7 Rules of Golf 2019 The R&A & the USGA have issued the new Rules of Golf 2019 which will come into effect in Jan The Rules of Golf App is available FREE on IPhone, IPad and Android. For more information, please visit Below is a Brief on the changes to the Rules of Golf for CSC Golf Section Members to use as a basic guide: 1. There are now only 24 Rules as compared to 34 previously. 2. Terms like Through the Green, Closely Mown Area, Nearest Point of Relief are no more in use. Even terms like Water Hazard or Lateral Water Hazard have been changed. 3. There are new Terms like General Area, Penalty Area, Red/Yellow Penalty Areas, Defined Areas, Reference Point, Relief Area, Back on the Line of Relief. 4. Defined areas are the 4 specific areas called teeing area, penalty areas, bunkers and the putting green. 5. Teeing area is the area where you are teeing off from. Previously called T- Box or Teeing Ground 6. General area covers the entire area of the Course except the teeing area where you are playing from, bunkers, penalty areas and the putting green of the Hole you are playing. This was previously called Through the Green. 7. Penalty area, Red Penalty area and Yellow Penalty area were previously called hazards. 8. Temporary Water previously called Casual Water 9. Reference point The spot where your previous stroke was made (which if not known must be estimated. Also means the point from which the size of relief area is measured. 10. Relief area is the area within which you must drop a ball after taking relief. Remember that it is measured with the longest club in the bag other than your putter. 11. Back on the line relief is the imaginary line extended (as far as you like) from the flagstick to a Reference point and beyond. 7
8 12. Nearest Point of Complete Relief previously called Nearest Point of Relief 13. Lost ball search time is now reduced to 3 Mins only. 14. Out of Bounds (OB) or Lost Ball situations when in doubt whether a ball might be OB or Loss, unless there is a local rule (by the golf Club) whereby you are allowed to drop a ball at a Relief Area, it is recommended that you always play a Provisional Ball. Always announce clearly that you are playing a provisional ball and also announce the type and number of the ball you are playing. 15. Ball moved during search for ball No penalty; just place it back to approximately where it was. 16. Embedded ball anywhere in the General Area free drop. Previously, only allowed free drop in closely mown areas. 17. Club length means the longest club in the bag other than a putter. (Some putters are very long these days!) 18. A player may always substitute a ball when taking relief. 19. Dropping a ball drop at knee height. If mistakenly dropped, there is no penalty, just re-drop. A dropped ball MUST rest within the Relief Area. 20. If a ball lies on a wrong green, you MUST take full relief and do not take stance on the wrong green to play next shot. 21. When playing your ball and it accidentally hits you or equipment no penalty. Of course it should not be done purposefully. 22. Double hits with one stroke considered as one stroke only. 23. In a bunker: Golfer can lean on the club, can remove loose impediments, can leave clubs in the bunker but still cannot test the sand surface or ground the club or touch the sand on your backswing. 24. Can remove loose impediments anywhere in General Area or bunker or penalty area but ball cannot be moved. 25. Ball unplayable in bunker now there is a 4th option: Can drop a ball behind the bunker - back on the line of relief under penalty of 2 strokes. 26. Now you can ground the club or touch the water or ground your club in a Penalty area without penalty. Previously you were not allowed to ground your club in a hazard or touch the ground or water in a hazard. 27. Ball on green accidentally moved by player no penalty but must be replaced. 8
9 28. Ball on the green moved for any reason after being marked no penalty but the ball must be replaced. 29. Nearly all marks (e.g. spike marks, pitch marks, animal damages, etc) on the green can be repaired but not including natural imperfections. 30. You cannot place a club on the green to line up a putt. 31. You or your caddie can touch the surface of the green on the line of putt with hand or club or anything provided the condition of the line of putt is not improved. 32. Your caddie cannot help to line up a putt when you are taking your stance to play, i.e. caddie cannot stand behind the line of putt to guide you like what we commonly see at LPGA events. 33. Your caddie also cannot help to line up a shot when you are taking stance to play a shot from anywhere. 34. Your caddie may lift and replace a ball on the putting green even without the specific authorisation from you to do so. 35. No penalty if your ball hits the flagstick when putting on the green. You can have option to remove the flagstick or not while putting on the green or off the green. 36. A ball wedged between the flagstick and the edge of hole is considered holed out if a part of the ball is below the surface of the green. 37. A player may continue using a damaged club no matter the nature or cause of the damage even if the player damaged it in anger. 38. A player may not replace a damaged club unless the player was not responsible for the damage. 39. Use of DMD (Distance Measuring Device) is allowed. 40. Players are encouraged to play ready golf in a safe and responsible way. This means no need to wait for whose honour to play first or who is further from the hole but make sure it is safe to do so. 41. Golf integrity: a) When a player has good reason to mark and lift a ball to identify it or check for damage or to see whether it is embedded, there is no need to inform a fellow player/competitor or to allow him to witness the process. b) When dropping a ball onto a relief area or dropping a ball from knee height, it is the player s responsibility that he has done everything correctly. 9
