Catfish: Current and meaty baits are needed for the better fishing. Several fish are being caught and many of those are larger fish. Striped bass: Shad is the better bait to use in the tailwater locations. Current will increase the odds of having a good day. 8 HIWASSEE / OCOEE RIVERS Sport Fish Regulations Set at October TFWC Meeting KNOXVILLE, Tenn. --- The Tennessee Fish and Wildlife Commission established the state s sport fish regulations at its October meeting which concluded Friday (Oct. 28) at the Holiday Inn Fair Park. The Tennessee Wildlife Resources Agency Fisheries Division presented its original proposals for at its September meeting. The TFWC had requested the TWRA consider lowering the creel limit for crappie from 30 to 20 fish per day on Kentucky Lake. After the amendment to the proclamation passed in the fisheries committee on Thursday, the full commission passed the regulation Friday. Among the other changes include harvest regulations to a 15-fish creel limit, in combination, for striped bass, hybrid striped bass, and white bass on Douglas Reservoir. The boundary for wild trout on Laurel Creek in Carter County has been defined. The new boundary will now be from the cable crossing located one-half mile upstream of the USFS Dennis Cove Recreation Area extending upstream to the USFS boundary. 8 A change in the reciprocal agreement on Calderwood Reservoir will allow North Carolina bank anglers to have the same privileges (Con t on p. 13)

Boat and bank anglers on Dale Hollow Lake can use four fishing rods at one time. This is a change from the current regulation of three fishing rods for boat anglers and a change from six for bank anglers. The 4-rod limit also applies to the seasonal walleye run restrictions. Changes to the live bait proclamation keeps existing creel limits for Class A and Class B baitfish, and established a possession limit of twice the daily creel limit for these classes. The change established a 50 fish per day limit for Class C bait fish, all species combined, with a possession limit of 100 fish. Gerry Dinkins, of the University of Tennessee, made a presentation which focused on Tennessee s freshwater mussel fauna. There are 137 freshwater mussel species in Tennessee, about half of the continent s approximately 300 species. The commission also heard a presentation from Brandt Information Services, on the TWRA s new licensing systems. The new license system will begin next week, replacing the current system which has been in place since Other presentations included an annual review of the Tennessee Scholastic Clay Target Program, the Recovering America s Wildlife Act resolution, an update on Appalachian Bear Rescue, and an update on the recently-completed elk hunting season, and a computer aided dispatch system for TWRA wildlife officers. TWRA presented three annual statewide divisional awards. Perry Massengill was named Fisheries Technician of the Year and John Hammonds is the Fisheries Biologist of the Year. David Whitehead was named the Wildlife Biologist of the Year while Tony Duncan received the Wildlife Technician of the Year award. Copeland, 56 of Crossville, was one of the few privileged hunters drawn to participate in Tennessee s eighth annual elk hunt. He is the first-ever permitted hunter to be charged with violations in relation to the elk hunt. Tennessee Wildlife Resources Agency officials report that on Tuesday evening around 6:30 p.m., Copeland spotted a bull elk while driving a truck in the Adkins Mountain area of the North Cumberland WMA in Campbell County. He allegedly exited the truck and shot the elk from the roadway. Copeland was drawn to hunt in Elk Zone 5, but harvested the animal in Elk Zone 2. The permit requires a hunter to stay within his/her drawn zone. Copeland and two companions brought the elk to the North Cumberland WMA headquarters for analysis by TWRA staff. Biologists became concerned when Co- (Con t on p. 24) TWRA Requests Public Input for Waterfowl and Other Migratory Bird Hunting Seasons NASHVILLE --- The Tennessee Wildlife Resources Agency is soliciting comments for its waterfowl and other migratory bird hunting regulations, including sandhill cranes. This is an opportunity for the public to provide ideas and share concerns about hunting regulations with TWRA staff. The comment period is open Oct. 15-Nov. 15, Due to recent changes in the timing of the federal regulation process, waterfowl and other migratory game bird hunting seasons are now proposed to the Tennessee Fish and Wildlife Commission at its January meeting and voted upon at its February meeting. Public comments will be considered by TWRA s Wildlife Division staff and may be presented as proposals for regulation changes. 21 DOUGLAS LAKE Annual Beyond BOW Muzzleloader Workshop Scheduled Nov in Humphreys County NASHVILLE --- The 2016 Beyond Becoming an Outdoors-Woman Muzzleloader Workshop will be sponsored by the Tennessee Wildlife Resources Agency Nov in Humphreys County. Female hunters 18 and older will have the opportunity to learn about hunting deer during the weekend. The workshop will be held at Buffalo Ridge Refuge which incorporates a variety of wildlife management practices and totals more than 2,000 acres of prime deer habitat. Along with the hunts, a variety of topics including deer biology, deer management, and hunting ethics will be covered. Registration for the workshop is on a first-come, first-serve basis. However, two weeks priority will be given to first-time participants. The cost of the workshop is $200, which includes meals and camping, if participants wish to camp. Campers must provide their own gear. The elk carcass and a Browning rifle have been seized and Copeland has been charged with four violations. Hwy 321 Hampton, TN New Task Force Focuses on Community Involved Bear Management SEVIERVILLE, Tenn. --- The Tennessee Wildlife Resources Agency, along with multiple partners, have developed a new task force to focus on bear management in Sevier County and surrounding communities. Black Bear Artwork Detailing precautions This new educational initiative is being referred to as the BearWise Task Force and is sponsored by the Southeastern Association of Fish and Wildlife Agencies. The program focuses on informing the public how to live with bears by: encouraging proactive measures to prevent conflicts, providing resources to resolve problems, and encouraging community-based initiatives that focus on keeping bears wild. The task force will meet on a regular basis to discuss ongoing management issues and develop action plans and projects to address needs. Many of these projects will focus on community involvement of both residents and businesses. Current projects include: developing educational materials for residents, visitors, and tourism businesses, development of preferred standards for bear-resistant containers, development of a program to update existing garbage containers with auto locking mechanisms, and exploring ideas regarding other needs that have been identified. To increase the acceptance of the program in the community, multiple partners who bring a multitude of experience in various targeted audiences are involved. NASHVILLE --- The Tennessee Wildlife Resources Agency is partnering with the University of Tennessee to conduct a comprehensive 6-year wild turkey research project after receiving inconclusive results from a 3-year turkey disease study. A recently-concluded turkey disease project, conducted by TWRA and the UT College of Veterinary Medicine, was conducted in response to concerns expressed by citizens in southern Middle Tennessee that the agricultural use of chicken litter as fertilizer may serve as a means of disease transmission to wild turkeys.turkey Hen-poults The study consisted of sampling hunter-harvested wild turkeys and domestic turkey poults raised on chicken litter for disease prevalence in 2014 and Results are inconclusive and indicate a need for further research on disease, as well as other factors which influence turkey populations. The recently-approved turkey research project will provide a comprehensive look at turkey survival, reproduction and other factors impacting population trends in Middle Tennessee. The project also seeks to identify and understand causes of turkey mortality, including disease, and the relation of these mortality sources to population variation. The project involves tracking 200 radio-marked turkeys for five years to examine nest success, habitat use, harvest, survival and mortality factors of turkeys, including predation, disease, and hunter harvest. 26 We expect this study will give us insight into the causes of variation within Tennessee s turkey population and (Con t on p. 25)

31 OLD HICKORY LAKE Wild Hog Damage Survey A statewide mail survey of randomly selected farmers and landowners from counties with known presence of wild hogs was conducted during Fall 2015 to assess their knowledge of and attitudes towards wild hogs, and the type and extent of damage from wild hogs. Out of 5,000 that were invited, 1620 participated in the survey, (32.5% response rate). Responses were analyzed to characterize public attitude, support for eradication programs and to estimate the statewide economic impact of damage attributable to wild hogs. The current study surveyed landowners in counties known to have established populations of wild hogs. Results indicate that while the wild hogs and the damages are limited to certain parts of the state, the total impact is substantial, with estimated value of damage approximately $26 million in Landowners spent nearly $2 million in estimated cost of controlling wild hogs on their property, resulting in a total of $28.31 million in value of damage and control cost incurred. Results from this study have implications for managing wild hogs and informing decision making among government and private institutions concerned with wild hog problems in Tennessee. The results indicate type, and intensity of damages caused by wild hogs, and may serve as useful baseline information to compare with future assessment of damage.
