2 A GUIDE FOR ANGLERS WELCOME "I am privileged to have the opportunity o f introducing the latest edition o f this ever popular Fishing Guide published by the M idlands Region o f the Environment Agency. I believe this Guide, together w ith other lines o f com m unication such as the Fisheries News magazine w hich is freely available, offers reassurance to anglers and other river users that the Agency s com m itm ent to safeguarding and im proving the water environm ent is as strong as ever. I can assure you that there is a real awareness w ithin the Agency o f the vital environm ental role anglers play w hich can be enhanced still further by anglers continuing to both support the work o f Fisheries staff and to provide inform ation on the health o f our rivers. Real benefits have resulted from this partnership to date including im provem ents to fish habitat, river w ater quality and river flows. This partnership is one w hich the Agency wishes to encourage and considers must continue if together we are to secure the long term w ell-being o f our fisheries for both present and future generations. 3 INTRODUCTION A GUIDE FOR ANGLERS The Midlands Region of the Environment Agency stretches from the Humber estuary in the north to the Severn estuary in the south and from the Welsh borders to the East Midlands. For Fisheries purposes, the area covered and officers responsible remain the same as those encompassed by the former NRA Severn and Trent catchment boundaries (see map overleaf). With over 7000 km of river, almost 1000 km of canal and an increasing number of stillwaters, the Region contains an extremely varied and important fisheries resource. E n v ir o n m e n t A g e n c y All the major rivers and canals support valuable coarse fisheries along much of their length. The Midlands Region contains some of the largest and most important rivers in the country Rivers such as the Trent, Avon and Severn have all hosted national and international angling championships. Other rivers such as the Teme, Dove and Derwent are prized for individual catches of barbel, chub, salmon and trout. Many smaller rivers provide good sport for both the serious and occasional angler and all play a part in contributing the quality of life o f many people. Every angler must have an Environment Agency rod licence before he or she starts fishing (see page 10). t only is fishing without a licence a criminal offence, carrying a maximum fine of 2500, it also deprives the Agency of the funds it needs to carry out vital work. The Fisheries section of the Agency is becoming increasingly reliant on income from licence sales as Government funding is reduced (see Fig 1). Anglers who do not buy a licence are spoiling the sport for others and threaten the long-term health o f our fisheries. WHAT DOES THE EA DO FOR FISHERIES? Under the Environment Act 1995 (and formerly the Salmon and Freshwater Fisheries Act, 1975) the Environment Agency has a statutory duty to maintain, improve and develop fisheries. We do this for the benefit o f anglers, commercial netsmen and the general public. WHAT DOES THIS MEAN? We can use various legal powers to protect fish and fisheries from over-exploitation and other damaging activities We can develop a program m e to improve those fisheries which have previously been damaged through development or neglect THE ENVIRONMENT AGENCY WILL ACHIEVE THESE AIMS THROUGH; We can increase the availability of fishing opportunities, both for recreational and commercial fishing ENFORCEMENT Our team of highly skilled Fishery Inspectors and Water Bailiffs patrol the region s fisheries, making sure that anglers and commercial netsmen have valid licences and are abiding by the necessary byelaws. In 1995/6 Agency staff, challenged 40,850 anglers in this region and this resulted in over 1000 licence and byelaw prosecutions. Make sure you get a licence before you go fishing. In addition, specially trained staff protect Salmon against poachers. wadays, poachers are often formed into highly organised criminal gangs.

7 FISHERIES & THE AGENCY _ mnc _ A G U ID E M M M M M M M M M M M M M L f o r a n g l e r s Under the Salmon and Freshwater Fisheries Act, 1975 we ensure that fishing and fisheries continue to exist together on sustainable basis. It is an offence to stock fish into any water without permission and laws are aimed at preventing the spread of diseases and exotic fish species. Anyone wishing to introduce fish into any watercourse or stillwater should contact their local Environment Agency office. REGULATION 21.1 million Fig 1. Total Regional Expenditure 9 6 /9 7 To protect and improve fisheries, we must first assess the general nature and health of the fish stocks. Agency scientists carried out surveys at 426 sites across the region in 1995/6 using electric fishing, netting and echo-sounding techniques. MONITORING We are dedicated to improving the water quality of rivers and canals. A vital part of the work of the Fisheries department is to make sure that the needs of fish and fish stocks are catered for in water quality improvement programmes. In addition, Fisheries staff are investigating new methods of combating the effects of acid rain on upland tributaries. WATER QUALITY IMPROVEMENTS

Many rivers have been canalised in the past to speed land drainage and help navigation. Fisheries staff are trying to restore as many rivers as possible to a more natural state. This is done by constructing meanders, riffles, groynes and fish passes to improve the opportunities for fish spawning and survival. B. Fisheries Expenditure - Environment Agency Midlands Region n REARING AND STOCKING Our coarse fish farm, located at Calverton, ttinghamshire is the only one of its kind in Europe and produces 300,000 high quality dace, chub, barbel and roach each year. These are needed to replace fish lost through pollution and to give improving river fisheries a kick-start. This region also rears 100,000 salmon fry each year which are stocked into the River Severn and its tributaries. FISH MORTALITIES Unfortunately, whether it be accidental, deliberate or due to natural causes, pollution does occur and does kill a large number o f fish each year. We try to attend every reported pollution incident, to establish the cause of the problem, to take action and decide whether

Where possible, fish are moved to other waters for safety and returned when the water quality has been restored. In 1995/6, there were 234 such incidents, accounting for 105,000 fish deaths. This was a large and unwelcome increase on the previous year and was mainly due to the prolonged warm dry summer. Large am ounts of pollution were washed out of Birmingham s storm sewers by sever storms at the height of the dry spell. The low summer flows in several rivers, but principally the Tame and Trent, meant that there was very litde dilution and there were several major fish kills as a result of dissolved oxygen being stripped out of the water. Whilst prompt action by the Environment Agency saved a large number o f fish, this incident has set back the re-establishment of the Tame as an important fishery. If you see pollution or any activity which may damage the water environment, please contact the Environment Agency on its Freephone Emergency N um ber We are consulted over development plans and seek to influence Local Authorities over proposals for buildings, roads or other land uses to protect fisheries and other aspects of the river environment. PLANNING AND DEVELOPMENT CONTROL All the above activities cost money (see Fig.2) and in 1996/97 we spent over 2 million on vital Fisheries work in the Midlands Region. This service costs each angler the price of a licence - just for the vast majority - and with guidance from the Regional Fisheries Advisory Committee, we take great care that this income is spent in the most cost-effective way. We appreciate and are encouraged by the high degree of support we receive from anglers, in terms of licence sales and the information provided by the eyes and ears of the river bank. The well-being o f fishing and fisheries is an important concern of the new Environment Agency and is dependant on the goodwill and support of anglers - for the future of your sport, please make sure you have a valid licence. The annual rod licence is valid from the 1st April, or the date o f purchase if later, up to the following Jlst March. Licences are available from all Post Offices. THE ANGLER S ROLE REMEMBER 8

10 ACU10i FO R A N G L E R S ANGLERS CODE COURTESY CONSERVATION Please take into account other river users and:- Take care not to block the footpath with your fishing tackle Look out for others w hen casting Appreciate some boats may need to come close to the bank Conservation of our rivers benefits everyone especially anglers so:- Take all your tackle home. Hooks and line are lethal to wildlife Don t leave food or bait when you leave This encourages vermin and increases the health risk Leave your peg tidy Litter, especially plastic will stay around for years and is a danger to wildlife and livestock Help conserve fish stocks by following the NFA keep net code and match rules SAFETY Water can be very dangerous - do not take unnecessary risks. Fishing near overhead powerlines can be extremely dangerous - do not take unnecessary risks. More information can be obtained from the National Federation o f Anglers. HEALTH Weil s Disease (Leptospirosis) - All rivers and natural bodies contain pathogens which can be harmful to health. In particular, the leptospiral bacteria which cause Weil's disease can be present wherever rodents are found specially near or in water. Weil s disease can be dangerous and in extreme cases can result in serious illness or death. The infection is contracted mainly through open cuts and abrasion in the skin. Make sure all cuts are covered with a w aterproof plaster or waterproof clothing. The disease often feels like flu in the early stages and early advice should be sought from your doctor if you develop the symptoms following a fishing trip. 9

11 FISHING LICENCES To fish any waters within the Midlands Region every angler aged twelve years or older must possess a current Environment Agency Rod Fishing Licence. W ith the appropriate licence you can fish with rod and line any where in England and Wales but remember, you will also need to obtain permission to fish where necessary, from the owners or tenants of the fishing rights. A num ber of fishing rights owners offer day ticket waters and many o f these appear in the following pages. If you are aged 12 to 16 years, 65 years or over, or receive invalidity benefit or severe disability allowance you are eligible for a concessionary licence. You are also eligible if you receive a war pension w hich includes unemployability supplement. Children under the age o f 12 do not require a licence. Licences can be obtained from every Post Office in England and Wales and are available in each of the categories below for Salmon/Sea Trout and n-migratory Trout/Coarse Fish. Full/Concessionary licence - valid from 1st April to 31st March 8 day - valid for 8 consecutive days 1 day - valid for 24 consecutive hours You may, by law, be required to produce your licence if you go fishing. You should therefore replace your licence if you lose it. A full or concessionary replacement licence is available for a nominal charge. Follow the instructions on the tear-off slip attached to your licence. 12 FO R A N G L E R S g e n e r a l ROD FISHING BYELAWS Please note that when fishing for salmon, trout, coarse fish or eels, you must comply with the Environment Agency s Rod Fishing Byelaws. In addition, you will find that angling clubs and fishery owners may impose additional, stricter regulations on their waters. Byelaw booklets are available free of charge from the Environment Agency - please phone or write to your local area office or the regional headquarters. Whilst some byelaws are national and apply throughout England and Wales, many vary from one region to another so as to accommodate local needs. Please make sure you are aware of and abide by the byelaws for the region in which you are fishing. CONSULTATIVES The Severn Fisheries Consultative Council provides a means for representatives of angling clubs and other fishery interests to discuss matters affecting fisheries. Meetings are held at Birmingham Angler s Association headquarters on four Saturday s throughout the year with fisheries officers from the Environment Agency in attendance. The views of the SFCC are taken into account by the Regional Fisheries Advisory Committee of the Midlands Region of the Environment Agency. The Severn Fisheries Consultative Council is also a member of the National Association o f Fisheries & Angling Consultatives. FISHERY ADVISORY SERVICE The Environment Agency's Midlands Region has an experienced team of fisheries officers, scientists and inspectors who are able to give advice and guidance on a wide range of fisheries management issues. Advice is based on sound scientific principles and will enable fishery owners, angling clubs and syndicates to get the most from their waters as well as avoiding many pitfalls and expensive mistakes. 13 R VERS COARSE... From slow wide m eanders to racing narrow gorges, rivers provide a wide variety o f habitats for m any d ifferen t species o f coarse fish including the strong sw im m ing barbel. In recent years Barbel (Barbus harbus) have becom e increasingly popular w ith river anglers. This hard fighting fish is n orm ally found in d eep fast flow in g water hut was for thousands o f years con fin ed to the south o f England as a result o f the ice age. Introduced by man in to rivers such as the Severn the barbel has proved very successful w ith fish up to I6lb being caught by anglers. Essentially a b ottom feeder. Barbel eat m ainly at dusk and during the night on snails, m ussels and insect larvae but w ill even take sm all fish w hen the opportun ity arises. Easily recognised by the tw o sets of barbels on the upper lip, the fish uses these to detect its food in th e gravel b ottom o f large clean low land rivers.

87 i CANALS Canals often provide very stable habitats for many creatures including roach, gudgeon and the predatory pike. One o f Britains largest freshw ater fish, the Pike (Esox lucius) is am ongst the lo p predators in the aquatic food chain. Pike have large sickle sha H'<l teeth sloping backward in the m outh so that it is alm ost ini x>ssihlc for prey fish lo escape th eir fast, darting attacks from deep cover. Fish o f over 40lhs (always females) are not rare but despite th eir great si/e pike need very careful handling out of w ater lo avoid serious physical damage. Pike are usually green coloured w hen young hut this deepens w ith age w hen characteristic banding occurs. They hunt fish including their ow n kind using a com bination o f good vision provided by forw ard facing eyes and a system o f sensory organs located on the head and connected to the lateral line nervous system w hich enable it lo detect prey movement before it comes in view.
