3 INTRODUCTION FROM LALIT MODI BCCI VICE PRESIDENT AND IPL CHAIRMAN & COMMISSIONER 1 INTRODUCTION When I was studying at university in America (a very long time ago!), I was captivated by the fact that domestically, sport was so huge! Everywhere you went there was basketball, baseball and football and they sustained themselves financially on a solely domestic fan following. I watched with interest as these sports grew to become million and then billion dollar enterprises, caught up in the mechanics of their administrative and commercial functioning and asked myself why India couldn t have the same success with its passion cricket. And the idea was born. Once back in India I drew the blueprint to a professional city based cricket league, adapted from Major League sports in the USA and attempted to launch it in The hope was that by creating the franchise system, the Indian people would have a sense of belonging and ownership over their passion from a domestic perspective, My City, My Team. Unfortunately, it wasn t the right time. State cricket was in turmoil, the Board was underselling its broadcast rights and other sponsorship was at a bare minimum and the then Board of Control for Cricket in India was not open to the idea of launching such a new concept. I was in fact elected to do what I know I am best at, marketing and selling. Our team worked at revamping every aspect of the old proposal. We brought in the expertise of IMG and reviewed other countries domestic league systems and finally found that the English Premier League was the direction in terms of adaptation that we wanted to take. The last piece of the puzzle was to confirm the participation of the top international players in the world and once we had their commitment to the proposal, we launched the Indian Premier League. This has been a dream for me. I have visualized it for years now. For the BCCI, it means taking cricket to a whole new level that once upon a time ago, seemed like a fools dream. I would know, I tried over 10 years ago to launch it! Most importantly it means we finally revive domestic cricket and give it the boost that it needs. In 2005 when we won the election and a new Board was ready to move forward with new ideas and turn cricket around, the proposal for an Indian professional league came back to the fore and gathered quiet momentum. When I was elected as the Chairman of the Marketing Sub Committee, INDIAN PREMIER TWENTY LEAGUE20

5 INTRODUCTION FROM SUNIL GAVASKAR FORMER INDIA CAPTAIN AND IPL GOVERNING COUNCIL MEMBER 3 INTRODUCTION For an extremely traditional game like cricket, some of the changes that have taken place in the format have been dramatic to say the least, the latest being the Twenty20 format. Cricket has toyed with the 60 overs format which was used in the first three World Cups. It has also had the 55 overs a side version played by the counties in England as well as the Sunday League which was 40 overs per team. There have also been experiments in Australia with the two innings one day game, with each side getting 25 overs in each innings. There are also other versions such as the Super Max with 8 players, or the Sixes which, as the name suggests, has six players per team with 5 overs being bowled. However no format has captured the imagination of the public like Twenty20. It has taken cricket by storm all around the world and excitement levels have gone stratospheric. It is non-stop action from the first ball and there are more big sixes seen than ever before. The fitness levels required for this game are such that fielders seem to be performing acrobatics while trying to save the extra run that can mean the difference between winning and losing. Nothing excites the public more than a stupendous bit of fielding and it brings the crowd to its feet. In fact if anything the Twenty20 format keeps the crowd standing most of the time rather than sitting passively, for it is action stations every second. India has not had a domestic Twenty20 competition where all its top players play and the IPL will be just that, where not only Indian heroes but greats from other countries will also enliven and brighten the grounds and have the spectators asking for more. There s no better time to be a spectator than at the IPL Twenty20 and the beauty is that one doesn t have to have Twenty20 vision to do so. It is the future of the modern game and the perfect tool to take the game global and across boundaries. The fact that the game s top players will be involved means it s just the perfect platform for this format of the game to take off. Having played and watched cricket over the last three decades I have absolutely no doubt in my mind that this will be one of the biggest success stories this game has seen in times to come. Being a member of the Governing Council you can be assured that every effort will be made to see that the IPL is run in a thoroughly professional manner. 13 THE GROWING DEMAND FOR LIVE ENTERTAINMENT IN INDIA 11 INTRODUCTION As India s wealth base broadens, consumers will demand and be prepared to pay for, more and better live entertainment opportunities Watching live sport is a major weekly pastime in the world s advanced economies - approximately 400,000 attend Premiership football every weekend in England generating nearly $5 billion in matchday revenues (tickets, premium seating, ground concessions etc) In recent years international music acts such as the Rolling Stones, Shakira and Black Eyed Peas have played to packed stadiums in India the Indian public are starved of high quality entertainment opportunities A star studded Twenty20 cricket tournament will help to satisfy this increasing demand Late afternoon/evening scheduling is ideal for television audiences, and for attracting the post-work crowd and families to the stadiums Going to a Twenty20 match is about more than cricket, with music, dancing and other entertainment NB: A major goal of the IPL is to improve India s stadium infrastructure which in turn will improve spectator experience and encourage new strands of live entertainment INDIAN PREMIER TWENTY LEAGUE20

15 13 INTRODUCTION INTRODUCTION TO IPL 8 Franchised City teams will compete Franchise numbers will increase over time with founder Franchise s rights protected The inaugural IPL season will run for 44 days starting in April 2008 Each Franchise will play each other home and away 7 guaranteed home matches per Franchise (Each NFL Franchise has 8 home games) The top 4 Franchises in the league will contest the semi finals and the victorious semi finalists will meet in the Grand Final all over one weekend A total of 59 matches this creates a total of 177 hours of live content The 2 IPL finalists will advance to the new Champions Twenty20 tournament provisionally scheduled for October 2008 Matches will be played to ICC World Twenty20 regulations INDIAN PREMIER TWENTY LEAGUE20

27 SHARE MODEL OF CENTRAL REVENUES 25 FRANCHISE MODEL The Franchises will receive the following share of central revenues: Television (after production costs) Year 1 80% Year 2 80% Year 3 70% Year 4 70% Years % Year 11 onwards 50% Sponsorship Years % Year 11 onwards 50% Of the total amount to be distributed, 80% will be paid to the Franchises in equal proportions and 20% will be based on final league positions This distribution model is based on IPL s current forecasts for the first contracts for centralised television and sponsorship agreements. 47 INVESTMENT PROCESS 45 INVESTMENT PROCESS The availability date of the Invitation to Tender (ITT) for Franchises will be advertised in the Indian national press during December All those who have directly contacted the BCCI or IMG will be advised directly of the ITT availability date Potential Franchisees may submit bids for more than one city The ITT will identify the approved IPL cities and stadium terms The bid will require each bidder to state the total Franchise fee they are offering for an initial 10 year term Following the initial 10 year term, Franchises will remain in the ownership of the Franchisees under commercial terms which will be advised in the ITT Bid deadline and Franchise award dates will be advised in the ITT Player drafting auction will immediately follow Franchise awards INDIAN PREMIER TWENTY LEAGUE20
