8 Action Plan Introduction Following the Sport England PPS methodology in a city the size of Bristol identifies a large number of key findings and actions. These actions have been collated on an Excel spreadsheet and categorised in a number of ways to provide the PPS steering group with a useful tool that will aid implementation / delivery. The spreadsheet can be filtered to find actions specific to a particular sport, site, area of the city, type of action or level of priority. Below, the main types or categories of action are described followed by three main action plans: a. Site specific action plans b. Sport specific action plans c. Priority projects action plan Main categories of actions 1. Communication with another ing group. These are actions that should be undertaken with another steering group or service area to avoid duplication of. For example the Bristol Access to Schools group engages with all secondary schools on a regular basis and is well placed to help with school related actions. 2. NGB specific conversation. The data analysis and consultation exercise has identified some potential strategic decisions specific to an individual sport. For example, should we look to move junior and mini football on to artificial grass pitches? The action is not to actually do this, but to explore the possibility and potential impact before either setting a specific action or dismissing the possibility. 3. PPS steering group discussion. The data analysis and consultation exercise has identified several potential actions or strategic decisions that affect more than one sport. The action is to explore the possibility and potential impact through discussion with all relevant stakeholders, before either setting a specific action or dismissing the possibility. 4.. Following the methodology has identified many areas where further information is required to complete a or to understand the potential impact of the identified issue. For example, several school pitches are identified as available for community use but not used, or not available for community use but in an area where there is 8

9 potential demand. We need to understand why this is the case and what may be done to change the situation- but only if it would be useful to do so. 5.. These are specific problem areas that have been identified and require some actionmostly under the enhance theme. For example, the poor pitches and poor changing facilities have been identified. The is to prioritise these actions. See below for information on the prioritisation process. Prioritising the actions In order to prioritise the categories of action called prioritisation a scoring system has been used. The criteria used reflect the key findings and the consultation. A simple scoring system of 0, 1, 2, or 3 has been used against every relevant criteria. The exact criteria changes slightly depending on what is being scored, but in general: 0 = not relevant 1 = has some relevance but not a direct impact 2 = is relevant / would have a positive impact 3 = is highly relevant / definite impact The scoring criteria The relevant actions have received a score (0, 1, 2 or 3) against the criteria set out below: Bristol PPS objectives Protect Protect Enhance Enhance Enhance Not lose any playing pitches or playing field space (unless investment is made to compensate) Keep teams playing in the city The quality of grass pitches through improving the poor and standard pitches (football: poor pitch=3, standard pitch=2) The quality of changing facilities, prioritising the multi pitch sites and those most used Investment to be made in the most cost effective way (i.e. at sites that do or can sustain the highest usage) The right combination of pitches through changes at current sites and considering all designated playing field space The right number of AGPs across the city that are accessible for community sport 9

Due to the management set up the site has potential for grass pitch improvements however the site hasn t been identified as a priority through the scoring matrix. Proposal is part of a wider project to install flood lights on the second pitch at the Greenway Centre and for the users (Southmead Rugby Club) to make it a training pitch and then make use of the Badock s Wood site for their junior section. February 2016 Greenway Centre and Southmead RFC decided not to progress the above proposal. 25

There is no immediate demand for the cricket or rugby pitches but the football pitches may be in demand if other sites in the area are not improved or become inaccessible (i.e. Kings Head Lane, Merchant s Academy School, Whitehouse Centre). The school has not participated in the Access to Schools so limited information is held on the potential for increasing community access. 30

There was a previous attempt by Mendip Utd FC to access the field but the FA Officer summarise the situation as follows o The school told the club that if they wanted to buy the lease off BAM it would cost 30,000 but the lease was only for 14 years. o After some negotiation they were told they could use the site, but couldn t put anything on it (currently no changing rooms or anything else). o The club wanted to put containers on it to change in, but were told they could not. o They club have money and wanted to do all the themselves but were turned down by the school. The field is owned by BCC so there may be an opportunity to release the school from their lease. There is demand in the area for this playing field to be football pitches but there are clearly challenges in making it accessible to the community. 32
