1 STRATEGIC PLAN 2012 TO 2015 GOLF ASSOCIATION OF ONTARIO
2 MISSION STATEMENT The Golf Association of Ontario is the Provincial Sport Organization for golf. We share a passion for golf, preserve the past, build the future and champion golf s best interests for everyone who enjoys the sport. STRATEGIC PLAN 2012 TO
3 2012 TO 2015 PRIORITIES The priorities that follow will direct the GAO s focus through the time period of 2012 to This will ensure the direction of resources staff, volunteers and funding to the identified strategic and key performance initiatives. CLARITY OF FOCUS LONG TERM SPORT DEVELOPMENT Our role in Long Term Sport (Athlete) Development must be clearly communicated in how we are structured, how we communicate and how we conduct our programs. We will be consistent with CS4L and LTAD concepts and principles. PERFORMANCE The GAO will enhance our leadership by improving the performance of all golfers. Key focus areas include: i) Ensuring that our major Championships offer a world class player test and experience, ii) Ensuring that our Provincial Team Programs develop athletes who advance to National Team Programs and consistently achieve success at the National and International Levels, and iii) growing the concept of Junior Golf Development Centres - and associated programming - across the Province. PARTICIPATION The GAO will be a leader in growing participation in the game through all levels of development from Active Start to Active for Life. Growth of the Golf in Schools will continue to be a priority. CAPACITY (SUPPORT) The full range of GAO Programming depends on the support of trained Volunteers and Officials. Ongoing development of Officials will be a priority as defined by training programs and committee structure. Continued development of Coaches working with Golf Canada and the PGA of Canada - is a high priority. Course Rating and Handicap services will continue to be positioned as a major benefit of membership in the GAO. REVENUE GENERATION The traditional (major) source of revenue membership fees is either flat or declining and cannot support the continued growth of existing and new programming. We will develop additional sources of revenue, with all growth in programming being dependent on available revenue and resources. We will achieve a 5% increase in revenue within the time period of this plan. 2
4 2012 TO 2015 PRIORITIES COMMUNICATION VIA WEB SITE Our web site is the major communication tool to our members, our stakeholders and the golfing community. It is currently in need of refreshing and revising to give focus to our role in Long Term Sport (Athlete) Development and optimize staff productivity. A French language version of the web site is required to attract golf clubs requiring bilingual service. MANAGEMENT OF OUR MEMBERSHIP Our current Contact Management System is outdated, inefficient and is in not in synch with Golf Canada s Contact Management System. This will be addressed by working with GC on a common system. HUMAN RESOURCES Human resources as defined by staff, volunteers, officials and coaches - will be optimized to focus on the identified priorities. 3
5 KEY INITIATIVES PERFORMANCE The player experience at GAO Major Championships will be enhanced and standardized to achieve Best in Class status. GAO Championship Programming will be reviewed/revised to consider the geographic scope of Ontario, alignment with CS4L/LTAD and to ensure equity to all participants. The GAO High Performance Program will be aligned with CS4L and Long Term Athlete Development. Junior Golf Development Centres and associated Programming will be expanded across Ontario so that by 2015 all areas of the province have access to a JGDC. GAO District programming will be aligned with CS4L/LTAD. PARTICIPATION CAPACITY A comprehensive plan will be developed to optimize participation in existing programs and identify opportunities for new programs that will grow participation. The Golf For Kids Program is to be reviewed with the future growth rate dependent on new revenue. The High School Program will be introduced at a rate based on affordability. All growth in programming will be based on identified priorities and affordability. Officials as defined by Rules, Starters, Timers and Course Rating - will be developed through self-standing training programs and committee structures. Training of Rules Officials at L3 and preparation of Rules Officials for L4 certification will continue under the existing program, pending review of Golf Canada s plans for L4 training. GAO will work with Golf Canada and the PGA of Ontario to continue to conduct an annual Coaching Summit. GAO will work with Golf Canada and the PGA of Canada to identify and address gaps in coach development programs. Training of volunteers related to Course Rating and Handicap services to our members will continue to be a high priority. REVENUE GENERATION A constantly evolving plan to grow existing sources of revenue and to identify new sources of revenue will be developed and introduced in stages as the various elements are identified. 4
6 KEY INITIATIVES COMMUNICATION The GAO web site will be refreshed prior to the 2013 season and will reflect a clear message of alignment with CS4L/LTAD. This includes having both English and French versions of the web site. The Golf Ontario magazine (digital) agreement will not be renewed and a new direction for 2013 and beyond will be established. MANAGEMENT OF MEMBERSHIP The GAO will adopt the newly developed GC Contact Management System with necessary customization for GAO needs. The GAO will work with Golf Canada and the Provincial GA s to address issues related to Course Rating/Handicap Trade Marks and Membership Reporting. HUMAN RESOURCES The GAO staff structure will be reviewed for consistency with our long term direction (CS4L/LTAD) and modified where necessary. Additional staff resources will be based on priority program needs and affordability. The GAO Operational Committee structure will be reviewed for consistency with our long term direction (CS4L/LTAD) and modified where necessary. 5
