Non Compete fee $45.00 (Horses not competing in classes must have an entry form, with signatures, current Coggins, and pay a non compete fee, office fee and stall fee.) Note: There is no additional (non-member) fee if you are not a member of a GM (i.e. DDC, HDS, CTDS, etc.). RULES AND GENERAL INFRMATIN A. All standard dressage, individual and group classes will be offered. Every class offered herein is covered by the rules and specifications of the current US Equestrian Federation Rule Book and will be conducted and judged in accordance therewith. B. Life, senior active and junior active members shall be eligible to participate in all classes at Regular C. Competitions, Eventing Competitions at the Preliminary Level or above and Combined Driving Competitions at the Advanced Level, Dressage, Reining and Vaulting Competitions and Endurance Rides. A nonmember may participate as a handler, rider, driver, owner, lessee, agent, coach or trainer at Regular Competitions, Eventing Competitions, Dressage Competitions, Reining Competitions and Combined Driving Competitions upon payment of a $30 Show Pass registration fee. Participants in the following classes are exempted from the Requirements of this rule: 1) leadline; 2) exhibitions; 3) games and races; 4) classes for 4-H members; 5) walk trot and academy classes D. (academy classes are classes limited to horses used regularly in a lesson program); 6) USDF introductory level tests, pas de deux and quadrille classes; 7) NRHA Endorsed Reining Competitions. 8) pportunity classes, 9) citizens of other nations who have proof, in English, of current membership in good standing of their own National Federation, 10) USEA beginner novice division; and 11) assistant handlers in Dressage Sport Horse Breeding classes. E. Amateurs, Juniors & Young Riders: Amateurs are defined by the rules and specifications of the current USEF Rule Book. All riders entering the Amateur classes must possess or have applied for an USEF Amateur Card prior to riding in the class. All riders in Amateur Divisions must present a USEF Amateur Card when picking up their number or they will not be allowed to show in the Amateur Division. Cards may be applied for at the show office. Jr/Yr: May compete as Junior until the end of the calendar year in which they reach the age of 18. Young Riders may compete in FEI Young Rider classes from 16 until the end of the calendar year in which they turn 21. Horse age: Horse is considered to be 1 year old on the first day of January following the actual date of foaling. For under-saddle classes, horse must be at least 36 months of age at time of competition. F. CNDITINS F ENTRY: Every horse entered for competition is under the guidance of Horse Show Management, but the Horse Show Management will, in no case, be responsible for any loss or damage that may occur, and it shall be a condition of entry that each exhibitor shall hold the Horse Show Management, Facility, Licensee and its Directors harmless for any loss, illness or accident to their horse, horses or equipment which may occur. G. ENTRY PRCEDURES: PLEASE READ CAREFULLY!! H. Fees for Shows: Entry form for each show must be filled in on-line! Competitors may pay by credit card or by check. Go to Equestrian Entries, register, fill out entry form on-line, and select classes, fees, stabling. Upload current Coggins (draw date 7/29/2016 or later), USDF & USEF membership cards (printed from Then pay by credit card or send a check within 3 days payable to Central Texas Dressage Society and send to Tina Zehnder, 409 Upper Elgin River Road, Elgin, TX No post dated checks accepted. Horse not officially entered until completed entry and payment received. Payment must be mailed by closing date, or entry will be considered late. I. Horse Show ffice: pen at noon on Friday and one hour before first ride. J. At the Show: No bridle numbers will be issued without full payment and completed entries, including signatures and emergency contact information. K. Entry Acceptance: Entries will be accepted on a first come-first serve basis based on n-line Entry date (as long as payment is properly made) until classes are filled. Entries received after classes are filled will be notified and, if desired, put on a waiting list (in the order of online entry). Those entries entered online after closing will be accepted at the discretion of the show management, based on a space available basis and charged a $25.00 late fee. Those on the waiting list who entered show prior to closing date and did not get into the show will have all fees refunded. nly entries through the online system will be accepted. All entries must be made online and filled out completely as to classes, exhibitors, owners, trainers, coaches, horse names, addresses, phone numbers, association numbers, USEF & USDF cards and signatures and include a copy of current Coggins. Parents or guardians must sign the official online entry form of a minor before a number will be released. Make sure that Emergency Contact information is complete. Management reserves the right to refuse any entry. Entries close & MUST BE ENTERED N-LINE BY July 29th, 2017.

8 L. A copy of horses Coggins pulled within 12 months of the show date must accompany each entry (draw date on or after 7/29/2016). Horse s name on Coggins must match name on entry form and cards. riginal Coggins must be available for inspection during the show. Failure to include Coggins prior to show may result in incomplete entry fees per show, and may result in elimination without return of fees. Any horse that develops a communicable disease may be removed at management s discretion. Competition Management will assume no responsibility for the health of horses being stabled. wners are warned that they enter their horses at their own risk. M. GR845 Equine Vaccination Rule 1. At Federation licensed competitions, horses entering the grounds must be accompanied by documentation of Equine Influenza Virus and Equine Herpes Virus (Rhinopneumonitis) vaccinations within six months prior to entering the stables. Horses not in compliance with this rule may be required to leave the competition grounds upon request by Competition Management. Documentation should consist of one of the following methods mentioned below. The frequency of vaccine administration should be per the vaccine manufacturers or veterinarian s recommendations. It is recommended that vaccines are administered by or under the direction of a veterinarian. 2. In the case of vaccines administered by a veterinarian, the exhibitor, upon request by Competition Management, must provide documentation from the veterinarian on documenting that the horse in question received the vaccinations; name of the vaccines and date of vaccine administration. 3. In the case of vaccines administered by a person other than a veterinarian, the exhibitor, upon request by Competition Management, must provide a receipt of the vaccine purchase which is signed by the owner, or agent with care, custody, and control of the horse; name, serial number and expiration date of the vaccine; and date of vaccine administration. 4. In the case of a horse that is unable to receive either of the vaccinations due to a history of adverse reactions, the exhibitor, upon request by Competition Management, must provide a letter from the veterinarian on official letterhead stating that the horse in question cannot be vaccinated due to medical concerns and a log of temperatures taken twice daily for the seven days prior to entering the competition grounds. These horses must also have their temperature taken and logged twice daily while on the competition grounds. The log of temperatures should be provided to the Competition Management, steward, or technical delegate when requested. 5. Competition Management may not amend or enhance vaccination requirements without prior approval of the Veterinary Committee. BD 1/17/15 Effective 12/1/15. N. Each competitor is responsible for supplying management with the correct association numbers (USDF, USEF) for horse, owner, rider, and trainer, before the day of the competition. The scores of competitors who fail to supply correct numbers may not be counted toward national awards. Horse name and owner on entry blank must match USEF and USDF documentation. If management has to verify memberships fee is $10 per horse/rider/ wner/trainer.. pportunity Classes: These classes do not require USEF & USDF memberships for the horse, rider or owner. USEF drug fees do not apply. If horse, rider or owner has memberships, please indicate so on entry. Riders may not cross enter into other classes. P. Any and all handlers, assistant handlers, drivers, riders, trainers, owners, agents, lessees, parent or guardian of a junior exhibitor, and coaches of horses (or riders) are required to sign an entry blank and with the exception of a parent or guardian of a junior exhibitor, must be USEF members or pay a Show Pass (non-member) fee. Q. Show management reserves the right to limit entries, add, combine or divide classes, modify the schedule, add, substitute or change officials, modify or cancel awards and prizes and/or make whatever changes are required by circumstances to the competition specifications listed herein. Show management reserves the right to cancel classes insufficiently filled and to refuse or require withdrawal of an entry for cause deemed sufficient by show management. R. Management reserves the right to cancel any classes due to hazardous weather, Acts of God, accident, or emergency. Every effort will be made to reschedule with priority given to any qualifying classes being offered. No refunds for cancellations due to hazardous weather, Acts of God, accidents or emergencies. Refunds will be made in accordance with scratch policy (See #6.) S. 6. SCRATCHES & SUBSTITUTINS: Exhibitors have the responsibility of informing the Show Secretary of their intention to scratch in writing. Please keep your receipt of notification of scratching for proof. No refunds given at the show. T. Scratches of the whole show made in writing to Show Entry Secretary on or before the closing date may be made for any reason and all fees except office fee will be refunded. U. Scratches of the whole show after the closing date will not receive any refund, except for fees collected on behalf of USEF (drug fees), USDF (qualifying fees) and SWDC (qualifying fees). These fees will be mailed one month after the end of the competition for entries that scratched. V. Any scratches of the whole show after the closing date are liable for all unpaid fees, including but not limited to entry and office fees, and will be billed accordingly. W. Scratches of a class will receive no refund, unless it was a qualifying ride, then GA/USDF or SWDC qualifying fees only will be refunded. Scratches of a class must be made in writing, and if at the show, with the show secretary.

9 X. All no shows that have not contacted the show office prior to first ride will be considered a scratch for the rest of the show and time slots may be filled. Y. After closing date, one horse may be substituted for another for a $25.00 substitution fee if horse status (USDF/ USEF memberships) and classes and divisions (, AA, Jr) entered are the same and a note is provided from a veterinarian that the entered horse has been injured or is ill. New separate entry form per show must be filled out with substituted horse s information, cards, Coggins and signatures. A horse may also be substituted for one that is sold. Sale papers must be shown to show secretary. If class and divisions are not the same, change fees will apply. Adequate notice must be given to show secretary. Riders may be substituted for one another if the rider s status (and division) is the same regarding memberships and they are able to ride in the class that was entered by the original rider (i.e. open, amateur or junior) with a doctor s note that the entered rider became ill or injured. Must be same classes & divisions. See above - must fill out new entry blanks with Coggins, signatures, etc. A horse or rider may be substituted, but not both. Z. LATE ENTRIES: All entries must be entered online on or before the closing date or will be considered a late entry. Each late entry will be charged a late fee of $50.00 per show. Late entries will be accepted and given a ride time only as schedule permits and at management s discretion. AA.UNPAID CHARGES: Any exhibitor leaving the show with an unpaid balance of entry fees or other fees due, will be billed for these charges and a $35.00 billing fee will be added to the total due. Until these charges are settled, all future entries of horse, rider and owner will be returned AND USEF Rule 913 will be invoked. BB. RETURNED CHECKS: A $25.00 fee plus bank charges will be assessed for each returned check. All fees must be made good prior to packet pick-up. CC.RIDE TIMES: Preliminary ride times will be ed about three days before the show and ride times will be posted on by noon Wednesday before the show. fficial ride times will be posted at the show grounds by noon on Friday, August 11. It is the responsibility of the rider to inform the management of any time conflicts as soon as possible. Any class changes after closing date initiated by rider or owner will incur a $20.00 per change fee. DD.BRIDLE NUMBERS: Bridle numbers for the show entered must be worn at all times when a horse is out of its stall even on non-show days. Each horse/rider combination is considered a separate entry and must fill out a separate entry form and will be issued a different number. EE. FREESTYLES: A photocopy of a test from a recognized show (score 60% at highest test of level) verifying eligibility must accompany entry. Screen shots from USDF online scores will be accepted. FF. Music for all freestyles must be ed to show office by Friday CD s are not accepted, music must be able to work from iphone or Android device. Sound check time will be available by request. GG.Competitors are responsible for picking up their music before the end of show. HH.FACILITIES & ARENAS: All tests and warm-up will be ridden in either indoor or outdoor arenas with sand footing. Competition arenas are 20m x 60m (one outdoor, one covered). No one is allowed on foot in designated warm-ups. Lunging permitted in designated round pen only. All horses in the warm-up arenas must wear their competition numbers. All arenas must be vacated while equipment is being used. Arenas close at 9:00 PM. Schedule for schooling will be posted at the show grounds. II. RIBBNS AND AWARDS: In Dressage Classes (excluding Pas de Deux), award to 1 st place winner and ribbons awarded to sixth place for Intro through FEI. Qualifying classes will be run concurrently and not be pinned separately. Champion and Reserve Champion ribbons will be awarded per level for each horse/rider combination that has the high point and next highest point, respectively, of the highest test of each level (excludes Freestyles, Pas De Deux, Equitation, Rider Test, and Materiale classes. JJ. SCRES: It is the Competitors responsibility to verify the accuracy of scores. Scoring errors must be reported to the Show Secretary within NE hour of official posting of the scores from the last class of the show day during which the score was earned. KK.MANAGEMENT: Horse Show Management reserves the right to itself to interpret all questions and conditions in regard to or arising out of any incident in the show without claims for damages or recourse of any kind. All questions not covered in these rules and regulations shall be decided by the Horse Show Management; their decision will be final. The Horse Show Management reserves itself the right to refuse, accept conditionally, or to cancel any entries, disqualify riders or exhibitors, prohibit exhibition of entries and cancel award prizes, without claim to damages; to change, cancel or combine any classes, to reschedule classes after due notice to exhibitors, or to change rings or rotate judges. LL. BEDDING: nly shavings provided by facility for bedding. No outside shavings permitted. MM.STABLING NN.Permanent stalls are 12' X 12 with doors. Stabling requests accepted and will be granted if possible. Two day horse stalls are $ Friday noon through Sunday-one hour after last ride, two bags of shavings included. ne day horse stalls are $60.00 from Friday noon thru Saturday - one hour after last ride, include one bag of shavings. Two day tack stalls are $ Friday noon to Sunday-one hour after last ride. ne day tack stall is $ Additional days will be charged $60.00 per day (horse and tack stalls). Additional days will be available to those competitors traveling from their home stable more than 100 miles away.

10 .Stall charts will be posted and check-in will start at noon on Friday, April 8. Early arrivals and late departures are only available by arrangement with Show Entry Secretary at $60/night/horse. Early arrivals must be from home stables greater than 100 miles from show grounds. Stalls must be vacated by one hour after last ride, except by prior arrangement with show management. Anyone using (without having paid) an unassigned stall or tack stall, even temporarily, will be charge one half a weekend stall fee($60.00) at a minimum. Anyone who has moved stalls after arrival at the show grounds must clean the stall from which they moved to the satisfaction of show committee/management, or will be charged one half a weekend stall fee at the minimum($60.00). Anyone who places manure in an empty or unused stall will be charged one half a weekend stall fee at a minimum. PP. No smoking in the barns & offices. Smoking areas will be designated. QQ.All horses must have stalls. No trailer-ins. RR.SCHLING HRSES: Horses not entered in the show must be registered with the Horse show office and will be given a number to be worn at all times outside of the stall. Appropriate stall fees and a $45 non-compete and $25 office fee per show must be paid. Any person(s) riding or schooling a horse must have signed an official entry blank and/or release form and have provided a current Coggins PRIR T UNLADING HRSE. Schooling of non-compete horses are allowed in the warm-up area during competition hours if there is ample room in the arena. Non-compete horses may be requested to move to a different area or arena, as determined by Show Management or the Technical Delegate. Entry to include the correct number of stabling days. SS. Anyone mounting, getting on, riding or trying a horse at the facility during the weekend of the show (including Friday) must sign a show release. TT. VETERINARIAN/FARRIER: Vet and farrier on call each show day. Phone numbers and information will be posted at the show grounds and in the show secretary s office prior to the start of the show. UU.PNY MEASUREMENT: Please notify Show Entry Secretary with entry if pony needs to be measured at the competition. If there are ponies to measure, measurement will take place on Friday and those competitors will be notified as to time & location. A pony does not exceed 148 cm without shoes and 149 cm with shoes. Any pony competing in classes limited to ponies must submit a copy of a USEF measurement certificate with its entry. VV. DGS: Dogs are not permitted. WW.CNCESSINS: Concessions are unavailable. XX.PARKING: Parking is allowed in designated areas only. Trailers are to be parked in designated trailer parking area. Limited RV parking is available and will be assigned by show secretary. YY. Minors who have a valid temporary license may operate the above described motorized vehicles as long as they are accompanied by an adult with a valid driver's license. The parent(s), legal guardian(s), or individual who signs the entry blank as a parent or guardian of a minor operating a motorized vehicle in violation of this rule are solely responsible for any damages, claims, losses or actions resulting from that operation. Important Considerations for Qualifying 1. A horse/rider combination may qualify for the SWDC Championship by earning two qualifying scores in qualifying classes at SWDC recognized shows during the SWDC qualifying year. Qualifying classes are the highest test at each level, with the exception of Walk Trot which will use Intro Test B. Winning or placing in the class is not necessary as long as the score is earned. These scores must be earned at two different competitions from two different judges. 2. An $8.00 fee is added to the regular entry fee when entering a Qualifying Class at an SWDC recognized competition. $5.00 of this fee is allocated for prize money at the Championships, $1.00 of the fee is to provide for the volunteers services at the Championships, and the remaining $2.00 will be used to help pay for awards. 3. ne score may be earned at a show that is not approved by the SWDC as long as: a. The show is outside of Region 9 and recognized by USEF/USDF. b. The rider submits the score (a copy of the front of a signed dressage test) and a fee of $25.00 to the SWDC Qualifying Secretary within two weeks of the end of the competition. If the score is not received within the two weeks, it will not apply. 4. A horse/rider combination having won the Championships at a certain level and division may not compete at that level and division or below in the Championships in subsequent years (except Grand Prix). However, the horse may compete at any level with a different rider. 5. Riders in the Walk/Trot level must not have competed in a recognized show above First Level. 6. Each rider must declare the division in which they are competing prior to each attempt at a qualifying ride at SWDC qualifying shows or for a score submitted under Rule 4 (Amateur, pen, or Junior/Young Rider) and must provide proof of eligibility in the case of Amateur and Junior/Young Rider. The intent to qualify for a particular division must be designated on the entry form. Adult Amateur, Junior/Young Riders and Ponies may also qualify for the pen division. Separate qualifying scores must be earned for each division. At the SWDC Championships they must enter each division separately and will ride in each division separately. If a competitor is found to have entered a division in which they are NT ELIGIBLE they must default to show in the pen division if their qualifying scores are sufficient to qualify in that division. 7. In qualifying classes with more than one judge, scores among the judges of the ride will be averaged. For purposes of obtaining qualifying scores from two judges, so long as one judge in the judging combination is changed, it will constitute a different judge. 8. Qualifying rides must be ridden in an unmodified standard 20m x 60m arena. 9. Competitors wishing to qualify for the Training or First Level pen Pony Championships may ride a qualifying test at Training or First Level in any division. These qualifying scores do not have to be earned in classes restricted to ponies but the competitor must declare prior to the start of the ride their intent to qualify for the SWDC Pony Championship class. Failure to do so will result in the default to the open division. Ponies must meet height requirements set by the USEF (DR135) in order to be eligible for this division at the Championships. 10. Junior Riders may qualify for the SWDC pen Third Level Freestyle Championship Class using qualifying scores obtained from Junior Rider Freestyle and Young Riders may qualify for the SWDC pen FEI Level Freestyle class using the Young Riders Freestyle. Scores must meet the division percentages and the rider must state the intention to qualify for those classes and pay qualifying fees PRIR T THE RIDE. 11. Competitors may check scores by checking web site or by ing the SWDC Qualifying Secretary, at qualifying@swdressage.org. To permit recording, scores will not be available until at least three weeks after the competition.

Individuals cannot compete at a USEF-licensed/USDFrecognized competition with a USDF Education Membership. Horses competing at USEF-licensed/USDF-recognized competitions must have either a USDF Horse Identification (HID) number or a USDF Lifetime Horse Registration (LHR). Proper credentials or verification certificates must be presented to the competition secretary. Riders and owners wishing to participate in a USEF-licensed/USDF-recognized competition, and not able to present the competition secretary with verification of a USDF membership or NM identification, and USDF LHR or USDF HID, must complete a USDF Competition Affidavit Form and pay the $5 affidavit filing fee. A copy of a completed affidavit form from another competition may also be used for verification purposes for up to 60 days. (Exception: Affidavits cannot be used at Great American Insurance Group/USDF Regional Dressage Championships.) Exceptions: Horses competing only in Individual Breed Classes (IBCs) at DSHB competitions, sires and dams of horses in DSHB group classes, where those sires or dams are not actually competing in the same competition, horses competing only in breed restricted dressage or DSHB classes at Regular Competitions (e.g. all Arabian, all Friesian, or all Morgan classes), or in USDF Introductory Level tests, pas de deux or quadrille, are exempt from this requirement. Also exempt are horses ridden in leadline, exhibitions, games and races, classes for 4-H members, walk-trot, academy and opportunity classes. Riders and owners/lessees competing only in classes which are exempt from the USDF HID requirements are also exempt from the USDF NM identification number and NM fee requirements. Also exempt are handlers of horses competing in DSHB In-Hand or Group classes. Memberships Defined Participating Membership (PM): A membership issued to an individual directly by USDF. The membership year is December 1 through November 30. PMs are available for 1-year ($75), 5-years ($300), or life ($1,500). A USDF Youth Participating Membership (YPM) is available for individuals who have not reached their 21st birthday by December 1 of the current membership year ($60). A PM allows the member to compete at USEF-licensed/USDF-recognized competitions and to participate as a rider and/or owner/lessee for all Adequan /USDF Year-End Awards, Great American Insurance Group/USDF Breeders Championship Series Finals and the Great American Insurance Group/USDF Regional Dressage Championship program. Group Membership (GM): A membership issued to an individual by USDF when the member name and dues are submitted to USDF through an affiliate Group Member rganization (GM). The GM year begins December 1 and ends November 30. A GM allows the member to compete at USEF-licensed/USDF-recognized competitions and participate in the USDF Rider Awards program. Business Membership (BM): A membership that runs December 1 through November 30 and is issued to a business or organization directly by USDF. The USDF BM ($200) offers a wider variety of advertising benefits. BMs satisfy requirements of horse ownership only. Education Membership (EM): A membership issued to an individual directly by USDF. This online education only membership expires 12 months after the date joined. This membership type does NT allow an individual to compete at a USEF-licensed/USDF-recognized competition. Non-Member (NM) Identification Number: For each USDF NM owner/lessee and USDF NM rider there will be a USDF NM fee of $25 per competition that must be collected by the show secretary and submitted to USDF, along with the USDF Report of Fees document and the $5 affidavit fee and Competition Affidavit Form if the person cannot provide a copy of their USDF NM card. wners/lessees or riders exempt from the NM number requirements are also exempt from paying the USDF NM fee. If there are multiple owners of a horse and all are NMs, only one of the owners must pay the NM fee. If the horse has at least one owner who is a current USDF PM, GM, or BM there is no NM fee assessed. Horse Identification (HID) Number: A one-time tracking number for horses ($25). Scores earned by a horse with an HID number will be recorded, but will NT be counted towards Adequan /USDF Year-End Awards. A horse with an HID number is not eligible to compete in Great American Insurance Group/USDF Regional qualifying or championship classes or Great American Insurance Group/USDF Breeders Championship Series Finals. An HID number can be upgraded to a Lifetime Horse Registration (LHR) for a fee of $70. If a horse has a USDF LHR it does not need an HID number. An HID number is a one-time fee that does not need to be renewed. Lifetime Horse Registration (LHR): A horse with an LHR ($95) is eligible for Adequan /USDF Year-End Awards, and eligible to compete at Great American Insurance Group/USDF Breeders Championship Series Finals and Great American Insurance Group/USDF Regional qualifying and championship classes, assuming requirements for the owner and rider are met. 15 2017 USDF/Dover Saddlery Adult Amateur Medal Program The USDF/Dover Saddlery Adult Amateur Medal Program is designed to specifically recognize and encourage adult amateurs riding at Second Level. Awards 1. Medal Recipient The eligible rider with the highest score of 60 percent or better in the designated Second Level Test Three class or applicable test of choice USDF/Dover Saddlery Adult Amateur Medal class at a participating competition will receive a medal and neck ribbon. Winners will receive a gift certificate for the first three medals they win during the competition season. 2. National Merit Award A National Merit Award will be awarded to riders winning three medals in the same competition year. 3. Year-End Awards The National Champion and Reserve Champion are determined from the average of the top three winning ride scores during the competition year. The champion and reserve champion will receive a gift certificate. Rider Eligibility 1. Rider must have a current USDF Participating or Group Membership and be a member in good standing of USDF when the scores are earned. 2. 17 The USDF Breeders Championship Series (USDFBCS) is a program intent on recognizing quality bloodlines and dressage prospects across the nation. Through a combination of in- hand and materiale classes, the USDFBCS program strives to provide top-notch competition opportunities for prospect and breeding stock horses. The USDFBCS is scheduled on a calendar year basis, which means that the USDFBCS competition year runs from January 1- December 31. A series must have a minimum of three qualifying events in order to host a series final competition, with series boundaries being determined by USDF. Please be advised that the boundaries of any given series may cross the regional boundaries established for dressage competitions. All Dressage Sport Horse Breeding (DSHB) and USDFBCS exhibitors and management staff are responsible for knowing the rules pertaining to USEF-licensed/USDF-recognized dressage competitions holding DSHB classes, as well as USEF- licensed/usdfrecognized competitions in general. The USEF Rule Book Chapter Dressage, Subchapter DR-2, contains the DSHB class rules, and can found online at All recent rule changes in the online USEF Rule Book will be noted in color. IN-HAND CHAMPINSHIP DIVISIN A. HRSE REGISTRATIN AND MEMBERSHIP REQUIREMENTS FR ELIGIBILITY (IN-HAND CLASSES) 1. All horses entered in any USDFBCS qualifying class must have either a USDF Lifetime Horse Registration (LHR) or USDF Horse Identification Number (HID), and submit identification information. Horses registered with a breed organization must have a copy of their registration papers submitted directly to USDF. Any horse participating in the series final classes must have a LHR with USDF. The HID fee will apply toward the LHR fee. 2. wner is not required to be a USDF member for qualifying events. If the owner does not have a current USDF Group, Participating, or Business Membership, non-member fees will apply. However, owner must have a current USDF Participating Membership (PM) or Business Membership (BM) for their horse to compete in the series final class. 3. Neither USDF membership nor a USDF non member fee is required for the handler. 4. Horses participating in USDFBCS qualifying or final events are not required to be registered with any studbook, but if a horse is registered with any breed organization, the name of the breed, sire, dam, damsire, and breeder must be given on the entry blank. For unregistered horses competing in DSHB classes, the information is strongly recommended, if available. (GR907). 5. It is strongly recommended that horses not registered with a breed registry be listed as unregistered. 6. It is the responsibility of the horse owner to ensure that their USDF membership and USDF horse registration are correct and current prior to the start of the series final class. B. REQUIREMENTS FR USDFBCS QUALIFYING EVENTS (IN-HAND CLASSES) 1. Classes must be offered and judged according to DR All divisions must offer Sport Horse Prospect In-Hand and Breeding Stock In-Hand classes. Rev August nly a single set of Sport Horse Prospect In-Hand and Breeding Stock In-Hand Dressage Sport Horse Breeding classes may be offered to serve as qualifying classes for the USDFBCS. These classes must be open to all horses and ponies of the appropriate age and sex, and not subject to any entry restriction. 4. A separate championship class must be held for all divisions, even those that have only one class or one horse in the division. For example, if there is only one class of mares, the top two mares from that class would then be shown in the championship class. If there is only one stallion in the one stallion class, that stallion would then show again in the championship class. All horses must be reevaluated by the judge(s) at both the walk and the trot in the championship class. If any one of the judges adjudicating this class has not previously judged all of the horses in this class, conformation must also be reevaluated on every horse. 5. Each qualifying event must offer a current year filly class, a separate current year colt/gelding class and a current year foal championship class. This current year foal championship class is a series final qualifying class. This class must be held and judged (i.e. re-evaluated at the walk and the trot, and conformation if required) in accordance with DR210. The current year foal championship class, at qualifying events, must be open to first and second place winners of Sport Horse Prospect In-Hand classes for all foals of current calendar year, as listed below. First and second place (and third if desired) fillies and colts/geldings of current year will compete against each other in the same class. Fillies, colts, and geldings three years of age or under may show NLY as sport horse prospects, not in breeding stock classes/categories. b. Mares and stallions age four and over, may show NLY in breeding stock classes/categories. Note: Two and three year-olds are NLY eligible to compete in the filly or colt/gelding championships. They are NT eligible for the mare or stallion championships. c. Geldings of any age may NT show in breeding stock classes/categories. Geldings age three and under may show NLY in sport horse prospect classes. 9. Scoresheets: Age group classes must be judged using the appropriate scoring categories and percentages. Sport horses three years old and under MUST be evaluated on the current USDF Dressage Sport Horse Prospect In-Hand scoresheets and breeding stock MUST be evaluated on the current USDF Dressage Sport Horse Breeding Stock scoresheets. 10. Horses in all USDFBCS qualifying classes must be evaluated for movement according to DR210. Each horse competing at a USDFBCS qualifying show will have only NE opportunity to qualify for the championship class appropriate to their age/sex category. 11. During the same or separate awards ceremonies, the current year foal champion and reserve, the filly champion and reserve, the colt/gelding champion and reserve, the mare champion and reserve, and the stallion champion and reserve, must be named USDFBCS qualifying champions and reserve champions for the show. The third place horse in the qualifier championship class will not receive a qualifier ribbon. The qualifier ribbons for champion and reserve champion are identical. 13. All champions and reserve champions will be eligible to compete in the USDFBCS series finals. In the event that a champion and/or reserve has already qualified for the final, the third-placed horse from the pertinent qualifying championship class will be eligible to compete in the final. Competition management is required to have judges place qualifying championship classes to three places, with no ties. In addition, any other horse receiving a percent or better in its age/sex class will be qualified and eligible to compete in the USDFBCS series finals. 14. A list of qualified horses is maintained, by series, on the USDF website. 15. Horses must qualify in the same series in which they enter the final. Exception: Horses that have qualified for a series final which is either not scheduled or is cancelled may participate in the final of any other USDFBCS series in the same calendar year, without having to re-qualify for that series final. wners of horses that have qualified for a final that is not held must indicate which series their horse qualified in on their entry form for the alternative final.

19 16. Horses may compete in qualifying events in any series, but if qualified for more than one series final, they may participate in only one final class. 17. If there is a change of ownership of the horse, the new owner(s) may choose to participate in the series final where they reside, regardless of where the horse qualified, provided that the new owner contacts the USDF office and initiates the transfer of ownership at least 30 days prior to the new series final date. C. CNDUCT F IN-HAND FINALS CLASSES AT SERIES FINAL CMPETITINS 1. At least two USEF DSHB judges (DR202) must officiate in each series final class, one of the two required judges must be a USEF R DSHB judge. Each judge will evaluate each entry independently, and scribes must be provided for each judge. Winners will be determined by the average of all judges scores. The highest scoring horses will be declared champions and the second highest will be declared reserve champions. 2. Ties in series final classes must remain unbroken. 3. There are five championship classes in USDFBCS series final competitions. Current year foal champions and reserves from each qualifying event will compete together in the USDFBCS current year foal final class. Filly champions and reserves from each qualifying event will compete together in the USDFBCS filly final class. Colt/gelding champions and reserves from each qualifying event will compete together in the USDFBCS colt/gelding final class. Mare champions and reserves from each qualifying event will compete together in the USDFBCS mare final class. Stallion champions and reserves from each qualifying event will compete together in the USDFBCS stallion final class. 4. A grand champion and reserve grand champion current year foal, a grand champion and reserve grand champion filly, a grand champion and reserve grand champion colt/gelding, a grand champion and reserve grand champion mare, and a grand champion and reserve grand champion stallion will be named at each USDFBCS series final event. Grand and Reserve champions will receive awards and prizes provided by USDF. Third through sixth placed horses Rev August 2016 in series final classes will receive ribbons provided by USDF. After the final event, special certificates will be available from USDF via the website to owners of all horses that competed in USDFBCS series final classes. 5. USDF reserves the right to change, alter, or retract any placings and/or prizes for up to 60 days after the last day of the championship if an error or violation is discovered. 6. Horses must be shown individually on the triangle at the walk and trot, and standing for conformation. Each horse must be evaluated in the same manner. Callbacks are permitted. If horses may be recalled, the prize list or program must state that this procedure will be used. (DR209) 7. wner must enter the qualified horse in the USDFBCS series final championship class. The horse is NT automatically entered in the finals class because it qualified earlier in the day or at another show. 8. Horses in the current year foal final class, filly final class and the colt/gelding final class MUST be evaluated using the USDF Dressage Sport Horse Prospect In-Hand scoresheets. Horses in the mare final class and the stallion final class MUST be evaluated using the USDF Dressage Sport Horse Breeding Stock scoresheets. 9. Management must collect USDF Lifetime Horse Registration and/or Participating or Business Memberships applications and fees prior to commencement of the series final classes for eligible entries that wish to participate in the series final classes. These applications and fees must be submitted to the USDF office within 24 hours of the series final classes. 10. Series final events must agree to allow late entries in series final classes for horses that qualified for the series final event after the official closing date. MATERIALE CHAMPINSHIPS Materiale Championships will be held at each USDFBCS series final competition. Each USDFBCS series final will hold a Three- Year-ld Materiale Championship class and a Four/Five-Year-ld Materiale Championship class. Fillies, colts, mares, stallions, and/or geldings, will compete in the same championship classes of their respective age groups. A Grand Champion and Reserve Grand Champion will be named for both the three-year-old championship class and the four/five-year-old championship class at each series final event. These specific age categories of three-year-olds and four/five year-olds are the only eligible categories to be offered as USDFBCS Materiale Championship classes. A. HRSE REGISTRATIN AND MEMBERSHIP REQUIREMENTS FR ELIGIBILITY (FR MATERIALE CLASSES) Rev August 2016 All horses entered in any materiale class held at a USEF/USDF recognized Dressage Sport Horse Breeding (DSHB) or dressage competition must have either a USDF Lifetime Horse Registration (LHR) or USDF Horse Identification Number (HID), and submit identification information. Horses registered with a breed organization must have a copy of their registration papers submitted directly to USDF. Any horse participating in a USDFBCS Materiale Championship classes must have a LHR with USDF. The HID fee will apply toward the LHR fee. wner is not required to be a USDF member for a horse to compete in materiale classes or earn USDFBCS materiale championship qualification scores at USEF/USDF recognized DSHB or dressage competitions. If the owner does not have a current USDF Group, Participating or Business membership, non-member fees will apply. However, the owner must have a current USDF Participating Membership (PM), or Business Membership (BM), for the owner s horse to compete in a USDFBCS Materiale Championship class. 3. Rider is required to have a current USDF PM at the time a horse s qualifying score is earned and at the time of the USDFBCS Materiale Championship class.

20 4. Horses participating in USDFBCS qualifying or final events are not required to be registered with any studbook, but, if a horse is registered with any breed organization, the name of the breed, sire, dam, dam sire and breeder must be given on the entry blank (GR907). 5. It is strongly recommended that horses not registered with a breed registry be listed as unregistered. 6. It is the responsibility of the horse owner to ensure that the owner s and rider's USDF membership and USDF horse registration are correct and current. B. REQUIREMENTS FR MATERIALE CHAMPINSHIP QUALIFICATIN 1. A horse may qualify for competition in a USDFBCS Materiale Championship class by receiving one score of 72.0% or higher in a materiale class held at any USEF-licensed/USDF-recognized DSHB or Dressage competition during the relative competition year. 2. Scores must be earned at competitions licensed by USEF as dressage competitions. Scores earned at competitions licensed by USEF as Regular or Local competitions are not eligible to be used as qualifying scores for the USDFBCS Materiale Championships. 3. The USDFBCS Materiale Championships will run on the same calendar year as the USDFBCS (January 1-December 31). Qualifications to compete in a USDFBCS Materiale Championship classmustbeearnedinthecalendaryearthatthechampionshipwilloccur. Any qualifications earned in other calendar years will not apply. 4. Qualifying scores must be earned in materiale classes run under DR134 and DR204. Fillies and/or mares may not be combined in classes with colts, geldings and/or stallions (exception: championship materiale classes see DR204). 5. At each USDFBCS series final competition, two age group materiale championship classes will be held. All qualified horses regardless of sex will compete against one another in their respective age groups. This means that all qualified three-year-olds will compete in one class to determine the USDFBCS Materiale Champion Three-Year-ld, and all four-and-five-year- olds will compete in a separate class to determine the USDFBCS Materiale Champion Four/Five-Year-ld. 6. Horses will be evaluated according to the criteria listed on the current USDF Materiale Class scoresheet, and classes must be conducted according to the current USDF Procedures to Host USDF Materiale Classes. 7. Qualifying scores to compete in a class may be earned up until the championship class occurs. 8. nce a horse has qualified to compete in a USDFBCS Materiale Championship class, the horse is eligible to compete at the USDFBCS series final of the owner s choice. This means that the horse does not have to attend the series final being held within the same geographical area or series that the qualifying score was earned in. However, a horse may only compete in one USDFBCS Materiale Championship class in a given calendar year. 9. A list of qualified horses is maintained on the USDF website. 10. A horse may qualify with a different rider than the rider who competes the horse in the championship class. Rev August Dressage competitions with materiale classes scheduled after the USDFBCS series finals are held, are not eligible to participate in the USDFBCS program, and will not be qualifying events for the next year s series final. C. Conduct of Materiale Championship Classes at the Series Final 1. At least two USEF DSHB judges must officiate in each USDFBCS Materiale Championship class. ne of the two required judges must be a USEF R DSHB judge. The other judge may be a USEF r DSHB judge or may have an appropriate guest card. Each judge will evaluate each entry independently, and scribes must be provided for each judge. USDFBCS series final events must agree to allow late entries in the USDFBCS Materiale Championship classes for horses that qualified for the championship after the official closing date.

21 h. Series final events must hold materiale classes allowing for qualification opportunities prior to holding the USDFBCS Materiale Championship classes. AWARD CEREMNIES A. Requirements 1. For all finals, a USDF sponsor banner must be prominently displayed. If the banner is misplaced or damaged, the event will be responsible for the cost of repair or replacement. Banners must be returned to USDF within 30 days of the competition. Rev August In addition to the general requirements above, the awards presentation ceremonies and award presenters at each series final event must be arranged in cooperation with USDF. USDF will contact sponsors to determine if they or a representative plan to attend the award ceremonies. USDF will forward this information to the appropriate management team. 3. All USDFBCS sponsors (or their representatives) should be invited to participate in the final event award ceremonies. Award ceremony announcements must identify the sponsoring organizations. Any sponsors in attendance at these events should be provided with a complimentary copy of the competition program and be given free admission to the event. 4. Management must send two champion photos of in-hand competitors, as well as two champion photos of materiale competitors, electronically to USDF for publication with the final results. Persons and horses in the photos must be identified. A photographer s release must also be submitted. 5. Public announcements must be made, which credit the title sponsor and promote the program to the public. These announcements are required to be made throughout the event, in particular, during the awarding of Current Year Foal, Filly, Colt/Gelding, Mare and Stallion Championships and Three-Year-ld Materiale and Four/Five-Year-ld Materiale Championships. The name of the breeder(s) must be announced during award ceremonies. It is also strongly recommended that breeder(s) and owners of placing horses be invited to participate in award ceremonies. 6. All unused ribbons and prizes must be returned to USDF within 30 days of the competition. If awards are misplaced or damaged, the event will be responsible for the cost of replacement. For series qualifiers, USDF will provide ten qualifier ribbons (two per division). For series finals, USDF will provide neck sashes and prizes for Grand Champion and Reserve Grand Champion and ribbons for third through sixth place. Ribbons and prizes will be sent directly to the designated competition contact about two weeks prior to the event. 7. Show management is responsible to have a professional photographer for USDFBCS series final competitions. CMPETITIN MANAGEMENT A. Applying for and Scheduling Qualifier and Final Events 1. The USDFBCS is scheduled on a calendar year basis (January 1-December 31). 2. A series must have a minimum of three qualifying events in order to hold a series final. All shows in the series, including qualifier classes held in conjunction with the series final, are qualifying events. 3. Competitions intending to host USDFBCS qualifying classes must submit their USDFBCS qualifier application to USDF no less than sixty days prior to the start of the competition. Any competitions submitting USDFBCS qualifier applications less than sixty days prior to the start of the competition will be considered on a case-by-case basis and subject to a $50 late application fee. 4. Competitions may not advertise themselves as being qualifying opportunities for the USDFBCS prior to submitting a qualifier application and related $75 fee to USDF. 5. The official USDFBCS host site application form for qualifiers and series finals will be available from the USDF office during the summer, prior to the start of the next competition year. USEF- licensed/usdf-recognized dressage competitions interested in hosting a final for a series must Rev August 2016 submit a completed USDFBCS event application form and contract to the USDF office by ctober 1 of the year prior to the series final to request consideration for hosting the series final. 6. The final event of each series is often the last USEF-licensed/USDF-recognized dressage competition holding DSHB classes scheduled in a particular geographical area of the United States. However, a series final must also be held in conjunction with a USDFBCS qualifying event. Host sites of series finals will be designated on or about November 1 of the year prior to the series final year. Competitions which submit a host site application past November 1 of the year prior to the series final year will be subject to a $50 late application fee and reviewed on a case-by-case basis. 7. The series final must meet the minimum requirements for a series final: 1) minimum USEF Level 2 competition 2) Show manager and secretary must both be members of USEF and USDF (USDF Participating or Group Membership is required) at the time of championships. 3) all other requirements as stated in the USDFBCS Series Final Host Site Application. 8. It is recommended that a series final be held in conjunction with a USEF-licensed/USDF- recognized competition unless it has a proven stand-alone history. 9. All applications for a series final will be considered on a case-by-case basis. 10. A series final will be considered definite when at least three qualifying events have registered with USDF to participate in the series for the year. If it meets the minimum requirements, a series final will be considered tentative until at least three events have registered for the series. 11. If two or more qualified events in the same series wish to host the series final, a working group appointed by the Sport Horse Committee, will select the host site of the series final, after consultation with the chair of the Sport Horse Committee, the regional director(s) of the region(s) with qualifying events in the series and the Sport Horse Committee liaison. Priority for the final will be given to 1) the date of event, which must be after all qualifying events are normally scheduled, and ideally,

22 between August 1 and ctober 1 of the series final year, 2) the most prestigious DSHB show, or USDF Regional Dressage Championship in the geographical area, 3) location and accessibility to competitors, 4) experience of the competition management with DSHB competitions and 5) history of rule compliance with USEF and USDF. 12. All USEF-licensed/USDF-recognized dressage competitions with DSHB classes scheduled prior to the series final in the same calendar year and geographical area are eligible to participate in the USDFBCS program. Dressage competitions with DSHB classes scheduled after the series final in their area are not eligible to participate in the USDFBCS program, and will not be qualifying events for the next year s series final. 13. nly one USDFBCS series, or part of a series, may be held in any particular geographical area in the same calendar year. The boundaries of a series will be determined by USDF in consultation with regional directors and the chair of the Sport Horse Committee. Series will include clusters of DSHB shows, and may cross the regional boundaries established for dressage competitions. 14. If a USDFBCS series does not have at least three qualifying events recognized by USDF by June 1 of the series final year, the final will not be held. B. ADVERTISING AND PRMTIN 1. In order to receive full promotional benefits from USDF, qualifying and final events must be approved at least six months prior to the competition. Rev August Qualifiers and final events must be approved by USDF in writing each year before they advertise that they are participating as qualifying or final events in the USDFBCS program. 3. USDFBCS or USDF Breeders Championship Series must be used in its entirety if included as the title of an event, or if referred to anywhere within the prize list or program. (In other words, you cannot title a competition the XYZ Breeders Competition ). 4. The title "USDF Breeders Championship Series Final must be prominently listed in the final event official prize list, show program, promotional materials, and advertisements once the competition has received written approval of its status as a designated USDFBCS series Final competition. 5. Unless a competition has received written confirmation from USDF of the Federation s approval to host a USDFBCS series final competition, the competition cannot utilize any competition name or title that would include a USDFBCS series final designation. Any failure on the part of the competition management to follow this protocol will result in a $100 fine. C. PRIZES 1. Prizes will be awarded during the finals competition award ceremonies. 2. Prizes and/or other awards may be withheld by USDF to series winners if the following information is not provided to USDF or show management by required deadlines: name of owner; name, age and sex of horse; and if known, the breed of horse, sire, dam, damsire, and breeder. 3. Prizes and/or other awards may be withheld by USDF if it is found that a series award winner or owner was not in compliance with USDF series final membership and horse registration requirements. D. RULES REGARDING CNTRACTS AND RECGNITIN 1. Qualifying and final events must be USEF-licensed/USDF-recognized dressage competitions and all classes must be conducted under USEF rules. 2. USDFBCS event application, contract and rules for the upcoming competition year will be available to show managers during the summer of the year prior to each USDFBCS competition year. 3. Rule changes and requirements will be fully approved and publicized by July 1 of the year prior to each USDFBCS competition year. 4. Changes of rules, requirements, or contract obligations for competition management (and/or competitors, if applicable) are not permitted after August 1 of the year prior to the start of the USDFBCS competition year, except when changed by the USEF and/or USDF Executive Board. 5. USDFBCS rules and procedures must be listed in the official prize list for the event, and must be available sufficiently in advance to all potential competitors, or the event may be in violation of USEF rules. 6. For qualifying events whose dates fall after the closing date for their series final event, the results must be ed to USDF at results@usdf.org within 24 hours of completion of the qualifying event. USDF will verify those horses who have qualified with the series final event secretary. E. CNDUCT AND CMPETITIN STANDARDS FR USDFBCS QUALIFYING AND FINAL EVENTS Series Final events must meet the minimum requirements for a series final: Rev August A minimum Level 2 competition. 2. Show manager and secretary must both be members of USEF and USDF (USDF Participating or Group Membership is required) at the time of championships. All other requirements are as stated in the USDFBCS Finals Host Site Application. 3. DSHB competitions are not permitted to exclude horses from competing in an event that have previously qualified for a USDFBCS series final. Such exclusion is not permitted by USEF rules, and penalties could result. 4. Neither foals nor horses of any other age may be shown loose. 5. Note the following clarification on stallion : No geldings may compete in the USDFBCS classes

23 for stallions even if they are gelded after qualifying for the finals and are breeding via frozen semen. LICENSED FFICIALS A. REQUIREMENTS 1. According to DR202 a competition with a USEF- licensed Dressage Sport Horse Breeding (DSHB) division must have a USEFlicensed DSHB judge and a USEF- licensed dressage technical delegate (TD). Guest Cards to judge DSHB classes are granted only to currently licensed foreign FEI Dressage Judges and approved foreign breeding experts (GR1011). Competition management must apply to USEF for guest cards at least 21 days prior to the competition. 2. Apprentice judging is NT permitted during USDFBCS series final classes. 3. Hunter Breeding judges or USEF judges with other licenses or in other disciplines are NT permitted to judge DSHB classes. 4. It is recommended that the USEF (TD) officiating at a USDFBCS series final have significant experience officiating as a TD at DSHB shows.
