86 SELECTION GUIDELINES PAGE 1 There will be 2 Selection Committees, one for Midweek Pennant and one for Saturday Pennant. Selection Guidelines a) A representative from each division on each committee would be ideal. b) The Bowls Director may attend a selection meeting, in a non-voting role, if requested by the selection committee or if required to resolve a selection issue. c) The panels will elect a member from the Saturday/Midweek committees to act as chairman of each committee. The chairman to liaise with the Board s representative on any issues that may need to be discussed by the board. d) Teams should be selected on Merit and Compatibility; however, some consideration needs to be given to the development of bowlers for the future. Bowlers need to learn how to lead or take other roles. Giving them that role while having an experienced mentor would be a good way of achieving this. e) The club should not become a "win at all costs" club. The selection committee should not ignore the needs of the players and their aspirations. f) Selectors should consider whether a player has just had an off day or is it a loss of form over a period of time. Skips may be changed if the need arises. g) Consideration should be given that players, who can only play on weekdays or weekends, be given preference for selection on those days. 84 Issue 1, 2 Aug 2018

87 SELECTION GUIDELINES PAGE 2 h) Skips (one at a time) can be invited to comment on team member performances. If a skip wishes to comment on the performance of a selector, the selector should not be present. Under no circumstances should a skip have the final word on team selection. i) A team member can request a meeting with the selection committee prior to the meeting to discuss, in a calm respectful manner, any issue that may directly affect them. j) If a member still has a problem with a selection decision after meeting with the panel, they can appeal to the Bowls Director. Under normal circumstances the Bowls Director should aim to have the issue resolved prior to the next pennant game. This may require the selection panel convening a special meeting with the Bowls Director. If an issue is still not resolved it should be referred to the board. k) No member shall be present at selection meetings unless invited to attend. l) The selectors should always be aware of real or perceived, conflicts of interest. If necessary, they should excuse themselves from any direct involvement in decisions where a reasonable person would suggest there is a conflict of interest. m) Comments made in selection meetings should not be made public and should be kept in committee. n) Casual vacancies on the Selection Committees are to filled by the Board of Directors, not by the Selection Committee. 85 Issue 1, 2 Aug 2018

88 SELECTION GUIDELINES PAGE 3 Player Responsibilities: a) Players should respect the selection committee s decisions. b) The selectors should only be approached as per items (i), (j) & (k) listed above. c) A player should not make demands on the selection panel, and requests should always be respectful. d) Pennant selection should not be influenced by individual's wishes to play in a particular division or with particular players; this practice sets a precedent and restricts the selectors to do their job. e) Players should not directly contact members of the Selection via or telephone in an abusive manor but use the system in place (b). f) A player with a selection issue, may request to attend a prearranged meeting of two or more selectors, if they are unable to attend a meeting with the full selection panel. g) Decisions of the Selection Committees can only be appealed to the Bowls Director after the member concerned has met with the relevant selection committee and the issue remains unresolved. Under normal circumstances the Bowls Director should aim to have the issue resolved prior to the next pennant game. 86 Issue 1, 2 Aug 2018

89 DUTIES AND RESPONSIBILITIES OF A PENNANT SIDE MANAGER/CAPTAIN 1. A Pennant Side manager must make sure they are conversant with Laws of the sport of bowls (Bowls Victoria) Rules for Competition. 2. They should, if playing at home, check to see that all selected players are in attendance, and if playing away, ensure that travelling arrangements for all players are made. On arrival at the club at which the match is to be played, they should check on arrival of all players. 3. When playing at home they should arrange to have the green timed. A member of both sides should be present. If playing away, they shall nominate a member to assist the opposing side s representative in timing the green. The green to be timed immediately prior to the two trial ends. 4. They should then contact the manager of the home team to carry out procedures as follows: The draw for rinks and opponents shall be made by opposing manager, who shall exchange cards, then shuffle them, after which the cards of one side will be placed face down by one manager, and the other manager shall then place a card on each and the teams shall play as thus drawn. 5. Cards should be handed to the seconds of teams who will keep the score. The home team second is responsible to update the score boards. 6. On completion of the match, the manager will collect the cards which must be signed by the opposing skips or seconds. 7. The Home Manager should then fill in the result sheets. They should be signed by the away manager and umpire and then e- mailed to the MPB. 90 All rounds of each club event must be played on or before the date set by the Match Committee. These dates will be displayed on the draw for each event. Note: All competitions to be completed by end of January. Should players be unable to agree on a date to play before 7 days of these dates, the Chairman of Match Committee and one other committee member must be notified. The Match Committee will either: CLUB CHAMPIONSHIPS CONDITIONS OF ENTRY PAGE 1 1. Arbitrate with the players and agree to a date 2. Set a fresh date where the game must be finalized by or played on. If a player has a game due during a holiday, they must ensure their game is played before they start their holiday. If this is not possible, they should consider using a substitute or forfeiting their game. The Match Committee will only agree to an extension in this case, if both teams agree to the change and it does not affect the completion of the following round. The Match Committee will only allow a maximum of two extensions to a player or team throughout. In the early rounds the extension will be for a maximum of two weeks, semi-finals and finals a maximum of a week. Should the above procedure not be followed, and the game is not played by the set date, BOTH players or teams will forfeit. Any dispute/appeals will be heard and dealt with by the full Match Committee. It is the responsibility of both players in a singles match, to organize a marker when arranging their game. The club would like to remind all players that they need to be flexible in their availability when entering club tournaments. We have both working people and retirees within our membership and as such this can cause problems when organizing a match. 88 Issue 1, 2 Aug 2018

91 CLUB CHAMPIONSHIPS CONDITIONS OF ENTRY PAGE 2 The Match Committee will arrange 3 days to assist with the playing of club games. It is the responsibility of the participants to complete any games not completed after the 3 rd day. The Match Committee may adjust cut off dates in the event of inclement weather, although this may not be possible if the event follows onto a state event. Protection for a player committed to BV/MPD events will be given and where unforeseen circumstances arise. Entry fee is $6 per player per event (payable on entry). In team events, the skip is responsible for entry fees. Only 1 entry per team. All entry fees are to be placed in an envelope with the entry form and placed in the box at the bar. All completion dates for Men s & Ladies events will be posted on the draw. All semifinals and finals must be played in club uniform. If playing your club game, other than on the 3 days arranged by the Match Committee, please put your name on the events board so the Greens Director will ensure your rink will be set up and ready for play. There must be a minimum of 4 entries for an event (6 for triples and fours) before it will be held. A championship will only be awarded to players or teams that have played at least 2 games in that championship. Only Full and playing Life Members are entitled to enter all club championship events. Pennant Only (see By-Law 5.2.1) and Dual members cannot enter the club s singles, pairs, triples and fours. They may enter any other event. PLAYERS MUST BE FINANCIAL AND ALL FEES PAID BY DUE DATE. IF NOT, THE PLAYER OR TEAM WILL NOT BE INCLUDED IN THE DRAW. 89 Issue 1, 2 Aug 2018

92 DUTIES OF A MARKER DO be correctly attired. DO introduce yourself to both players. DO be conversant with the ownership of bowls. DO align the jack AFTER it has come to rest. DO note that the mat is correctly laid and aligned before aligning the jack. DO ensure that the jack is not less than 21metres from the mats line after it has been centered. DO retire to a position about 2-3metres behind the jack and one and a half-metres on one side. Keep your shadow from the head or that of the adjoining rink. DO remain motionless, with eyes fixed on the player in possession of the mat. DO watch for signals from the player in possession, be alert and in a position to observe if a bowl becomes a toucher. DO answer all questions briefly with yes or no if the answer is not misleading, and only to the player whose turn it is next to bowl. DO walk from end to end midway between the center of the rink and boundary. DO remove a dead bowl immediately take care with one near or on the boundary line. The players will determine if this is dead. DO keep clear of the head when players arrive they determine the results, not you. DO call the score every end, naming first the score of the player who won the end. DO place the score on the board every second end. 93 Alcohol Management Policy Page 1 This policy provides the basis for the responsible use of alcohol by the Somerville Bowling Club and is seen as fundamental to the aims of the club. The club recognises the importance of holding a liquor licence, enabling it to generate income and hold social functions. In doing so however, we accept the responsibilities and expectations of the community in adhering to liquor licensing laws and the criteria of the Good Sports program. To ensure the aims of the club are upheld and that alcohol is managed responsibly by the club and its members, the following requirements will apply when alcohol is served at the club or during a club function. Serving Alcohol Alcohol will be served according to the legal and moral requirements of the club s Liquor Licence with the safety and wellbeing of patrons as the priority. The club maintains a current appropriate Liquor Licence Only RSA trained personnel will serve alcohol Bar personnel must not be intoxicated and do not consume alcohol when on duty People under 18 will not serve alcohol The club does not encourage excessive or rapid consumption of alcohol When serving non pre-packaged alcohol, standard drink measures will be served at all times Information posters about standard drink measures will be displayed at the bar The club s Liquor Licence and all relevant legal signage will be displayed at the bar Non club members must sign the attendance book Names of RSA trained bar personnel will be displayed An incident register shall be maintained and any incident recorded 91 Issue 1, 2 Aug 2018

94 Alcohol Management Policy Page 2 Intoxicated Patrons Drunk patrons will not be permitted to enter the premises Alcohol will not be served to any person who is intoxicated or drunk Bar personnel will follow RSA training procedures when refusing service Drunk patrons will be asked to leave the premises (after appropriate safe transport options are offered) Underage Drinking Alcohol will not be served to persons aged under 18 Bar personnel and committee members will ask for proof of age whenever necessary or whenever in doubt Only photo ID s will be accepted as proof of age Persons under 18 years of age must be in the company of a responsible adult or on the premises for the purpose of partaking of a meal. Alcohol Alternatives The club recognises that alcohol is not the only revenue stream available and actively encourages the sales of alternative products to that of alcohol. Tap water is provided free of charge One low-alcoholic drink and at least four non-alcoholic drink options are always available and are at least 10% cheaper than full-strength alcoholic drinks Substantial food is available when the bar is open for more than 90 minutes or more than 15 people are present The club will avoid using alcohol for player awards and fundraising prizes NO BYO Alcohol The club s Liquor Licence does not allow BYO alcohol. Club Trips The club will monitor and ensure any club trips, particularly end of season player trips, strictly adhere to responsible behavior and alcohol consumption in accordance with the principles of this policy and the aims of the club. Non Compliance All club board and duty RSA trained members will enforce the alcohol management policy and any non-compliance, particularly in relation to Licensing Laws and will be handled according to the following process: Explanation of the club policy to the person(s) concerned, including identification of the section of policy not being complied with, and Continued non-compliance with the policy should be handled by at least two board members or if unavailable, the bar duty members, who will use their discretion as to the action taken, which may include asking the person(s) to leave the club facilities or function 93 Issue 1, 2 Aug 2018

96 Alcohol Management Policy Page 4 Board Policy Management The presence of Board and RSA trained members is essential to ensure the operation of the bar and compliance with this policy. At least two bar duty members, who are RSA trained, are required to be present at all club functions when the bar is open. Key responsibilities of the Board members or if unavailable, the bar duty members, are to: Meet visiting police, cooperate and assist with any inquiries, Compliance in respect of persons under 18 years of age on premises, Recording any incidents in the incident register, and Ensuring strict compliance with all sections of this policy in accordance with legal requirements and the Good Sports program. Policy Promotion The Club will promote the alcohol management policy regularly by: Putting a copy of the policy in club communications, e.g. newsletters, website and printed member/ player information, Displaying a copy of the policy in the club social rooms, and Periodic announcements to members at functions. The Club recognises the importance of educating club members, particularly players, about the benefits of an alcohol management policy and will endeavour to provide information to assist this process. The Club will actively participate in the Australian Drug Foundation s Good Sports program with an ongoing priority to maintain Level 3 accreditation. Policy Review This policy will be reviewed annually to ensure it remains relevant to club operations and reflects both community expectations and legal requirements. 94 Issue 1, 2 Aug 2018

97 Safe Transport Policy This policy aims to provide a basis for the responsible use and/or non-use of alcohol at the Somerville Bowling Club and to avoid any incidents as people travel to or from the club and its events. The Club understands and accepts its responsibility to the safety of our members and friends. The following requirements will apply when alcohol is served, either at the club or during a club function. Bar staff shall encourage members and visitors to make alternate safe transport arrangements if they are considered to exceed.05 blood alcohol concentration (or.00 if probationary driver) Telephone calls will be made free of charge to arrange a taxi or other transport Contact telephone numbers for taxi services will be clearly displayed In specific cases, where a designated driver nominated by the club has accepted the responsibility to drive others home safely, the club will provide non-alcoholic drinks and bar food free of charge Bar servers will be provided non-alcoholic drinks and bar food free of charge by the club (only for club bar staff) Where available, club transport will be provided to/from events A key register will be implemented If considered necessary by the board, taxis will be pre-ordered to arrive at the venue at the conclusion of the function. 98 Rationale Somerville Bowling Club recognizes that: Environmental (second-hand) tobacco smoke is a health hazard and that non-smokers should be protected from it. Role modelling can have a significant impact upon the junior members of the club. Smoke free areas make smoking less visible and less socially acceptable. Smoke free areas support smokers who are trying to quit as well as reduce their overall cigarette consumption. Outdoor smoke free areas help to reduce the amount of cigarette butt litter (reducing clean-up costs, fire risk and children s health risk due to swallowing discarded butts). Smoke free environments are advantageous in attracting new members as well as positively promoting the club in the community. New Victorian legislation, Tobacco Amendment Act 2016 (comes into effect on 1 August 2017), bans smoking within 10 metres of an outdoor dining area. It also mandates that e-cigarettes are to be treated the same way as traditional cigarettes. Accordingly, the following policy shall apply to all members, administrators, officials, coaches, players, spectators, visitors and other volunteers and/or or staff of the club. General Smoke Free Policy Page 1 Cigarettes, including E-Cigarettes and other tobacco products will not be sold, including from vending machines, at any time at or by the club. Coaches, players, officials and volunteers will refrain from smoking while involved in an official capacity for the club, on and off the field. No images of club volunteers, members, officials, coaches and players smoking at club-related activities are to be placed on social media. 96 Issue 1, 2 Aug 2018

99 Smoke Free Policy Page 2 Smoke Free Areas The Somerville Bowling Club requires the following areas of the club s facility to be smoke free: All indoor areas All outdoor playing/training areas All spectator areas (standing and seated, covered and uncovered) All canteen, catering and eating and drinking areas Smoke free areas will be signed (where possible) and promoted in club materials. The designated smoking permitted area is restricted to the grassed area behind the top green and inside the main entrance gate and the gate near the barbeque. Smoking is only permitted in the area behind the barbeque when the smoking permitted sign is displayed there. Functions Club functions, including social and fundraising events and meetings, held at club facilities are to be smoke free. Club functions, including social and fundraising events and meetings, held away from club facilities are to be smoke free wherever possible. If provided, smokers may only smoke at outdoor designated smoking areas and are to dispose of cigarette butts safely before entering facilities. Promoting positive smoke free messages through the club s social media. Displaying a copy of the policy in the club social rooms. Periodic announcements to members at functions. Placing non-smoking signage in prominent locations both indoors and outdoors. The club recognizes the importance of educating club members, particularly players, of the benefits of implementing a smoke free policy and will endeavor to provide information to assist this process.
