine located a woman outside who showed signs of being assaulted, was crying, and clearly under emotional duress. Investigation found that she was in the process of moving out of the trailer and the suspect in the assault was her boyfriend. When asked about weapons in the trailer she said she thought her boyfriend had removed his pistol from the trailer earlier in the day, and that he was now alone inside the trailer. Officers moved up the ramp to knock on the door only to find themselves confined in a very small area with little room to maneuver and impossible for all of them to be away from the front of the door. The officers managed to make contact with the boyfriend but he refused to open the door or to come outside. It quickly became clear that negotiations with the boyfriend to open the door were going nowhere. At this point the boyfriend could be partially seen through a very small window slot by the side of the door. Seeing no immediate threat from the boyfriend it was decided to attempt to force the door open. As soon as entry was attempted the suspect ran towards the back of the trailer and within seconds gunfire erupted and bullets began bursting through the front door, and two of the three officers, including Officer Christopher Shine had been shot. Officer Shine was hit in the abdomen, and the second officer in the chest. While the rounds caused serious injuries, thanks to today s ballistic vest technology the rounds did not penetrate the vest panels of either officer. Two of the officers managed to make it down the ramp to take covering positions, with one finding a side window to try to engage the gunman from. Officer Shine remained on the deck and while he could not see the gunman, he knew he was still in line with the now open trailer door as rounds were still being fired towards the front door. Hoping the gunman would expose himself Officer Shine used what little concealment he could to his advantage in order to be ready to engage the suspect. Unexpectedly there was a pause in the gunfire, which Officer Shine later said felt like three to four minutes but in reality was 4 seconds, and the gunman moved into view. Seeing each other almost at the same time the two exchanged fire, Officer Shine prevailed, striking the gunman seven times and the gunman s rampage was over. Amazingly, the time it took from the gunman s first shot and his attempt to kill the officers until Officer Shine s last shot to end the incident was only 19 seconds. Officer Shine s heroic actions under the most stressful and confusing circumstances while seriously injured is a credit to himself, his department, and the community he serves and are in keeping with the highest traditions of law enforcement. Had the gunman been able to continue his attack and exit the trailer there is no doubt the lives of the gunman s girlfriend and Officer Shine s fellow officers would have been in jeopardy. It is with great honor and pride that the National Rifle Association recognizes Officer Christopher Shine of the North Liberty Iowa Police Department for his valorous actions by naming him the 2013 NRA Law Enforcement Officer of the Year. 15 State Postal Match Regulations Effective January 7, 2012 states may field an Open Class Division State Postal Team and a Duty Gun Division State Postal Team. See the Police Pistol Combat Rule Book Appendix for more information. These matches are sponsored by the National Rifle Association to assist State Rifle and Pistol Associations in developing more interest in their State Championship Tournaments. There is no entry fee and current NRA Police Pistol Combat Rules apply. Teams: For each Firearm Division one six member team made up of PPC eligible state residents may fire in the State Team Postal Matches during the State Championship Tournaments. Team Selection: See the PPC Rule Book Appendix. Course of Fire: Open Class Aggregate (Match 6 or Match 13) and Stock Service Semi-Automatic Pistol Match (Match 14). For details see the PPC Rule Book Appendix Section. Official Witnesses: The NRA Official Referee or Jury Chairman, assigned to the State Championship and the Tournament Director shall act as the Official Witnesses. Each Official Witness must sign the submitted National Police Pistol Combat Postal Team Match Reporting Form. When Fired: State Outdoor Police Pistol Combat Championship Tournaments must be fired before December 31 st in order to enter a team in the State Team Postal Match. The fired Postal Team Match Reporting Form, properly completed, must be received at NRA Headquarters by January 10 th to be considered.
