At 1:08 PM the meeting gets under way [00:00:20]. I. Introductions (Quorum was established). Roll Call [00:00:36]. II. Public Comments [00:02:20]: No comments were offered at this time. III. Additions to the Agenda [00:02:30]: The agenda was approved by consensus with the addition of an update on past projects that Katie Krueger wanted to share under SRFB Updates from Quileute Natural Resources, and all were alerted that a review and comments are needed back to Tami on the circulating draft Bogachiel article for the next West End Natural Resources News [00:05:15]. IV. NPCLE Updates [00:05:18]: [hours:minutes:seconds] on audio recording of the meeting.
6 NPCLE Meeting Summary: 17 June, 2014 Washington Coast Sustainable Salmon Partnership (WCSSP) Update [00:05:25]: - The last WCSSP Board of Directors meeting was in Forks on May 27 th, the next meeting will be June 24 th in Aberdeen. - We reviewed the May WCSSP agenda topics with Miles Batchelder and we briefly touched on what projects are coming forward for the next SRFB round for the coast region. Katie recommended we consider developing a coast-wide project proposal such as forage fish assessment or genetics of coastal salmon stocks. - Next [00:12:00] we reviewed and extensively discussed how the new National Fish and Wildlife Foundation (NFWF) grant for the region will provide multi-year funding for implementation of the regional strategy and increased staffing capacity at WCSSP. This NFWF Business Plan has been successfully undertaken in California and Oregon with Coho as the focal species. SRFB is providing $50 K in new funding as a match for $100 K from NFWF for the first year. It can be continued for up to10-12 years. The Regional Technical Committee will be convened to determine which salmon species should be our target, and to work out other details of how to proceed. - Next [00:40:43] we touched base on the WCSSF (WCSSP- non-profit foundation). Next BOD meeting is at Satsop on June 19 th. Mike Hagen will participate as the NPCLE representative and Katie Krueger will be representing the Quileute Tribe. - [00:41:40] We then gave an update on the Washington Coast Marine Advisory Council (WCMAC) which recently met on April 23 rd. Miles, Rich and Rod reviewed the main items from the last WCMAC agenda and plans for the next agenda. The next meeting will be July 9 th. the new monitoring initiative coming out of SRFB for the regional organizations, the next round of the Washington Coast Restoration Initiative for the 2015 state legislative session, and finally the new Floodplains by Design program being offered by Ecology was mentioned as a potential source of funds for big projects like we have been discussing for the lower Bogachiel River. - Next [00:47:40] Miles and Rich gave an overview of the new Communications Plan coming out of RCO, WDFW and the Council of Regions. Rich explained what had recently been presented at the Washington Salmon Coalition (old LEAG) retreat at Lake Chelan by Pyramid Communications. Pyramid has been hired to implement the plan by RCO/GSRO. Update on Lake Ozette Sockeye Steering Committee [00:56:08]: The agenda from the recent June 12th LOSSC meeting was reviewed. The next meeting will be September 11 th. Updates on SRFB [01:03:40]: - We reviewed the SRFB Round 15 Schedule. We then discussed details about the final scoring and ranking that will take place in July and reminded potential rankers and scorers that videos of the site visits are available if you were not able to attend them in-person. - Next [01:06:10] we checked in on the Tech. Review Panel's initial comments from the site visit and pre-proposals, and summarized the morning 2
7 NPCLE Meeting Summary: 17 June, 2014 Technical Committee session reviewing the scoring criteria. - Then [01:09:55] we checked in on the status of the Hoh River assessment Project. The current plan is to get an extension so the Wild Fish Conservancy staff can finish up the remaining components and give NPCLE a presentation at either our August or September meeting. - Finally [01:12:10] we had an "update on past projects" that had been added to the approved agenda at the beginning of the meeting. This involved an extended discussion stemming from concerns Quileute Natural Resources has had about how engineering designs are administered and implemented by RFEGs relative to DFW HPAs, RCO rules, and tribal co-manager and land owner priorities. Carl Chastain explained how his RFEG has traditionally approached these processes. This also lead to an extensive side discussion on the amount of wood that should optimally be used adjacent to bridge footings in salmon habitat restoration projects. V. Question and Answer Session for SRFB Round 15 Proposed Projects [01:32:10]: - First Mike Hagen, Hoh River Trust answered questions on the Cassel Creek Boat Launch Road Decommission ( ). Mike explained how he has decided to withdraw the project in response to community input voiced in a letter from Hoh resident Kathy Dickson. The letter was read aloud for the meeting record by John Richmond. - Next [01:43:15] Carl Chastain answered questions on this year's two remaining Projects: Haehule Creek Culvert Replacement ( ) and Squaw Creek Culvert Replacement ( ). Both these project proposals are intended to go forward for full review. VI. Next meetings and Announcements [01:50:45]: Upcoming meetings for the Technical Committee scoring session on July 8 th, and the next Citizen Committee meeting where project ranking will occur on July15th were reviewed. - Also mentioned was the fact that staff changes at WCSSP and ONRC are coming up this Fall and Winter such that the Lead Entity will need to address potentially hiring a new Lead Entity Coordinator later this year. - Katie Krueger also announced that starting October 1st her funding sources for participation will be shifting, and she will be moving to alternate and Nicole Rasmussen will become the primary. - Steve Allison announced that the Department of Transportation Hoh II project along Highway 101 is getting underway and he answered questions about it. - Phil DeCillis and Rod Fleck announced that there will be a USFS meeting tonight on what locals think are the priority forest service roads to remain open. 39 From NPCLE Bylaws 2.0 Lead entity components: The Initiating Governments are counties, cities, and tribal entities within the geographic area. In WRIA 20 there are six. They include: Clallam County, Jefferson County, the City of Forks, the Makah Tribe, the Quileute Tribe, and the Hoh Tribe. The initiating governments (hereinafter, sometimes, IGs ) are responsible for seeking formation of the lead entity from the State of Washington, establishing the lead entity geographic area, selecting the contracting agent for the lead entity, making business recommendations to the contracting agent (e.g., hiring a coordinator, approving a budget or budgets, and approving major expenditures), establishing committees, and approving bylaws and ground rules for operations.. The Citizen Committee is the component of the lead entity responsible for final prioritization of the habitat project list based upon recommendations from the technical committee, its own evaluation of community support, and policy considerations (e.g., weighing geographic balance). Its membership is consistent with Chapter (b) RCW and to the degree possible, reflects interests identified in the statute.. RCW Habitat project lists. (1)(a) Counties, cities, and tribal governments must jointly designate, by resolution or by letters of support, the area for which a habitat project list is to be developed and the lead entity that is to be responsible for submitting the habitat project list. No project included on a habitat project list shall be considered mandatory in nature and no private landowner may be forced or coerced into participation in any respect. The lead entity may be a county, city, conservation district, special district, tribal government, regional recovery organization, or other entity. (b) The lead entity shall establish a committee that consists of representative interests of counties, cities, conservation districts, tribes, environmental groups, business interests, landowners, citizens, volunteer groups, regional fish enhancement groups, and other habitat interests. The purpose of the committee is to provide a citizen-based evaluation of the projects proposed to promote salmon habitat. (c) The committee shall compile a list of habitat projects, establish priorities for individual projects, define the sequence for project implementation, and submit these activities as the habitat project list. The committee shall also identify potential federal, state, local, and private funding sources. (2) The area covered by the habitat project list must be based, at a minimum, on a WRIA, combination of WRIAs, or any other area as agreed to by the counties, cities, and tribes in resolutions or in letters of support meeting the requirements of this subsection. Preference will be given to projects in an area that contain a salmon species that is listed or proposed for listing under the federal endangered species act. (3) The lead entity shall submit the habitat project list to the salmon recovery funding board in accordance with procedures adopted by the board. (4) The recreation and conservation office shall administer funding to support the functions of lead entities.
