1 NJ Council of Figure Skating Clubs General Meeting January 26, Noon ProSkate, Monmouth Junction 1. Call to Order: The meeting was called to order at 12:05 p.m. by President Lori Chen. Approval of Minutes of November 24, 2002: Motion by Jim Chen to accept minutes of November 24, 2002 Second, Tom Mangum Motion carries unanimously 3. Treasurer s Report Ruth Necco NJCFSC still has checking with West Essex with plans to move to Norcrown. A new Line item was created for Senior Synchro Team Ice Storm because they are under our tax ID number. Travel reimbursement was for Kristina Ramsland as NJCFSC delegate to attend Jr. Nationals; this was due to our bid for the event. North s 2003 financials are listed in a separate report.

2 Bruce Hessie did notify IRS that we were refilling (not on annual year, but based on our fiscal year to June 2002.) He will not charge us for the mistake. He is cautiously optimistic that they will understand since this is the first time we filed. We were going to be charged a $1300 penalty for filing late. Motion by Tom Mangum to accept Treasurer s Report. Second, Michelle Blatt. 5. Correspondence Susan Ward/Lori Chen Lori Chen received a letter from Connie Congiusta regarding North s; from Linda Dillman re NJCFSC Eagle Rock Skating Club new club forming at Floyd Hall Arena. Lori received letter from USFSA Membership Vice-Chair, Barbara Heilman. The new club s officers are: President, Tom Sobieck; Lisa Culhane, Vice-President; Jill Mueller, Secretary; Dr. Michael Lewko, Treasurer USFSA form to bid on new competitions USFSA information about club management Letter from Connie Congiusta re North s Connie writes on behalf of the Skating Club of Bridgewater that she sent Club Grant Application in August; in addition, she asserts that SCOB volunteers did work on North Atlantic committees. For the record, Susan Ward, NJCFSC secretary reports that she never received any Club Grant Application from Connie Congiusta for the Skating Club of Bridgewater. The grant application form was mailed twice: once with the full packet by priority mail in July, and again in August with requests for delegates in advance of the NJ Council September meetings. Minutes for the September and November meetings listed all those clubs who submitted grants to date. Moreover, the NJCFSC voted and unanimously approved policy that Club Grant Applications would be accepted up to the date of the competition, but not after the event. Linda Fox, Chair of North Atlantics also reported that she had no return communication from Connie Congiusta by phone or by after several attempts to reach her. Lori Chen verifies that SCOB was only club for which we have records of participation on site that had no grant application submitted. It was also noted that S.Kate Hutchison, a SCOB member, designed the event logo. Motion by Tom Mangum: In order to keep good will, SCOB should be included in the grants, with provision that Connie Congiusta, President submits the Club Grant Application. Second, Michelle Blatt 2

Old Business: Competitions Report on 2003 North Atlantic Championships- Linda Fox/Genevieve Norante/Maureen Lovato/Ruth Necco Minutes of subcommittee meeting of January 12, 2003, for discussion Anticipated action to be taken: 1. Acceptance of Competition Treasurer s Report 2. Division of Net Proceeds Present at the meeting on January 12, 2003 were officers of NJCFSC and co-chairs of 2003 North s. Lori Chen describes process: Each of us took a club and counted the on-site hours. Only SCOB did not submit a grant proposal; and hours and prep and post work. Linda Fox explains the process by which we decided to work out the percentages. Linda also apprises NJCFSC that she has not received a final answer on two financial issues. Bob Crowley, USFSA Executive Business, sent an explanation about the formula used to calculate monies reimbursed to LOC: starts X entrance fee. Money withheld was equivalent to 55 starts. The other open issue is the official practice ice. According to the rule book, official practice ice is not required at North s. The referee scheduled practice ice on the day that LOC reserved for unofficial practice ice; skaters did find ice elsewhere, but it caused havoc with LOC. Volunteers did double work and LOC got no money. Treasurer Ruth Necco questions refunding of North s skaters by the USFSA and would like an accounting of how USFSA reached this figure. Everyone who did not start should not have been getting a refund. A suggestion is made that Ruth Necco, as treasurer, follow up with Bob Crowley. President Lori Chen continues to explain NJCFSC Referral Rewards. Clubs knew going in they would receive 5% on ads, as well as gold, bronze or silver sponsors. This 5% would be rebated to NJ clubs that placed ads or obtained gold, bronze or silver sponsors. Total on the referral rewards is considered a Competition Expense. Motion by Susan Ward: Treasurer Ruth Necco should be authorized to disburse the NJCFSC Referral Reward program checks out with cover letters immediately. Second, Kristina Ramsland. President Lori Chen further addresses USFSA issues; Treasurer Ruth Necco assigned to follow up. Ruth passes out North s financial report; with caveat over what the USFSA should still give back to us. LOC lost $3800 because we had to refund Practice Ice because they forced us to give back the unofficial practice time. Letter to be drafted to USFSA Competitions Committee re practice ice. 3

4 President Lori Chen explains the Club Grant allocations and how the committee devised a system with totals of volunteer hours and categories of participation: Group C-Less than 100 hours in on site and preparation Group B- criteria more than 100 hours but less than 400 Group A- Garden State Skating Club had 400 hours documented time. Motion by Jim Chen: Proposal to realign percentages to reflect the addition of SCOB as follows: Group C remains at 5% of X with the inclusion of SCOB Group B would be 14% of X Group A would be 23% of X (where X represents the 50% of profits after all expenses and Referral Rewards are deducted) Second, Tom Mangum President Lori Chen commends everyone for cooperation and spirit in working on this project. Update NJ Council of Figure Skating Clubs Championships Skating Club of Morris representative Lynda Dillman requests contacts from each club to invite people to participate. USFSA Basic Skills has a whole array of events to consider. Couple dance events should be inline w/competition requirements. NJCFSC Championships will be held June 7, 8 at Mennen Arena in Morristown. Pending Bids Skate America- Kristina Ramsland/Betty Fields nothing new to report. Re new bid announcement: Last said that USFSA would be sending out new applications in December. Philadelphia Areas is having a meeting about how they are moving on Skate America on January 30. Tom Mangum suggests contacting Betty Field to see if she can attend. Junior Nationals- Kristina Ramsland/Betty Fields received a letter from Bette Snuggerood stating that USFSA did not award Skating Club of Morris the 2004 Junior Nationals because of ice rental charge and participants of officials. Ruth Necco suggests that Kristina send letter to Bette thanking her and reminding her that this was under the auspices of the NJ Council, not Skating Club of Morris. Kristina Ramsland states that she does not believe that the costs in this area will ever go down. One of the advantages of being in the Metropolitan area is that should be able to garner enough interest, audience, etc. It is recognized that what we do have to work on is a way to line up potential sponsors for this type of event. USFSA wants hotels under $ The question is posed: Is there anyone in our constituent organizations with expertise and how to work on sponsorship? NJCFSC need a subcommittee to handle this. Lori suggests that we identify a Sponsorship Subcommittee and put it in place for all of our programs. Delegates should identify one key person from each club to staff. 4

5 Tom Mangum commends Kristina Ramsland for the four days she spent at Jr. Nationals to work there as a volunteer and meet with Ice Monitors, etc. Discussion about Sponsorship. Judges Education Training Seminar No expense or gain. Name recognition and repetition. Adult training camp; one for the competitive skaters, Regional training camp. 2% of gross for sanction which AAFSC puts to competitive assistance. Motion by Susan Ward co-sponsor JETS with AAFSC Second, Michele Blatt Ruth Necco notes that we are interested in cosponsoring other events. NJCFSC Synchronized Skating Team- Ice Storm Status report- presented by Tom Mangum for Susan Welsh Essex Skating Club Synchroettes came in third in Preliminary Garden State Intermediate goes to Nationals (placed third at Easterns) SCOM Precisely Right also competed. NJCFSC Ice Storm has 18 skaters; approval for team was given in late September when they Ice Storm only had 16 skaters. First performance will be next Monday, at Mennen for Special Olympics; first competition will be at Hamden. Ice Storm is working on sponsorships, they have received some monies. 6

7 Susan Welsh has those details but she is not present. Ruth Necco recalls about $ All team skaters were given sponsorship packets. USFSA Governing Council Matters Club Leadership Meetings- Susan Ward Anticipated action to be taken regarding NJ meeting site: Interest in doing Club Management Seminar summer Arboretum. 8. New Business No new business. Announcement Tom Mangum mentioned that Noreen Kelly passed away. She had liver cancer. Noreen Kelly was a member of the NJCFSC for many years, a USFSA judge, and mother of several competitors including Kathaleen Kelly Cutone Bid forms for NJ Council need to go out. 9.
