1 LCCA Senior Playing Conditions These Playing Conditions shall apply to all scheduled 40 over matches in the First, Second and lower Senior Grade competitions. The finals series for all these grades are also included. Any grade variation to a specific law will be identified. Except as varied hereunder, the MCC Laws of Cricket (2000 Code 6th Edition 2015) shall apply. All references under the Laws of Cricket to 'Governing Body' shall mean the Lower Clarence Cricket Association (LCCA). All references to the LCCA shall mean the LCCA's Executive Committee, unless otherwise stated.

3 THE LAWS OF CRICKET: THE CONTROLLING AUTHORITY The competition will be conducted under the auspices of the Lower Clarence Cricket Association (LCCA) and controlled by the elected Executive Committee and club appointed delegates of the LCCA. The executive committee will consist of a Chairperson President, Secretary and Treasurer, submitting a report to the LCCA at the completion of the season. Matches will be played in accordance with the rules set out hereunder. All matches will be played under the MCC Laws of Cricket except where varied by these rules. The executive committee, in consultation with the Grounds and Fixtures committee shall and input from club delegates, prior to the commencement of the season, organise the draw, the points to be allocated, and how the winner of the competition will be determined. THE LAWS OF CRICKET: THE CODE OF CONDUCT All registered players of the LCCA will be subject to the Code of Conduct as applied under the By-Laws of Cricket NSW. All participants and particularly captains are expected to be fully aware of the code of conduct and The Preamble The Spirit of Cricket, deemed to understand same and to fully comply. Both are reproduced below. Code of Conduct: 1. No person bound by the Code of Conduct shall engage in disorderly or improper Conduct or behaviour. 2. A person who engages in disorderly or improper conduct or behaviour breaches this Code of Conduct. 3. Disorderly or improper conduct or behaviour includes, but is not restricted to, a person; - assaulting or attempting to assault, or abusing, either orally or physically, an umpire, player or spectator; disputing, as distinct from questioning, an umpire s decision, or reacting in an obviously provocative manner towards an umpire; - using crude or abusive language, or hand signals or other gestures; - engaging in any form of conduct or behaviour detrimental to the Spirit of the Game or likely to bring the game into disrepute; or - refusing to supply that person s name and that person s address when required by another person who is lodging a report. 4. The captain of a team shall ensure that the players (including the person acting as 12th man) comply with the Code of Conduct. 5. The captain of a team breaches the Code of Conduct if a player in that team engages in continuing disorderly or improper conduct or behaviour, and therefore may also be placed on report. THE LAWS OF CRICKET: THE PREAMBLE - THE SPIRIT OF CRICKET The Preamble applies to all members of the LCCA affiliates, and makes team captains responsible at all times for ensuring that play is conducted within the Spirit of the Game as well as within the Laws. Cricket is a game that owes much of its unique appeal to the fact that it should be played not only within its Laws but also within the Spirit of the Game. Any action which is seen to abuse this spirit causes injury to the game itself. The major responsibility for ensuring the spirit of fair play rests with the captains. There are two Laws which place the responsibility for the team s conduct firmly on the captain ( Responsibility of Captains and Players Conduct ). Page 3 of 20

4 THE LAWS OF CRICKET: THE PREAMBLE - THE SPIRIT OF CRICKET - CONTINUED Responsibility of Captains The captains are responsible at all times for ensuring that play is conducted within the Spirit of the Game as well as within the Laws. Player s conduct In the event of a player failing to comply with instructions by an umpire, or criticising by word or action the decisions of an umpire, or showing dissent, or generally behaving in a manner which might bring the game into disrepute, the umpire concerned shall in the first place report the matter to the other umpire and to the player s captain, and instruct the latter to take action. Fair and unfair play According to the Laws the umpires are the sole judges of fair and unfair play. The umpires may intervene at any time and it is the responsibility of the captain to take action where required. The umpires are authorised to intervene in cases of: - Time wasting - Damaging the pitch - Dangerous or unfair bowling - Tampering with the ball - Any other action that they consider to be unfair The Spirit of the Game involves RESPECT for: - Your opponents - Your own captain and team - The role of the umpires - The games traditional values It is against the Spirit of the Game: - To dispute an umpires decision by word, action or gesture - To direct abusive language towards an opponent or umpire - To indulge in cheating or any sharp practice, for instance: Violence to appeal knowing that the batsman is not out; to advance towards an umpire in an aggressive manner when appealing; to seek to distract an opponent either verbally or by harassment with persistent clapping or unnecessary noise under the guise or enthusiasm and motivation of one s own side. There is no place for any act of violence on the field of play. Players Captains and umpires together set the tone of the conduct of a cricket match. Every player is expected to make an important contribution to this. Page 4 of 20

5 SOCIAL MEDIA POLICY AND GUIDELINES The LCCA recognises that the internet provides unique opportunities to participate in interactive discussions and share information on particular topics using a wide variety of social media, such as Facebook, Twitter, blogs and Wiki's. Apart from personal use of social media in accordance with this policy, the LCCA encourages all cricket stakeholders and followers to participate responsibly in these media as a means of generating interest in the LCCA competition as well as other local competitions so long as all of the rules and guidelines regarding social media usage are adhered to. In particular, the following policies should be kept in mind: Social media should never be used in a way that violates any other LCCA conditions or by-laws. If your post would violate any of LCCA s conditions or by-laws in another forum, it will also violate them in an online forum. For example, stakeholders & participants are prohibited from using social media to: Circumvent LCCA s ethics and standards of conduct. - Defame or disparage the LCCA or its affiliates, sponsors, players, committees, clubs, suppliers, umpires or other stakeholders. - Harass any other person in any way. - Violate the LCCA's privacy policies (for example, never access private password protected sites of other stakeholders without permission). - Violate any other laws or ethical standards (for example, never use social media in a false or misleading way, such as by claiming to be someone other than yourself). The LCCA expects that every participant should respect their opponents and other stakeholders of the game. Do not post anything that others would find offensive, including ethnic slurs, sexist comments, discriminatory comments, insults or obscenity. Any stakeholder who violates LCCA's policies or guidelines will be subject to discipline, up to and including suspension of their club from the competition. CONSUMPTION OF ALCOHOL Quite simply, alcohol is NOT to be consumed nor is smoking allowed on the field by players and or umpires. This is formal notification by the Executive of the LCCA to the Executive Members responsible for the management of clubs registered with the LCCA that all Players, Coaches, Managers and parents are hereby notified that the consumption of alcohol whilst participating as a player or official (i.e. Manager, Coach or Umpire) at a club or representative match is NOT permitted. In the case of Junior players, this is an illegal activity. The LCCA Executive has confirmed with the insurance provider through Cricket Australia and Cricket NSW, that a participant who has consumed alcohol whilst actively involved in an official match, will NOT be covered by personal insurance for any injuries incurred by the player in the match at which an incident occurs. A player may also be open to legal action by any other participant who is impacted by the actions of a player who has consumed alcohol. The level of intoxication is irrelevant to the insurer. Club Executives and Captains are to ensure to the best of their ability that their team follows this policy and report breaches to their club executive and / or LCCA. With regards to juniors, it is illegal for any LCCA registered player under the age of 18 to consume alcohol at any match they participate in or are present at. Such activities will not be tolerated by the LCCA. Any such occurrences are to be reported in writing to the LCCA immediately. Officially reported players and / or officials will be required to face the LCCA judiciary. Confirmed reports will be forwarded to the NSW Police for investigation. All Coaches and Managers are responsible for the safety and conduct of junior players whilst they (the player) are at a match and if providing transport, travelling to and from matches. Any Coach or Manager with players officially reported to be engaging in illegal activities will face the LCCA judiciary to explain their actions and any LCCA actions to be taken. Confirmed reports will be forwarded to the NSW Police for investigation. It is recognised that moderate consumption of alcohol occurs by adults. However, it is to be emphasised that this is to occur only when a player s or official s duty is completed. In the case of a player, coach or manager undertaking umpiring duties as part of a match, both Senior and Junior, the duty is completed at the end of the match. Alcohol consumption at junior matches by Coaches or Officials is not recommended. No player is to take the field at anytime under the influence of alcohol. No alcohol is to be consumed by anyone on the field of play. Any such occurrence is to be officially reported to or by Umpires/Captains. Page 5 of 20

6 THE LAWS OF CRICKET: LCCA MODIFIED PLAYING CONDITIONS LAW 1 (THE PLAYERS) shall apply subject to the following. Qualification of Players A. General i) No person shall be allowed to participate in competition matches unless they are a bona-fide member of an affiliated Club. However, a player wishing to play with the LCCA after having played with another Association or is currently playing with another Association, before being able to take part in the LCCA Competition, must produce a clearance from their current or former Association via MyCricket. ii) The names of all registered players with dates of birth and contact details must be added to MyCricket by 1st November each season. Birth Certificates for players under the age of 19 as at 1st September, must be produced if the date of birth is questioned by the LCCA. There are no restrictions on unregistered players participating with clubs after 1 November, provided that their details are added to MyCricket prior to participation. iii) No player shall play with more than one Club in any one season, unless granted permission from the LCCA. iv) Each First Grade side is to nominate 6 players which cannot participate in a lower grade unless prior permission is granted by the LCCA. Similarly, where a First Grade player is deemed to have lost form or ability, the club must apply to the LCCA to modify their selection changes. Additionally, where a club has two or more sides in the same grade, again they must nominate 6 players who cannot interchange between those teams. v) A junior player may play for different clubs, but is again limited to only nominating one junior and one senior club in that season. Any variations to this, see (iii) above. vi) To qualify for finals, a player must first have played at least three matches for that Club, secondly he must have played in three (3) out their last five (5) competition matches to qualify for that grade or a higher grade. vii) In circumstances where a match is washed out, any player nominated in MyCricket will not have this match counted towards their qualification. Under exceptional circumstances this can be overruled by the delegates at a General Committee meeting. viii) Juniors u16 and under can play in any Finals, providing the criteria at (v) above has been met. ix) A junior player must be aged 14 or above to participate in First Grade - batting, bowling or fielding. x) Where a club has all SENIOR grade teams in any finals series, and games are held on the same day at the same time, a player may be selected to play in any grade provided the player has played 3 matches for that club in that grade or immediately lower. Any failure to adhere to this may result in the loss of the match. e.g. A club with 1st and 3rd grade teams and no 2nd grade team, cannot have a nominated first grade player participate in 3rd grade. xi) The title 'cricket player' means male or female and covers both junior and senior participants, unless otherwise determined by the LCCA or these playing conditions. B. Nomination of Players i) Each captain, before tossing, must give to the other captain a list players. The first 11 will be the nominated players who can, bat, bowl and keep wicket. Any additional players after the nominated 11 will be regarded to as substitutes and can FIELD only. ii) No alteration to the nominated 11 can be made without the consent of the opposing captain, umpires are to be advised where changes are made. If the captain is unavailable at the time, a deputy shall nominate the players and toss for choice of innings, as set out in Law 1 (The Players) and Law 12 (Innings). iii) The team list must identify junior players, anyone under 19 as of 31Aug prior to the cricket season. iv) All team lists are to be handed to one umpire (where appointed) prior to the commencement of play, who will retain them until the end of the season. If no appointed umpire the captains will retain the opposing team's list until the end of the season. Page 6 of 20

7 C. Protective Equipment - The Batsman i) Any player aged under 16 years on 31 August prior to the cricket season must wear protective equipment at all times while batting. Such protective equipment is defined as a helmet with grille fitted, protector, leg-guards and batting gloves. (Refer also Playing Condition MCC Law 41 'Protective Equipment - The Fielder'). D. Clothing i) All players taking the field of play are to be neatly dressed in clean cricket clothing and must wear, white or cream trousers or shorts, white or cream shirt, white or cream socks and white or cream shoes or boots. White or cream long trousers can be worn in any grade, but are compulsory in First Grade. Additionally in First Grade, players must take the field in similar playing shirts. ii) Coloured clothing of similar design, so long as it is predominately white is permitted. When shorts are worn, for all grades other than Firsts, they are to be predominately white. Football shorts or similar are not permitted. Straw hats, in good repair, may be worn. Any queries are subject to the prior approval of the LCCA. iii) First Eleven representative players must wear long white or cream trousers and other defined clothing. Jumpers (or similar outer clothing), if worn must be white or cream. iv) The responsibility for the dress rules shall be that of each team captain. Any opposing team captain may report any infringement of the dress rules to the LCCA who shall if they find the case proved, deduct competition points from the offending team. It shall be the LCCA's decision to lay down a scale of points to be deducted from offending teams. v) Official umpires are empowered to refuse players permission to take the field if incorrectly attired. Where no official umpire is present, this responsibility shall fall on the team captains. E. Use of Ineligible Player i) Where a player participates in any match while ineligible, under any circumstance, the following provisions may occur: (a) The team concerned may be regarded as having lost the match or matches in which such a player participated, and may forfeit any points gained; (b) The opposing team may receive winning game points; (c) Where the team concerned gained no points from the match, points may be deducted; and (d) The LCCA may take further action against the club or player concerned, if it deems it necessary. LAW 2 (SUBSTITUTES AND RUNNERS) shall apply subject to the following. A. Interchange of Fielders i) Unlimited interchange of fielders from the team list (nominated 11 plus substitutes) shall be allowed. Should a player from the nominated 11 be unable to take the field the substitute player may only FIELD. ii) Fielder Absent or Leaving the Field (Law 2.5) shall apply (greater than 15mins) in relation to the length of time a player is absent and the penalty time they must serve before being allowed to bowl. However, there is no restriction to the number of times a player may leave the field or the circumstance for their absence. iii) In the event of a fieldsman already being off the field at the commencement of an interruption in play through ground, weather of light conditions or for other exceptional circumstances, he shall be allowed to count any such stoppage time as playing time, provided he personally informs the umpires, or opposing captain when umpires are not appointed, when he is fit enough to take the field had play been in progress. 8 LAW 3 (THE UMPIRES) shall apply subject to the following. i) Only the Lower Clarence Cricket Umpires Association (LCCUA) can appoint umpires across all and any grade of the LCCA matches. ii) Where two LCCUA appointed umpires are present, they shall officiate together for the duration of play. iii) Where only one LCCUA appointed umpire is present that umpire shall officiate at the non-striker's end only. The Square Leg umpire position is to be filled by a player from the batting side ONLY. In these circumstances the batting side square leg umpire is only to adjudicate on instances of a run-out, shortrun and / or stumping decisions, but may also be called upon by the appointed non-strikers end umpire to assist with further decisions during play if necessary. iv) Subject to Law 3 (The Umpires), only appointed umpires shall be the sole judges of the fitness of the ground, weather and light for play. v) Only appointed umpires can adjudicate in decisions of fair and unfair play, and may intervene at any time. It is the responsibility of the captain to take action where required. vi) Those Senior matches where no official umpire is appointed, captains are to appoint only players from their team to officiate in the match. Under NO CIRCUMSTANCES is a non-player to be involved in the umpiring of a match. vii) The above condition may only be varied with the approval of the opposing captain and ONLY when the batting team cannot provide two umpires due to lack of attending players. viii) In addition to point (vii) above, those non-playing umpires cannot undertake the enforcement of playing conditions or procedural decisions regarding the match. These duties regarding the undertaking and control of the match remains the responsibility of the two captains. ix) No member of a club can be 'self-appointed', even if they are a NSWCUSA member, to undertake the umpiring duties. They may however, if a player from that match be selected by their captain to officiate. x) Captains are not obligated to accept any non-players from a club and may submit reports in cases where members of an opposing club seek to influence any such decisions. The reports are to be submitted to the LCCA and where necessary referred to the LCCA Judiciary. Note: This also includes the square leg umpire. ONLY with the consent of the opposing captain can any player, coach, manager, or NSWCUSA members undertake umpiring duties. xi) After an interval or interruption, subject to the other provisions of MCC Law 3.9, play will resume unless the umpires together agree that conditions are or have become unsuitable or dangerous. It should be noted that the Laws of Cricket do not require rain to stop, prior to umpires resuming play at such times. Simply because conditions are not 'ideal' is not the basis for play to be suspended or abandoned. xii) Lightning - Play shall cease immediately, in the event that a lightning flash is followed by thunder less than 40 seconds later. Play shall not resume until 30 minutes after the last lightning flash. xiii) Lightning - Immediately following the suspension of play, persons may enter the field of play in order to lay pitch covers. However, no person may remain on, or enter, the field of play in the event a lightning flash is followed by thunder less than 30 seconds later, and shall remain off the field of play for the duration of the period that play is suspended under this Playing Condition. LAW 4 (THE SCORERS) shall apply subject to the following. i) A printed or handwritten or electronic score record is to be available, at all times during play. The electronic version can be managed via MyCricket. ii) All records should be compared to ensure their accuracy. iii) Each team is responsible for ensuring that the game result, as well as individual player results are entered into MyCricket by 12:00pm on the Monday following each match. Failure to comply with this may result in the loss of 8 competition points to the offending team for each occurrence. Page 8 of 20

9 LAW 5 (THE BALL) shall apply subject to the following. i) First Grade - red four piece (156g) RJR brand balls, as approved by the LCCA shall be used in all matches for both turf or synthetic pitches. (For this season these balls are compulsory from Round 6) ii) In lower senior grades a quality red two piece, (156g) ball is to be used on either turf or synthetic pitches. iii) Each competing team shall provide either a new match ball, or one approved by the opposing captain before the start of their fielding innings. iv) The ball shall be in the possession of the umpires before the toss and shall remain under their control throughout the match. This means that the umpire shall take possession of the ball in use at the fall of each wicket, at the start of any interval and at any interruption of play. LAW 6 (THE BAT) shall apply. LAW 7 (THE PITCH) shall apply subject to the following. A. Fitness of Pitch for Play - i) The umpires shall be the sole judges of the fitness of the pitch for play. See Law 3 sections on Fitness for Play and Suspension of Play in Dangerous or Unreasonable Conditions. B. Selection and Preparation - i) Before the match, the Ground Authority shall be responsible for the selection and preparation of the pitch. During the match, the umpires shall control its use and maintenance. C. Changing the pitch - i) Should the allocated turf pitch not be suitable for play, the umpires where appointed will work with the captains to convene a match. ii) A turf pitch shall not be changed during the match. iii) Where a match starts on either turf or synthetic it cannot be moved to the other surface type. iv) Where it is dangerous or unreasonable for play to continue on a synthetic pitch and then only with the consent of both captains can the match be moved to another synthetic surface. LAW 8 (THE WICKETS) shall apply subject to the following. i) To clarify when bails are dispensed with, they are to be removed from both ends. The use of bails shall be resumed when conditions permit. (Also see Law 28 - 'The Wicket is Down') LAW 9 (THE BOWLING, POPPING AND RETURN CREASES) shall apply. LAW 10 (PREPARATION AND MAINTENANCE OF THE PLAYING AREA) shall apply subject to the following. i) There is no provision for the rolling of the pitch between innings unless the appointed umpires determine that it is necessary. ii) Where possible, the pitch may be rolled after a delayed start in accordance with the Law. However, if the umpires together agree that the delay has had no significant effect on the pitch, they shall refuse any such request for rolling. iii) Where necessary, at the change of innings or during a match, the umpires can advise the captains that any existing debris can be swept away or removed by hand as applicable where it is not detrimental to the surface of the pitch. This also applies to synthetic pitches. Page 9 of 20

10 LAW 11 (COVERING THE PITCH) shall apply subject to the following. i) The home side, the team named first in MyCricket, shall be responsible for covering the wicket no later than Friday evening prior to the match. On game day, the removal of the covers by the home side shall be advised by the curator. ii) Prior to the Friday before game day, the curator or players from either side can cover the pitch as necessary. Unless otherwise directed by the curator, no person other than the curator is to remove covers that have been used prior to the Friday. iii) If it is raining or conditions are threatening, covers may remain in place on the pitch until the actual start of play. iv) It is the responsibility of the home side to immediately advise the opposing captain and the LCCA Secretary by phone when for any reason the laying of the overnight pitch covers did not occur. The use of , txt or voice mail are not considered as acceptable primary forms of communication for this playing condition. LAW 12 (INNINGS) shall apply subject to the following. A. The Match - Will consist of one innings of 40 overs per side where there has been no interruption or delay in starting the match. i) A sides innings is deemed to have been completed only if (a) The side is all out, (b) At the fall of a wicket or retirement of a batsman, when further balls remain but no further batsmen is available to come in, and (c) The number of overs has been bowled or time has been reached. B. The Toss - The captains shall toss for the choice of innings, on the field of play and in the presence of one or both of the umpires, not earlier than 30 minutes, nor later than 15 minutes before the scheduled or any rescheduled time for the match to start. Note, however, the provisions of Law 1.3 (Captain). C. Decision to be notified - As soon as the toss is completed, the captain of the side winning the toss shall notify the opposing captain and the umpires of his decision to bat or to field. Once notified, the decision cannot be changed. D. Delays or Interruptions - Where the innings of the side batting first has been interrupted due a delay to the start of play or suspension during play, due to adverse conditions of ground, weather or light, or in exceptional circumstances will result in the implementation of the 'Reduction in Overs' formula. See 'Appendix A' for details and formula. If the side batting second has play suspended, as per above, play when suitable will re-commence and continue until conditions become dangerous or unreasonable for play. i) In the circumstances of d) above, the equal overs system must apply as follows: (a) Both sides must be afforded the same number of overs to constitute a match. (b) Each team must have a minimum of 25 overs available to them. ii) Should either of these two conditions not be met, then the match will be declared a Draw. iii) See MCC Law 21 - 'The Result' LAW 13 (THE FOLLOW ON) shall not apply. LAW 14 (DECLARATION AND FORFEITURE) shall apply subject to the following. A. Declaration - Shall not apply. B. Forfeiture - A captain my forfeit his sides innings at any time before the commencement of that innings. A forfeited innings will constitute the awarding of the match to the opposing team. See also MCC Law 21 - 'The Result'. Page 10 of 20

11 LAW 15 (INTERVALS) shall apply subject to the following. A. Intervals for Drinks - a drinks break of no more than 5 mins shall be taken on completion of the 20th over. If, however, a wicket falls or a batsman retires within 5 minutes of the agreed time then drinks shall be taken immediately. During periods of extreme hot weather, umpires may provide additional drinks breaks. B. Agreement to forgo drinks - At anytime during the match, the captains may agree to forgo the drinks interval. The umpires are to be informed of such a decision. C. Interval between innings - This will consist of a 10 minute break from the close of the first innings until the call of Play for the start of the next innings. D. Variations to intervals - When the number of overs in a match has been reduced, drinks break will only be taken when the number of overs in each innings is greater than 25 overs. LAW 16 (START OF PLAY; CESSATION OF PLAY) shall apply subject to the following. A. Amendment to Match Date(s) or Venue: i) The Grounds and Fixtures appointments team (G&F) has the sole responsibility of selecting grounds for matches. ii) Turf pitches for CRCA first grade matches will be allocated as deemed suitable by the G&F with priority allocated to the functioning of the LCCA competition. iii) To ensure fairness to all teams during periods of wet weather, the G&F is empowered to invoke the "No Disadvantage Rule" at their discretion. This ruling is based on a specific percentage, as advised by G&F, of the allocated grounds being unavailable for play, taking into consideration that only synthetic matches can be moved. Should this ruling be invoked, it will result in the whole round for all teams, where applicable in that grade, being washed out. iv) During the Finals, the higher ranked team will nominate their preferred choice of ground. In First Grade only turf pitches are to be used. v) Additionally during Finals, the "No Disadvantage Rule" does not apply. If the nominated ground of the higher ranked team is unavailable, the G&F will allocate grounds. Knockout finals will have priority for these ground allocations. The order of preference for grades is in the order of 1sts/2nds/3rds. All available turf pitches are to be made available during the finals period, with the LCCA to cover curator costs regardless of whether the ground is used or not. vi) Where Semi-Final or Finals matches are washed out or end in a draw the team which had the higher ranked position on the competition ladder shall be declared the winner. vii) In the event of a Grand Final being washed out, tied or ending in a draw the match shall be rescheduled for the same or another venue on either or both of the days on the spare weekend. Should the Grand Final be washed out, tied or end in a draw on the spare weekend, the team first to enter the Grand Final from the Major Semi-Final shall be declared the Major Premiers. viii) Only the LCCA can make changes. Any requests for changes should be applied for during a General Meeting of the LCCA. ix) In the event of wholly unforeseen circumstances unrelated to inclement weather, a club may contact the Grounds and Fixtures appointments team to resolve the matter. B. Playing Hours: i) All Grades for all matches including Finals, the hours of play are from 1:00 pm to 6:00pm. ii) The toss is to be completed by 12:50pm and each side requires a minimum of two players to commence. iii) There is no provision for extra time. However, a match can continue past 6:00pm to allow for outstanding overs to be bowled, where a result is yet to be achieved. MCC Law 'Fitness for Play', will apply. iv) Should any team be prevented from reaching the ground in time to commence a match, the match once commenced is to be played 'under protest' and the question of the delay, via a captain's and umpire's report, shall be dealt with by the LCCA committee. 12 v) If play has not commenced by 2:00pm, except for situations due to adverse conditions of ground, weather or light, or in exceptional circumstances, the team prepared for play may be awarded the match. Note that (iv) above should also be considered. vi) The call of time for the first side batting will occur at the end of the 40th over or 15:30, whichever takes place first. vii) The same number of overs must be made available to the second side batting to constitute a match. An exception to this is when the side bating first is bowled out prior to 40 overs meaning that the full allowance of 40 overs is still available to the side batting second. viii) Any delay to the start of play or suspension during play, due to adverse conditions of ground, weather or light, or in exceptional circumstances will result in the implementation of the 'Reduction in Overs' formula. See 'Appendix A' for details and formula. ix) The match is considered concluded when: (a) A result is achieved (MCC Law 21 - 'The Result'); (b) Time is called, as in the allocated overs have been bowled; (c) The players leave the ground due to adverse conditions of ground, weather or light, or in exceptional circumstances, and no further play is possible. LAW 17 (PRACTICE ON THE FIELD) shall apply subject to the following. A. Practice on the Pitch - Under no circumstances will practice of any kind, at any time on any day of the match, on any of the pitch's (turf or synthetic) be allowed. B. Practice on the outfield - i) MCC Law 17.2 'Practice on the Outfield' is amended so that such practice can continue up until such time the Umpires are ready to take the field. ii) Between the call of 'Play' and the call of 'Time' if a bowler deliberately bowls the ball into the ground (whilst warming up or at any other time), it shall not be considered that the condition of the ball has been changed by an isolated instance. Umpires will inform the captain that such actions are no longer allowed and that Law 'Time Wasting', could be implemented if the bowler persists with deliberately bowling the ball into the ground. LAW 18 (SCORING RUNS) shall apply subject to the following. A. Runs Awarded for Penalties - i) where an appointed umpire/s has been allocated, all instances of runs for penalties shall be awarded. ii) Where there is no appointed umpire: (a) only the penalty runs for Wides and No Balls shall be awarded. (b) Additionally, when a protective helmet belonging to the fielding side is on the ground within the field of play, and the ball while in play strikes it, the ball shall become dead and, 5 penalty runs (MCC Law 'Protective Helmets belonging to the Fielding Side') shall then be awarded to the batting side, this is in addition to the penalty for a No ball or a Wide, if applicable. (c) Runs completed by the batsmen before the ball strikes the protective helmet shall be scored, together with the run in progress if the batsmen had already crossed at the instant of the ball striking the protective helmet. B. Runs from a Free Hit - i) See MCC Law 24 - 'No Ball' LAW 19 (BOUNDARIES) shall apply subject to the following. A. On any occasion that a ball strikes any part of a tree or light-pole that is within the field of play at any ground, will result in a Boundary 4. B. If a ball strikes any part of a tree that overhangs the field of play but is not within the field of play, this will result in a boundary 6. Page 12 of 20

13 LAW 20 (LOST BALL) shall apply. LAW 21 (THE RESULT) shall apply subject to the following. A. Competition Points - Points shall be awarded for results gained as follows: Result Points Win 8 Loss 2 Draw 5 Tie 5 Abandoned (e.g. Wash Out) 5 Bye - where byes are not shared equally, points will be allocated as an average of winning team points. Forfeit - in the event of a forfeit or refusal to play, the team prepared to play shall receive the maximum points from that round (10). The other team shall receive no points (0), and shall be charged the playing fee costs for both teams on that day. i) A Result can only be achieved if both teams have had the opportunity of batting for the same number of overs - an equal overs match. If this does not occur, then the match is drawn. See also MCC Law 12 - 'Innings'. ii) The team scoring the higher number of runs in their allocated overs will be the winner. B. Club Championship - In order to promote club cricket in the senior grades, a club championship points system is in place. The Club Championship points are allocated as follows: i) Normal competition points are allocated for each round up to end of the normal competition draw (prior to any finals). ii) The points secured by each team shall then be multiplied as follows - (a) First Grade x by 6; (b) Seconds x by 5; (c) Thirds x 4; and (d) Fourths x 5. iii) Where a club has two teams competing in the same grade, and no team in a higher grade, the team with the lower points aggregate is only to be counted. This is to encourage teams to compete at a higher level. iv) The club with the highest accumulated points will be the Club Champion. C. Investigations of Matches, Protests and Disputes - Any club wishing the LCCA to adjudicate on any dispute in connection with any match shall, submit a written request. i) Whether or not a complaint or protest has been made of lodged, and in its absolute discretion, the LCCA has the power to investigate the circumstances of any match in such manner as in its absolute discretion the LCCA thinks fit. ii) After carrying out such an investigation, the LCCA, with or without Judicial Committee assistance, may determine that regardless of whether or not a team or teams have gained or attempted to gain points in a match, an action of a team: (a) Was unfair and could have influenced the outcome or the match; or (b) Was unfair to the teams in the same competition; or (c) Was unfair, in the context of the Club Championship, to any of the clubs in the same competition. iii) The LCCA's powers include, but are not limited to, the authority to: (a) Award a match to one team, or both teams jointly; (b) Deduct competition points from, or award points to, either team in a match, as the LCCA in its absolute discretion thinks fit; (c) Amend or extend the scheduled hours of play in a match; (d) Commence a match on an adjoining pitch, or at another venue; Page 13 of 20

14 (e) Give directions to the curators, regarding the manner in which work should be carried out on a pitch and ground, as the LCCA in its absolute discretion thinks fit; and (f) Fine, suspend or disqualify a player or club. D. Covering the Pitch (MCC Law 11) - (a) A team that breaches this Playing Condition may be subject to the loss of 8 competition points and may be deemed to have lost the match. (b) The opposing team may be awarded competition points should an LCCA investigation see fit to do so. E. Correctness of Result - In any match, the captains shall be responsible for ensuring that the match result is accurate. Where the scores of the match are in dispute, the captains and the umpires shall, at the conclusion of the day's play, investigate and verify the correctness of the scorebooks and determine the correct result before leaving the ground. MCC Law 3.15 refers. LAW 22 (THE OVER) shall apply subject to the following. A. Quota of Overs - Each team will bat for 40 overs, unless dismissed earlier and providing that there is no loss of playing time. Additionally,: i) A team that has been dismissed is deemed to have received its maximum quota of overs. Where the team batting first is dismissed, the team batting second shall be entitled to bat for its maximum quota of overs. ii) Where a team bowling first fails to bowl the required number of overs by the scheduled time for cessation of that innings, the scheduled time shall not be extended and a change of innings after a 10 minutes duration shall occur as normal. In these circumstances, the side batting second will have the full quota of original overs available to them. iii) Should the team bowling second fail to complete the required overs by the scheduled time, play shall continue until the required overs have been bowled, a result has been achieved or play is no longer achievable. Also see MCC Law 21 - 'The Result'. B. Maximum Overs per Bowler i) First and Second Grade: (a) No bowler may bowl more than 8 overs in a 40 over innings. In a delayed or interrupted match, where the overs are reduced for both teams, no bowler may bowl more than one-fifth of the total overs allowed. (b) Where the total overs allowed is not evenly divisible by five, one additional over is allowed to the maximum number per bowler necessary to make up the balance. (c) In the event of where a bowler being unable to complete an over occurs, another bowler shall bowl the remaining balls. This 'part' over will count as a full over insofar as each bowler's limit is concerned. ii) Senior Grades lower than 2nds: (a) No bowler may bowl more than 6 overs in a 40 over innings. In a delayed or interrupted match, where the overs are reduced for both teams, no bowler may bowl more than one-sixth of the total overs allowed. (b) Where the total overs allowed is not divisible by six, one additional over is allowed to the maximum number per bowler necessary to make up the balance. (c) In the event of where a bowler being unable to complete an over occurs, another bowler shall bowl the remaining balls. This 'part' over will count as a full over insofar as each bowler's limit is concerned. (d) When a side is batting, all batsmen are to retire when their score passes 50 runs. The retired batsmen may return to the crease when all other batsmen have batted and wickets remain in hand. C. Loss of Playing Time - i) All teams must have the opportunity to bat for the same number of overs (equal overs match) to constitute a match. Page 14 of 20

15 ii) The calculation for the number of overs to be bowled is based on an allocation of 4mins per over (15 overs/hour) against the total playing time available. The recalculation of overs must not cause the match to finish earlier that the scheduled finishing time. The allowance of an extra over for both teams may be added if required. iii) The team batting second cannot bat for a greater number of overs than the team batting first (Equal Over Match), unless the team batting first has been dismissed in fewer than the agreed number of overs. iv) To constitute a match, a minimum of 50 overs (25 each) must be bowled. This means that 14:40 (2:40pm) is the latest a game can commence at, the 10min change of innings is not intended to be included in this calculation. v) Once a match has started, it may continue past the 6:00pm scheduled finish time to allow the allocated number of overs to be bowled or until a result is reached. Again, consideration to any adverse conditions of ground, weather or light, or exceptional circumstances to prevent the completion of the overs should be applicable. vi) In any such circumstance where both sides have not had the opportunity of an equal number of overs, the match shall be deemed as a draw. MCC Law 21 - 'The Result', applies. vii) Reduction in Overs formula can be found at 'Appendix A' D. Time Wasting - i) MCC Laws 'Time Wasting by the Fielding side' and 'Batsman Wasting Time' should be strictly managed by umpires to ensure fairness to both sides. E. Restrictions on Underage Bowlers i) The LCCA has modified the Cricket Australia bowling recommendations regarding the number of overs per spell and per day, to be bowled by both junior medium and fast bowlers playing in junior and senior cricket competitions under the control of the LCCA. These changes were adopted to cover the number of junior players in senior competitions and the fact that all LCCA senior matches are based on limited over one innings matches. The junior training schedule remains the same. ii) A medium or fast bowler is broadly defined as those whom the wicketkeeper would 'normally' stand back to. iii) Where a bowler changes his bowling type speed he is subject to the following : (a) If he begins with medium or fast pace, then he is subject to the Playing Condition table below throughout the whole match. (b) If the bowler begins with slow bowling and changes to medium or fast pace, the Playing Conditions table below applies from the time of the change. Any overs bowled at slow pace prior to the change shall not be taken into account for that bowlers spell. iv) LCCA Junior Bowling Table: AGE BOWLING RESTRICTIONS 5 8 years One over per bowler. Maximum eight balls in any one over. Under 10 All players (unless injured or at risk of injury) minimum one over. Two over maximum each spell. Four overs maximum for day. Maximum eight balls in any one over including wides/no-balls. Under 11 All players (unless injured or at risk of injury) minimum one over. & 12 Four over maximum each spell. Ten overs maximum for day. Maximum eight balls in any one over including wides/no-balls. Under 13 Six overs maximum each spell. & overs maximum for day. Under 15 Eight overs maximum each spell. & overs maximum for day. Under 17 Eight overs maximum each spell. 20 overs maximum for day. Under 18 & 19 Ten overs maximum each spell. 24/26 overs maximum for day. Page 15 of 20

16 LAW 23 (DEAD BALL) shall apply. LAW 24 (NO BALL) shall apply subject to the following. i) Any delivery that would have passed over the head of the striker standing upright at the popping crease, whether threatening physical injury or not, shall result in the umpire calling and signalling No Ball for each such delivery. ii) A ball passing between the strikers shoulders and the top of his head is a fair delivery unless it passes wide of the batsman not allowing a normal cricket stroke and shall be called a Wide Ball. iii) Additionally, on a synthetic pitch a ball that pitches at any part of the delivery strikes the edge of the concrete apron will be called a No Ball. iv) Free Hit after any No Ball - (a) The delivery following any No Ball signal (MCC Law 24) shall be a Free Hit for whichever batsman is facing it. If the delivery for the Free Hit is not a legitimate delivery (any type of No Ball or Wide), then the next delivery will become a Fee Hit for whichever batsman is facing it. (b) For any Free Hit, the striker can only be dismissed under the circumstances that apply for a No Ball, even if the delivery for the Free Hit is a Wide. These circumstances are: (i) Handled the Ball; (ii) Hit the Ball Twice; (iii) Obstructing the Field; or (iv) Run Out. (c) Changes to fielding positions are only permitted if a different batman is on strike for the delivery of the Free Hit. (d) The bowler's end umpire shall signal a free hit by (after the normal No Ball signal) extending one arm straight upwards and moving it in a circular motion. LAW 25 (WIDE BALL) shall apply subject to the following. i) Any off-side or leg-side delivery that, in the opinion of the umpire does not give the batsman a reasonable opportunity to score shall be called a Wide Ball. ii) First Grade - Strictly as a guide only, a ball passing the batsman more than 300mm wide of the outside edge of the leg stump shall be called a Wide Ball. That distance shall be marked by a line drawn from popping crease to bowling crease on each side of the wicket. Should such a delivery pass outside the leg stump tram-line, without making any contact with the striker's bat or person, it shall be called and signalled a Wide Ball, unless the ball passes between the striker and the stumps. iii) Umpires should apply a strict and consistent interpretation in regard to this Playing Condition in order to prevent negative bowling wide of the wicket. iv) Under MCC Law 'Delivery not a Wide', the provisions at ii) above do not apply on the off-side if the striker causes the ball to pass wide of him, or brings the ball sufficiently within his reach by moving to be able to hit it by means of a normal cricket stroke. That is, a batsman can prevent a wide, but cannot create one. v) Where the striker is attempting to play, or has aborted an attempt to play, a reverse sweep or switch hit there will be no provision for a call of Wide Ball. LAW 26 (BYES AND LEG BYES) shall apply. LAW 27 (APPEALS) shall apply. LAW 28 (THE WICKET IS DOWN) shall apply. LAW 29 (BATSMAN OUT OF HIS GROUND) shall apply. Page 16 of 20

LAW 35 (HIT WICKET) shall apply. LAW 36 (LEG BEFORE WICKET) shall apply. LAW 37 (OBSTRUCTING THE FIELD) shall apply. LAW 38 (RUN OUT) shall apply. LAW 39 (STUMPED) shall apply. LAW 40 (THE WICKET-KEEPER) shall apply. LAW 41 (THE FIELDER) shall apply subject to the following. A. Protective Equipment - i) Any player under 16 years on 31Aug prior to the cricket season must wear protective equipment at all times while fielding within 10 metres of the striker, except when fielding behind the wicket on the offside, or as a wicket-keeper. Such protective equipment is defined as a helmet with grille fitted and a protector. Refer also to Playing Condition MCC Law 1.C (i) 'Protective Equipment - The Batsman'. LAW 42 (FAIR AND UNFAIR PLAY) shall apply subject to the following. A. Interpretation of Fair and Unfair Play i) Appointed umpires shall, according to the Laws be the sole judges of fair and unfair play. The umpires may intervene at any time and it is the responsibility of the captain to take action where required. ii) Where there is no appointed umpire, captains will raise any concerns with the LCCA via a report. The captain that believes there has been a situation of unfair play shall advise the opposing captain of the specific situation and that he also intends raising a report outlining the circumstances. Unless there are compelling circumstances to prevent play, the match is to be played 'Under Protest' pending a full investigation by the LCCA on receipt of the captains report. B. Damaging the Pitch i) On synthetic pitches, where no appointed umpire is allocated, captains shall ensure that players do not bowl in spiked footwear. Any damage caused by this type of action shall be the responsibility of the club concerned, who will be required to meet the cost of any repairs. Page 17 of 20

18 THE LAWS OF CRICKET: APPENDIX A - 'REDUCTION IN OVERS' FORMULA REDUCTION of OVERS DUE to an INTERRUPTION in PLAY. Simply put, time lost is deducted from the total hours normally available for play. 1) Where time is lost before the innings of the team batting first, work out the remaining time in minutes and divide by two. This will indicate how long in minutes each side has, and apply the logic of 15 overs/hr or 4 minutes per over. Disregard any fractions. The 10 minutes for the change of innings is not included in the calculation but is still to be taken at the end of the innings of the side batting first. 2) Where time is lost during the innings of the team batting first, again the remaining time in minutes is to be calculated and the number of overs already bowled is to be included in the calculation to determine the total number of overs that will be available to the side batting second. e.g. A game started on time (13:00), but play was interrupted at 14:00 after bowling 16 overs. The match was interrupted for 60 minutes before play resumed (15:00). Time remaining in the match is from 15:00 to 18:00 (180 mins), add to this the completed 1 hour, meaning that the total match time is now 4 hours (240mins). The side bowling first has already had one hour of play, so they now have one hour left. The remaining hour equals 15 overs. Add the already bowled 16 overs to the remaining 15 overs, giving a total of 31 overs each. The re-scheduled call of time for the side bowling first is 16:00. Change of innings is 10 minutes, with the side batting second to commence their innings at 16:10. Call of time, will be when the side bowling second have completed their overs, or a result has been reached. There is no time constraint on the side bowling second, other than the conditions of Fitness of Ground, Weather and Light (MCC Law 3). MCC Laws 'Time Wasting by the Fielding side' and 'Batsman Wasting Time' should be strictly managed by umpires to ensure fairness to both sides. Umpires are to intervene where they believe a side is engaging in time wasting. The awarding of 5 Penalty Runs will apply on each and every occurrence after the initial first and final warning. 3) Where the number of overs to be received by each team is reduced, the finishing time for the innings of the team batting first shall be rescheduled. 4) For any time lost after the completion of the innings of the team batting first, the number of overs to be received by the team batting second shall be unaffected, providing they have the opportunity to bat for the same number of overs or a result is reached. Whichever comes first. See Law 12 D - INNINGS-Delays or Interruptions. 5) Again, the Fitness of Ground, Weather and Light (MCC Law 3) shall apply. CHANGES TO THE NUMBER OF OVERS PER BOWLER. 1) In a delayed or interrupted match, where the overs are reduced for both teams, no bowler may bowl more than one-fifth of the total overs allowed. 2) In circumstances where a bowler or bowlers have bowled up to and including their original 8 over allocation, the same number of overs per bowler will be afforded to the side bowling second. The remaining overs are to be evenly divided, as far as possible. Page 18 of 20

19 THE LAWS OF CRICKET: APPENDIX B - MISCONDUCT MISCONDUCT. 1) A person must not do anything that constitutes Misconduct. 2) In this Appendix B, Misconduct means disorderly or improper conduct or behaviour and includes (by way of examples) those items set out in the 'Examples of Misconduct' sub-section below. REPORTING PROCESS. 1) A report of Misconduct may be lodged (in writing) by an umpire, the captain of a team, the coach or manager of a team, an office-bearer of an affiliated club of the Secretary of the LCCA. 2) All reports of Misconduct received by the Secretary must be forwarded to the person acting as chairman of the Judiciary Committee, to determine if there is any case to answer. 3) Where it is determined that there is a case to answer, the Judiciary Committee will have the Secretary require written statements from any relevant person and require any relevant person to attend a hearing of the Judiciary Committee (at a place and time nominated by the Judiciary Committee). 4) The Secretary may notify a relevant person of the requirement to give a written statement, or attend a hearing, by whatever means the Secretary believes reasonable. This may include letter, , text, telephone, verbally or other means. The Secretary must attempt to notify the relevant person directly, but may instead notify an officebearer of any affiliated club the person is associated with or (in case of someone believed to be not yet 18 years old) a parent / guardian. 5) Any person required to provide a written statement or attend a hearing of the Judiciary Committee must do so and, in the case of a hearing, must respond to any questions put to them. 6) The hearing may proceed in the absence of any relevant person, and findings may be made (including findings adverse to that person, if the Judiciary Committee is satisfied that the Secretary has taken reasonable steps to notify that person of the hearing). HEARING PROCESS. 1) The Judiciary Committee has the right to control the way its own proceedings are run. 2) A person who appears before the Judiciary Committee is not entitled to legal representation or to representation by any other person. However, the Judiciary Committee may, in its sole discretion, permit a person who appears before it to have a representative present, if the Judiciary Committee is of the view that such representation would assist the orderly conduct of the hearing. FINDINGS. 1) Following a hearing into a report of Misconduct, the Judiciary Committee may make any finding it sees fit, including: a) dismissal of the report (e.g. with a finding of no action to be taken); b) issue of a caution; c) a ban or suspension on participating; d) issue of a fine (to a maximum of $100); e) disqualification; f) loss of competition points by any affiliated club with which a person is associated; g) suspending the enforcement of any finding; h) any combination of the above. 2) The Secretary may seek a supplementary ruling from the Judiciary Committee if there is any ambiguity as to the meaning of a finding or if required to further give effect to a finding. Any such supplementary ruling shall be deemed to be part of the original finding. 3) The decision of the Judiciary Committee shall be final and no further appeal may be made to the Association or to any other body or court. 4) No person has an expectation of privacy in respect of any finding of Misconduct made against them. Amongst other things, any such finding may be conveyed to any cricket association in order to give effect to, or notification of, the finding. Page 19 of 20

20 THE LAWS OF CRICKET: APPENDIX B - MISCONDUCT - CONTINUED RESPONSIBILITY. 1) If the Judiciary Committee makes a finding against a person, that person must comply with the finding. 2) If that person does not comply with the finding, then the Judiciary Committee is entitled to make a further finding that any one or more of the following shall also be liable to comply with the finding: an affiliated club with which that person is associated, the captain of any team with which that person has played or any office-bearer of an affiliated club with which that person is associated. APPLICATION. 1) This Appendix B applies to any event (including any match or competition) that is run by, in association with, under the control of or participated in by the LCCA. 2) Accordingly, this Appendix B applies to any person involved in such an event in any capacity (including as player, umpire, coach, manager, scorer, spectator, office-bearer or other participant). ADMINISTRATION OF JUDICIARY COMMITTEE. 1) There shall be a Judiciary Committee for the LCCA. Permanent members of the Judiciary Committee (up to a maximum of three) shall be appointed by the General Meeting of the LCCA. 2) The term of appointment of each permanent member of the Judiciary Committee shall be until the permanent member retires or is removed by a 75% majority of those present and entitled to vote at an Annual General Meeting of the LCCA. 3) The Judiciary Committee may (but does not have to) appoint a temporary member to assist it in discharging its duties at particular hearings, should any permanent member of the Judiciary Committee be unavailable to act at any particular hearing. The temporary member s appointment shall end at the conclusion of the duties associated with the particular hearing. 4) The Judiciary Committee shall also have the power to deal with any matter that may arise in respect of Misconduct, and which is not expressly provided for in this Appendix. This Appendix B is in addition to any other powers set out in the Rules, By-Laws and other governing documents of the LCCA. EXAMPLES OF MISCONDUCT. 1) The following are examples of Misconduct and are not an exhaustive list: i) Abusing cricket equipment or clothing, ground equipment or fixtures and fittings. ii) Assaulting or attempting to assault, or abusing, either orally or physically, an umpire, player or spectator. iii) Using crude or abusive language, or hand signals or other gestures. iv) Disputing, as distinct from questioning, an umpires decision, whether by word, action or gesture. v) Intimidating an umpire whether by language or conduct (including by charging or advancing towards the umpire in an aggressive manner when appealing or by otherwise reacting in an obviously provocative manner towards an umpire). vi) Engaging in any form of conduct detrimental to the spirit of the game or likely to bring the game into disrepute. vii) Doing anything illegal. viii) Refusing to supply his/her full name and registered address when requested by a person who is lodging a report or by the Secretary of the LCCA. ix) In the case of an office-bearer of an affiliated club, failure to supply the full name and registered address of any relevant person associated with that club when requested by the Secretary of the LCCA. x) In the case of a captain, failing to control his/her team where there is continuing Misconduct by a member(s) of that team. xi) Failing to provide a written statement or attend a hearing of the Judiciary Committee when required to do so. xii) Failing to comply with a finding of the Judiciary Committee.
