1 September 20 & 21, 2015 SPECIAL USADA a Departure From the Status Quo By Ray Paulick My inbox was inundated recently with s linking to a lengthy online article at the SBNation.com website entitled, Can Boxing Trust USADA? The article, penned by award-winning boxing writer Thomas Hauser, portrayed the United States Anti-Doping Agency (USADA) as inept at best and, at worst, showing preferential treatment to certain athletes. USADA, which began operations in October 2000, is the national anti-doping organization in the United States for Olympic, Paralympic, Pan American and Parapan American sport. USADA played a significant role in numerous investigations involving illegal doping, including Operation Raw Deal (the bust of a major anabolic steroids supplier in China); the more recent Operation Cyber Juice (an anabolic steroids distribution ring in 20 states); the BALCO laboratory scandal that brought down Olympic star Marion Jones and disgraced Major League Baseball home-run king Barry Bonds, among others; and the systemic cheating of the American cycling team led by Lance Armstrong. oversight would include drafting national rules, establishing testing standards, and enforcement. The Jockey Club has been joined in support of this bill by Breeders Cup Ltd., the Kentucky Thoroughbred Association/ Kentucky Thoroughbred Owners and Breeders and the Water Hay Oats Alliance. WHOA supporters include leading owners, breeders, consignors, track owners, former horse racing regulators and several Hall of Fame trainers. Not everyone wants to see the horse racing legislation advance in Congress. Some are happy with the status quo. Others point to progress in efforts to establish national uniform drug rules on a state-by-state basis. And there are those who say USADA is incapable of taking on a major challenge like anti-doping enforcement in the horse racing industry. Continued on Page 5 USADA an independent, non-governmental, non-profit agency is not an operation simply that collects samples and conducts drug testing of athletes. Led by chief executive officer Travis Tygart, USADA has a highly professional team that encompasses all aspects of a serious anti-doping program, from doping control officers and investigators to science and research and development divisions. To date, USADA has not been involved in any equine sports, but executives with The Jockey Club are convinced the Colorado Springs, Colo., organization can bring horse racing s medication regulatory oversight into the 21st Century. Under legislation introduced in Congress earlier this year by Kentucky Rep. Andy Barr and New York Rep. Paul Tonko (they are cochairs of the Congressional Horse Caucus), USADA would be the organization designated to oversee a national medication program for Thoroughbred racing in the United States. This sales season, the first crops by Belmont Stakes winner Union Rags (by Dixie Union) and Preakness Stakes winner Shackleford (Forestry) are available for inspection and figure notably in the current Keeneland September sale. Winner of the G1 Champagne Stakes in his first season of racing, Union Rags was a superior 2-yearold, and only the impetuous speed of Hansen (Tapit) kept the towering Union Rags from winning the Breeders Cup Juvenile and the Eclipse Award for leading juvenile colt. earned his place at stud by winning three G1 races: the Preakness, Metropolitan Handicap, and Clark Handicap. He won $3 million and placed in such races as the Florida Derby, Breeders Cup Dirt Mile, and Haskell. Among his six yearlings likely to go through the ring in Book 3 at Keeneland September, Hip 1608 stands out on pedigree. The chestnut colt is a half-brother to three stakes winners: the G3 winners Micromanage (Medaglia d Oro) and Indescribable (Pleasant Tap), plus the listed stakes winner Elaflaak (Gulch). Their dam is stakes winner Catnip (Flying Paster). She is a half-sister to Belmont Stakes winner Editor s Note (Forty Niner) and to Hold That Tiger (Storm Cat), who was a juvenile highweight overseas. The next season, Union Rags trained on to win the Belmont, as well as the G2 Fountain of Youth. Consigned by Denali Stud, agent, to 2013 KEE Sept., purchased by Eclipse Thoroughbred Partners and Dogwood Stable for $125,000. One of the joys of buying Thoroughbreds has to be finding a racehorse deeper in the catalog that turns out to be a gem. Hip number 1185, sold in the fifth session of the 2013 Keeneland September Sale, is proving to be one of those finds. Denali Stud s Craig Bandoroff, who had the consignment for breeder CASA Farms, said despite her price and placing in the sale, he s not surprised Curalina is making her mark as one of the country s top 3-year-old fillies. PRS She was always a real pretty and athletic filly, he said. It s good when they pay $125,000 and go on to earn $725,000. That s what makes the game work. The buyers saw the same physical attributes as Bandoroff, but they were drawn to other traits as well. She had those intangibles you look for when you talk about presence and quality and class, said Aron Wellman, president of Eclipse Thoroughbred Partners. Things looked a little dicey early on, with Curalina being put on the shelf for eight months after only one juvenile start. But when she returned to the races in March, she was ready to roll, debuting with a maiden victory, then romping by 8 1/4 lengths against allowance rivals. Trainer Todd Pletcher was confident enough to put her into Grade 1 company next out, and she responded by topping 11 foes in the Acorn Stakes. A disqualification to I m a Chatterbox earned Curalina a second G1 in the Coaching Club American Oaks before she finished third in the Alabama last time out. We feel like she s come a long way in a very short period of time, but she seems to be handling it very well, said Wellman. Our attitude is the sky is the limit with her. 5 Page 5 Continued from Page 1 Which leads us back to the SBNation.com article that, among other things, was critical of USADA for its handling of drug testing in the high-profile Floyd Mayweather-Manny Pacquiao championship fight in May. USADA is not the official antidoping agency for boxing (boxing, like horse racing is regulated on a state-by-state basis and is even more dysfunctional than our sport in its regulatory oversight), but Mayweather has insisted his fight contracts include the anti-doping program administered by USADA. Your dollar is exceptionally $trong in Europe At issue is what is known as a therapeutic use exemption (TUE) for an IV treatment Mayweather received after the fight s weigh-in. In his article, Hauser alleged the treatment was approved retroactively by USADA. Tygart said the treatment was not prohibited under Nevada State Athletic Commission rules that regulated the fight and that Mayweather was under no obligation to apply for a TUE. Hauser s article ( is worth reading. So is the 25-page, point-by-point response made by Tygart, who said USADA has been viciously and unjustifiably maligned by Mr. Hauser, whose claims do not stand up in the light of the truth. That response can be found at USADA.org. In an interview with the Los Angeles Times, Tygart cut right to the heart of the matter. Apparently, Tygart told boxing writer Lance Pugmire, there are a lot of people who are scared of the status quo changing in the sport of professional boxing, like it has in the UFC. Clean athletes, like those in the UFC, deserve to have the best anti-doping plan in place, if possible. Clean trainers, owners and veterinarians should feel the same way. You would think they would welcome a departure from the status quo, which to many people simply is not working. Testing humans and testing horses are two different animals. The current philosophy in horse racing that relies almost exclusively on post-race testing makes no sense in trying to catch or deter cheating. I would hope that, whether or not the Barr-Tonko bill passes, drug testing will progress more toward out-of-competition sampling and screening for illegal performance-enhancing drugs and focus less on minor overages of permitted therapeutic medications.
