24 August, 2014 Peninsula Bowls Division Rules For Competition Introduction Peninsula Bowls Division (PBD) Rules for Competition Peninsula Division No Laws governing a sport or Rules for Competition can cope with every situation. Unusual situations which are not covered within the laws can often arise. So, if a situation arises that is not covered by these Laws or Rules of Competition, players, markers and umpires should use their common sense and a spirit of fair play to decide on the appropriate course of action. DEFINITIONS SECTION 1 GENERAL CONDITIONS FOR ALL COMPETITIONS (i) For the purpose of interpretation in these Rules the expressions Member, Bowler, Player or Opponent will refer to an affiliated Player of an affiliated Club. (ii) Words importing one gender include the other gender. (iii) Unless otherwise stated words and phrases in the Laws, Rules and Regulations will have the same meaning as in the PB Constitution (iv) References to will within these Rules mean that the action is compulsory. (v) References to can within these Rules mean that the action is optional. LAWS All competitions will be conducted under the Laws of the Sport of Bowls, Bowls Australia (BA) Domestic Regulations (DR), BA Policies and BV Regulations BV Rules for Competition and these PBD Rules of Competition. SMOKING Smoking (defined as having a lit cigarette, pipe, cigar, electronic nicotine delivery system (ENDS) including e-cigs, e-cigarettes and any other form of smoking device) on the green is not permitted under any circumstances by participating Players at any time whilst a game or match is in progress. If a Player is observed to be smoking on the green by the Umpire he will warn the Player and advise his Skip, the Manager and/or the controlling body. If the Player is found to be smoking on a second occasion the Umpire will immediately suspend him from play for the remainder of the day. Should the penalty be applied, no replacement or substitute Player will be allowed for his Team. In a Team game, the game will be forfeited to their Opponents in accordance with law 46.1 and in a Side game the Team will play one Player short in accordance with law or Smokers can only smoke in Club designated areas 24

25 MOBILE PHONES Mobile Phone/MP3 Players /ipods/ ipad/ Pagers/Communication Devices and/or other similar Sound Devices. The use of Mobile Phones/Mc3 Players /ipod/pagers/communication Devices and/or other similar Sound Communication Devices on the green is not permitted. Should a Player have a legitimate reason (medical or emergency services personnel ONLY) to answer a mobile phone, the phone must be left in their bowls bag or with a spectator on the bank. If a Player is observed to be using a mobile phone or any sound device as described above on the green by the Umpire he will warn the Player and advise his Skip, the manager and/or the controlling body. If the Player is found to be using a mobile phone or any other sound device as described above on a second occasion the Umpire will immediately suspend him from play for the remainder of the day, Should this penalty be applied, no replacement or substitute Player will be allowed for his Team. In a Team game, the game will be forfeited to their Opponents in accordance with law 46.1 and in a Side game the Team will play one Player short in accordance with law In a singles game the game will be forfeited to the Opponent. ATTIRE It is the responsibility of the Club president to ensure that all Members of a Club Pennant Side and above Competitions or representative Team are correctly attired at all times according to Bowls Victoria Regulations for Attire If a Club fails to comply with the BV Regulations for Attire for a Pennant match and a formal complaint is made by the opposing club to the PBD Pennant Committee Chairman will then take action under Rule!C(ii) relevant to the misdemeanour which can result in either a find, loss of points or forfeit of the Match. CONSUMPTION OF ALCOHOL The consumption of Alcoholic beverages (defined as any beer, wine, spirit, spirit mixer or any drink containing alcohol) is not permitted at any PBD controlled event (event is defined as PBD State Championships Finals Week, Region Sides Championship, champion of Champion State Pennant but excluding PBD Pennant ) by participating Players whilst a game or match is in progress, if a participating Player is observed to be consuming alcohol (other than a Player in a Team in a Side game whose Team has completed its game) by the Umpire he will warn the Player and advise his Skip, the Manager and./or the Controlling Body. If the Player is found to be consuming alcohol on a second occasion the Umpire will immediately suspend him from play for the remainder of the day. Should the penalty be applied, no replacement or substitute Player will be allowed for his Team. In a Team game, the game will be forfeited to their Opponents in accordance with Law 46.1, and in a Side game the Team will play one Player short in accordance with Law In a singles game the game will be forfeited to the Opponent. Appeals and Bad behaviour Whenever under any of the Laws, Rules or Regulations any decision is made or penalty imposed, other than by an Umpire or the BV Disciplinary Committee pursuant to this Rule, any Defendant aggrieved thereby can appeal under BV Regulations 15 to the BV Disciplinary Committee by notice setting out the grounds of appeal and forwarded to the Chief Executive of BV not later than seven days after the date when such decision is made or penalty imposed. The Controlling Body can extend this time in a particular case at its complete discretion and no appeal will arise from a decision by the Controlling Body in this regard. 25

26 Penalties Every BV Affiliated Member undertakes to conduct themselves in a polite and sportsman like manners when participating in any bowls event anywhere in Australia. (a) If the Umpire, on appeal by the Controlling Body, a Side Manager, a Skip or an Opponent, or by observation, in their opinion decides that a breach of any Law or Rule or any action by a Player, has been deliberately intended to provide an unfair advantage at any PBD/BV bowls event including: 1. acts in an abusive, threatening or intimidating manner towards any person, 2. uses obscene, offensive, abusive, threatening or intimidating language towards any person, 3. acts in a unsportsmanlike manner, 4. threatening any person with physical violence or assault, 5. assaulting any person, 6. participating in a manner likely to bring the sport of bowls into disrepute. Then, the end shall be immediately regarded as completed and the Opponent of the offender shall be awarded as many shots as there are bowls in use by the Opponent in singles or opposing Team in a Team game. Serious offences may also be subject to police action. Upon a second such offence by the same Player in the same game, the Umpire shall award the game to the Opponents/s and shall forward a written detailed report about the incident to the controlling Body within seven (7) days of the incident. (b) If an infringement of a law or rule which does not have a penalty included in its statement is established after an appeal by a controlling body, Side Manager, skip or an Opponent, or the Umpire shall warn the Player. (c) In a Team game a warning to one Member of a Team shall be considered as a warning to all Members of the Team, in a Side game the warning of a Member of the Side shall only apply to the Member of the Team. (d) Any of the above Umpire-imposed sanctions are final and cannot be contested disregarded or appealed. Section 2 Pennant PBD Control the Pennant Competitions. The following information outlines the various administrative procedures and Conditions of Play to be followed in regard to the conduct of the Peninsula Bowls Division (PBD) Saturday and Midweek Pennant competitions. Saturday pennant. It is requested that a copy of these Conditions of Play be handed to each Side Manager appointed by your Club. Games will again commence no later than 1.00pm. It is permissible however to commence games prior to 1.00pm if all players are present. The two trial ends must be completed before 1.00pm.Play terminates at 6.00pm Clubs are requested to make sure that Selectors and Officials are conversant with the Bowls Victoria Regulations and Rules for Competition, which the PBD Board, have decided will be applicable to all PBD controlled events. Pre-Match Pennant Practice Pre-match practice is permitted for Saturday Pennant provided it is undertaken before noon on the day of the match, any player due to play in a match, can with the permission of the Club, otherwise play or practice on the green of any Club subject to such play or practice, (if at the Club at which the match is to be played), being on the rinks other than those allocated for the match. 26

27 Where the scheduled time of commencement of the game is other than 1.00pm the practice time should be completed thirty (30) minutes before the scheduled start. There will be no Pre-March Practice for Midweek Pennant. Games will again commence no later than 10.00am. Two trials ends must be completed before 10.00am. Play terminates at 3.30pm Timing of Greens The Bowls Victoria Board has directed all greens must be timed before the start of competitive play and recorded on the Pennant Check Form. Timing of your greens must be carried out thirty (30) minutes prior to the scheduled starting time by the nominated Umpire for the day in conjunction with the senior visiting side Manager. The pace must be recorded and immediately prominently displayed by the Manager of the home side. Greens must be timed in the presence of a member of the visiting side scheduled to play on that green. Clubs are reminded of the updated procedures for the use of timing ramps and the amended speed chart. The Pennant Check Form must be photocopied and ed/ faxed to the Division Match Committee. It is important timing is carried out and reported accurately as the information is used by both the PBD Match Committee and Greens Committees. Clubs are reminded that Bowls Victoria has timing ramp kits available which are precise instruments for recording the speed of greens. Timing Ramps are not permitted to be used for the timing of Needle Punch Synthetic greens. These greens must be timed with a stopwatch over a distance of 27 metres. Duration Each Match will consist of 25 ends per rink with an optional break taken as defined in PBD Rules of Competition for the current season. Replay Dead ends. Rule 9(BVR) Sides - Numbers and Composition A Club can enter any number of Sides up to the maximum number which can be accommodated on the rinks available for its use and (i) (ii) (iii) (iv) (v) (vi) (vii) (viii) Sides of a Club other than its first will be number 2, 3, 4, etc. in descending order of seniority. If a Club does not have sufficient players to form a Side it can seek approval from The PBD Pennant Match Committee to combine with another Club or Clubs to enter a side in the lowest Division available and be accompanied by written approval of the other Club or Clubs. Not with standing Rule 8B, if a Club does not have sufficient Players to form a Side for the Clubs lowest numbered Side, the Side can play with one or more Teams of three members playing as Lead, Second and Skip respectively in accordance with Law Sides will be filled by available players in descending order of seniority (ability) subject to Rule 9A (iii) if there are insufficient Players available to fill all Sides entered by the Club in the pennant Competition the lowest numbered side will be the Side which forfeits. Prior to round 15 of Sectional Play there will be no restriction on the interchange of Players between Sides of a Club. For the last four rounds of Sectional play, no Side will include more than three players who have played the majority of their games, prior to the fourth last game, in a higher numbered Side. In any Post-Sectional knockout match a Side will not include any Player who, during the current season, has played less than four games for the Club in that actual competition (the Saturday Pennant Competition and the Midweek Pennant competition are separate competitions and games played in one competition do not count towards Player eligibility in the other competition.) In any Post-Sectional match a Side will not include any Player who, during the current season, has played more than four games in any of the higher numbered Sides unless the Player has also played in four or more games in the Side concerned and/or any lower numbered Sides. The last two sectional round matches (being considered as such whether completed or not and including byes) shall not count as qualifying matches for finals regardless of whether or not Sides of the Club can be in the same Division; 27

28 (ix) If any Club is uncertain of having available sufficient Members who are eligible under (viii) it can apply to the PBD Match Committee for permission to play in any position other than Skip. Notification of No Play to Opponents There have been many instances where players arrive at their opponents venue only to find the greens have been closed or a walkover has been given. As a matter of common courtesy visitors should be advised the game is to be abandoned immediately the decision is made by the host Club, thus saving unnecessary travel. Where appropriate host venues can ring visiting sides to advise the closure of their greens. Please ensure that this practice is adhered to Clubs to advise PBD Pennant Managers as to the closure of their clubs greens immediately by telephone Dick Bullows and Pamela Dind Walkovers The PBD Competitions Committee is most concerned at the number of walkovers being given and a penalty will apply against a Club giving a walkover. Rule 8D(iii) states In addition to the points awarded under Clause 8D(ii) a side giving a walkover shall lose maximum points 15 shots and the Side receiving a walkover shall gain maximum points 15 shots. In addition to the points and shots penalties a financial penalty of $25.00 will be invoked for each of the first and second walkovers granted by Clubs. For a third walkover a penalty of $50.00 will apply and subsequent walkovers will attract a penalty of $ each. A club that withdraws a Pennant Side after the competition draw has been published will incur a $ fine to remove that side from the competition. In the event of a walkover, both sides must complete a Pennant Check form, showing which side has given the walkover. The side that receives the walkover and it not being a home game must also send in a White team (rink) sheet to register the players that would have played in the match for registration for finals. Substitutes (i) Saturday -Where a Club has insufficient of its own members to field a complete side, affiliated members from other Clubs may be used as substitutes to make up the number. However in any Side, only one substitute may be allowed in each team (rink). Substitutes must be played in the Club s lowest graded Side unless the vacancy occurs after 12 noon on the day of the match. (ii) Midweek Where a club has insufficient of its own members to field a complete side, affiliated members from other Clubs may be used as substitutes to make up the number, However, in any Side, only one substitute may be allowed in each team (rink) Substitutes must be played in the clubs lowest grades Side unless the vacancy occurs after 9.30am on the day of the match.8.30am if start time is 9.00am on the day of the match. (ii) After the commencement of play in a match, a substitute can take the place of any member of the side other than play Skip in accordance with Law 51.2 and Domestic Regulation 4.7 only if such member becomes unable to continue to play in the match by reason of circumstances arising after the commencement of the match. Incomplete Side If at the latest time for the commencement of a match a side does not have sufficient players to form a side, (i) (ii) The side will play with each defaulting team (rink) of the side playing as lead, second and Skip respectively. the lead will play his three bowls alternately with the opposing lead and second and the second will play his three bowls alternately with the opposing second s second bowl and the opposing third. The 28

29 duty of the third in a team (rink) of three will be carried out by the second, and one fourth of the total shots scored (including decimal places) by each defaulting team (rink) will be deducted from the score after the game has finished (iii) (iv) (v) As soon as rink becomes three players, card to be marked with a line through and from that point the score to the end of the game will be one fourth of the score deducted. Once this process (ii) above has been implemented the game must be played out to completion in this manner. Score card of this rink to be photocopied and ed to the Pennant Recorders with Pennant Record sheet. (vi) Set of Bowls all players to have with them a complete set of bowls refer Law Side Manager Wherever under any of the Laws, Rules and Regulations a Side is given any right of decision or choice, it will be exercised by the Side Manager who will act on behalf of the Side. Side Managers shall not be Umpires of the day. Male Participation In accordance with Equal Opportunity Legislation, male bowlers who are affiliated members of Bowls Victoria are permitted to play in the PBD Midweek Pennant competition and must be selected on their ability. Please ensure that any bowler selected by your Club is affiliated with Bowls Victoria as any points gained from a match will be for forfeited if an ineligible player participates in any game. Female Participation In accordance with the VCAT ruling, female bowlers who are affiliated members of Bowls Victoria are permitted to play in the PBD Saturday and Midweek pennant and must be selected on their ability. Please ensure that any bowler selected by your Club is affiliated with Bowls Victoria as any points gained from a match will be forfeited if an ineligible player participates in any game. Synthetic Surfaces Where a Club has facilities available which allows it to play games on either grass or synthetic surfaces, it would be deemed a common courtesy if the Club s opponents could be advised early in the week prior to the game if a decision is made to play the games on the synthetic surface. Please note that there is no obligation under the Rules to provide this advice and therefore no binding commitment. It is a courtesy action only. Umpires Venue Clubs to appoint accredited Umpires where available to officiate in matches. If Home Club does not have an accredited Umpire available they may use an umpire from a visiting Club to officiate if available. If no Umpire is available comply with Law If the Controlling Body has not appointed an umpire, the skips should choose a competent neutral person to act as Umpire. Identification Discs Clubs may use the coloured bowls discs of their choice provided all members of the side use discs that are of the same colour. Where opponents are using the same coloured discs the visiting Side shall remove theirs or use another colour if available 29

30 Registration of Players Please ensure that all Pennant players are correctly affiliated with Bowls Victoria, and Peninsula Bowls Division. This includes players who have received clearances from other Clubs. These players must be listed on the proper registration form or the Club faces the possibility of penalties being invoked. Composite Sides If a side in the lowest division comprises two or three Clubs in accordance with Rule 9A (ii), the players are permitted to wear their respective club shirts and hat bands. However, if coloured bowls discs are used they must be a constant colour and all members of the combined side will use the discs. All Divisions Games in all Divisions may be played on a Friday night if both competing Clubs agree and approval is obtained from the PBD Match Committee at least seven (7) days prior to the match involved. Scheduling of Matches Where clubs have agreed to schedule a fixture match to be played on a specific day (Midweek or Saturday), in the advent of the match not being able to be commenced or completed on that scheduled day the following will apply: If a Midweek match Commence or Complete on the day. There are no provisions for Sunday pennant. If a Midweek (schedule to commence at any time) match must be completed on the Tuesday and cannot be continued or replayed at any other time If a Saturday (scheduled to commence at any time) match must be completed on the Saturday and cannot be continued or replayed at any other time. There are no provisions for Sunday Pennant (Midweek and Saturday) PBD the controlling body has the right to alter conditions of play. Special Conditions for Changes to Scheduled Matches Notification of ANY change to a scheduled match/s must be provided in writing seven days prior to the scheduled date for play to the PBD Match Committee stating round, number, date for play, competing clubs, venue and starting time which applies to Saturday and Midweek Pennant. Where a scheduled Saturday match is delayed and due to be completed by no later than 6.00 pm, with the agreement of both competing sides the match may continue to completion beyond the scheduled 6.00pm time. Where a scheduled Midweek match is delayed and due to be completed by no later than 3.30pm With the agreement of both competing sides the match may continue to completion beyond the schedule 3.30pm Scheduled Break: In relation to provision of a scheduled break for all Divisions. Where matches are scheduled at the normal 1.00 pm Saturday start: A 15-minute break will be taken at 2:45pm, the bell is to be rung at 2:40pm if ended started ends to be completed, and no new ends are to be commenced after this time including ends that are made dead. Play is to resume at 3:00pm with all players expected to be back at their rink to re-commence play at that time. The purpose of this 5 minutes period of grace is to allow those who have just commenced an end to complete their end and still have a 15-minute break. 30
