1 1 WOMEN S TRENTON DISTRICT GOLF ASSOCIATION BY LAWS I. The name of this organization shall be the WOMEN S TRENTON DISTRICT GOLF ASSOCIATION (WTDGA). II. PURPOSE A. To promote interest and improvement in women s golf in the vicinity of Trenton. B. To bring together women golfers competitively and socially for the betterment of the game in this area. C. To stimulate interest in women s golf activities. III. MEMBERSHIP A. Any club desiring membership must complete a WTDGA New Member Club Application and submit it to the WTDGA. To be considered for membership, the Applicant Club must be privately owned and operated, consist of 18 holes and be within a 30 mile radius of the City of Trenton. A screening committee of four (4) district members, appointed by the President will then visit the Applicant Club, play the course with 4 members from the Applicant Club and talk with the members. After receiving the screening committee s report, the Executive Committee of the WTDGA will then decide whether or not the Applicant Club will be considered for a one-year provisional membership. To do this, 50% of the Executive Committee is needed to accept the Applicant Club. Upon completion of the year, the Applicant Club will either be accepted or rejected by a 50% vote of the Executive Committee of the WTDGA. B. A private membership club is defined as one whose membership is composed of 75% full paying members and does not allow outside play without member sponsorship. C. A written request for a leave of absence must be submitted to the Executive Committee, and if approved, a leave may be granted for one (1) year only. If a club is granted such a leave, their members are not eligible to participate in that years tournaments. At the end of the full year, the Club must reapply in writing to the Executive Committee for membership.

2 2 IV. MEETINGS A. The Fall meeting will be held by November 1. Notice is to be sent four (4) weeks in advance. 1. Reports of all committees will be heard, and events of the past season will be evaluated. 2. The Vice-President will automatically become the President for the succeeding year and will announce her slate of officers. 3. The Vice-President for the succeeding year will be appointed by the club next in line of succession. The line of succession will be as follows: Stanton Ridge Forsgate 2. Forsgate 2. Springdale 3. A new club accepted into the WTDGA will automatically be placed after Stanton Ridge in 2017 and the last admitted Club thereafter. In 2017 if a new club is accepted it will be # The Executive Director will distribute the Tournament Schedule for the upcoming year. B. The Spring meeting will be held by May 1. Notice is to be sent four (4) weeks in advance. 1. All entry cards are on the WTDGA Website. 2. Any business pertaining to the forthcoming year will be discussed. 3. The projected Tournament Schedule for the following year should be distributed by the Executive Director to all District Representatives. Confirmation of these dates should be given to the Executive Director before

3 3 the Fall Meeting. Also, the 2-Day Amateur should be projected two (2) years in advance. C. Other meetings may be called by the President or any Committee Chairperson, who must notify all involved persons ten (10) days prior to the meeting. V. OFFICERS A. PRESIDENT 1. Shall call and preside at meetings. 2. Shall direct the policy of the Association. 3. Shall appoint members of committees not otherwise provided for in these By-Laws. 4. Shall have general management of the Association. 5. Shall select and purchase prizes for District Amateur and Senior Championship B. VICE-PRESIDENT 1. Shall perform the duties of the President in her absence. 2 Shall assist on the Tournament Committee. C. SECRETARY 1. Shall keep minutes of all regular and special meetings, and keep a record of membership and roll call for meetings. 2. Shall attend committee meetings or otherwise be furnished with reports of such meetings, which shall be included in her records. 3. Shall be responsible for Association correspondence. 4. Shall give notice of regular and special meetings to officers and delegates. 5. Shall send copy of minutes to each representative from each club as soon as possible after the Spring and Fall meetings.

4 4 D. TREASURER 1. Shall keep a record of all funds of the Association. 2. Shall appoint an assistant treasurer. 3. Shall expend all monies in the name of the Association under the direction of the President and the Executive Committee. 4. Shall keep a written account of all funds, and present a written report of all receipts and expenditures at the Spring and Fall meetings. 5. This written account shall be turned over for the President s book. 6. An audit of the Treasurer s records shall be made by the President and Executive Director after the Fall meeting. 7. A check for prize money must be paid to the Pro Shop the day of the tournament. 8. Signature cards from the bank must have Treasurers and Assistant Treasurers signature on the card, and must be updated. VI. EXECUTIVE COMMITTEE A. Shall be composed of the President, Vice-President, Secretary, Treasurer, Executive Director and two (2) delegates from each member club. 1. Delegates shall be appointed by each club. 2. Each club is entitled to one (1) votes. 3. The President only votes to break a tie. B. Shall manage and control all business of the Association and shall have, in addition, all the power and authority invested in these By-Laws. C. Shall arrange and conduct all contests in the name of the Association. D. Shall act on and issue memberships. E. A quorum shall consist of 50% of the Executive Committee.

OTHER COMMITTEES AND RESPONSIBILITIES The Tournament Committee shall be composed of Executive Director, Vice- President and two (2) Trenton District delegates from the club where the tournament is held. A. TOURNAMENT COMMITTEE 1. Shall assess penalties at all tournaments, if necessary. B. EXECUTIVE DIRECTOR 1. Shall be in charge of all tournaments sponsored by the Association. 2. Shall prepare the permanent schedule. 3. Shall make arrangements for the two-day Amateur tournaments and confer with the host Pro prior to the tournament date. 4. Shall oversee posting the rules for each tournament, including local rules furnished by the host club. 5. Shall accept entries and send out pairings to host club and other delegate clubs. 6. Shall provide the Pro Shop with a list of winners and monies, when the tournament is over. 7. Shall outline duties for club delegates (see tournament book). 8. Shall provide a year-end financial report for all tournaments, to be distributed to all representatives at the Fall meeting. 9. Shall publicize all events in local newspapers and inform the Press of the final results of all tournaments. 10. Shall make out prize list and certificates for all tournament winners at the Club where the tournament is held (minimum prize will be entry fee). C. CLUB DELEGATES Duties to be outlined by the Executive Director (see tournament books).

6 6 D. RULES COMMITTEE 1. Executive Director along with a Committee composed of one representative from each club. 2. Shall use USGA rules and make decisions regarding rule infractions by the contestants. 3. Shall make decisions concerning disqualification of a contestant. VIII. DUES A. Annual dues for each club shall be determined by the Executive Committee and payable before December 1. Payment of these dues shall entitle each club to vote on all questions. 1. Failure to pay dues within the prescribed time shall prevent delinquent Club members from participating and having representation at any Association meeting, and shall debar their members from participating in any events sponsored by the Association. No reinstatement shall be granted until dues have been paid. 2. Receipts from dues and entry fees shall be used for the purchase of prizes, Printing, the Pro-Lady Tournament and or other purposes deemed necessary by the Executive Committee or the President. 3. Club members may resign at any time by presenting a written resignation and paying all debts. B. Initiation fee for new member clubs shall be determined by the Executive Committee. IX. ELIGIBILITY FOR PARTICIPATION IN ASSOCIATION TOURNAMENTS A. Entrants, with a USGA 18 hole handicap, must have full golf privileges (all weekdays without paying greens fees) at a WTDGA member club. Professional s wives, who are extended the courtesy at WTDGA clubs, are eligible to participate. B. Members of clubs on a leave of absence may not participate in any tournaments. C. Any questions concerning eligibility for tournament participation shall be resolved by the Executive Committee.

7 7 X. HANDICAPS A. Shall be determined according to most recent system adopted by the USGA and must be a user of the GHIN System. XI. OBLIGATIONS AND DISCIPLINE A. Any club or player not abiding by USGA or WTDGA rules will be notified of the charges, and a hearing will be held. B. Any club or player may be reinstated after the first offense. C. No short shorts, tank tops or jeans are permitted. If a participant does not comply with the dress codes of the host club, she will be requested to change or leave. XII. AMENDMENTS A. May be made at any meeting at which there is a quorum present, and for which notification of the meeting and its purpose has been given ten (10) days prior to the meeting date. B. Any amendment to the By-Laws must be approved by the majority of the Executive Committee (51 %). 8 8 RULES FOR ALL DISTRICT TOURNAMENTS 1. Field for all tournaments may accept up to 88 players at the discretion of the Executive Director. 2. USGA rules and local rules posted will be strictly enforced. 3. Check in at the registration table upon your arrival at the Club. Obtain the official scorecard and any rules of the day before reporting to starter. Players must report to the starter 5 minutes before their start time and remain at the tee or a 2 stroke penalty will be imposed. If a player arrives after the group tees off, she may be driven out to her group to complete the round, but is disqualified from the tournament. (Except for team events then she is allowed to play starting at the next tee) 4. The Executive Director will update the handicaps from the GHIN system. 5. The maximum handicap index allowed, to play in a District Tournament, will be that which when converted, will result in a course handicap no greater than a 36 at the club the tournament is being held. Exception: Seniors must convert to Entries may be mailed or they can use Pay Pal to the Executive Director. Entries will be accepted according to postmark. More than one persons entry may be sent in the same envelope, for the same tournament. 7. The prize list and manner in which all ties will be broken must be posted before players tee off. USGA RULES PREVAIL. (Match of cards for ties) 8. Local rules for the day and caddie fees, when applicable, must be posted. 9. The order of play will not be changed. Players must tee off in the order posted on the board. (Exception: where there is a partnership.) 10. All must ride, unless the club provides caddies. 11. Executive Director will furnish the Pro Shop with two (2) lists of pairings and the number of carts required. 12 Executive Director will provide the Pro Shop with a list of winners and prize monies when tournament is over. 13. A player substituting for another player must notify the Executive Director in advance and must tee off in the place where the original player was scheduled to tee off.

9 9 14. If a player is unable to get a substitute, she must inform the Executive Director in advance. 15. No refunds for entry fees will be given. If the player gets a replacement she will pay The person she is replacing. 16. In case of rain, play will continue unless called by the Golf Professional or Greens Superintendent of the Host Club. If called and players cannot resume play after a reasonable amount of time (approximately one hour), the tournament will be considered rained out and must be rescheduled at a later date by the Tournament Committee. 17. Slow play may be penalized by a two stroke penalty. 18. Host club shall have check in people, starters, score table and a marshal/ranger. 19. Prize money/value shall be allocated on a 50% gross and 50% net basis for all tournaments (minimum prize based on entry fee). 20. Pairings for tournaments shall be done on a handicap basis. Low handicappers lead the field. 21. Entry cards not fully completed will not be accepted. 22. No carts at any club will mean no tournament that day. It will be rescheduled. 23. If a player has a hole in one during a WTDGA tournament she will be awarded a Check from the treasury for $100 to be made out to her pro shop. 10 10 TOURNAMENTS DESCRIPTION AND METHOD OF PLAY SCOTCH FOURSOME: Pinehurst Format. Stroke play, selected drives. The partners both drive from each tee, and then each plays a second shot with the other s ball. After the second shots, a choice is made regarding the ball with which the hole will be completed, alternate shots being continued. Allow 60% of the lower handicapped player s handicap plus 40% of the higher handicap player s handicap. USGA recommends you round off the total (.5 goes to the next). The TPP handles the handicaps. There is no restriction on spread between players handicaps. Gross & Net prize monies. This will now be in 2 flights. SENIORS: Players must be 50 years of age. Will be flighted in age groups ; 60-69; 70 plus. Gross and net prize monies of equal value will be awarded in each group. Overall Gross and Net Champion will receive a prize purchased by the Committee (prize will have a value equal to gross and net in Amateur). Ties for the championship will be determined by sudden death play-off that day. Individual may win only one prize. (Defending champion will be paired with the first group on front nine.). Scores for this tournament will be posted as T scores. Change The winner will get credit in her pro shop to spend instead of trophies. ALL NET: Field will be divided into flights. Prizes awarded on a net basis only. Scores for this tournament will be posted as T scores. PARTNERS BETTER BALL: Stroke play. Gross and net prize monies. Played as a two-person team with the better ball on each hole being the team score. The handicaps of the members of a side should not differ by more than eight (8) strokes. Where the difference of the members of a team course handicap exceeds 8 strokes, each members handicap will be reduced to an additional 10%. Each player is allowed 95% of her handicap. Strokes are dotted where they fall for each partner. This will now be in 2 flights. PRO LADY: This is a partner s better ball tournament with the Pro being the partner of each player from his club. The scores for each hole will be the better of the Pro s gross score or the player s net score. 95% handicap is used. Each Pro will be paired with three (3) players from his club. The field will be divided equally into flights by handicaps. Prizes in each flight will be of equal value. Entries will be accepted from players whose club pro is participating. Awards in the form of a check from the WTDGA will be made to the Pros with the four (4) best gross scores. All ties for the Pro will be broken by USGA rules. If the Pro cannot play or send his assistant, the members of that club are illegible to participate.

11 11 TWO BEST BALLS OF FOUR: This tournament consists of teams of four (4) players with no restriction on difference in handicaps. Each player is allowed 95% of her handicap, strokes to be taken where they fall on the scorecard. Players on a team may be from different member clubs of the WTDGA. Equal gross and net prize monies will be awarded. This tournament will be flighted. DISTRICT 2-DAY AMATEUR: Entries will be accepted for all two, or one day but players may only play on the days for which they originally entered. Players will be paired by handicaps for the first day and by gross scores on the final day. Players who entered for only one day will be placed at the end of the field. Pairings are made in twosomes. (CHANGE 2015 Executive Director can do threesomes or foursomes depending on the number of players). Scores for this tournament will be posted as T scores. Champion is overall Low Gross Winner (1 st Low Gross and 1 st Low Net will be equal value---2 nd Low Gross and 2 nd Low Net will be equal value.). Prizes A player may win only one prize. Prizes purchased by the Committee will be awarded for first and second low gross and low net aggregate scores for the two days. In case of a tie, the championship will be determined by a three (3) hole play-off that day. If a tie still exists, sudden death will determine the winner. Other aggregate ties will be broken by sudden death play-off that day. Change we now give the winners credit in their pro shop instead of trophies. At least one daily low gross and low net prize in the form of a Pro Shop gift certificate at the course being played will be awarded. Additional daily prizes will be awarded if funds are available from entry fees after expenses. However, an equal number and amount should be awarded each day (minimum prize is entry fee). TEAM MATCHES: Each team will consist of six (6) players whose handicap index does not exceed that which is stated under Rules for District Tournaments #5 in the By-Laws. This is a net tournament with 100 % handicap allowance. The team score will be the five (5) lowest of the six player s scores. Scores for this tournament will be posted as T scores. Ties will be broken by match of cards as recommended by the USGA. ONE BEST BALL GROSS AND ONE BEST BALL NET: 4 players on a team 100% handicap strokes where they fall on the card. You add 1 gross ball and 1 net ball of the foursome for the team total. You cannot use the same ball gross and net. Two scores of the team must be used. Two or three flights will be used in this tournament. TEAM STABLEFORD: A Better Ball of Partners Quota/Stableford tournament. Gross and net prizes will be awarded. Points are given for gross and for net it is a twosome event.. This will be in flights. SOLHEIM FOUR BALL: SOLHEIM: Played as a two-person team. Format is 6-hole scramble, 6 holes alternate shot (scotch) and 6 holes Four Ball Stroke Play (better ball of two players).

12 12 The handicaps of the members of a side should not differ by more than eight (8) strokes. Where the limit of 8 strokes between partners is exceeded, the higher handicap will be adjusted. For instance, if a 20 and a 32 play, their handicaps for the tournament will be 20 and 28. Handicaps are used for flight placement ONLY. This is a GROSS tournament. Each player must use at least two drives on the 6 holes of the alternate shot and 6 holes of the scramble. Players will be in flights and gross prizes awarded. ANYONE GOES FORMAT 1 BALL ON PAR 5 S, 1 BALL ON PAR 4 S, 3 BALLS ON PAR 3 S. A WTDGA member may invite 1, 2, or 3 guests. If you invite less than 3, you will be paired with other WTDGA member(s). IMPORTANT: Your guest(s) must have a GHIN number or a verifiable USGA handicap. Or, WTDGA members may sign up as four women teams (no need to be from the same club) or any combination of members and guests. Or, a WTDGA member can sign up alone and the committee will place her on a team. Unless specifically defined under tournament description, prize money for ties will be determined by match of cards according to USGA recommendations (minimum prize is entry fee).

This system prevents a club from getting a small tournament two years in a row and makes it fair for all clubs. (SEE ROTATION SCHEDULE ATTACHED)

14 USGA Handicap Manual Section How To Decide Ties In Handicap Competitions ("The Rules of Golf," Appendix I) For reference purposes, a "side" is a player, or two or more players who are partners. A side is considered synonymous with the term "team." Rule 33-6 empowers the Committee in charge of the competition to determine how and when a tie is decided. The decision should be published in advance. The USGA recommends: (i) Match Play A match that ends all square should be played off hole by hole until one side wins a hole. The play-off should start on the hole where the match began. In a handicap match, handicap strokes should be allowed as in the stipulated round. (ii) Stroke Play In the event of a tie in a handicap stroke play competition a play-off with handicaps is recommended. The play-off may be over 18 holes or a smaller number of holes as specified by the Committee. It is recommended that any such play-off consist of at least three holes. If the play-off is less than 18 holes and is a form of play where the stroke-hole allocation is not relevant, such as individual stroke play, the percentage of 18 holes to be played should be applied to the players' Course Handicap for the play-off. Fractions of one-half stroke or more should count as a full stroke; any lesser fraction should be disregarded. Example 1: In an individual stroke play competition, A has a Course Handicap of 10 and B a Course Handicap of 7. If the Committee decides to conduct a nine-hole play-off (50 percent of 18 holes), A will deduct 5 strokes from A's score B will deduct 4 from B's score. If the play-off is less than 18 holes and is a form of play where the stroke-hole allocation is relevant, such as four-ball stroke play and Stableford, handicap strokes should be taken as they were assigned for the competition, using the players' respective stroke allocation table(s). Example 2: In a four-ball stroke play competition, side A-B consists of A with a Course Handicap of 10 and B with a Course Handicap of 7 (after allowances). If the stroke hole allocation is assigned so that the odd stroke holes are allocated to the front nine and the even stroke holes are allocated to the back nine and the playoff is conducted over the back nine, A receives one stroke on the holes allocated 2, 4, 6, 8 and 10 (for five total strokes) and B receives one stroke on the holes allocated 2, 4, and 6 (for three total strokes).

15 (iii) Play-off Not Feasible; Matching Scorecards If a play-off of any type is not feasible, matching scorecards is recommended. The method of matching cards should be announced in advance and should also provide what will happen if this procedure does not produce a winner. An acceptable method of matching cards is to determine the winner on the basis of the best score for the last nine holes. If the tying players have the same score for the last nine, determine the winner on the basis of the last six holes, last three holes and finally the 18th hole. If this method is used in a competition with a multiple tee start, it is recommended that the "last nine holes, last six holes, etc." is considered to be holes 10-18, 13-18, etc. For competitions where the stroke-hole allocation is not relevant, such as individual stroke play, if the last nine, last six, last three holes card matching is used, one-half, onethird, one-sixth, etc. of the Course Handicap should be deducted from the score for those holes. Fractions of one-half stroke or more should count as a full stroke; any lesser fractions should be disregarded. Player E and F have an equal 18-hole net total. Last nine holes: E: 11 x.5 = 5.5, rounded to = 34; F: 10 x.5 = = 34. Last six holes: E: 11 x.33 = 3.6, rounded to (gross score for last six holes) - 4 = 21; F: 10 x.33 = 3.3, rounded to = 23. E wins the matching of cards. In competitions where the stroke hole allocation is relevant, such as four-ball stroke play, match play vs. par or bogey, and Stableford, handicap strokes should be taken as they were assigned for the competition, using the players' respective stoke allocation tables. Example 4: In a four-ball stroke play competition, if the Committee decides to match scorecards for the last nine holes, it would determine each side's score for the last nine holes using the lower partner's net scores for each hole. This method results in a tie at 34. Side A-B has a score of 23 for the last six holes, C-D has a score of 21, thus C-D wins the match of scorecards.
