9 INTERNATIONAL RACES GENERAL CONDITIONS & INFORMATION LIST OF RUNNERS, RESERVES AND FIELD SELECTION ➊ The KRA will rank all horses after preliminary nominations close. Particular account will be taken of the horses past performances over distances close to 1,200M (6 furlongs) for horses entered for the Korea Sprint and 1,800M (9 furlongs) for the Korea Cup. ➋ The Korea Racing Authority has the authority and discretion to determine the runners and reserves for the races. The decision of the Korea Racing Authority shall be final. RULES OF RACING All the KRA s international invitational races will be run under the Korean Rules of Racing, which can be found at: ENTRIES/NOMINATIONS The Korea Racing Authority reserves the right to reject entries/nominations at any time at its discretion, whether or not they have previously been accepted. CONTACTS Entries/Nominations for the Korea Cup and the Korea Sprint should be submitted to Dr. Ryu Seungho through the following : Position : Senior Manager, International Racing team Address : Gyeongmagongwon-daero 107 Gwacheon-si, Gyeonggi-do, Korea, Tel : (82) Fax : (82) batman@kra.co.kr PRIZEMONEY ➊ All prize money will be wholly awarded to the single nominated Owner, who is registered with the Korea Racing Authority. ➋ Any split in prize money that reflects multiple ownership is a matter of private contract or agreement between those owners. ➌ The Owner is responsible for distributing Trainer, Jockey and Stablehands prize money. ➍ Jockey s prize money is subject to 10% deduction for the jockey s welfare fund. ➎ Prize money will be paid in Korean Won transferred to a bank account designated by the Owner in the relevant country. ➏ Prize money and all other earnings will be paid within one month of the race subject to the horses clearing their post race tests. TAXATION (Income and Corporation Tax for the money and prizes earned in Korea) ➊ Owners who holds permanent establishment (i.e. office) in Korea must pay tax via self-assessment. ➋ For Jockeys, taxes may be deducted according to the Taxation agreement between the Government of Korea and the Government of the horse s origin country at the source on money earned by the individual. TRAVEL SUBSIDIES The KRA will offer travel incentives to particular selected overseas horses connections for the Korea Cup and Korea Sprint. 10 Horsemen s Guide HOSPITALITY INFORMATION FOR OWNERS, TRAINERS & JOCKEYS AIR TRAVEL ➊ The Korea Racing Authority will provide Business Class return tickets for the connections of each selected overseas horses as follows: Owner Max 2 tickets Trainer 1 ticket Jockey 1 ticket ➋ Where a horse is jointly owned or is the property of a partnership or syndicate, the KRA will request one owner to be nominated for travel and accommodation purposes. ➌ Where an owner/partnership has more than one runner, this will not entitle them to additional air tickets and hotel accommodation. ➍ In the event a jockey is already in Korea, his/her concession will not be re-allocated. In the event any connection has an interest in more than one runner, any additional concession will not be re-allocated ➎ It is important for owners, trainers and jockeys to confirm their travel schedules to the KRA, preferably two weeks before the Raceday, in order to guarantee flights availability and the issuance of air tickets. Connections who purchase their own tickets, must seek the KRA s prior approval. They may be reimbursed the amount equivalent to the KRA s official travel agent s rate for business class travel. HOTEL ACCOMMODATION ➊ Connections of overseas horses will be accommodated in a five-star hotel. Hotel accommodation (room only) for a maximum of two persons per category will be provided for the following number of nights: Owner 5 nights (1 room) Trainer 5 nights (1 room) Jockey 5 nights (1 room) ➋ The Korea Racing Authority will not bear the cost of hotel accommodation or provide any financial allowance if the connections choose to stay in hotels other than the official hotels appointed by the KRA. Additional air tickets and accommodation facilities will be on the individuals own account. FOR ASSISTANT TRAINERS, HEAD LADS EXERCISE RIDERS & GROOMS The Korea Racing Authority will bear the expense of two stable staff per horse. AIR TRAVEL Head lads or grooms will travel with their horses at the KRA s expense. The KRA at its discretion may provide Economy Class return air tickets for head lads or grooms who are unable to accompany their horses on the horses flight. ACCOMMODATION ➊ A Maximum number of 2 stable staff per horse will be provided accommodation (one room each) either at the officially appointed hotel or at the studio at Seoul Racecourse. Transportation will be provided between the appointed hotel and the isolation stables. Meal will be provided. ➋ Additional stable employees accompanying the horses will be at the connections expense. FOR ALL HORSE CONNECTIONS GROUND TRANSPORTATION ➊ Airport transfer and ground transportation between officially appointed hotels and the racecourse for trackwork, and to and from all official functions will be arranged by the Korea Racing Authority. ➋ Guests staying in hotels other than the official hotel will be required to make their own transport arrangements. OFFICIAL FUNCTIONS ➊ All owners, trainers and jockeys participating in the races will be required to be present at the official functions as invited by the Korea Racing Authority. ➋ A Maximum of 10 guests per runner, including owner, trainer, jockey can be accommodated at official functions. Additional guests will be subject to charge. Alcoholic beverages are subject to charge. AGE RESTRICTION There is no age restriction on attendance at race meetings in Korea. 08
11 INTERNATIONAL RACES SHIPPING INFORMATION FOR PARTICIPATING HORSES HORSE SHIPMENT ➊ The KRA, through appointed shippers, will arrange and meet the costs of return transport by road from the home stable to the embarkation airport and return air transport for all horses participating in the Korea Cup and Korea Sprint. ➋ Horses from the same region will, as far as possible, travel on the same flights regardless of the shippers used. Horses travelling together will share pallets on the basis of up to three horses per pallet where possible. ➌ The shippers will as far as possible, utilize direct cargo flights or cargo flights with minimum stopovers in transporting horses to Seoul and for the return to their home countries. ➍ It is recommended that horses arrive at least 10 days before the date of the race to allow for recovery from any travel related problems. ➎ All horses travelling to Seoul must be accompanied by their passports which have been endorsed by their respective racing authorities. Where no passports are available, they must be accompanied by their registration documents or any other documents which can be used to identify the horses and to ascertain that the horses have received the necessary vaccinations. ➏ The shippers will advise and assist with such documentation and any other documentation that may be necessary. ➐ The documents will be enclosed and returned prior to the horses departure from Seoul. ➑ On arrival at Incheon International Airport in Korea, horses will be loaded onto air-conditioned horse floats and transported to the air-conditioned isolation stables at the Seoul Racecourse. ➒ The Korea Racing Authority and its appointed agents will not be liable for any death or injury to any invited horses during transportation to and from Korea, or while in Korea. ➓ Appointed Shipping Agents (To be determined) BARRIER PROTOCOL No grooms will be allowed to lead the runners into the gates or hold the horse in the starting stall. LEAD PONIES ➊ The Korea Racing Authority will not provide Lead Ponies for overseas horses. ➋ Trainers who wish to import a Lead Pony are advised to consult with the shippers and the Korea Racing Authority on the availability of isolation space in Seoul Racecourse prior to shipping them. Lead Ponies may be transported in the air stable provided by the Korea Racing Authority if space permits. All additional expenses incurred in shipping these ponies to Korea will be at the connections cost. ➌ The pre-departure government health testing and vaccination requirements for race horses must also be fulfilled by the Lead Ponies. WEATHER CONDITIONS IN SEPTEMBER Moderate humidity with average temperatures of 26 C(79 F). HORSE INSURANCE The Korea Racing Authority will not be responsible for horse insurance. Connections are advised to make their own insurance arrangements for their horses. 09
12 Horsemen s Guide HORSEMEN S GUIDE ADVERTISEMENTS AND SPONSORSHIP MATERIAL Owners, trainers and jockeys whilst in Korea, should not carry advertising or sponsorship material other than as required or approved by the Korea Racing Authority. INTERVIEWS Owners, trainers and jockeys whilst in Korea, should make themselves available, at no charge, at all reasonable times (including immediately after the races) for interviews by the press and other representatives of the media when requested by the Korea Racing Authority. TESTING OF JOCKEYS ➊ The Korea Racing Authority Rules of Racing require the random selection of five jockeys per raceday, plus any other at the discretion of the Stipendiary Stewards, to take and pass a breathalyser test for alcohol and collect urine sample. ➋ Prohibited substances excludes alcohol at or below a concentration of 0.02% on a breath analyser. BODY PROTECTOR Every rider is required to wear a body protector of a design approved by the Stipendiary Stewards during training and during the races. To compensate for the jockeys being required to wear body protectors, the weight of all jockeys shall be deemed to be 0.6 kg less than the weight registered on the scale. INSURANCE ➊ Visiting jockeys will be covered by the Korea Racing Authority s insurance policy against injuries and accidents resulting from work related activities in Korea. ➋ Visiting horse connections (owners, trainers, assistant trainers, head lads, exercise riders and grooms) are strongly advised to arrange their own insurance to cover travel, work and non-work related injury and illness. LICENSING ➊ The Korea Racing Authority will issue visiting licences to overseas trainers and jockeys participating in the race upon their arrival in Korea. ➋ A visiting jockey licence will enable the jockey to ride in Korea for races on the race day. ➌ Overseas jockeys are required to arrive in Korea at least one day before the race meeting. ➍ On race days, all jockeys are required to be in the Jockeys Room at least two hours before their first race. EQUIPMENT ➊ WHIPS All whips used in the race and in training must be in accordance with the Korea Racing Authority Rules of Racing and approved by the Stipendiary Stewards. Whips must be padded type for racing. ➋ BLINKERS AND PACIFIERS Before a horse may be raced in Blinkers or Pacifiers, permission must be obtained from the Stipendiary Stewards. Once such permission has been granted, the horse shall not be permitted to race without Blinkers or Pacifiers until a fresh application has been made to and approved by the Stipendiary Stewards. ➌ EXTRA GEAR The use of tongue straps, prickers, bits of a patent or unusual design and similar appliances, if to be used in the races, must be declared in the Declaration to Start Form. Such equipment may only be used in the races 10
13 INTERNATIONAL RACES with the prior approval of the Stewards in consultation with the Veterinary office. Once any gear, including bandages, boots, plates and bits, has been used on a horse in any race, it shall continue to be used on that horse without any variation until permission to remove or vary the same has been obtained from the Stipendiary Stewards. ➍ FAULTY GEAR Trainers and jockeys are jointly and severally responsible for any bad or faulty gear used by them or on their horses. ➎ BANDAGES Any bandages used on a horse in the races must be fastened to the satisfaction of the Stipendiary Stewards or Veterinary Surgeon. ➏ COVERED BITS AND REINS Any removable type of covering, which can be stitched on to the bit, may only be used after inspection by and with approval of the Stewards. Such covering must be removed immediately after use. All reins used in the race and in training must be in accordance with the Korea Racing Authority Rules of Racing and approved by the Stipendiary Stewards. ➐ WHISTLES AND RATTLES The use of whistles, rattles and other noise-making instruments during training or racing is totally prohibited ➑ SKULL CAPS Every rider shall wear a Skull Cap of approved design and material when riding in any race but such skull cap shall not be put in the Scales. Skull Caps must be worn during training by all Jockeys, Apprentices, Track Riders and Trainers who are licensed or permitted to ride work. ➒ GENERAL GUIDE KRA s Stipendiary Stewards, in conjunction with the Veterinary Officers, will conduct an examination of the equipment intended to be worn in races and or in the Parade Ring by overseas runners in the week leading up to the International Race Meeting. STABLING ➊ ISOLATION STABLES The Isolation Stables at the racecourse are fully airconditioned and are fitted to high standards. The stables provide safe and effective isolation and are secure and comfortable for horses (see page 17 for pictures). ➋ FEED AND BEDDING As a general rule, feed, feed additives and bedding are arranged by the KRA. Feed, feed additives and bedding other than those arranged by the KRA must be tested before its use while in Korea. Feed and bedding used during airplane travel must be disposed of upon arrival at the airport in Korea. Any other feeds brought into the country must be kept in the KRA s custody until after the race. Dietary supplements may contain unknown prohibited substances and all are used at the Trainer s own risk. Common supplements currently used by Trainers licensed by the KRA will be made available to visiting Trainers, upon request WATER All KRA facilities are furnished with complete water and sewerage service. The water from the waterworks is potable water, which more than satisfies the standards prescribed by law. ➌ FEED SUPPLEMENTS AND PATENT MEDICINES It is NOT RECOMMENDED that Trainers import their own fodder, feed supplements or medications to Korea as it needs quarantine inspection procedure. Trainers who wish to import their own fodder, feed supplements or medications must apply to the Head (Veterinary) of the Korea Racing Authority early for approval. After passing quarantine inspection, Feed supplements and medications may, at the discretion of the Head (Veterinary), be tested by the KRA Laboratory Department for prohibited substances. Injectable medications and medications containing prohibited substances must be handed over to the Korea Racing Authority s Veterinary Department on arrival. No treatment or medication may be administered without the permission of the Korea Racing Authority s Veterinary Surgeons. ➍ FODDER A large selection of manufactured feeds and basic fodder will be provided by the KRA. ➎ TRACK WORK The KRA s daily track work training schedule must be abided by all visiting Trainers, Assistant Trainers, Head Lads, Track riders and Grooms. 11
14 Horsemen s Guide VETERINARY INFORMATION VETERINARY FACILITIES AND SERVICES The Korea Racing Authority Veterinary Hospital is a modern, fully equipped facility and is staffed by qualified and experienced Equine Veterinary Surgeons. Owners and trainers of visiting horses can expect the full range and quality of veterinary services available at any major racing centre. PRE-DEPARTURE VETERINARY REQUIREMENT ➊ Within 2 to 7 days prior to departure to Korea, all overseas horses will be required to pass compulsory pre-travel veterinary inspections by a qualified Veterinary Surgeon, checking locomotor and health aspects which may affect travel or performance. And the report must be submitted to Head (Veterinary) of the Korea Racing Authority on standard form by 2 days before departure to Korea. ➋ Veterinary health certification should meet Animal and Plant Quarantine Agency(APQA) s Guidelines for temporary importation of horses to Korea. This certificate involves freedom of exposure to various diseases, treatment with parasitic agents and vaccination history, as well as a clinical examination (This is an official requirement of Animal and Plant Quarantine Agency(APQA) of Korea). LONG-ACTING MEDICATIONS ➊ Trainers are responsible for ensuring that their horses are free from anabolic steroids and other longacting prohibited substances prior to departure to Korea (In accordance with Article 6E of the International Agreement on Breeding, Racing and Wagering). If, however, any such substance(s) were administered under exceptional circumstances and in accordance with the IFHA's exceptional use for therapeutic purposes, a minimum of six(6) months has elapsed after administration shall be advised (Declaration needed no less than 10 days prior to the horse departing). ➋ Within 2 to 10 days prior to departure to Korea, all overseas horses are recommended to be tested by urine sample for anabolic steroids or other long-acting prohibited substances (Pre-departure test). ➌ Horses will be required to provide samples for analysis for prohibited substances on arrival at the Isolation Stables at the racecourse (Post-arrival test). ➍ The Korea Racing Authority will not bear the travelling expenses of any horse which is not permitted to race because of prohibited substances and such expenses will be charged to the owner of that horse. ➎ Trainers are therefore advised that anabolic steroids and other long-acting prohibited substances have prolonged and unpredictable clearance times which may result in their detection several months after administration. ➏ Any medications administered during the 10 days prior to departure should be reported to the Head (Veterinary) of the Korea Racing Authority in writing on arrival. VACCINATIONS Shippers and Trainers are advised to plan vaccinations in advance, taking into consideration the following requirements: ➊ Equine Influenza All horses must be fully vaccinated according to the manufacturer s recommendations not less than 21 days and not more than 90 days prior to the date of the export. As a minimum requirement, two primary vaccinations must be completed or a booster dose to a previous primary course must be administered according to the manufacturer s recommendations within the specified period. ➋ Japanese B Encephalitis Where permitted by the country of origin, a primary course of Japanese B Encephalitis vaccination, or a booster administered according to the manufacturer s recommendations must be completed not less than 30 days and not more than 6 months from the date of the export. KOREA IMPORTATION HEALTH REQUIREMENTS Connections of visiting horses should refer to the shippers for details on compulsory government requirements (certifications, vaccinations, blood testing, veterinary examinations, etc.) and for requirements for return to their home countries. 12
15 INTERNATIONAL RACES MEDICATION AND PROHIBITED SUBSTANCES The Korea Racing Authority Rules of Racing require horses to be free of prohibited substances. The prohibited substances under the Korea Racing Authority Rules of Racing are: ➊ Substances acting on: The nervous system The cardiovascular system The respiratory system The digestive system The urinary system The reproductive system The musculoskeletal system The blood system The immune system other than those in licensed vaccines The endocrine system, endocrine secretions and other synthetic counterparts ➋ Prohibited substances include: Anti-pyretics, analgesics and anti-inflammatory substances Cytotoxic substances Antihistamines Diuretics Local anaesthetics Muscle relaxants Respiratory stimulants Sex hormones, anabolic agents and corticosteroids Substances affecting blood coagulation ➌ Screening Limits for therapeutic substances, based on but partially modified from the International Screening Limits(ISLs) of IFHA are below. Any medication may be administered with the permission of the Head Veterinary Surgeon of the Korea Racing Authority. Any treatment should not be performed before submitting the application form to the Veterinary Surgeon of Korea Racing Authority. Any specific inquiries regarding medication matters should be directed to Head (Veterinary) of the Korea Racing Authority. 14
17 INTERNATIONAL RACES PRE-RACE SAMPLING ➊ All runners will be required to undergo pre-race analytical blood testing, identity checks and racing plate inspection. And these are going to be held in secure conditions thereafter. The collection of blood samples of overseas horses will be performed at their respective isolation stables on race day. ➋ No horse will be permitted to start if analysis of the pre-race blood sample reveals any abnormality not definitely identifiable as a non-prohibited substance within the time constraints of the testing procedure. All reasonable efforts will be made by the Korea Racing Authority Laboratory to define overseas horses normal profiles and to investigate any abnormality caused by the presence of prohibited substances from feed stuffs etc prior to the actual pre-race testing. POST-RACE SAMPLING ➊ All placed horses and any other horses selected by the Stipendiary Stewards will be required to undergo post-race urine and blood sampling for analysis. ➋ Overseas horses will have their samples collected under secure conditions in their respective Isolation Stables. OFFICIAL VETERINARY EXAMINATION All runners will be presented to Korea Racing Authority Veterinary Surgeons at any time on request during training. The minimum inspection requires trot-up in hand and a visual inspection. PRE-RACE VETERINARY INSPECTION All runners will be required to pass a pre-race veterinary inspection, including a lameness examination which will be conducted one day before race day by Korea Racing Authority Veterinary Surgeons. FARRIERY ➊ The Korea Racing Authority s farriers will be available for shoeing horses if required. Plates shall not exceed the aggregate of 680 grams inclusive of nails. ➋ Trainers must obtain the permission of the Head (Veterinary) for the use of any special shoes. Trainers can also approach the Head (Veterinary) of the Korea Racing Authority if there are inquiries on shoeing. ➌ No horse shall enter the Parade Ring or run in shoes which have protrusions on the ground surface more than 0.2 cm (2 mm) in height.
