They are available only to people that have drawn an elk license for that ranch. Their purpose is to increase harvest when increasing hunter density would reduce hunter satisfaction and success. Youth, donation, and mobility-impaired licenses are part of special hunting opportunities provided in cooperation with CPW and the ranch. In order to increase these hunting opportunities, they are not counted as private ranch licenses for purposes of calculating the percent share of licenses. These licenses are not available through the draw.
7 Most youth licenses are available only through local or statewide youth hunter outreach programs. Donation hunts are provided as fundraisers for local conservation organization banquets and for youth opportunities. Mobility-impaired licenses are provided to non-profit organizations that arrange hunts for mobility-impaired people. Information about these licenses and hunts is best available from the CPW Area Office closest to the. Normal private season licenses are a form of incentive for participation in the RFW program. These licenses are not available through the draw. They are usually only available from the ranch under a contract for hunting services. Private special population management licenses are not available through the draw. They are only available by contacting the ranch directly. Some ranches limit distribution of these licenses to ranch employees, family members, or only to the local community. Their purpose is to increase harvest without increasing hunter density or interfering with other established RFW seasons.
