1 Date: 12/2/13 ISSUE: Should the West Bank Boat Ramp be renamed to Sam Caudill SWA? The West Bank Boat Ramp has been under lease to the DOW and now CPW for several years. CPW acquired the property through the RFP process so now owns it fee title. This is one of the busiest boat launches in the State on the Roaring Fork River. The site is approximately halfway between Carbondale and Glenwood Springs. Many fisherman float from Carbondale and get out at this site or put in at Westbank and float to Glenwood Springs. Westbank Boat Ramp as it had been called under the lease is not the name CPW and Area 8 wanted to use since it is now under our ownership. CPW purchased the property at a bargain price and at the closing staff asked the owner if he would like to have the property named in his honor. He responded that he did not, but that he just wanted anglers to be able to continue to use the boat ramp in perpetuity. CPW wanted to honor someone in the valley that had made many contributions to wildlife and the sportsmen of the State. Sam Caudill s name came up as a person worthy of this type of recognition. Staff proposes to honor Sam Caudill in this fashion in light of his contribution over the years not only as a Wildlife Commissioner but as an advocate for wildlife and wild places. Internal publics-colorado Parks and Wildlife, Area 8 External publics-sportsmen of the State of Colorado and visitors to the State. Sportsmen of the Roaring Fork Valley and landowners on the Roaring Fork River. Adjacent Landowners were all in agreement this name change was a positive. Local sportsmen were in agreement as well as the commercial users of the ramp. General observations from staff were that the local community thought this was a great name for the newly-acquired parcel. 1. * Preferred Alternative *: Name the boat ramp Sam Caudill SWA. 2. 2 Date: 9/20/13 ISSUE: Should dogs on leashes be permitted on that portion of the Mesa County Riverfront Trail located on the Walker SWA? When completed, the Mesa County Riverfront Trail will run from Palisade to Fruita and beyond. The trail courses through private and public properties, including the James M. Robb Colorado River State Park at Connected Lakes. The Riverfront Trail regulations, and CPW regulations in effect at Connected Lakes, allow dogs on leash to accompany trail users. The Riverfront trail has now linked the Walker SWA (WSWA) into the system. Parks and Wildlife Commission Regulation 901-B-257-g prohibits dogs at WSWA. Allowing dogs on leash on the Riverfront Trail at the WSWA will maintain consistency with regulations in effect on other sections of the trail. Limiting leashed dogs to the trail itself will adequately protect wildlife values at the WSWA. Plastic bags for dog waste and containers to accept the waste have been incorporated into the trail design. Mesa County is responsible for the placement and maintenance of the waste containers. Internal: Wildlife managers with responsibility or oversight for wildlife management within Area 7. 3 Date: 8/23/13 ISSUE: Should the Sikes Ranch STL be enrolled into the CPW State Trust Land Public Access Program? The Proposed Sikes Ranch STL is a 641 acre parcel located at the south central boundary of the newly acquired CPW Sikes Ranch SWA. The property contains flat top mesas and canyon lands dominated by pinyon-juniper, short-grass prairie, sage, and yucca. The parcel is frequented by mule deer, whitetail deer, turkey, and elk. The parcel would increase public access and hunting opportunity on the property and would provide access to the adjoining SWA. The parcel is proposed to be open for hunting from September 1-End of February. Access would be by foot only. Use of service roads would be permitted for those with ADA accommodations. Proposed Regulation language: Sikes Ranch STL - Baca County a. Camping is prohibited. b. Fires are prohibited. c. Off-highway vehicle (OHV) use is prohibited. d. Wood cutting or gathering is prohibited. e. Public access is allowed one hour before sunrise until one hour after sunset, except that when an animal is harvested the successful hunter is allowed to remain as long as is necessary to remove the animal, and except when authorized by a night hunting permit. f. Trapping is allowed by permit only. Permit holders shall have their permit on their person at all times while trapping. Permits may be obtained by calling the Lamar Service Center at or the local District Wildlife Manager at g. Public access is prohibited in the building envelope and designated safety zones, as posted. h. Parking is allowed in designated parking lots only. i. All motorized travel is restricted to the primary access route (CR O). This property would need to be added to CPW Chapter 9, Article III, Regulation #903-Property Specific Regulations, STL Brochure, and the CPW Website-STL Maps. Internal publics- CPW Area 12 personnel support the enrollment of the property. External: The State Land Board District manager is supportive of enrollment of the property.. 1. 5 ISSUE: ISSUES SUBMITTAL FORM Date: 8/23/13 Should Sand Creek STL s (Chaffee Co.) property name be changed to Sand Creek Central to eliminate Public and Land Board confusion between the Sand Creek STL in Chaffee and Jackson Counties? The State Land Board requests that CPW re-names the Sand Creek STL in Chaffee Co. in order to eliminate both public and SLB internal confusion between this STL and the Sand Creek STL located in Jackson Co. The STL with the same name located in Jackson Co. is thousands of acres larger, higher profile, higher-use, adjacent and contiguous to the CO State Forest, Adams STL, Elk Mtn STL, and Three Sisters STL; so it made more sense to change the name of the much smaller and less frequently used Sand Creek STL in Chaffee Co. After very limited options geographically to decide from, CPW staff recommends re-naming the Sand Creek in Chaffee Co. to SAND CREEK CENTRAL STL. Since there is already a STL in Baca Co. named Sand Creek South, and since the Chaffee Co. Sand Creek STL is located basically in central Colorado, this option made the most sense. Most likely, by the time this Issue Paper is adopted by the CPW Commission, the SLB Board of Commissioners will have approved or denied the submitted Amendment to Access Plan in their process. This Issue Paper, if the amendment is approved by SLB Commissioners, is just to change the property name in Ch. 9 Regulations, STL Brochure section of Recreation Lands Brochure, and maps online etc. Internal: CPW- A13 AWM Jim Aragon; STL Tech/Coordinator Zach Spezze SLB- Front Range District Manager David Rodenberg; Recreation Program Manager Abe Medina. 1. 6 Date: 8/21/13 ISSUE: Should the Burchfield STL be enrolled into the CPW State Trust Land Public Access Program? The proposed Burchfield STL is a 640 acre parcel that is located immediately to the north of Burchfield SWA across CR DD in Baca County. The property contains sage, yucca, mid-grass, and short-grass prairie. The area is frequented by deer, quail, rabbit, fox, and pheasant. The parking area currently for Burchfield SWA at CR DD, could be used to serve both SWA and this STL property. The parcel would increase public access and hunting opportunity on the property. The parcel is proposed to be open for hunting from September 1-End of February. Access would be by foot only. Proposed Regulation language: a. Access by foot only.. Internal: Local CPW Area 12 staff support the enrollment of the property. External: The State Land Board s District Manager, Michael Pollart supports this enrollment. 1. Enroll the Burchfield STL with the recommended restrictions. 2. Enroll the Burchfield STL with other restrictions. 3. Not enroll the Burchfield parcel into the program.
