4 FFC National Competition Guide and Ranking Points System 2015 Introduction The purpose of this document is to set out a comprehensive guideline for competition fly fishing in Canada. Fly Fishing Canada is the only sport body in the country authorized by FIPS-Mouche to sanction fly fishing competitions under the international rules. Fly Fishing Canada is a voting member of FIPS-Mouche. Fly Fishing Canada has as part of its mission: to promote Fly Fishing and Conservation through competition. Fly Fishing Canada fields teams and individuals at International events. FFC has sanctioned 13 consecutive National Fly Fishing Championships and Conservation Symposiums, working in conjunction with local host organizations. Competitor results from the Nationals have served as the points criteria for International Teams selections. Going forward the National Ranking Points will serve as the objective criteria for International Teams selections. National Ranking Points will also allow for anglers to compare their performance with others across the country. Eventually National Ranking Points will determine eligibility for entry to a Nationals. This document is in keeping with the expressed desire of the attendees at the annual general assembly held at Kenauk during the 2014 Nationals to take the necessary steps to have FFC recognized as a National Sports Organization by Sport Canada. Along with this document, provincial organization, grassroots education, participation, membership, and competitors licences, are just a few of the structural requirements which must be put in place in order to begin the process. This document is meant to facilitate and encourage the participation in competition angling and therefor is subject to improvement to allow for change. Jim Iredale president FFC November

5 FFC National Competition Guide and Ranking Points System 2015 Chapter 1 General Information In it s role as a National Sport Organization (NSO) FFC is responsible for the compliance by competition event organizers to this document in order to assure a consistent quality and legitimacy of the events. Event organizers are required to have their event sanctioned prior to the event in order for the results to be included on the National Ranking Points list. Generally organizers will be expected to plan the event so that as much as possible the spirit of the FIPS-Mouche rules are respected. Adjustments as to session times, local regulations, controllers, etc will be made in order to facilitate events being held. Going forward the establishment of Provincial Sport Organizations (PSO) will be beneficial. A PSO will take responsibility for events and the provision of grassroots activities and development, in keeping with Sport Canada s requirements of National Sports Organizations (NSO). Some provinces already have Fly Fishing Associations so they would be encouraged to include a competition component to their structure. Such an approach would expand potential membership and facilitate communication and legitimacy. Beginning with the 2015 season competitors licences will be required if an angler wishes to have their results compiled on the FFC NRP list. A plan for making the licences available will be established. Licences will be renewable each year, with the point of sale likely to be at an event, with the funds collected and transferred to FFC by the event organizers along with the event results. The cost of the licences will be reasonably priced, and based on the cost of FFC s annual membership in FIPS-Mouche, and NRP administrative costs. Youth anglers are defined as individuals being 18 years old or less on December 31st of the current calendar year. Youth anglers will be included in all sanctioned events as often as possible and on the decision of the event organizer. 2

6 FFC National Competition Guide and Ranking Points System 2015 Chapter 2 Event Scoring FFC has a comprehensive scoring program in a spreadsheet which compiles all of the required inputs necessary for a National or International competition to satisfy FIPS- Mouche rules. The spreadsheet which was developed by John Beaven has been tested and used successfully at a number of Canadian events, including the Nationals, the North American Loch style Fly Fishing Championships, and the Quebec Championships. The FFC scoring program is based on 5 sessions with 5 person teams. For smaller events the scoring program may be modified, or alternate methods for calculating the Team and Individual results may be used. Whichever method is used, a provision for the resolution of tied scores per session must be established as a rule modification prior to the event. For instance, if landed fish are not measured the clocked time the fish was caught during the anglers session could be used as a tie breaker. An event organizer will be responsible for obtaining sanctioning from FFC prior to the event, and forwarding the results, along with the scoring system used for the event to FFC for justification and compilation on the NRP list. The results will also list all attending competitors and identify those who are licensed competitors. The transfer of the results will be made on a timely and formal basis from the event organizer to FFC. 3

7 FFC National Competition Guide and Ranking Points System 2015 Points and Rankings Licensed FFC competition anglers receive points for each FFC sanctioned competition or series in which they finish without disqualification. Licensed FFC competitors begin their points profile with 0.00 points, and may increase these points to a maximum of points. Points are used to rank anglers nationally on the FFC National Ranking Points list. The National Ranking Points list (NRP) also provides competition organizers with the data necessary to establish the points value of the event. The FFC NRP also allows angler competitors to compare their performance against angler competitors in other parts of the country. The FFC National Ranking Points list will be published each fall following all competitions of the calendar year. For each scored competition sanctioned by FFC, national ranking points are awarded for 1st to 60th place. The calculations made for each event are determined by the competition level, ( see competition levels below) and / or the caliber of the 5 highest ranking anglers in attendance. Once the competition level and/or the average points have been established for any given event they are used to find to the appropriate points scale. ( see points scale matrix pages ). The FFC National Ranking Points list may be updated mid season as deemed required. 4

8 FFC National Competition Guide and Ranking Points System 2015 Competition Levels Level 1 Competitions: 1000 Point Scale -National Championships Level 2 Competitions: 500 Point Scale -North American (Continental) Competitions which meet FFC criteria. These events must be Open competitions. A minimum of 20 Canadian competitors required. -North American Junior ( Continental ) Competitions which meet FFC criteria. These events must be Open competitions. A minimum of 20 Canadian competitors required. -National Junior Championships. Minimum 20 competitors required. -Regional / Provincial Championships. Minimum 20 competitors required. -Regional / Provincial Junior Championships. Minimum 20 competitors required. -National Open Competitions. Minimum 20 competitors required. Level 3 Competitions: 500 to 50 Point Scale -Any level 2 competitions that do not meet the minimum competitor requirement, or is by invitation only ( not open ) uses the average NRP of the top 5 anglers in attendance to find the points scale. Minimum 10 anglers required. Level 4 Competitions: 360 to 50 Point Scale -Local mini comps; one day, 2 or 3 sessions. Uses the average NRP of the top 5 anglers in attendance to find the points scale. Minimum 6 anglers required. Note: In order to qualify for FFC sanction and therefore have the event coded for inclusion on the NRP list an event must be open to participants. Fields can be limited to the number of participants but the organizers must accept participants based on the current NRP list giving priority to anglers with the higher points. Otherwise the event will be codified as a level 3 Competition. 5

9 FFC National Competition Guide and Ranking Points System 2015 Sanction requirements FFC is the sole authorized organization able to sanction Canadian fly fishing competitions. International events held on Canadian soil may require both FIPS-Mouche and FFC sanctioning. Event organizers who wish to have their event sanctioned by FFC must request that sanction formally and prior to the event being held. A description of the venue(s), time, date, and number of sessions must be established. Modified FIPS-Mouche rules should be presented to FFC prior to the event for sanctioning as well. Level 1 events must include 5 x 3 hour controlled sessions and incorporate 5 man teams fishing 5 distinct sectors, over 3 or 4 consecutive days. There is no minimum participation required to sanction a Nationals but a field of at least 40 participants must be possible for the venue to be accepted. Level 2 events must include as a minimum 4 x 3 hour controlled sessions, with a minimum of 20 anglers participating. If river sessions are to be competitor controlled a minimum of 1.5 hours for each angler must be permitted.typically these are 2 day events. Organizers should work out the logistics in order to favour longer sessions for competitor controlled sessions. When competitor control is used all of the anglers in that sector must fish an equal number of minutes. ( minimum 1.5 hours each/session) Organizers can opt to run a series of one day events and compile the results of each event for a total result. Such series producing one result each must consist of a minimum of 4 sessions, on 4 distinct sectors. If an organizer opts for multiple events to score a series champion, only the cumulative results will be forwarded to FFC for inclusion in the NRP. In such a series individual events will not be ranked by FFC. Series organizers can also opt to calculate cumulative results of a series by choosing the best results from a predetermined number of events in that series in order to name winners as long as the minimum of 4 sessions on 4 distinct sectors is respected. 6

10 FFC National Competition Guide and Ranking Points System 2015 Level 3 events must meet all the requirements of level 2 events but the required minimum field is reduced to 10 and multiple sessions and groups can fish the same sector simultaneously on any given day. Average NRP of the top 5 anglers must be used per event to find the points scale for the event, or in the case of a series the scale will be established on an ad hoc basis by FFC at the time of application for sanction by the series organizers. Level 4 events are one day mini comps and are mostly to be considered introduction level events, or events used for training purposes. They must be controlled and formatted to allow for proper scoring. A minimum of 6 anglers is required and the points scale cannot exceed 360, even if the top 5 average is higher. General note: Average ranking points of the top 5 anglers in attendance are to be used for level 3 and 4 events to determine the NRP scale. Organizers will be required to provide the participants list prior to a series being sanctioned, and the top 5 anglers from that list will be used to determine the points scale for the series. If a fraction of the events in a series, such as best 4 out of 7 events in the series are used to arrive at a final series result the organizers must prove that the average has been maintained, or alternately compile the average of the average top 5 to determine the points scale. 7

11 FFC National Competition Guide and Ranking Points System 2015 Entry Points Scale The points scale used for level 3 and 4 competitions are based on the average points of the competitor field. Average points are calculated based on the average points from the current NRP list points of the top 5 anglers in the field of competitors. In order for a competition to be scored to the FFC National Ranking Points list it must meet the sanction requirements for the Competition Level. (see sanctioning requirements by competition level page 6-7) The calculated Average Points determine the appropriate scale to choose. The Average Points value must be equal to or higher than the corresponding entry point of that scale. Note: Level 4 events cannot have a higher entry point scale than 360 (see matrix pages 10-11) The National Ranking Points A competitors National Ranking Points are averaged from the best two sanctioned competition results in the current season and published in the fall edition of the National Ranking Points List. At the start of each competition season the points published in the fall edition of the National Ranking Points List are used as the competitors NRP points, until two events produce points higher than the fall points list. New competitors with no points: zero points are used until a single result is registered. New points: are calculated as the one result minus 40%, the next subsequent result is averaged and retained even if the resulting points is less than one result minus 40%. Example: a new competitor earns 780 points in a first result ( %= 468 points) The same competitor then earns a second result of 150 points. The competitors new points are: ( /2 = 465 points). In the event that a competitor has fall points those points are used as one result until the calculation of the last list of the season. Example: A competitor with 750 fall points registers only one result of 790 points ( /2=770). once a second result is registered that betters this average the fall points are no longer used. In the event a competitor competes in two or more events and the average of these results does not exceed the fall points then the fall points -20% are retained for the fall points list for the subsequent season. Calculations only occur when a list is published they are not calculated between list periods. 8

12 FFC National Competition Guide and Ranking Points System 2015 Transition Period: As a transition to this National Ranking Points system, results from the following events have been compiled and attributed and annually adjusted using the NRP system. Nationals 2012, 2013,2014 ( 1000 point scale ) NALSFFC 2012,2013, 2014 ( 500 points scale ) Quebec Champs 2012,2013,2014 ( 500 points scale ) BC Rivers Provincial Champs 2014 ( 500 points scale ) The above has resulted in the 2014 National Ranking Points list, fall edition. The 2014 fall NRP will be used for the 2015 season. The 2015 events will be sanctioned and coded by the appropriate competition levels points will only be valid if a competitor obtains an FFC competitors licence for the 2015 season. Only subsequent results of licensed competitors will be calculated and validated. Non Activity The formula for determining points for a competitor without results is fall points minus 40%. The competitor must maintain their competitors licence to have their points retained. Injury Status An injured competitor who is out of competition for the season, and applies for injury status will see their FFC points degraded by 20% per season. The competitor must maintain their competitor licence to have their points retained. 9

15 FFC National Competition Guide and Ranking Points System 2015 Chapter 3 International Teams Selections To be eligible to apply for international teams, an angler must have competed in a FFC National Championship and Conservation Symposium. A call for applicants will be made as soon as possible following the official announcement by the host nation, or if circumstances dictate following a Nationals. Team selections will be made by an FFC committee consisting of at least five FFC directors/officers from across the country, and will be based primarily on an applicant's National Ranking Points 3 year average. In addition to past results, other (more subjective) criteria will be taken into account by the committee, such as whether a particular applicant: - has a "team first" orientation. - possesses specific skills suited to certain venues. - generally makes for a good ambassador for Canada and FFC at these international events. - has previous International competition experience. Applicants who are chosen are required to attend the event. FFC reserves the right to decline to field a team. International Youth Teams Selections A separate FFC committee will be responsible for the selection of International Youth Teams. The committee will be made up of provincial or regional coaches, and directors of FFC. Generally the same selection criteria described above will apply. 12

16 FFC National Competition Guide and Ranking Points System 2015 Eligibility for Competition Applicants are reminded that they are responsible for paying their registration, travel and other expenses in attending these events. All applicants are required to attend if selected. We have not prepared detailed budgets for any of the events, but you can expect that attending one of these events will cost you at least five thousand dollars (and probably more, depending on travel and pre competition guiding, accommodation and meal arrangements). Selected members of Canadian Teams for World Championships are generally expected to arrive at the venue together at least one week in advance of commencement of official practice, which results in the trip being over two weeks in duration. If you are unable to make this kind of time commitment, then you should not apply for an International Team. Further, if you have not yet competed at an international fly fishing competition, you are encouraged to apply for the team competing at the Commonwealth or similar international championships. A World Championship is not the place to get your feet wet' in international competitive fly fishing. Regardless of the particular event, selected members for all teams are expected to openly share helpful information concerning the venue and associated fishing tactics at all times leading up to the competition. Competition Funding As funding for International Teams becomes available FFC will fund Teams in the following order of priority: - Coaching costs for international teams. - Entry fees for international competitions. - Travel expenses of competitors. FFC will endorse an individual s international team membership with suppliers as required by team members on an event by event basis. Competition anglers are encouraged to find personal sponsorship. Fund raisers will be endorsed by FFC only on qualification. Those wishing to fund raise in the name of FFC must have prior approval from FFC. 13

17 FFC National Competition Guide and Ranking Points System 2015 Chapter 4 Competition Rules In general the current FIPS-Mouche rules will apply with modifications for the sanctioned event. Modifications may be necessary for the number of sessions, length of sessions, competitor controlling, length of beats, local regulations etc. Modifications must be declared by the organizers before an event will be sanctioned. Chapter 5 Code of Conduct Participation in all FFC sanctioned events is a privilege not a right. All competitors, coaches and officials must agree to conduct themselves according to the core values of Fairness, Respect, Integrity, and Accountability and abide by the spirit and dictates of this Code of Conduct. All participants must agree to comport themselves in a sportsmanlike manner and are responsible for their actions while participating. Sportsmanlike conduct is defined as, but not limited to: respect for competition officials, fellow competitors, facilities, privileges, the use of courtesy and good manners, acting responsibly and maturely, refraining from the use of profane or abusive language. While participating in an FFC sanctioned event: - Anglers shall be subject to FFC rules and bylaws and the FFC Code of Conduct. - Participants shall conduct themselves at all times as worthy representatives of Canada, their region, division, province, or club. - Participants are responsible for knowledge of an adherence to the competition rules in effect. - Participants shall maintain high standards of moral and ethical conduct which includes self control and responsible behaviour, consideration for others, and courtesy and good manners. 14

18 FFC National Competition Guide and Ranking Points System No participant shall engage in any conduct that could be perceived as harassment based upon gender. age, race, religion or disability. Failure to comply with any of the above provisions may lead to disciplinary action by FFC, including suspension of a competitor s licence, suspension from a team, elimination of funding and other benefits, and banning from membership and competitor s licence, or outright banning from participation. FFC is committed to the principles of fairness, due process and equal opportunity. Nothing in this code shall be deemed to restrict the individual freedoms of a participant in matters not involving activities in which one could be perceived as representing FFC. In activities where one is representing or could be perceived as representing FFC, FFC demands that participants understand and agree to behave in a manner consistent with the best traditions of sportsmanship and FFC s core values. 15
