2 The NRA's Police Pistol Combat State Team Postal Match was conceived and instituted in A state's Postal Team is comprised of the top six individual competitor scores as shot at their State Championship. Each competitor must reside in the state whose team they are a member of. At the end of the year, the highest scoring State Postal Team is announced from those teams submitting Postal Team Scores. Each State Postal Team member receives a brassard and hat pin, with the high scoring state team members receiving the NRA Police Pistol Combat State Team Medal.

10 NRA s 2011 Law Enforcement Officer of the Year Deputy Michael S. Zack On January 6, 2011 a Cecil County Maryland Sheriff s Office Deputy attempted to stop a motorist for a minor traffic offense. The violator ignored the deputy s signals to stop, rammed the deputies cruiser, and fled resulting in a 10 mile pursuit began. Off duty Cecil County Deputy First Class Michael Zack, traveling in his take-home cruiser, was unaware of the pending pursuit until he saw a cruiser at a distance in his rear view mirror with its emergency lights on. He then heard radio traffic about the traffic stop. Despite other deputies being dispatched to provide back up, having only his off duty pistol and credentials, and in civilian clothes, Deputy Zack turned his cruiser around to assist his fellow deputy without hesitation. As Deputy Zack finished a u-turn the pursuit had begun and as the suspect sped towards him the suspect moved his car directly into the path of Deputy Zack s cruiser in an attempt to hit him head on. After taking evasive action Deputy Zack was able to turn back around and join in the pursuit to provide immediate back up and took charge of communications. The pursuits path indicated that the suspect was heading for his residence so Deputy Zack terminated the pursuit to protect innocent citizens from further danger and hoping that the suspect would slow and stop driving recklessly when he saw the cruisers back off. Reaching the suspect s residence the deputies located the suspect s vehicle and searched the open area as they moved independently towards the house. Reaching the front door first, Deputy Zack s partner found the door open and as he began visually searching the entrance area he saw the suspect with a sawed off shotgun in his hand. Hearing his partner commanding the suspect to drop the shotgun, Deputy Zack ran to his partner s location where he saw the gunman raising the shotgun up at his partner. Seeing Deputy Zack s movement the gunman turned his attention away from the deputy and aimed the shotgun at Deputy Zack s head. Deputy Zack immediately engaged the gunman with multiple rounds, dropping the gunman to the floor, and ending the confrontation. From beginning to end, Deputy Zack played a major role. His off duty response was without a doubt above and beyond the call of duty and his valorous act of drawing the attention of the gunman away from his partner is a credit to himself, his department, and the community he serves. His actions ensured the safety of his partner, other responding deputies and neighborhood residents. His calmness, professionalism and heroism are in keeping with the highest traditions of law enforcement. It is with great honor and pride that that National Rifle Association names Deputy First Class Michael S. Zack of the Cecil County Maryland Sheriff s Office as the 2011 NRA Law Enforcement Officer of the Year.

15 State Postal Match Regulations Effective January 7, 2012 states may field an Open Class Division State Postal Team and a Duty Gun Division State Postal Team. See the Police Pistol Combat Rule Book Appendix for more information. These matches are sponsored by the National Rifle Association to assist State Rifle and Pistol Associations in developing more interest in their State Championship Tournaments. There is no entry fee and current NRA Police Pistol Combat Rules apply. Teams: For each Firearm Division one six member team from each state may fire in the State Team Postal Matches during the State Championship Tournaments. Team Selection: See the PPC Rule Book Appendix. Course of Fire: Open Class 1500 Aggregate (Match 6 or Match 13) and Stock Service Match (Match 7 or 14). For details see the PPC Rule Book Appendix Section. Official Witnesses: The NRA Official Referee or Jury, assigned to the State Championship and the tournament Match Director shall act as the Official Witness. Each Official Witness must sign the submitted firing report card. When Firing: State Outdoor Police Pistol Combat Championship Tournaments must be fired before December 31 in order to enter a team in the State Team Postal Match.
