1 MINUTES REGULAR COUNCIL MEETING FEBRUARY 19, 2018 AGENDA: Regular meeting of the Borough Council, Borough of Berwick, Pennsylvania was held Monday, February 19, 2018 at 7:00PM; in City Hall. Presiding at this meeting was President of Council Jay Jarrett, Council Members Jeri Alley(VP), Andrew Shecktor, Nelson Learn, Bob Lewis, Teresa Troiani and Mayor Tim Burke. Also present were Police Chief Ken Strish, DPW Foreman Jack Kyttle solicitor Attorney Frank Kepner, Borough Treasurer Cassandra Mowery, and Press Enterprise reporter Susan Schwartz. Absent from the meeting was Councilman Alvin Hill. A moment of silence was observed and The Pledge of Allegiance was said. APPROVAL OF AGENDA: Motion by Councilman Shecktor seconded by Councilwoman Troiani carried unanimously to approve the agenda. PUBLIC HEARING Rick Mataish, rd Ave, complaint concerning CITIZENS property next to his house. Being harassed by CORRESPONDENCE neighbors. PERSONAL APPEALS: Greg Billig, st Ave, asking council to waive lien placed on home due to participation in HOME grant program. A.D.George, 1027 LaSalle Street, complaint concerning neighbors next door. Lori Clemens, 126 E 6 th Street, complaint concerning neighbors next door. Matt Karshner, concerning complaint from Clemens he feels he is being harassed and not offered any courtesy to discuss matter. Fred Gause Jr, 333 S. Mercer Street, complaint concerning mud and dust coming from Wise parking

2 lot. Josh Nespoli, Berwick West End, Blue Print Community, update on projects and now has the designation of Berwick s West End. Joe West, 220 Jackson Street, damage to curbs from trucks driving over them. Requests signs. Robert Maier, asking when concert series brochures will be ready. Tom Raber, Were are we at with the 51 Mack. Curtis Moore, concerning Wise parking lot. PRESENTATION: Riley Christopher Johnson attaining Eagle Scout PROCLAMATION: Proclamation naming April 2018 as Pennsylvania 811 Safe Digging Month. RESOLUTION Motion by Councilwoman Alley seconded by Councilwoman Troiani carried unanimously to approve Resolution Additional Permit Parking. NEW BUSINESS: POLICE UNION CONTRACT: Motion by Councilwoman Alley seconded by Councilman Learn carried unanimously to approve the Police Employment Contract. BLUE AND WHITE Motion by Councilwoman Alley seconded by UNION Councilman Lewis carried unanimously to CONTRACT: approve the Blue and White Collar Employment Contract. MOU ARTICLE Motion by Councilman Learn seconded by 24 AND 31 Councilwoman Troiani carried unanimously to HEALTH AND approve the MOU for Article 24 and Article WELFARE: 31 Health and Welfare. LOU JORDAN HOPPER: Motion by Councilman Learn seconded by Councilwoman Alley carried unanimously to approve

7 the LOU for Jordan Hopper. LOU CASSANDRA Motion by Councilwoman Troiani seconded by MOWERY: Councilman Learn carried unanimously to approve the LOU for Cassandra Mowery. GREG HARKINS Motion by Councilman Lewis seconded by PAY INCREASE Councilman Learn carried unanimously to approve AND BENEFITS: a 2.5% pay increase for Gregory Harkins and for Benefits to be the same as in the White Collar Contract. REGATTA: Motion by Councilwoman Troiani seconded by Councilman Shecktor to approve the use of Test Track Park for the 5 th annual Berwick Area Regatta to be held June 22 24, ADJOURNMENT: Motion by Councilwoman Troiani to adjourn the meeting.
