1 STAFF REPORT SAUSALITO CITY COUNCIL MEETING DATE: November 13, 2018 AGENDA TITLE: LEAD DEPARTMENT: 2018 Congestion Management End of Season Report, and Consideration of First Amendment to Sausalito Bicycle Congestion Management Agreement for 2019 Season Police Department RECOMMENDED MOTION: 1. Receive and File the 2018 Congestion Management End of Season Report 2. Adopt a Resolution of the City Council of the City of Sausalito Approving the First Amendment to the Bicycle Congestion Management Agreement with Sausalito Bike Return. SUMMARY This report provides updated information on bicycle parking and congestion management coordination through the end of the 2018 season - from March 23, 2018 until October 13, 2018.This report also provides information about ferries, buses and taxis as they relate to the congestion management efforts downtown. Finally, the Council is being asked to consider an amendment to the Congestion Management Services Agreement with Sausalito Bike Return to continue the Ambassador, bike parking and bike return services they provided this year for the 2019 season. BACKGROUND The City of Sausalito entered into an agreement with Sausalito Bike Return (SBR) on March 1, Pursuant to the Bicycle Congestion Management Agreement SBR provided Ambassadors, Bike Parking and Bike Return services through the 2018 season. Our partners in congestion management include SBR, the Sausalito Chamber of Commerce, the Ferry Division of the Golden Gate Bridge Highway and Transportation

2 District, Blue & Gold Ferry, and those bicycle rental companies that contribute funds toward the ferry queuing management and participate in the bike return service. DISCUSSION/ANALYSIS SAUSALITO BIKE RETURN Sausalito Bike Return (SBR) had an extremely successful first season managing the Ambassadors, the bike parking and the bike returns. The staff was very friendly and the overall operation got rave reviews from the neighboring businesses. This was the first year that the Police Department did not receive a single complaint about the bicycle congestion downtown. SBR is not only a congestion management partner, they have become part of the community employing many of our local community members. They even participated in the 4 th of July parade with their bike return truck and trailer. In addition to managing people, parking and retuning bikes, the SBR staff also assisted 22 bicycle riders that had some sort of issue while attempting to ride into Sausalito. They helped riders with flat tires, mechanical issues, and the occasional bike rider who crashed but didn t require anything more than a ride to the ferry due to a bruised ego. In our ongoing effort to continually improve downtown congestion, SBR has two suggestions for the 2019 season: 1. Better signage at the City limit telling riders that the downtown area is approximately.5 miles ahead. The majority of people that stopped at Station 1 asked where Sausalito was located. 2. Exchange the Ventek pay station machines with the Square. This payment system would cost about 50% less and would prove to be more user friendly. With this system cash would no longer be accepted. The Square would allow for other methods of payment such as Apple Pay, which is more common today. SBR s adjusted gross sales reflects 90% of the money collected from the bike parking and bike return programs payable to SBR. The City monitored all the transactions and collected all the money from the sales through the Ventek machines. Pursuant to the Agreement (Section 3B) the City retained 10% of the gross sales and paid SBR the remaining 90% every month. SBR expenses include payroll and their operating costs (vehicle related items, uniforms, tolls, equipment, etc.). SBR amortized the cost of their truck, trailer and rack system build over three years. Under the Agreement (Section 4) SBR is required to pay the City 20% of any gross profits in excess of $70,000.As set forth above, SBR s gross profit for the 2018 season was $60, therefore this payment threshold was not triggered.

7 Bike and Scooters Share: Sausalito Bike Return contracted with JUMP bikes to be able to gather and return their bikes to San Francisco. Two new scooter-share companies, Scoot and Skip, have recently been given permission to operate in San Francisco. That being the case we will likely see them arrive in Sausalito despite the fact that they aren t permitted to ride on the Golden Gate Bridge. The Police Department made a courtesy call to both companies to inform them of the City s ordinance related to parking their scooters in the downtown area and the requirement that they are in a designated bike/scooter parking area. Both companies were provided with Sausalito Bike Return s information in case they were interested in contracting their services to avoid impound fees. Bicycle Related Traffic Accidents Year to date the Southern Marin Fire Department (SMFD) has handled 26 bicycle related calls for service in the City of Sausalito jurisdiction. The majority of these incidents are due to solo bicycle crashes and other factors, not involving a motor vehicle or other party, and they would not meet the criteria of a vehicle collision.. There have been 6 bicycle related traffic accident reports taken in 2018 through the end of September. Of those six reports, five involved a vehicle. One of the reports was a solo bicycle crash with no other details and a report was taken to document the rider s injuries. Of the 5 vehicle vs. bicycle related crashes, 3 were caused by the vehicle and 2 were caused by the bicycle. All six of the incidents reported were in unique locations within the city limits. First Amendment to the Bicycle Congestion Management Agreement with Sausalito Bike Return In preparation for the 2019 season, staff is recommending that the Council adopt the attached resolution (Attachment 2) approving the First Amendment to the Bicycle Congestion Management Agreement with SBR (Exhibit A to Attachment 2). If the Amendment is approved SBR would continue to provide Ambassador, bike parking and bike return service for the 2019 season under the same terms and conditions. The Amendment only proposes to change certain dates to reflect the 2019 calendar all other terms remain unchanged. In accordance with the City s purchasing ordinance, Sausalito Municipal Code Chapter 3.30, and in keeping with the City s practice another request for proposals is not required to enter into the proposed amendment. Partnerships and Communication The communication between all partners this past year was the key to our success. Regular meetings were held to discuss progress, problems and ideas. Whenever an issue with one of the components was discovered, all parties were immediately aware and working together to come up with a solution. The fact that there were no community complaints this year emphasizes the teamwork that took place on a daily basis with all the partners.

8 Chamber of Commerce The Chamber of Commerce was instrumental throughout the season with guiding rental bike riders to parking and assisting them with navigating the congestion management system. The Chamber acted as the payroll for the bike queuing staff through the majority of the season. The Chamber continues to make the kiosk available to house equipment for the SBR and ferry staff. Ferries The Golden Gate Ferry was very responsive to the crowds in the City. When there was the demand they added extra boats to accommodate the line. There were 99 days between February 17 and October 7, 2018 where they had an extra boat in Sausalito service along with extra deckhands to help with loading and unloading bikes. Golden Gate ran service directly into the Art Festival to lessen the downtown congestion on Labor Day weekend. Both ticket vending machines at the ferry landing were replaced with refurbished machines so there were fewer malfunctions during peak times. Golden Gate Ferry configured the queuing area to allow for more bikes by creating a wider opening into the queue and utilizing empty space near the kiosk. With the benches moved from the pier area (gate entrance area) they were able to queue at least 50 more bikes (on the plaza) which allowed for more bikes in the bicycle queuing area in general. The pedestrian line was contained with the addition of a crowd control set up of modular posts and chains which kept that line more compact and from extending past the kiosk, onto the sidewalk or blocking other businesses. Another addition for this season were the signs with instructions on what bikes should do once at the queuing area such as Enter here or move forward. A sign was added that directed foot traffic around the kiosk rather than into the bike queue. The Blue and Gold Ferry load time was adjusted from 10 minutes to 15 minutes which allowed more bikes to load onto each ferry. Queuing staff worked seven days a week through the high portion of the season with the ability to supplement staff on weekdays if or when the need arose. SBR and Golden Gate Ferry were in communication if bike activity exceeded expectations on a particular day. Golden Gate Ferry reported that their peak times moved slightly later in the day this year as compared to previous years. Due to this partnership and the communication efforts the queuing area had only a handful of days were the line was outside of the queuing area 1-2 hours each day. Even on those days when there were issues, the SBR, ferry staff and parking staff worked as a team to solve the issue as soon as it was realized. The police department did not get a single complaint throughout the season. The intention of the Golden Gate Ferry was to have a standalone computer terminal installed at the Chamber kiosk for ferry ticket purchase with the ability to secure a reservation through the reservation system. Since the ticket purchase process was not finalized and was tied into the reservation system the standalone computer was not

9 used this year. The plan is still in place and both companies are working to make it an option in the 2019 season Golden Gate Ferry - Southbound Bike Counts: Month-to-month Comparison, Taxis Sausalito Municipal Code 5.12 was created to assist in regulating the behavior of the taxi cab drivers within the city limits. This code regulates where taxi drivers can park to solicit and load potential passengers. The taxi drivers have been challenging these regulations since they were enacted. For most of the year they had a blatant disregard for the rules. The first citation challenged in court happened on October 24, The taxi driver was found to be at fault for violation Municipal Code Section (I) the operational requirement regulating solicitation of passengers. Officers and parking staff worked hard to attempt to get the drivers in line with the city ordinance. Many warnings were given throughout the year. The police department is going to start the 2019 season off with heavy enforcement and citations in an attempt to change the behavior. Jeff Rawles, the Taxicab

10 Regulation Program Manager designated by the Marin General Services Authority, was also contacted to request his assistance in pulling permits of those drivers who are not complying with the City of Sausalito regulations. Buses Every year at the beginning of the heavy tourist season the police department makes an effort to reach out to all bus companies who frequent Sausalito to remind their drivers of the rules and regulations set forth in the City. The information is sent via letter from the Chief of Police. The bus companies are encouraged to contact the police department if they have any questions or concerns. Buses are required to purchase a parking pass for $8 per visit. This year (through mid- October) this city has sold 4,202 daily permits. A monthly permit is also available to the bus companies which is $240 per month. As of this report the city has only sold 30 of those monthly permits. The parking staff is in constant communication with the bus drivers while they check for parking permits. The Sausalito Municipal Code Chapter 15.26, titled Operation of Passenger Buses, sets forth several other regulations that the buses are required to follow while in Sausalito. Section requires that all passenger buses exit northbound, prohibiting them from southbound operation out of town. The police department only received a few complaints for buses violating this ordinance. The buses in violation of this code typically come from out of the area and will most likely will never come back. Section establishes a passenger bus quiet zone. The police department receives complaints regarding this violation on a cyclical basis. When handling these complaints, the police department contacts the specific bus company in violation to educate them on our zero tolerance policy, makes face-to-face contact with the bus drivers as they enter town and enhances the enforcement through town. An great example of the police department efforts to attempt to solve the issue is an officer and bus driver together coming up with an idea of interior bus signs to remind all drivers of the quiet zone in Sausalito.
