RULES: This show is covered by the rules and specifications of the current US Equestrian Federation Rule Book and will be conducted and judged in accordance therewith. 2. SHOW MANAGEMENT: The Horse Show Management reserves the right to interpret all questions and conditions in regard to or arising out of any incident in the show without claims for damages or recourse of any kind. All questions not covered in these rules and regulations shall be decided by the Horse Show Management and their decision will be final. The Horse Show Management reserves itself the right to refuse, accept conditionally, or to cancel any entries, disqualify riders or exhibitors, prohibit of entries and to cancel award prizes without claim to damage, to change, cancel or combine any classes to reschedule classes after due notice to exhibitors, or to change rings or substitute official. The judges decisions are strictly their own and the Management accepts absolutely no responsibility for those decisions. 3. ENTRY PROCEDURES ENTRIES CLOSE ON MONDAY, JULY 30. Entries postmarked later will be assessed a $25.00 late fee. Correct fees and association numbers MUST ACCOMPANY EACH EN- TRY FORM or an INCOMPLETE ENTRY FEE OF $25.00 will be charged, no exceptions! Entries will be accepted on a first-come, first-serve basis. No numbers will be issued without completed entries, full payment, signatures, fees and association numbers. OFFICE FEE: $40.00 on-line / $55.00 with paper entry. ONE HORSE ONLY per entry form. MAIL ENTRIES TO: SLO-CDS, PO BOX 13060, SAN LUIS OBISPO, CA NO PHONE ENTRIES. REFUNDS with Veterinarian/Doctors Certificate only. A $40.00 Office Fee will be retained. RETURNED CHECKS: A fee of $25.00 will be charged for all returned checks. Accounts will be given 10 days to be paid in full with cash or equivalent or they will be turned over to USEF for further disciplinary action. SCRATCHES: Scratches made prior to the closing date will receive a complete refund. It is the exhibitor s responsibility to inform the management, (of their intention to scratch. No -shows will be billed for all unpaid entry fees. POST ENTRIES: Post entries will be accepted to fill scratches if the schedule permits. Horses already entered in the show will receive priority. 4. Life, senior active and junior active members shall be eligible to participate in all classes at Regular Competitions, Eventing Competitions at the Preliminary Level or above and Combined Driving Competitions at the Advanced Level, Dressage, Reining and Vaulting Competitions and Endurance Rides. A nonmember may participate as a handler, rider, driver, owner, lessee, agent, coach or trainer at Regular Competitions, Eventing Competitions, Dressage Competitions, Reining Competitions and Combined Driving Competitions upon payment of a $30 nonmember registration fee. Participants in the following classes are exempted from the Requirements of this rule: 1) leadline; 2) exhibitions; 3) games and races; 4) classes for 4-H members; 5) walk trot and acade my classes (academy classes are classes limited to horses used regularly in a lesson program); 6) USDF introductory level tests, pas de deux and quadrille classes; 7) NRHA Endorsed Reining Competitions. 8) Opportunity classes, 9) citizens of other nations who have proof, in English, of current membership in good standing of their own National Federation, 10) USEA beginner novice division; and 11) assistant handlers in Dressage Sport Horse Breeding classes. 5. 3 RULES AND GENERAL INFORMATION continued 6. CONDITION OF ENTRY: Every horse entered for competition will be under the control of the Horse Show Management, but the Horse Show Management and property owners will, in no case, be responsible for any loss or damage that may occur, and it shall be a condition of entry that each exhibitor shall hold the Horse Show, its Directors and Employees, and Golden Hills Farm, Property Owners, and Employees harmless for any loss or accident to himself, his horse, horses or equipment which may occur from sickness, fire or otherwise. 7. MINOR EXHIBITORS: Parents or guardians of minor exhibitors shall hold SLO-CDS and the property owners harmless for injury to such minor. No child s entry will be accepted unless a parent or guardian signs it. The signature of instructors, agents or other unrelated persons will not be acceptable. 8. RIDING TIMES: Riding times will be ed to all exhibitors on the Wednesday before the show and will be posted at & It is the rider s response bility to inform the management of any time conflicts at least 72 hours prior to the scheduled rides. Exceeding 45 seconds before entering the arena after the bell has sounded will entail elimination. 9. COMPETITION ARENAS: GGT Sand footing. 10 CLOSED ARENAS: Horses are not permitted in competition arenas on a show day at any time other than scheduled riding times. Violation will be cause for elimination. 11. LUNGEING: No lunging in the warm-up arenas during competition. A lunging area will be provided. 12. TESTS: 2015 USEF and 2017 FEI tests will be used. Current FEI and USDF Musi cal Freestyles are offered. SCORED TESTS: Tests will be given ONLY TO RIDERS or their agents and only after the class is placed. Check all scores upon receipt of test GAIG/USDF QUALIFYING REQUIREMENTS: In order to qualify for a Regional Championship, horse/rider combinations may qualify by earning a minimum of 2 qualifying scores at two official GAIG/USDF recognized competitions from two different judges in any region. Riders may now ride in qualifying classes both days. 14. AWARDS: Ribbons through 5 th place. First place awards to classes with 3 or more entries. Hi -point awards to junior, open and adult amateur riders both days. 15. GROUNDS: Exhibitors may park cars, trucks, and trailers in designated areas only. DOGS MUST BE ON A LEASH OR OTHERWISE CONTAINED. Persons on foot are not allowed in the warm-up areas. Lungeing is only allowed in designated areas. 16 DAY USE FEE of $40.00 per horse per day for parking/tying is to be added to entry fee. PLUS Haul-in fee, CDFA Drug fee, and a signed release. 17. STABLING: 12 x 12 stalls will be available at a cost of $ per stall or tack room for the duration of the show. Daily stall rental is $70.00 with no overnight. 18. CAMPING: RV Site available at $50.00/night. Water included. 19. FOOD: Available on grounds 20. EMT ON SITE. Veterinarian and farrier on call. Numbers posted in the office 21. PROTESTS: Any exhibitor lodging a protest must first deposit $ with the secretary of the show, which sum will be forfeited to the Horse Show if not sustained. All protests must be filed in writing, signed by the protester, and filed with the Show Secretary within 48 hours of the occurrence of the alleged violation. 22. CANCELLATION: In the event of rain prior to the show, it is the responsibility of the rider to call the Management to determine whether the show is canceled. Shows are NOT canceled unless the footing is deemed unsafe. If the show is canceled for any reason, an office fee will be retained from each entry and the balance refunded. 23. Minors who do not have a valid driver s license which allows them to operate a motorized vehicle in the state in which they reside will not be permitted to operate a motorized vehicle of any kind including, but not limited to, golf carts, motorcycles, scooters, or farm utility vehicles on the competition grounds of licensed competitions. Minors who have a valid temporary license may operate the above described motorized vehicles as long as they are ac companied by an adult with a valid driver s license. The parent(s), legal guardian(s), or individual who signs the entry blank as a parent or guardian of a minor operating a motorized vehicle in violation of this rule are solely responsible for any damages, claims, losses or actions resulting from that operation. Violations of this rule will be cause for sanctions against the parent(s), guardian(s) and/or trainer(s) who are responsible for the child committing the offense. Penalties may include exclusion of the child, parent(s), guardian(s), and/or trainer(s) from the competition grounds for the remainder of the competition and charges being filed against any of the above individuals in accordance with Chapter 6. Wheelchairs and other mobility assistance devices for individuals with disabilities are exempt from this rule. (If your competition bans motorized vehicles, please contact our office for further Instruction.) 24. ** OPPORTUNITY CLASSES - $50 per test. Horse, rider, owner, trainer do not have to be USEF, USDF, CDS members and do not have to pay non-member fees or USEF Drug fees, or CDS Travel Grant Fee. Office fee, CDFA Drug fee and Grounds/Stabling fees do apply. Horses may not be entered in the same test on the same day! I.E. Class 195 and class 101. You may enter an Opportunity Class and ANOTHER class on the same day! I.E. Class 195 and class 102. Opportunity Classes are not eligible for USEF/USDF End of Year Awards Programs. Opportunity Classes DO COUNT toward CDS Qualifying, CDS End of Year Awards, CDS RAAC Qualifying, and JR Championships, as long as CDS membership is cur rent when scores are earned. Classes may not necessarily run in this order. You must be ready to ride any class entered at any time. 25. In regards to class 191 and 291, Para-Equestrian Test of Choice, please be aware that beginning in the 2016 competition year, which began on October 1st, 2015, participants and horses competing in Para-Equestrian classes at USDF recognized competitions will no longer be exempt from USDF memberships. Para-Equestrian competitors will now be required to have a USDF Group Membership, a USDF Participating Membership or a USDF Non-Member ID and pay the $35 Non-Member fee per competition. Owners of horses competing in the Para- Equestrian classes will be required to have a USDF Participating Membership, a USDF Busi ness Membership, a USDF Group Membership or a USDF Non-Member ID and pay the $35 Non-Member fee per competition. The horses competing in Para-Equestrian classes will be required to have a USDF HID number or be USDF Lifetime registered USDF Regional Adult Amateur Equitation Program: Please note that classes 149 and 249 Dressage Equitation can be used as a qualifying opportunity for the new USDF Regional Adult Amateur Equitation Program. Adult amateurs may qualify to compete in the regional final class held at each regional championship competition by earning one score of 70% or higher, in any dressage seat equitation class or by qualifying for the regional championship at any level, except freestyles. There is no qualifying fee, or special requirements for submitting results to USDF. For more information about the USDF Regional Adult Amateur Equitation Program, please visit the USDF website, ATTENTION COMPETITORS: EACH COMPETITOR IS RESPONSIBLE FOR SUPPLYING MANAGEMENT WITH CORRECT ASSOCIATION NUMBERS AND COPIES OF CUR- RENT CARDS (USDF, USEF, CDS, DASC, AQHA) FOR HORSE, OWNER, RIDER AND TRAINER BEFORE THE DAY(S) OF COMPETITION. 4 CENTRAL REGIONAL ADULT AMATEUR COMPETITION HOSTED BY SLO-CDS Chapter Mission: The mission of these competitions is to provide an opportunity for all CDS Adult Amateur riders to qualify and compete against others of similar skills and experience. The regional nature of these shows will help provide our membership with a developmental path to gain competitive experience, to promote excellence and increase awareness of and support for CDS Chapters. Goals: #1 For the Chapters: These regional level adult amateur competitions are designed to promote and enhance awareness and participation by the CDS Chapters, provide State level support in funding and advertisement, and a chance to generate funds at the chapter level. #2 For the Riders: These competitions will provide a positive introductory show experience for some, which will hopefully be a stepping stone to bigger things, while offering the other more experienced amateur riders an additional competitive experience. #3 For the whole organization, these competitions are designed to bridge the gap between the local Chapter shows with the individual year end awards programs and the tremendously difficult, top caliber competition at the Annual CDS Championship Show. Qualification (Last day to qualify is July 30, 2018) 3 scores from 2 judges at Basic Level USDF Intro level test C test 3 of 65& or higher at Novice Division Level only (Elite Division will not be offered) 3 scores from 2 judges at any Training Level of 60% or higher 3 scores from 2 judges at 4th level of 60% or higher 3 scores from 2 judges at 1st level of 60% or higher 3 scores from 2 judges at PSG of 60% or higher 3 scores from 2 judges at 2nd level of 60% or higher 3 scores from 2 judges at Intermediare 1 of 60% or higher 3 scores from 2 judges at 3rd level of 60% or higher Adult Amateurs who wish to participate in the RAAC Classes must be registered with the Central Office by July 30, 2018 Two Levels or two horses will be charged an additional $25. Divisions: 1) Elite Adult Amateurs for riders that have competed in a CDS Championship Show. 2) Novice Adult Amateurs for riders who have never competed in a CDS Championship Show. All competitors will ride once. Awards: Each RAAC competitor will receive an official RAAC gift. Training and 1st Levels will receive: an embroidered cooler for 1st place and a neck ribbon; 2nd place winner a neck ribbon and a halter; and 3rd 10th place bridle ribbons. 2nd Level and above will receive: an embroidered cooler to 1st place with neck ribbon; 2nd place winner a neck ribbon and a halter; 3rd 6th place bridle ribbons. High Percentage Score Elite and Novice Rider bridle ribbons to each division and Stock Tie from Dara James Designs. --Roses Award neck ribbon for High Percentage Elite and Novice Rider 50 years of age and older in three sections: Basic through First; Second through Fourth; and FEI Levels, that officially signup for the division prior to their RAAC ride. Awards Ceremonies Will be scheduled during the lunch break for classes concluded in the morning session, and at the conclusion of the last class of the day for afternoon classes. A schedule will be provided to all competitors upon checking in at the show office and will clearly explain the details on times/days/locations/arenas/classes for awards ceremonies. The schedule will also indicate when and where RAAC competitors can obtain the awards they have won i.e. coolers or halters. All RAAC award winners (up through 10th place) will be invited to participate in the awards presentations. Those competitors that participate in the awards presentation will be properly attired in show clothes and show tack. Protective boots or wraps on the horses are permitted. 1st/2nd place finishers as well as High Score and Roses Award winners are required to have photographs with all appropriate awards won taken in front of the RAAC Banner. The RAAC Rider Rep (or the designated alternate) can excuse a winner if some unusual situation or emergency occurs, provided the competitor has requested permission to be excused from awards presentations in advance. (the Federation ) and the local rules of the competition. I agree to be bound by the Bylaws and Rules of the Federation and the competition. I will accept as final the decision of the Hearing Committee on any question arising under the Rules, and agree to release and hold harmless the competition, the Federation, their officials, directors and employees for any action taken under the Rules. 13 USDF Statement on Animal Welfare The United States Dressage Federation, Inc. (USDF), a federation of over 100 independent organizations throughout the United States with a membership of nearly 30,000 members, supports the concept of ethical treatment of animals. Dressage is a classical method of training horses, based upon the horse s natural responses, as carried out in a gradual, planned program during which the horse s athletic abilities are improved in a systematic manner. As a result, the horse becomes capable, comfortable, and responsive in partnership with the rider without the use of force. Dressage competition at various levels of achievement is the ultimate test of the training program to determine whether the desired harmony between horse and rider has been achieved. The rules pertaining to dressage competition prohibit the use of artificial appliances, training aids, and drugs, which would force the horse to submit. Instead, the emphasis is upon training and a cooperative partnership with the rider. Major competitions are carefully monitored to assure that there is no unnecessary force or harshness displayed. Unlike other horse sports in which horses enter training at a relatively immature state, dressage training is usually not seriously begun until the horse is three or four. The top levels of achievement require five or more years of progressive training and it is not unusual to see horses in international competition in their late teens. This, in itself, places a premium on good care and soundness throughout the horse s life. While supporting the concept of animal welfare in its broadest form, the United States Dressage Federation, Inc., also recognizes that it is unrealistic to ascribe human emotions and responses to the horse which in its wild state is a creature of flight, living a hard and precarious existence. Under domestication, the horse is assured of ample food, water, and shelter, as well as protection against infectious diseases and damaging parasites, thus leading a longer and healthier life with a high rate of survival. As an educational organization, USDF has numerous programs, which teach people how to pursue the accepted, humane training methods. A program of certifying instructors also emphasizes protecting the horse s welfare in pursuit of dressage training. 15 What is dressage? Dressage, a French word that literally translated means training, has its roots in Ancient Greece. It is a system for training horses and riders to use the natural gaits of the horse the walk, trot and canter and the natural aids of the rider the hands, legs and seat to guide and control the horse. Dressage builds flexibility, obedience, and gymnastic ability in the horse and rider. All of dressage is built on basics. Each level, and each test within the level, places more difficult and complex demands on the horse, but always within the framework of the basic gaits and in movements natural to the horse at liberty. The rider communicates his desire to the horse by means of aids. The rider uses his seat, legs, back, weight, hands and mind in varying degrees to ask the horse to do his bidding. The more accomplished the rider, the more he is able to communicate with the horse in complete rhythm and harmony to the point that the aids become almost invisible. Who is SLO CDS? The San Luis Obispo Chapter of the California Dressage Society began in 1976 with about 15 charter members, several of whom are still members. Today our chapter has 130 members. The California Dressage Society was founded in 1967 with 20 members and today has over 6,000 members with 36 chapters around the state. The local chapter hosts several shows and educational forums each year. Our chapter meetings are held every other month in Atascadero and San Luis Obispo. Each show requires the donated time of dozens of volunteers who keep score, hand out ribbons, supervise the warmup arenas, etc. Many are area horse people who just enjoy watching horses doing interesting patterns.
