2 Words from Dr. Edward Stanek, CEO Another exciting and successful year has come to a close here at the Iowa Lottery. With each year that passes, we marvel at what we ve accomplished and strive to continue our growth. We re extremely proud to announce that the lottery has raised record proceeds for the programs that benefit all Iowans, and we look forward to building on that success. The Iowa Lottery sent a record $80.9 million to state programs in FY That s an increase of about 58 percent over last year s total. And speaking of big numbers, of all the milestones the Iowa Lottery has achieved through the years, none has been as gratifying as the mark we just surpassed this spring: The lottery now has raised more than $1 billion in profits for state programs! Sometime in March, an Iowa Lottery player purchased the ticket that helped push lottery profits to the state over the $1 billion mark. Throughout the past year, the lottery has been celebrating its 20th anniversary and we re pleased to know that 20 years of lottery in Iowa means $1 billion in assistance for the programs that benefit all Iowans. That benchmark emphasizes the point that when you play the lottery, all of Iowa wins. The Powerball game had a banner year in Iowa as well, posting a sales increase of 31 percent over last year. Changes to the game beginning in August 2005 spurred sales. Those changes included a higher beginning jackpot of $15 million and an increase to the prize for matching five white balls but missing the Powerball from $100,000 to $200,000. We also added two white balls to the mix, so players now pick five of 55 white balls. There was no change to the Powerball pool, where players still pick from a pool of 42. Several other great events in FY 2006 contributed to our record growth: The scratch ticket is still a big player in Iowa. We brought innovation to the popular scratch-game category by introducing our first double play combination scratch ticket/pull-tab game called Lucky 7 s. Players loved it so much that we needed to order additional quantities very quickly. Also, a Logan farmer won $1 million in the Thanks A Million scratch ticket second-chance drawing, and our $35 Million Cash Spectacular ticket offered the biggest combined payout in Iowa Lottery history. Overall, scratch ticket sales were up 3 percent over last year and set a sales record for the category. It was a year for big jackpot winners! In September, West Des Moines resident Moses Bittok, a brand new American citizen, won $1.89 million playing Hot Lotto. Then in December, Hugh Hawkins of Des Moines won a $113 million Powerball jackpot and became Iowa s largest Powerball jackpot winner to date. Promotions appealed to Iowa Lottery players during the year, too. For a limited time in March, a special promotion called Power Play 10X gave players the chance to multiply any Powerball prize except the jackpot by ten times instead of the usual two to five times. In October, we held our most successful Web-based promotion to date. The Hawkeye Victory promotion gave players the chance to win a beautiful Victory Vegas motorcycle custom painted with University of Iowa logos and graphics, including a view of Kinnick Stadium. The lottery received more than 275,000 entries with a serial number from a $5 lotto ticket through our Web site at The Iowa Lottery also continued its focus on innovation during the year. In the final months of fiscal year 2006, the lottery finalized plans to introduce the third version of its electronic game card product. In October 2004, the lottery had been the first in the world to introduce the game card, a battery-powered version of the traditional instantscratch ticket. The latest electronic game card, Pocket Poker, features a card-game theme and is slated to go on sale in July Like its predecessors, it will sell for $20, feature 80 plays per card and offer a top prize of $500. That s a lot of excitement in one year! Through all the changes, what was true when the Iowa Lottery began in 1985 remains true today: It only takes one ticket to win and you can have a lot of fun dreaming for just a dollar or two. We look forward to a lot more fun and dreams in the years to come!

3 Iowa Lottery Board Another year has moved by so quickly! The best news of this fiscal year is that the Iowa Lottery sent record profits to the state, and all of us on the Lottery Board are proud to have been a part of that success. We addressed several other important issues this year. Chairperson Elaine Baxter, Burlington We approved contract extensions for instant and pull-tab ticket printing, as well as for the manufacture of the lottery s innovative new electronic game card. We worked with lottery staffers to establish a self-exclusion policy for those concerned about problem gambling. Under the self-ban program, players can sign contracts stating that they are problem gamblers and wish to enter into a voluntary, lifetime agreement with the lottery. The agreement bans those players who sign it from the lottery s five regional offices in the state and allows the lottery to deny payment of any prize at a lottery office to those players. The lottery also removes from any mailing or promotional lists the names of those who have entered into the self-ban contracts. We are glad to be able to provide this program for those who choose it. And we welcomed new board member Michael Klappholz of Cedar Rapids in May, who replaced Bill Brosnahan of Dubuque. Michael is the Cedar Rapids chief of police. We all look forward to another year of challenges and rewards as part of the Iowa Lottery Board. 4 Profits Reach $1 Billion! Sometime in March, an Iowa Lottery player purchased the ticket that helped push lottery profits to state programs over the $1 billion mark. From the Iowa Lottery s start in 1985 through the end of March, the lottery raised more than $1 billion for state programs. The Iowa Lottery has just celebrated its 20th anniversary and we re pleased to know that 20 years of the lottery in Iowa means $1 billion in assistance for the programs that benefit all Iowans, said Dr. Ed Stanek, president and CEO of the lottery. That benchmark emphasizes the point that when you play the lottery, all of Iowa wins. Lottery profits have helped the state in a variety of ways through the years. When legislation authorizing the Iowa Lottery was signed into law in 1985, lottery profits were earmarked for the Iowa Plan, a long-term economic development program. In 1991, lottery profits were designated for environmental and cultural programs. But after one year, all lottery proceeds were sent to the state general fund. Most lottery revenues have continued to go to the general fund since that time. Nearly 60 percent of the money in the general fund goes to Iowa s public K-12 schools and higher education. Other programs that receive money from the general fund include justice programs, health and human services and agricultural programs. The Lottery also provides a portion of its revenues to the state Gambling Treatment Program, which administers the BETSOFF helpline for those concerned about program gambling. Through the years, the lottery has provided more than $12 million in funding to the gambling treatment program. Lottery revenues also were used to secure financing for the Vision Iowa program. Vision Iowa was created in 2000 to provide funding for tourism attractions and school repairs in the state. Bonds for the program were issued with direct funding provided by state revenues from racetracks and casinos, and lottery revenues used as a backup over the 20-year payback period of the bonds. The lottery s sales totals show that from its 1985 start through the end of June, the Iowa Lottery had sold more than $3.8 billion in tickets while players had won more than $2 billion in prizes. Powerball Undergoes Changes Changes introduced in the Powerball game in August 2005 were reflected in the Iowa Lottery s strong 2006 results, with Powerball sales in Iowa increasing more than 31 percent to $71.1 million. Powerball jackpots today begin at $15 million compared to $10 million in years past, and the prize for matching the first five numbers but missing the Powerball has doubled to $200,000. Two white balls have been added to the first pool of numbers in Powerball drawings, meaning players choose five numbers from 55. 5 Jackpot Winners Iowa Lottery players now have won five Powerball jackpots. The four previous winners are: Ed Brown of Washington, who split a $10.4 million jackpot with a Missouri woman in December Tim Schultz of Des Moines, who won a $28 million jackpot in February The Larry Hasken family of Sabula, who claimed a $31.8 million jackpot in January Jacquelyn Moore of Omaha, Neb., who won a $14.4 million jackpot in October 2004 (she bought her ticket at a convenience store in Carter Lake in western Iowa). Des Moines Man Wins $113.2 Million Powerball Jackpot January 3, 2006 A Des Moines man started off the New Year with a bang, claiming a $113.2 million Powerball jackpot, the largest lottery prize ever won in Iowa. We view this Powerball winning as a tremendous opportunity and a tremendous responsibility, Hugh Hawkins said as he claimed the jackpot. We believe it provides us with opportunity to do things that we would not be able to do without this financial security - but more importantly, we believe there is great responsibility that comes with this winning. We will work to manage this winning in a way that is respectful - and ultimately, in a way that creates good, he said. Hawkins, 44, was accompanied to the lottery as he claimed his prize by his wife, Cindy, and their children, Alex, 6, and Katie, 3. Hawkins oldest son Colby, 12, was unable to attend the news conference. Hawkins bought his ticket at Dahl s, 1819 Beaver Ave. in Des Moines, for the Dec. 14 Powerball drawing. The winning numbers that night were: and Powerball 11. The Power Play number was 5. Hawkins ticket matched all six numbers drawn and became the fifth ticket sold in Iowa to win the game s big prize. Hawkins chose to receive his prize in a lump-sum payment of $54,779, Hawkins, who works for Metro Engineers of Omaha, Neb., a commercial real estate development company, said he plans to use his winnings to become debt free, but he also has some philanthropy in mind. We will be providing money to the Greater Des Moines Foundation and the Omaha Community Foundation so that non-profit, start-up, and in-need organizations can apply for funding through those channels, he said. Hawkins said he waited for a few weeks after his big win to claim the prize so that he could enjoy the holidays with his family, make plans for what he wanted to do with the money and identify charities that he could help. Hawkins chose his winning numbers himself and provided this explanation: 8 is one of his favorite numbers. 15 was the number on his brother s dirt-racing motorcycle when they were young. 16 is the date of his wife s birthday. 45 is the age he will be on his next birthday in March. 51 is a number he randomly chose between 45 and 55, the highest number in the Powerball game. 11 is the date of his oldest son s birthday. 6 Moses Bittok of West Des Moines and family New U.S. Citizen Wins $1.89 Million Hot Lotto Jackpot Sept. 26, 2005 On the same day he became a U.S. citizen, a West Des Moines man learned he had won a lottery jackpot. That s a double-lucky win, Moses Bittok said as he claimed his $1.89 million Hot Lotto jackpot. It s almost like you adopted a country and then they netted you $1.8 million. It doesn t happen anywhere - I guess only in America. On Friday, Sept. 23, Bittok took the U.S. citizenship oath at the federal building in Des Moines, then he took some time to shop with his family and run errands. Before the day was done, they stopped at a gas station and checked his Hot Lotto ticket from the Sept. 21 drawing. The print-out from the lottery s validations equipment stated that Bittok would need to claim his prize at lottery headquarters. Bittok then asked for a print-out of the winning numbers from the drawing. For some reason, I m calm, he said. His wife Leonida didn t have the same reaction. I m the one who screamed! she said with a laugh. Bittok, a correctional officer at the Iowa Correctional Institute for Women in Mitchellville, said he doesn t know exactly what he will do with his winnings, but a college fund for the couple s 4-year-old daughter Mindy is top priority. I know she s No. 1 - college, that s the biggest thing, he said. Lee and Mindy accompanied Bittok to the lottery as he claimed his prize. He chose to receive his jackpot winnings in annuity payments over 25 years. After a first payment of $79,762.32, he ll receive 24 annual payments of $75,000 ($52,500 after withholding taxes). Bittok, 40, became the fifth Iowa Lottery player to win a Hot Lotto jackpot. Originally from Kenya, Bittok came to the United States to attend college in Minnesota, then moved to Iowa with his job. He bought his winning ticket at Hy-Vee at th St. in West Des Moines, where he used to work part-time. Previous Iowa Hot Lotto jackpot winners are: Darlene Becker of Dubuque, who won the first jackpot claimed in the game, a $3.6 million prize in July 2002, then Don Sporrer of Denison won $2.7 million in December Todd Brobston of Fort Madison won the $1.3 million jackpot in November And Des Moines Danny Good won a $1.65 million Hot Lotto jackpot in December Bittok s lottery ticket was the 85th purchased in Iowa to win a prize of $1 million or more. 5 Iowa Lottery 2006

7 Instant Games Lucky 7 s Double Play Ticket Lucky 7 s is a unique $5 game that was released by the Iowa Lottery in April. It s the lottery s first game to combine two popular products into one - Lucky 7 s tickets are double-sided, with a traditional instant-scratch game on one side and a pull-tab game on the other. Lucky 7 s was the Iowa Lottery s 21st game at the $5 price point, but the double-sided tickets proved so popular that sales during their first eight weeks were double those of other $5 games in the past decade. The Iowa Lottery re-ordered Lucky 7 s after its first four weeks on sale. The game was produced and printed by Pollard Banknote Limited of Winnipeg, Manitoba, one of the companies with which the Iowa Lottery has contracts for ticket printing. Sometimes you can combine two popular products and come up with something even better, said Iowa Lottery CEO Dr. Ed Stanek. That s what we think we ve done with Lucky 7 s, and our players certainly seem to agree. We re proud to have our work recognized as an industry leader. The Lucky 7 s ticket is a $5 game. It has three play areas. In the number match area, match any of Your Numbers to the Lucky Number and win the prize shown below that number. Find a 7 symbol and win that prize instantly. In the Fast $50 area, reveal two like symbols and win $50 instantly. In the pull-tab area (ticket back), match three like symbols in the same window and win the corresponding prize in the prize legend. The overall odds of winning in the game are 1 in $35 Million Cash Spectacular Ticket The $35 Million Cash Spectacular, a $10 game, is Iowa s biggest scratch game ever. The $35 Million Cash Spectacular began in January 2006 with more than 1.4 million available prizes. This is the largest prize pool the Iowa Lottery has ever offered for an instant scratch game. With a total of $35 million in prizes available, the top prize is $250,000. The game started with 40 prizes of $20,000 and 80 prizes of $10,000 available to win. Also, there were 1,400 multiple prizes of $1,000 and under to win as the game began. If a player matches any of their numbers to any winning number, they win the prize shown for that number. If they find a star symbol, they win the prize shown instantly. The overall odds of winning in the game are 1 in 3. Iowa Lottery

8 Promotions Hawkeye Victory Douglas Wolrab of Cedar Rapids was the grand-prize winner in the Iowa Lottery s Hawkeye Victory promotion, which began in September The Lottery teamed up with three Iowa companies to design a custom-painted motorcycle in Iowa Hawkeye black-and-gold for the promotion. Players could enter any nonwinning lotto ticket worth $5 or more via the Lottery s Web site for a chance to win the bike. The eligible games for the promotion were: Powerball, Hot Lotto, Iowa s $100,000 Cash Game, Pick 4 and Pick 3. Wolrab, who is retired and a big Hawkeye fan, was at the local Maid-Rite having coffee with friends when he got the call that he had won the Victory Vegas motorcycle. The Hawkeye Victory promotion was the lottery s most successful Web entry promotion ever, with over 275,000 entries. The Iowa chapter of the American Marketing Association recognized this promotion as a Best Consumer Campaign in June Thanks A Million The Iowa Lottery surprised a Logan farm couple, John Straight and his wife Debbie, with a $1 million check in January Straight won the grand prize in the Thanks A Million second-chance drawing. Thanks A Million was a $10 instantscratch ticket that was released in the summer to celebrate the Iowa Lottery s 20th Anniversary. The Thanks A Million ticket was created to thank players for their continuous support. The top prize in the game was $10,000; however, nonwinning Thanks A Million tickets could be entered for a chance to win up to $1 million. The top prize drawing was held Jan. 26. Power Play 10X During the month of March 2006, Powerball players had a chance to multiply their Powerball prize, except the jackpot, by up to 10 times. Normally, players can increase their prizes with the Power Play (except the jackpot) up to five times. The cost is $1 per play. Just before the Powerball numbers are drawn, the Power Play wheel is spun. Slots on the wheel list the numbers 2 through 5, indicating the amount prizes (except the jackpot) will be multiplied if that number is drawn. One of the 5 s on the wheel was replaced by a 10 for this promotion. During this special 10X promotion, the 10 came up once on the Power Play wheel in the March 11 drawing - 109,000 winning Powerball players nationwide multiplied their prize by 10 for that drawing. In Iowa in the March 11 drawing, 19 players multiplied their $100 prize to $1,000 with the Power Play 10X and more than 2,900 others multiplied smaller prizes by Iowa Lottery 2006

9 FY 2006 Sales Iowa Lottery sales and profits to the state set records in its latest fiscal year, fueled by increases in sales of Powerball, instant-scratch and TouchPlay tickets. Lottery sales totaled $339.5 million in fiscal year 2006, which ended June 30. That was up more than 61 percent from FY 2005 sales of $210.7 million and marked the highest sales total for Iowa s lottery since its start in The lottery s previous sales record of $210.7 million had been set just a year earlier. Figures show the lottery raised $80.9 million in revenues for state programs during FY 2006, an increase of about 58 percent from the previous year. The lottery s previous record for proceeds to the state was set in FY 1995, when $58.2 million was raised for state programs. Dr. Ed Stanek, chief executive officer of the Iowa Lottery Authority, said that while the past fiscal year was extremely successful in terms of lottery sales, the lottery continues to investigate innovative ideas for future products. Stanek noted that the Iowa Lottery s Lucky 7 s game that combined instant-scratch and pull-tab games into a double-sided ticket was extremely successful (see Page 6). Through the years, the lottery has found success by offering variety in our products and concentrating on entertainment for our players, Stanek said. We ll continue that focus to ensure strong lottery revenues for the programs that benefit all Iowans. Changes introduced in the Powerball game in August 2005 (see Page 3) were reflected in the Iowa Lottery s strong 2006 results, with Powerball sales in Iowa increasing more than 31 percent to $71.1 million. Sales of instant-scratch tickets, the first product introduced by the Iowa Lottery and always one of its sales leaders, also were up in FY 2006 compared to a year earlier, increasing more than 3 percent to nearly $106.6 million. Net revenue from TouchPlay machines totaled more than $121.4 million in FY 2006, compared to $6.4 million a year earlier. The TouchPlay project ended in May. Iowa Lottery
