1 State of Washington Dept. of Fish and Wildlife invites applications for the position of: Permanent Fisheries Biologist 4 * SALARY: $3, $5, Monthly OPENING DATE: 01/21/15 CLOSING DATE: 02/12/15 05:00 PM DESCRIPTION: The Washington Department of Fish and Wildlife (WDFW) is dedicated to protecting native fish and wildlife, and providing sustainable fishing, hunting and wildlife viewing opportunities for millions of residents and visitors. Working throughout the state, WDFW s employees field biologists, enforcement officers, land stewards, lab technicians, customer service representatives and others manage hundreds of fish and wildlife species, maintain nearly a million acres of public wildlife lands, provide opportunities for recreational and commercial fishing, wildlife viewing and hunting, protect and restore habitat and enforce laws that protect fish and wildlife resources. This is a permanent Fisheries Biologist 4 position in the Fish Program, District 10, Region 5. The duty station for this position is in Region 5 Office, located at 2108 Grande Avenue, Vancouver, WA. This position works in the Fish Program (Region 5) and reports to the Region 5 Fish Program Manager. This position manages fish resources to meet agency goals, independently plans and implements research, monitoring and evaluation activities for population and fishery management, and administers projects and personnel within District 10 and within the sturgeon and Eulachon smelt unit. This position provides advice, technical assistance and recommendations to other senior biologists and program leads. Primary responsibilities include: 1) supervision of professional biologists who implement research, monitoring and evaluation activities and projects, 2} recommendations for harvest strategies that protect fish stocks while providing sustainable fishing opportunities, 3) management contracts and budgets that are fiscally responsible, 4) providing staff with appropriate training to meet agency and position objectives. Specific projects under supervision are: 1) Select Area Fisheries project (SAFE); 2) Coded-wire tag (CWT) and Passive Integrated Transponder (PIT) tag sampling and data analysis programs, including management of Columbia River and tributary sport, commercial and tribal fishery sampling programs; 3) Columbia River test fishing; 4) Mitchell Act monitoring and evaluation including weir management and hatchery reform, 5) Management of Columbia River Salmon and Steelhead Endorsement fund activities; 6) DJ and BPA white sturgeon projects and 7) Columbia River eulachon smelt projects. This position directly contributes to the agency mission of preserving, protecting and perpetuating fish resources while providing sustainable sport and commercial fishing opportunities. DUTIES: Management of District 10 fish runs and fisheries.

2 1. Anadromous fish management: a. Develop proposals and recommendations on sport fisheries in District 10; b. Direct activities of staff associated with Columbia River Salmon and Steelhead Endorsement funds. Ensure project proposals, budgets and reports are completed and submitted on time; c. Develop and/or implement regional plans for salmon and steelhead: i. Ensure steelhead plans are consistent with WDFW's Statewide Steelhead Management Plan (SSMP) and salmon and steelhead plans are consistent with the Hatchery and Fishery Reform Policy; ii. Provide draft management plans for regional review; d. Direct activities associated with the Columbia River salmon and steelhead endorsement projects for Region 5: i. Coordinate with ESA Anadromous staff on stock assessment activities; e. Oversee test fishing and fishery monitoring activities in the Region; f. Oversee the Mitchell Act monitoring and evaluation projects for District 10 i. Weir management strategies ii. Hatchery reform coordination 2. Inland fish management: a. Assist District 9 biologist with stocking and planting plans and schedules for trout and other species in District 10; b. Coordinate and communicate with Tacoma Power and Lewis County PUD for fish stocking plans in the Cowlitz basin; 3. Oversee plans for nutrient enhancement in District 10 and in cooperation with hatchery division staff; 4. Review and recommend RSI requests to ensure consistency with agency and program policies and procedures; 5. Coordinate and communicate with tribes and co-managers on fish activities in the district; 6. Ensure FERC and mitigation programs are meeting objectives; Ensure programs are consistent with agency policies on hatchery reform. Management of Columbia River white and green sturgeon and Eulachon smelt populations and fisheries. 1. White sturgeon management: a. Develop proposals and recommend annual regulations and in-season management actions for white sturgeon sport, commercial, and tribal fisheries for the Columbia River from the mouth to McNary Dam; b. Direct activities of staff implementing the USFWS Sport-Fish Restoration Program (DJ) funded Status of White Sturgeon in the Lower Columbia River population assessment, fisheries management, monitoring and harvest estimation project; c. Direct activities of staff implementing the BPA funded Exp White Sturgeon Studies population assessment, fishery management, monitoring and harvest estimation project in the Columbia River upstream of Bonneville Dam and the lower Snake River; Participate in developing the following co-manager plans: 1) Mitigation Plan for the Lower Mid-Columbia and Lower Snake Rivers; 2) ODFW Zone 6 White Sturgeon Conservation Plan; 3) CRITFC White Sturgeon Master Plan for hatchery Program/Project management. 1. Manage (1) Select Area Fisheries Program (SAFE) and staff, (2) Pacific States Marine Fisheries Service (PSMFC) programs and staff, (3) Missing Productions Coded-Wire Tag (CWT) program and staff, (4) District 10 projects and staff, (5) DJ White Sturgeon project and staff, (6) BPA White Sturgeon project and staff, and (7) NOAA Fisheries Eulachon project(s) and staff. a. Develop and oversee proposals, work statements and strategic plans for programs and projects; b. Oversee Columbia River and tributary sport, commercial and tribal fishery sampling programs and SAFE program;

3 c. Supervise staff, develop and manage budgets and contracts; d. Direct activities of staff to ensure sampling protocols are achieved; e. Direct staff and review progress and annual reports and ensure reporting requirements and time lines are adhered to; Coordinate with project co-sponsors and co-managers, including: Oregon Department of Fish and Wildlife (ODFW), Columbia River Intertribal Fish Commission (CRITFC), Tribes, US Forest Service (USFS), US Fish and Wildlife Service (USFWS), NOAA-National Marine Fisheries Service (NOAA-NMFS), Bonneville Power Administration (BPA), City/County Government, non-governmental organizations (NGOs) and the public. Communication and coordination 1. Participate in Management Team meetings: a. Provide regular updates on District 10 activities and issues; 2. Participate in District Team meetings with wildlife, habitat and enforcement staff: a. Provide updates to team on Fish Program projects and issues; b. Review projects for Fish Program priorities; c. Provide recommendations and advice on projects to meet agency and program objectives; 3. Provide information/recommendations for development of policy and decisions guiding management of sturgeon and eulachon populations and fisheries: a. Prepare regular briefing papers for Director and Commission; b. Direct staff to prepare Joint Staff Reports and Fact Sheets for Columbia River Compact hearings; c. Participate in the US v OR Sturgeon Management Task Force process for Zone 6 fishery and policy development; d. Participate as needed in green sturgeon recovery planning and Endangered Species Act (ESA) consultation and permitting, and in eulachon recovery planning and ESA consultation and permitting; 4. Prepare and provide professional presentations for Commission, advisor groups, co-managers, and professional organizations; Regular communication and coordination with Enforcement, Habitat and Wildlife programs and Regions, state, federal, and tribal agencies, and local governments in the basin on RM&E and management activities and resource issues. Working Conditions Work in the office is typically performed from 8AM-5PM Monday-Friday, but is variable through the year. Primary work environment is regional office. Night meetings and overnight travel is required. Biologist does occasional work outdoors hiking, wading streams, boating on lakes, reservoirs and rivers. A valid Washington or other State Driver s License is required. Union This position is covered by a collective bargaining agreement between the State of Washington, Department of Fish & Wildlife, and the Washington Association of Fish and Wildlife Professionals (WAFWP). As a condition of employment you must either join the union and pay union dues, or pay the union a representational or other fee within 30 days of the date you are put into pay status. QUALIFICATIONS: A Bachelor s degree in fisheries, wildlife management, natural resource science, or environmental science and five years of professional experience in fish management or fish research, wildlife management or wildlife research, or habitat management or habitat research. OR A PH.D. in the applicable science will substitute for two years of required experience. 4 Knowledge of appropriate scientific methods and tools to conduct analysis, especially population assessment, population dynamics modeling and fishery monitoring. Knowledge of Agency systems for managing contracts, budget and spending plan development, and expenditure tracking.
