ODFW WMU MO s March 2016 Wait for a second while I get out my secret decoder ring and decipher the title. Recently, I was invited by ODFW (Oregon Department of Fish and Wildlife) to attend a meeting that was going to review the MO s (Management Objectives) for deer and elk in the Santiam, Scappoose, Trask, Wilson, Saddle Mt. and Willamette WMU s (Wildlife Management Units). Additional discussion was to take place about other issues and concerns throughout the state. The most encouraging thing for me was the comments that were made by all of the biologists that spoke during the presentation and discussion period. The biologists in our area have great insight into the needs of wildlife, the desires of the groups utilizing the resources, the need for adjustment and improvements in habitat, and the effects of predation on populations. They understand that not all user groups are sympathetic to one another or have similar goals for the ecosystem. They were all concerned and believed that action must be taken now and in the future for healthy populations of wildlife to exist. In the months that follow, we will have several articles in our newsletter and will be attempting to have speakers at our general meeting at the first of the month that address these issues. One question that we must answer as a group that is interested not only in the preservation of wildlife, but truly desire for it to flourish is this: How are we going to work together with ODFW and others to achieve our mutual goals? You are encouraged to bring a prospective member for a short program explaining club activities and membership benefits. Each member and guest will receive a door prize. Any new member who joins and pays dues that night will be entered into a drawing for a Bushnell Rangefinder. Please be thinking of those who you might invite and. February 10-14: Sportsman's Show: Twenty three members staffed our booth at this 5 day show. We talked to the public about OHA, signed up new members, sold tickets on our Rifle/Shotgun raffle and solicited donations for our Annual Banquet. February 20-21: Expo Center Knife & Gun Show: Six members staffed our booth at this 2 day show. We signed up new members, talked to the public about OHA and sold tickets on our current Rifle/Handgun raffle. Thanks to all who volunteered their time for the February projects. Our projects will continue with winter here, so we continue to need your help. We have all types of incentives to get people to help. If you re not sure and you would like to help, we will put you with someone to show you the ropes. If you are interested, then come to a monthly meeting at the gun club or call Rich Steuer at (503) or Dick Crawford at (503) th ANNUAL BANQUET This is our 20th Banquet. Once again, you all have come through. We sold out at the end of January. I believe this will be the best banquet to date thanks to all the hard work and dedication from all the volunteers that have had a hand in making it happen. Thanks once again to all of our Banquet Committee and helpers. Sometimes the year just goes by so quick we don t take the time to just say Thank You. If you got your Ticket package, then we will see you at the Banquet. We do start setting up on Friday evening at 5:00 PM and we will be having Pizza for dinner. So come on out and give a hand. 3 OREGON HUNTER S ASSOCIATION PIONEER CHAPTER SHOTGUN AND ARCHERY YOUTH DAY AT CANBY ROD AND GUN CLUB Saturday April 30, am -2pm 20 Gauge Archery 410 for Beginners Open to boys and girls ages 8 to S. Molalla Forest Rd.,, Oregon **ACTIVITIES** Clay Target Shooting-Beginning Archery 20 Gauge Youth Shotgun, Raffle Door Prizes and Hamburger & Hotdog Lunch The shooting range will be open for youths interested in clay target shooting with shotguns. All youth shooters are required to attend orientation/instruction class before shooting. Eye and ear protection is required at all times for shooters and will be provided along with shotgun and shells. Coaches will be present for one-on-one shooting instruction and safety. A parent or legal guardian must be present. Lunch is provided in the $10.00 youth range fee. 4 OHA TRACKER MARCH 2016 oregonhunters.org Wolf bill, poaching penalties highlight new session While the 2016 Legislative Session is scheduled to run for 35 days and deemed the short session, it s filled with bills that deal with many issues, including hunting. Two bills that we are following very closely emerged at the start of the legislative session and have journeyed into the final days. Here are two bills that OHA is supporting. Wolf Delisting Ratification Bill This bill puts into statute a ratification of the decision made by the Oregon Fish and Wildlife Commission to delist the wolf. There are two versions: House Bill (HB 4040) was introduced by Representative Barreto (R-District 58-Cove), and Senate Bill (SB 1557) was introduced by Senator Hansell (R-District 29-Athena). The House version of the bill passed the House and was then sent to the Senate where it was assigned to the Senate Committee on Environment and Natural Resources. The bill had two hearings in this committee. At this writing the bill is awaiting a work session to move the bill out of committee. Unlawful Take Penalties House Bill 4046B increases the penalties for the unlawful taking of wildlife. The bill passed out of the House Committee on Agriculture and Natural Resources and went to the floor of the House for a vote. After some discussion on the mandatory sentencing section of the bill, the bill was then sent to the House Committee on Rules where the section of the bill regarding mandatory sentencing was amended out of the bill. After the bill was amended it was then sent back to the floor of the House where it passed by a vote of 53 yes votes to 5 no votes. The bill For updates on these bills and other legislative developments, visit OHA s legislative webpage: A bill to increase penalties for poaching passed the House and is now in a Senate committee. now goes to the Senate for consideration and has been referred to the Senate Committee on Rules. Legislative task force on funding for ODFW to meet The legislative task force on Funding for Fish, Wildlife and Related Outdoor Recreation and Education will hold its second meeting in February. At this meeting, task force members will hear about other state and national efforts to find sustainable methods of funding fish and wildlife management and related conservation, recreation and education efforts. David Chadwick with the Montana Wildlife Federation and David Thorne with the Missouri Department of Conservation will share lessons learned and their perspectives on what has worked and not worked in other states. This task force was created by HB 2402 which was passed by the 2015 Oregon Legislature. OHA is represented on the task force by Paul Donheffner, OHA Midwest Director. Cougar Plan to be reviewed ODFW staff has announced a review of the state s Cougar Management Plan. At the February Commission meeting, it was announced that stakeholders will be invited to the April 22 Commission meeting to join a panel before the Commission to discuss the cougar plan. A draft updated plan is scheduled to be available in October for further review and public input, with final consideration scheduled for the Dec. 2 Commission meeting. Kids learn to hunt turkey April 2 at annual clinic Register now for the annual turkey hunting clinic for kids ages 8 to 17, a popular event sponsored by ODFW and the Oregon Hunters Association. The event is April 2 at the White River Wildlife Area near Tygh Valley. Registration opens at 7:30 a.m. and the event runs from 8:45 a.m. to 4 p.m. Kids who attend will learn the tricks, tips and strategies needed to turkey hunt, including: turkey identification and behavior, scouting techniques like sign identification and how to locate turkeys in the woods, plus turkey calls and calling techniques. There is also a hands-on session about how to pattern a shotgun, establish effective ranges and hold a shotgun as a tom approaches. This is a fun annual event that will leave your child ready for the statewide general spring turkey season April 15- Wyatt wins his first gun at OHA s Ochoco banquet Feb. 20. Kids can also hunt the special youth-only season April Pre-registration is required and costs $10. The deadline to register is March 28 and a maximum of 100 youth will be accepted. Each youth must be accompanied by an adult. Hunter education certification is not required to attend the clinic. Registration includes lunch; adults can purchase lunch for an additional $5 on site.
